On March 19, 2020, President Trump issued an updated Coronavirus Guidance for America. The guidance states that:

“If you work in the critical infrastructure , as defined by the Department of Homeland Security, such as healthcare services and pharmaceutical and food supply, you have a special responsibility to maintain your normal work schedule.” (Emphasis added.)

The U.S. Department of Homeland Security developed a list of “Essential Critical Infrastructure Workers” to help determine those businesses that should continue normal operations, appropriately modified to account for Centers of Disease Control workforce and customer protection. The list specifically includes ”food manufacturer employees and their supplier employees—to include those employed in . . . facilities; . . . pet and animal feed processing facilities; human food facilities producing by-products for animal food; beverage production facilities; and the production of food packaging.” (Emphasis added.) This is consistent with state and local mandates, which have similarly exempted the food and sectors from shelter-in-place orders. In accordance with the President’s mandate, our global operations will continue to run, and we are taking specific actions to ensure the health and safety of our workforce.

You are receiving this letter because you are critical to our supply chain for some of the products that we manufacture. If you are subject to a closedown mandate,

please review the mandate to make sure that you are not exempted because of the products that you supply to ADM. You may also share this letter with appropriate authorities to assist in obtaining an exemption. You may also share this letter with your suppliers so they are aware of their importance as well.

An Open Letter from the Water Quality Association on

Life Sustaining Essential Products and Services During the COVID-19 Pandemic Crisis and

Shelter-in-Place Directives

The Water Quality Association (WQA) and its more than 2,500 member companies work to ensure that homes and businesses throughout America, including health care facilities, nursing homes and dialysis centers, have access to quality drinking water and in many cases puried water.

In responding to the COVID-19 crisis, water treatment professionals, manufacturers, deliverers and service providers of point-of-use and point-of-entry (POU/POE) water treatment products and home and business delivered bottled water are incorporated into many designations and categories (and governmental announcements and directives) for products and services deemed “essential” due to the critical products and services they provide and their role in safeguarding America’s drinking water.

For so many citizens in the United States, whether rural, suburban or urban, such products and services are life sustaining, basic and fundamental – the very essence of “essential.” These products and services are a must have, like electricity and working plumbing. Consider the following:

Some small public water systems rely on POU/POE treatment systems for compliance to the Safe Drinking Water Act The food and beverage industry relies on POU/POE treatment systems to meet their quality requirements Restaurants rely on POU/POE treatment systems throughout their stores (coffee, beverages, protection of kitchen appliances, etc.) Most if not all, bottle water production requires water treatment prior to bottling Many manufacturing processes require POU/POE treatment systems in order to achieve the specic water quality needed for processes and formulations The pharmaceutical industry requires extremely high-quality water Medical clinics and hospitals require POU/POE treatment devices (e.g., dialysis equipment, Legionella treatment devices, highly puried water, protection of sensitive equipment, etc.) Even for consumers on municipal water, POU/POE systems are helping to protect public health by serving as a Final Barrier against unexpected contamination events These systems must be maintained, or they will no longer work to protect public health Denying consumers access to these products and services will only escalate the panicked rush on bottled water Hydration is vital as we ght this illness Some consumers have medical conditions that dictate special water-quality requirements Some people who suffer from eczema need a very high-quality water for bathing and showering CPAP users need access to puried water If the drinking water treatment systems are not maintained, warranties on certain products and systems will be voided, and these devices will be damaged or even stop working altogether

Furthermore, the Department of Homeland Security (DHS) issued advisory guidance to state, local, and tribal ocials on March 19 regarding the designation of essential employees who are necessary to maintain critical infrastructure and public works. In that guidance, DHS advises that governmental authorities designate manufacturers of public health equipment and “employees needed to operate and maintain drinking water and wastewater/drainage infrastructure” as “essential”. In addition, it identies as “essential” those “workers such as plumbers, electricians, exterminators, and other service providers who provide services that are necessary to maintaining the safety, sanitation, and essential operation of residences.” WQA agrees with those recommendations. It is for these reasons that water treatment professionals, manufacturers, deliverers and service providers of point of use and point of entry water treatment products and home and business delivered bottled water are “essential” and their associated employees are “essential employees.”

Dear Suppliers and Partners,

I am writing to inform your company that Ingredion has been deemed as an essential business under Canadian law, which means that it is exempt from closure orders issued by the Canadian and provincial governments.

The food manufacturing industry is essential for the continued functioning of the economy in this time of crisis. In recognition of this urgency, the Ontario and Quebec provincial governments have required the closure of non-essential businesses, but both included the food production and construction industries (see the “List of Essential Workplaces” in Ontario, and the “Priority services and activities” list in Quebec) that are exempt from the closure orders. It is therefore the policy of the Canadian and provincial governments that the food production business should continue to function with minimal disruption in the event of an emergency. Ingredion is a food production business that manufactures ingredients used in food. These ingredients provide essential nutrition and supply a global food supply chain with products such as , pulse-based and proteins used in packaged including infant nutrition products. In addition, these closure orders provide an exemption to an expansive list of suppliers and service providers to businesses classified as essential businesses and their operations. We believe most or all of our suppliers and service providers in Canada will fall within this exemption.

As further provinces issue similar orders to limit the spread of COVID-19, we expect Ingredion operations, suppliers and our service providers to retain the same exemptions.
