F rom the Foreword to Argentine Civil-Military Relations Argentine Civil-Military Relations: From Alfonsín to Menem This book is an important contribution to the Argentine much-needed institutional analysis of the evolution of democratic governance in Argentina. Huser uses the constructs of political culture, organization of the state, and political economy as the pillars of his analytical framework, especially emphasizing political Civil-Military culture to explain Argentina’s difficulty in coming to grips with the civil-military problem- atique. Further analyses of the workings of the institutional underpinnings of successful governance and functional civil-military Relations relations are needed in Argentina and many other countries of Latin America, where, after more than a decade of reforms, civilian From Alfonsín to Menem leadership is often the absent element in the civil-military equation. —Margaret Daly Hayes HUSER Director, Center for Hemispheric Defense Studies Herbert C. Huser The mission of the Center for Hemispheric Defense Studies is to develop academic programs for educating primarily civilians in planning and management of defense and security; for familiarizing civilians with the military profession and military affairs; and for studying the defense policymaking process in general. In addition, the Center is charged with promoting civil-military collaboration on defense matters and with encouraging national, regional, and international dialogue regarding defense themes. To accomplish this, the Center conducts a core course on Defense Planning and Resource Management, and a specialized course on Defense Economics and Budgeting. In addition, it holds seminars and conferences, and promotes research, A PUBLICATION OF THE teaching, outreach, and dialogue on defense and security matters.

TIt was fought between four countries: by Paraguay, against an alliance formed by Brazil, Uruguay, and Argentina. It was unique in South American history for the numbers of troops involved and, above all, for its terrible cost in lives. These deaths were to a great degree due to privation, disease, and famine, which the belligerents were neither equipped nor organized to alleviate. Of Brazil’s approximately 50,000 deaths, two-thirds were from hardship and disease, particularly smallpox and cholera. The war cost Argentina some 30,000 lives, and the much smaller Uruguay nearly 5,000; but these losses pale in comparison with the catastrophic human price paid by Paraguay. While the numbers are still widely disputed, some scholars have concluded that six years of war reduced the population of Paraguay from around 450,000–500,000 people to 160,000 at most – a loss of some 65–70 percent of the country’s entire population – and the productive life of the country was largely destroyed for decades.[1] The most important battle of the war, at Tuyutí on May 24, 1866, was A Brazilian cavalry officer (left) the greatest ever fought on South American soil, involving some 24,000 with a captured Paraguayan Paraguayans against 35,000 Allied troops.

Treaties are scraps of paper; constitutions, printed matter; elections, battles; freedom, anarchy; and life, a torment. Simón Bolivar Introduction The history of most Latin American countries during the early decades of the nineteenth century is characterized by the persistent failure to create a relatively stable constitutional order. The typical image of the process that followed independence from Spain is one of a fierce struggle between opposing groups, liberals and conservatives, federalists and centralists, constantly writing and re- writing constitutional rules according to the shifting balance of forces. In the midst of this conflict, Latin America became a fertile ground of institutional experimentation in almost every possible area of constitutional design, from monarchies to republics to different variants of federalism and centralism, unipersonal and collegial executives, unicameral and bicameral legislatures. Throughout the second half of the nineteenth century, however, a more or less dominant institutional paradigm emerged: that of a presidential republic based on the separation of powers principle. Different historical factors, common to most countries of the region, converge to explain the adoption of this general model. With few exceptions—Brazil and, to some extent, Mexico, the most preferred option among Latin American elites after the 1820s was the creation of a republic rather than some form of constitutional monarchy.

  • Arabic-Speaking Immigrants in Argentina, 1880-1946
Margins of the Mahjar: Arabic-Speaking Immigrants in Argentina, 1880-1946 Dissertation Presentation in Partial Fulfillment of the Requirements for the Degree Doctor of Philosophy in the Graduate School of The Ohio State University By Steven Leroy Hyland Jr., M.A. Graduate Program in History The Ohio State University 2011 Dissertation Committee: Donna J. Guy, Advisor Kenneth J. Andrien Carter V. Findley Copyright by Steven Leroy Hyland Jr. 2011 Abstract This project examines how the Arabic-speaking immigrant community in northwestern Argentina integrated into local society while still preserving ties to their homelands. Emigration from Greater Syria (contemporary Syria and Lebanon, historical Palestine, and parts of Turkey and Iraq) was part of a global process from 1846 to 1940 in which more than 150 million people migrated to the Americas, Southeast and Central Asia, Manchuria and Siberia. Indeed, mass migration of diverse ethnic and religious groups was a signature feature of this near century of movement as 51 million people migrated from Europe (equivalent to twenty percent of its population) to the Americas, as did two million people from Asia and the Levant. After the United States, Argentina was the most popular destination for those heading west and possessed one of the fastest growing economies during the same era. By 1914, the Arabic-speaking immigrant community, comprising more than 100,000 Christians, Jews, and Muslims, became the third largest immigrant group in Argentina, trailing only Italians and Spaniards. I seek to understand how immigrants survived in a foreign and at times hostile society while maintaining links with the old country.

  • A History of Nationhood, Religion, and War in Nineteenth- Century Paraguay, 1850-1870
Sacred Cause, Divine Republic: A History of Nationhood, Religion, and War in Nineteenth- Century Paraguay, 1850-1870 Michael Kenneth Huner A dissertation submitted to the faculty of the University of North Carolina at Chapel Hill in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Department of History. Chapel Hill 2011 Approved By Professor John Charles Chasteen Professor Kathryn Burns Professor John French Professor Jocelyn Olcott Professor Christopher Lee © 2011 Michael Kenneth Huner ALL RIGHTS RESERVED ii ABSTRACT MICHAEL KENNETH HUNER: Sacred Cause, Divine Republic: A History of Nationhood, Religion, and War in Nineteeth-Century Paraguay, 1850-1870. “Under the direction of Professor John Charles Chasteen.” Nineteenth-century Paraguay was a provincial backwater of the shattered Spanish colonial empire, a country that had forged its independence under the rule of autocrats, a country where most people spoke Guaraní, a vernacular of indigenous origins. From 1864 to 1870, Paraguay went to war with the Triple Alliance of Brazil, Argentina, and Uruguay. The conflict left Paraguay occupied by foreign armies and devastated with over half its population lost. This dissertation explores a history of state formation, religion, and war in the country before and during this catastrophic time. In particular, the dissertation reflects on how colonial religion helped to produce formative experiences of modern nationhood and citizenship. Conventional interpretations of Latin American history still generally regard the consolidation of nation-states as a starkly secular development. This study questions that formulation and considers how clergy and institutional practices of the Church actually articulated early expressions of nationhood.
