To approve as a correct record and authorise the Chairman to sign the minutes of the meeting held on 19th December 2019 and which have been circulated alongside the agenda.

4. PUBLIC PARTICIPATION

At the Chairman’s discretion, members of the public attending the meeting will be allowed to ask questions, make a statement or address the Council upon a matter of concern to that person which is relevant to the Council. A time limit of 5 minutes per person will be permitted, but this may be extended at the Chairman’s discretion and a maximum period of 20 minutes has been allocated by the Council for this item of business.

Members wishing to make enquiries about any of the applications listed or inspect plans before the meeting are advised to do so on line at Council.

Attached (doc 6/1) a list of plans granted, refused or withdrawn.

7. QUESTION TIME

A short time is allowed at the discretion of the Chairman for councillors to ask questions on matters which are not on the current agenda but which are related to matters which have been previously discussed on an agenda relevant to the committee.

At least 24 hours’ notice must be given to officers of the intended question. All other matters should be raised on an agenda and the request should be submitted though the Town Clerk.

8. REPORT FOR DECISION – PLANNING APPLICATION 19/10845/FUL - FOR THE RETENTION OF WORKS TO RE- SURFACE EXISTING FARM TRACKS

Recommendation That the committee decides if it wishes to comment on planning application 19/10845/FUL, for the retention of works to re-surface existing farm tracks as requested by Etchilhampton Parish Council.

Purpose of the Report To consider a request by Etchilhampton Parish Council that we support the objection to planning application 19/10845/FUL

Background

Officers have received a request from Etchilhampton Parish Council that we support the objection to planning application 19/10845/FUL by sending a very short note of concern to the planning officer. The Mayor has asked that this request be considered by the committee.

Etchilhampton believe that as with a previous application 18/05990/FUL, the new application will vastly increase large vehicle movements between Etchilhampton and Bromham and all points west of Etchilhampton along the road C60 and thence via the A342 or A361 through Devizes and these increased movements can only exacerbate congestion and air pollution in Devizes at locations such as Shane's Castle.

The application is for the retention of works to re-surface existing farm tracks and within and the justification set out within the design and access statement the following comments are made, “to provide efficiencies in the farming practises of this long established family farming business and to ensure its viability and sustainability for the foreseeable future and whilst there will be no increase in the numbers of employees, the business will still continue to employ the same number of staff and the purpose of the development is to reduce farm traffic on the highways and enable the farms activities to be managed efficiently and provide a safe working environment for the farm”.

Etchilhampton Parish Council has submitted an extensive objection which is circulated alongside this agenda.

All canning Cannings Parish Council, in which the application sits, has not raised an objection.

Etchilhampton Parish Council did request that Devizes Town Council support the objection to the earlier application 18/05990/FUL; however, at that time this committee felt that it did not wish to make any comment regarding the planning applications, as it indicated only a relatively minor increase in traffic through the town.

The Committee needs to decide if it wishes to make a comment on this application
