Draft Public Involvement Plan
Introduction This Public Involvement Plan (PIP) describes the public involvement effort for the Yuma Metropolitan Planning Organization (YMPO) 2014-2037 Regional Transportation Plan (RTP). The purpose of the RTP is to identify regional long-range multimodal needs, evaluate potential solutions, and make recommendations that are responsive to the unique opportunities of the Yuma region and are consistent with Federal requirements for regional transportation plans.
Public participation is a vital part of the planning process. In particular, our experience has demonstrated that engaging stakeholders early on, when decisions can still be influenced, is essential to identifying critical stakeholder opportunities and issues and producing the most favorable outcome for everyone involved. Continuing the engagement throughout the planning process will help maintain open lines of communication, build relationships, encourage mutual understanding and help reach consensus.
This PIP is designed to fulfill the promise of the International Association for Public Participation (IAP2) Spectrum of Public Participation “To work directly with the public throughout the process to ensure that public concerns and aspirations are consistently understood and considered.” Close communication with the RTP Technical Advisory Committee (RTP TAC) and YMPO member-jurisdictions, including the cities of San Luis, Somerton and Yuma, the Town of Wellton, Yuma County, the Cocopah Indian Tribe, and the Arizona Department of Transportation will be critical to the success of this study.
This plan incorporates public meetings, contact with stakeholders and interested parties, newsletters and a variety of communications methods to inform the community

about the RTP’s purpose and progress. The goal of the plan is to seek and incorporate public and stakeholder input on the regional vision and transportation elements of the RTP. The efforts to secure participation will be targeted to stakeholders who are individuals or entities that could be significantly influenced by the transportation plan recommendations or could significantly influence implementation. Stakeholders include, but are not limited to, the general public; low-income, minority and disabled communities; neighborhood representatives; tribal representatives; chambers of commerce; special transportation interests, such as freight shippers, transit users, pedestrians, and bicycle organizations; local officials; military installations; and federal and state transportation agencies.
This plan also outlines agency and consultant responsibilities.
Public Meetings Purpose Public meetings will be held at multiple Yuma-area locations to inform the public of the planning process and to solicit ideas, input and feedback. Public meetings will be held at locations accessible to and at times convenient to minority and disabled residents. The intent of holding public meetings at diversified locations is to solicit broad public comments. General locations of meetings may include the City of San Luis, City of Somerton, City of Yuma, Yuma County Foothills and Town of Wellton.
Five public meetings will be held during the course of developing the RTP. The meetings will provide information to and gather comments from the public.
The first and second meetings will be held prior to the development of transportation alternatives at two different sites over two days. The meetings’ purpose will be to introduce the study team, outline the study’s purpose and goals, present existing conditions for the transportation system, receive comments and suggestions, and answer questions.
The third and fourth meetings will be held after the development and analysis of the transportation alternatives are complete. The meetings will be held at two different sites over two days and will be designed to present the alternatives developed for the

roadway, transit, air, freight, rail and non-motorized systems. The discussion at the third and fourth meetings will include follow-up with members of the public regarding what the team heard from them at the previous meetings and how their comments were considered in determining the potential transportation alternatives.
The fifth and final meeting will be held to present the draft RTP for public review and feedback and will include follow-up with members of the public regarding what the team heard from them at the previous meetings and how their comments were considered in determining the preferred transportation alternative.
Implementation The study team, in close consultation with YMPO staff and RTP TAC, will determine the public meeting dates, times, locations and set-up to help ensure accessibility for public participation. To meet the requirements of Title VI and to better serve the community, the study team will reach out to historically underserved communities to encourage participation. The format will be an open house format with a brief presentation and question-and-answer session. A Spanish-speaking team member will be available at all public meetings to assist with communication.
The meetings will be publicized by display advertisements placed in area newspapers, a media release and a meeting notice mailed to up to 5,000 stakeholders and interested parties. Newsletters will be distributed in conjunction with the public meetings to provide study information and encourage attendance. All information will be bilingual. QR codes will be included on all notification materials for ease of use in accessing the YMPO website.
As a courtesy, notification will be distributed to area government officials before the meeting to inform them of the public meeting and provide information in case they receive constituent inquiries. A reasonable attempt will be made to notify organizations representing minority and disabled people to request that they provide their members with meeting notices and information.
Directional and A-frame signage will direct the public to the meeting room. Sign-in sheets will be provided to record attendance, and nametags will help identify the study

team. Attendees will be asked to fill out comment forms. A summary of the comments received will be created and included in a public meeting summary.
To reach as many people as possible before and during the public meetings, the study team and YMPO will engage with stakeholders, for example the Yuma County Chamber of Commerce, Catholic Community Services, Rotary Club of Yuma and Yuma Jaycees, to encourage them to support the study effort by forwarding study emails and notifications to their contacts and volunteering to make phone calls to promote attendance at the public meetings. The team will provide notification materials to all YMPO member jurisdictions for distribution at council or other types of meetings. The team will research events that YMPO staff or the study team may want to attend to post fliers and provide information to area residents, and will coordinate with the Yuma County libraries and the Parks and Recreation departments of the cities of Yuma, San Luis and Somerton, as well as the Town of Wellton, to disseminate information at their events and facilities.
The team will also research the feasibility of sending fliers home with schoolchildren to reach additional residents in the Yuma County area. We will also explore the possibility of involving community college students in the planning process or coordinating with teachers/professors to award extra credit for attendance at meetings.
The team may also coordinate with City 73 and Cuidad 72 local access channels regarding coverage and broadcast of the public meetings, and to set up an interview for YMPO staff with Dave Nash on “City Outlook” to promote the study and public meetings. Additionally, YMPO could record the public meetings and post to a YMPO- dedicated channel on YouTube, providing the link on a QR code and the YMPO website and asking member jurisdictions to provide links, as well.

Government/Stakeholder Outreach Purpose Maintaining contact with stakeholders and governmental contacts will allow the study team to keep them informed of the plan, receive their input and address their concerns.
Implementation The study team will make up to four presentations to elected officials, boards or commissions from YMPO jurisdictions. The presentations will also be available to YMPO staff and the RTP TAC to provide supplemental presentations. The team will compile a contact list using stakeholder and mailing lists from coordinating agencies and will maintain and update the contact list as necessary.
As part of the process, the study team will utilize the RTP TAC established by the YMPO to review the work in progress. Up to eight presentations will be made to the RTP TAC. The RTP TAC will meet immediately following the regularly scheduled monthly YMPO TAC meetings. The RTP TAC members will be responsible for briefing their respective agencies and commissions.

Responsibilities YMPO will be responsible for attending all public and stakeholder meetings, reviewing and approving all materials prior to use in public involvement activities, arranging public meeting space, preparing and distributing media releases, and providing the initial contact lists.
The Gordley Group will be responsible for attending all public meetings as described in the PIP, developing meeting announcements and newsletters, reviewing materials prepared by others and preparing limited artwork for public involvement materials, assisting with the Spanish translation of printed materials, providing a Spanish-speaking representative at public meetings and maintaining the contact list.
Kimley-Horn will be responsible for producing the public meeting PowerPoint presentations, display boards and meeting materials, including the meeting plan, comment form, sign-in sheet, question card, nametags, fact sheet and directional

signage; taking notes at public meetings; and documenting the public involvement process in a summary report. The report will include any notification distributed before the meetings, handouts, comments received at each meeting and associated responses.
Summary The public participation process aims to build relationships, be responsive to the public and facilitate the flow of information between the public and the study team to help all involved reach better decisions. The PIP is a living document and adjustments may be required to address issues that arise. After the first round of public meetings, time will be allocated to review the PIP and make modifications to the PIP and budget if authorized by the YMPO project manager.
