Captain John “Patrick” Friedman, USN Commander, Submarine Squadron ELEVEN Naval Submarine League Pacific Southwest Chapter August 2021 Newsletter http://pacificsouthwest.navalsubleague.org [email protected] Our Program for Tuesday, August 10th, 2021 “SUBRON ELEVEN—A Lot Is Going On!” Captain John “Patrick” Friedman, USN Commander, Submarine Squadron ELEVEN Please Plan to be with us for our first, in recent history, August Meeting and Professional Forum. Taking advantage of our ability to return to Oceanview and be together, Commodore Friedman was able to find a slot in his very busy At Sea Schedule. Be Alert to the new security protocols. Members can access NBPL if: 1) You have a valid DoD or CaC Card; 2) You are escorted by a member in Category 1); or 3) you submit a Form 5512 by the date previously specified—July 20. From Albany, Louisiana, Captain Friedman graduated from Louisiana State University in 1995 with a B.S. in mechanical engineering. After Officer Candidate School, he completed nuclear power and basic submarine training. He reported to his first submarine assignment on USS HELENA (SSN 725). He served as main propulsion assistant, damage control assistant, and quality assurance officer, and completed a Western Pacific deployment and a 13-month depot modernization period at Portsmouth Naval Shipyard before HELENA changed homeports to San Diego, California. In June 2003, he reported to USS CHEYENNE (SSN 773) as the engineer officer. He completed an East- ern Pacific deployment, a Western Pacific deployment, and an intermediate drydocking that included a dual-media discharge. During his time aboard, the ship earned the COMSUBRON SEVEN Battle “E” in 2003 and 2005, the Engineering “E” in 2003, and the CNO Arleigh Burke Fleet Trophy for 2003. In April 2008 Captain Friedman reported aboard USS PENNSYLVANIA (BLUE) (SSBN 735) as Executive Officer. While onboard, he completed three strategic deterrent patrols and commenced an extended refueling overhaul period at Puget Sound Naval Shipyard. During his tour PENNSYLVANIA earned the 2009 COMSUBRON SEVENTEEN Battle Efficiency “E” and the Navy League Outstanding Trident Perfor- mance Award. In October 2012 he assumed command of USS COLUMBIA (SSN 771). He completed an Eastern Pacific deployment, a Western Pa- cific deployment, and two drydocking maintenance periods, including a dual-media discharge. Under his command, the ship earned the 2014 COMSUBRON SEVEN Battle “E”, the Engineering “E” and the CNO Arleigh Burke Fleet Trophy. In January 2016, he assumed command of the USS OKLAHOMA CITY. While in command, he commenced an intermediate drydocking that included a dual-media discharge. Captain Friedman’s shore duty assignments include Naval Nuclear Power Training Unit, Ballston Spa, New York as a staff instructor; Commander, Submarine Squadron SEVEN as the material officer; Naval Reactors as the Special Assistant to the Deputy Director for Officer Policies and Plans; Commander, Submarine Forces Pacific as the Senior Member of the Tactical Readiness Evaluation team and most recently Commander, United States Indo-Pacific Command as the Director for Sensitive Activities. Captain Friedman is currently serving as Commander, Submarine Squadron 11 in San Diego. Captain Friedman’s personal awards include the Defense Superior Service Medal, the Legion of Merit, the Meritorious Service Medal (five awards), the Navy and Marine Corps Commendation Medal (four awards), and the Navy and Marine Corps Achievement Medal (two awards). We were re-enlightened as to the spectrum and variety of things that the NBPL CO is responsible for. The care and feeding of his areas of responsibility takes great balance, sensitivity and smarts. Uppermost is the need to support the men and women that go to sea, but with a real awareness of the challenges of COVID and the need for the preservation of the environment. The Kazan submarine will feature more advanced equipment than the first vessel in the series - the Severodvinsk, which was laid down in 1992 and is scheduled to join the Russian navy in 2010 or early 2011 after a long delay for financial reasons.
