    CONVENTION ON WETLANDS OF INTERNATIONAL IMPORTANCE ESPECIALLY AS WATERFOWL HABITAT P R O C E E D I N G S OF THE FIFTH MEETING OF THE CONFERENCE OF THE CONTRACTING PARTIES Kushiro, Japan 9 to 16 June 1993 FOREWORD The Fifth Meeting of the Conference of the Contracting Parties to the Convention on Wetlands of International Importance especially as Waterfowl Habitat (Ramsar, 1971) was hosted by Japan and held in Kushiro (Hokkaido) from 9 to 16 June 1993, in accordance with the provisions of Article 6 of the Convention. Seventy-two of the 77 States then Party to the Convention participated in the Fifth Meeting of the Conference. In addition, 23 non-Party States, as well as 111 governmental and non-governmental national and international organizations participated in the Conference as observers. The Proceedings of the Fifth Meeting of the Conference of the Contracting Parties are presented in three volumes with versions in English, French, and Spanish. The first volume includes the summary reports of the Plenary Sessions and of the Workshops, the report of the Credentials Committee, the Resolutions and Recommendations adopted by the Conference of the Contracting Parties, the list of participants, and the relevant Conference Documents. The second volume will be devoted to the Conference Workshops. In addition to the Workshop reports, it will contain the corresponding overview papers (Conference Documents DOC. C.5.6 to DOC. C.5.9) as well as presentations and/or abstracts. The third volume will contain the National Reports and the related Conference Document DOC. C.5.16. Pursuant to the instructions of the Conference of the Contracting Parties, the Conference Papers were reviewed by the Bureau after the meeting to incorporate the amendments adopted in the Plenary Sessions and to correct minor errors or discrepancies between the English, French, and Spanish texts.

    Migration 59 ON THE MIGRATION ROUTE OF SWANS IN HOKKAIDO, JAPAN S MATSUI, N YAMANOUCHI and T SUZUKI Introduction It is well known that more than several thousand Cygnus cygnus cygnus and about a thousand Cygnus columbianus bewickii winter in Japan. Recently a few Cygnus columbianus columbianus have been reported. There is general agreement on the migratory routes of C. c. cygnus along the northern coast of Hokkaido, the Sea of Okhotsk and the Pacific coast of Honshu. On the other hand, there is no established theory on the migration route of C. c. bew ickii and it is not clear whether it reaches Honshu after coming down to the Gulf of Aniva from Sakhalin or goes back by the same route. Observations of migrating swans in eastern Hokkaido. 60 One of the authors observed thousands of swans at Lake Kutcharo near the coast of the Sea of Okhotsk during the spring and autumn migration periods. As the result of many observations we found the migration route of C. c. bewickii follows a line joining the Teshio River, the Ishikari River, Lake Utonai in Tomakomai City and the Shimokita Peninsula in the northernmost tip of Honshu. Sighting points of migratory swans, temporary resting areas and wintering grounds o f swans in Hokkaido are plotted in Figs 1 and 2. We concluded that there were three main migration routes in Hokkaido and each route was across the sea and along the coast line.

The counter presently in service is made of copper tubing and has an effective volume of 900 ml. Acetylene gas is used as counting gas at pressure 600-760 mmHg and prepared in the same way as in the case of 400 ml counter. The counter is shielded by iron sheets of 23-cm thickness and by anti-coinci- dence with a multianode propane-How proportional counter of Houterman's type (Houtermans, 1958). A background of 5.6 counts/min has been attained with this counter arrangement. The modern carbon sample filled at 0°C and 760 mmHg shows an activity of 11.8 counts/min. The samples with code num- bers greater than GaK-60 were measured by this counter. The carbon standard used in our measurements is wood from the 1784- to-1800 growth rings of a Cryptomeria japonica grown in Mie-ken, Japan.

Considering this motion systematically, the effect of the lake basin shape on the motion can quantitatively be evaluated. The characteristics of the motion are numerically investigated, using the two-dimensional model with typical lake shapes which have flat floors to evaluate the shore effect and have uneven bottoms to evaluate the bathymetric effect. Based on the numerical calculations, obtained are general formulas to evaluate the effect of the lake basin shape on the period. Generally, the shoreline effect including existence of islands prolongs a uninodal seiche period than that calculated in the rectangular lake model, but the bottom topography effect shortens that than that calculated using the mean depth. Comparing the periods estimated by these formulas with the observed ones in natural lakes, the character­ istics of the basin shape effect become evident systematically regarding the periodic motion of lake water.

    Dr Hatta stated in 1924 that C. c. cygnus moving from Lake Utonai to Lake Kutcharo at Hamatonbetsu were the ones that came from Lake Furen and he in­ sisted that they flew to Lake Kutcharo instead of going back to Lake Furen. However, this is the route along which C. c. be w ickii is mainly moving in spring and autumn, so C. c. cygnus is rare. Besides, no banded C. c. cygnus has been observed in Lake Kutcharo. Furthermore, no banded individuals that come to Lake Utonai from Lake Tofutsu, located in the south of the Sea of Okhotsk, fly to Lake Kutcharo. Judging from this, flocks of C. c. cygnus that came to Lake Utonai from the Okhotsk side of east Hokkaido in autumn cannot be assumed to fly to Kutcharo along the central axis. Conclusion We have proved three migration routes of swans — tne route between the Sea of Okhotsk and the Pacific Ocean, the route of the central axis and the coastal route by the Sea of Japan — by getting information from many people, from observations of banded individuals and from literature. Finally, the proof of these routes is not complete and we are going to continue our research and observations. Summary The paper reviews observations o f migrating swans in Hokkaido and defines three routes used by Cygnus columbianus bewickii. Observations of neck-banded swans confirm the use of the routes and possible relationship o f the routes to paleogeographical conditions is suggested.
