    Washington State Senate Chair Fitzgibbon, Thank you for your dedication to pursuing the Low Carbon Fuel Standard for our state. While we sometimes disagree on the methods, we all share a commitment to ensuring our state does its part in reducing our carbon footprint to address climate change. As you know, HB 1091 passed the Senate Thursday night on a vote of 27-20. Our five votes represent more than the margin of passage and it is crucial that you know the changes made to the legislation in the Senate were integral to our support for the bill. We worked closely with our partners in the Building Trades to make sure all voices were heard. As we likely head to conference, these are the Senate changes to the legislation that must stay in the final bill to earn our support: • Ensure that this policy does not dramatically increase the cost of fuel, which is a burden that will likely fall on consumers and disproportionately impact those who can least afford it. • Ensure that Washington State benefits from the jobs created by the additional money that will be spent by consumers on low carbon fuels. This includes new biofuel facilities in Washington and an assurance that some of the crops used to make those fuels come from our state. • The bill must maintain a link to the transportation package. • Maintain the legislative review beyond the 10% threshold so that elected officials can weigh the efficiency of the policy after implementation. Addressing our climate impacts doesn’t have to be just a bitter pill.

    2019 U.S. Political Contribution and Expenditure Policy and Statement The Company’s policy is to participate in public policymaking by informing government officials about our positions on issues significant to the Company and our customers. These issues are discussed in the context of existing and proposed laws, legislation, regulations, and policy initiatives, and include, for example, commerce, intellectual property, trade, data privacy, transportation, and web services. Relatedly, the Company constructively and responsibly participates in the U.S. political process. The goal of the Company’s political contributions and expenditures is to promote the interests of the Company and our customers, and the Company makes such decisions in accordance with the processes described in this political contribution and expenditure policy and statement, without regard to the personal political preferences of the Company’s directors, officers, or employees. Approval Process The Company’s Vice President of Public Policy reviews and approves each political contribution and expenditure made with Company funds or resources to, or in support of, any political candidate, political campaign, political party, political committee, or public official in any country, or to any other organization for use in making political expenditures, to ensure that it is lawful and consistent with the Company’s business objectives and public policy priorities. The Company’s Senior Vice President for Global Corporate Affairs and the Senior Vice President and General Counsel review all political expenditures. In addition, the Audit Committee of the Board of Directors annually reviews this political contribution and expenditure policy and statement and a report on all of the Company’s political contributions and expenditures, including any contributions made to trade associations or 501(c)(4) social welfare organizations.

    MISSISSIPPI LEGISLATURE REGULAR SESSION 2005 By: Senator(s) Thomas, Jordan, Harden, To: Rules Walls, Simmons, Horhn, Frazier, Jackson (11th) SENATE CONCURRENT RESOLUTION NO. 581 1 A CONCURRENT RESOLUTION COMMENDING AND CONGRATULATING 2 CONGRESSMAN BENNIE THOMPSON (D-MS) UPON HIS RECENT APPOINTMENT AS 3 THE RANKING MEMBER OF THE HOUSE COMMITTEE ON HOMELAND SECURITY BY 4 THE HOUSE DEMOCRATIC CAUCUS. 5 WHEREAS, on January 5, 2005, Congressman Bennie Thompson 6 (D-MS) was named by the House Democratic Caucus as the Ranking 7 Member of the now-permanent House Homeland Security Committee for 8 the 109th Congress; and 9 WHEREAS, as the top Democrat on the Committee, Congressman 10 Thompson is responsible for solving the most important issues 11 affecting homeland security and aggressively pursuing the 12 Committee's oversight responsibilities; and 13 WHEREAS, Congressman Thompson is uniquely qualified to 14 understand the preparedness and equipment needs of the nation's 15 first responders because he has served as a fire fighter himself. 16 As Ranking Member of the Subcommittee on Emergency Preparedness 17 and Response during the last Congressional Session, he oversaw the 18 passage of landmark legislation that distributes first responder 19 funds based on the nation's greatest threats and vulnerabilities. 20 The legislation also streamlined the process for getting funds to 21 the front lines of the war on terror; and 22 WHEREAS, a native of Bolton, Mississippi, Bennie Thompson 23 represents Mississippi's Second Congressional District. He 24 received a Bachelor of Arts Degree in Political Science from 25 Tougaloo College, and a Masters of Science Degree from Jackson 26 State University.

LillyPAC raised $949,267 through the generous, voluntary contributions of 3,682 Lilly employees in 2016. Those contributions allowed LillyPAC to invest in 187 federal candidates and more than 500 state candidates who understand the importance of what we do. You will find a full financial accounting in the following pages, as well as complete lists of candidates and political committees that received LillyPAC support and the permissible corporate contributions made by the company. In addition, this report is a helpful guide to understanding how our PAC operates and makes its contribution decisions.
