THE TOWN OF LUTTERWORTH IN THE LATER MIDDLE AGES Andrew Watkins In 1214 a small town was founded by the Verdons in their manor of Lutterworth. It displays many of what are now regarded as characteristic features of such settlements: with a planned layout, specialised trading areas, civic and commercial buildings, permanent shops and stalls, as well as diverse occupations. Its institutional structure based on the view of frankpledge, with a fraternal guild taking on an increasing role in the management of communal amenities by the early sixteenth century, is echoed in many similar small towns. Lutterworth was one element in an integrated network of towns and village markets across Leicestershire, Northamptonshire and Warwickshire, and it enjoyed regional links with Coventry, Leicester and Northampton, facilitating trade between the East and West Midlands. There was also a national dimension through interaction with traders from London. INTRODUCTION The late-medieval small town of Lutterworth is perhaps best known today for its association with its fourteenth-century rector, John Wyclif. He was a respected theologian in life, a heretic in death, an inspiration for Lollardy, and fondly thought by some in later centuries as the ‘morning star’ of the Reformation. Posthumously his body brought some notoriety to the town with the disinterment and desecration of his bones in 1428.1 However, late medieval Lutterworth also deserves to be known for its local prominence and role as a successful small market town in south Leicestershire. It was not a ‘new town’ created in the later middle ages as the settlement had much earlier origins. -

I am directed by the Secretary of State to say that consideration has been given to the report of the Inspector Paul K Jackson B Arch (Hons) RIBA, who held an inquiry into your client’s appeal under Section 79 of the Town and Country Planning Act 1990 against the decision of Rugby Borough Council (“the Council”) to refuse an application for the erection of 4 three-bladed, horizontal axis wind turbines, each up to 126.5 metres maximum to tip height, electricity transformers, underground cabling, site access tracks and watercourse crossings, site access upgrades, crane hard standings, turning heads, a control building, a communications mast, and a permanent free-standing meteorological mast. During construction and commissioning a number of temporary works including 2 construction compounds, crane hard standings, and temporary guyed anemometer/power performance masts, dated 31 October 2013, in accordance with application Ref: R12/2009. 2. The appeal was recovered for the Secretary of State’s determination on 23 October, 2015, in pursuance of section 79 of, and paragraph 3 of Schedule 6 to, the Town and Country Planning Act 1990 on the grounds that it involves a renewable energy development. Inspector’s recommendation 3. The Inspector recommended that the appeal be dismissed and planning permission refused. -

Request for Adoption of Revised Parish Plan Monks Kirby Parish Council (MKPC) requests that the following documentation is accepted by Rugby Borough Council, so that the update of the 2006 Monks Kirby Parish Plan to the 2015 Monks Kirby Parish Plan (MKPP) is formally adopted by Rugby Borough Council (RBC) and that records are updated accordingly. 2. National & Local Government Context Monks Kirby village is defined in the Rugby Borough Council Local Plan as a Local Needs Settlement surrounded by Green Belt, which comprises the rest of the Parish. The village has a tightly defined village boundary and holds Village Conservation Area status. Relevant policies include: NPPF (National Planning Policy Framework) 2014 and Guidance (2014) RBC Local Plan (adopted) Core Strategies, notably: CS1 – Development Strategy CS2 – Parish Plans CS20 – Local Housing Needs CS21 – Rural Exceptions Sites These policies are all consistent with and supportive of the 2015 MKPP. In updating the MKPP to 2015, it should be noted that MKPC and parishioners strongly support these definitions and policies which are reflected in the MKPP. Looking back through past reports we find many articles on the status of a variety of species within the Club’s area – this is what we are good at. This year is no exception with Jim Winsper’s important article on roof-top nesting gulls in Birmingham, the work for which even led to a TV appearance! Equally important is Alan Dean’s fascinating article on unusual Chiffchaff calls.
