THE Pennsylvania Magazine OF HISTORY AND BIOGRAPHY Fair Traders and Smugglers in Philadelphia 1754-1763 RITISH mercantilism as practiced in the seventeenth and eighteenth centuries was designed to gain for the state a high B degree of security. This was to be accomplished in part through the achievement of a position of self-sufficiency, particularly in the resources requisite to industrial development and the produc- tion of the sinews of war. Since the homeland afforded these essen- tials in only a limited degree, it was necessary to seek them elsewhere. Colonial possessions yielding raw materials were thus highly desir- able, and the gradual English occupation of the American mainland and adjacent islands was a source of great satisfaction to the policy makers in London. The southern, or plantation, colonies by virtue of their geographic position developed quickly as a source of the products so greatly de- sired at home; moreover, they provided an excellent market for finished goods manufactured in England. It was to be expected, therefore, that English laws would be framed to assure that trade with these dependencies would be conducted to the maximum ad- vantage of the parent state. The resulting Navigation Acts of the 125 126 VICTOR L. JOHNSON April seventeenth century excluded foreign merchants from the colonial trade and confined the sale of southern colonial staples to markets in England. On the other hand, the middle and New England settlements did not fit as readily into the English scheme of things. Geography again was the decisive factor. Fish, meat, cereals, livestock, and lumber constituted the primary output of these areas—products ordinarily found in abundance in the homeland. The admission of these com- petitive commodities to the English market would not have afforded the protection to the mother country that adherence to the mercan- tile theory demanded. Accordingly, British policy encouraged the northern colonials to ship their products elsewhere. Theoretically, the proceeds from such sales would largely be spent in England for industrial goods. Since, on the whole, theory was confirmed by prac- tice, the northern colonies were regarded as only slightly less valuable than their southern neighbors in supporting British mercantilism. Within this framework of economic license, the northern mer- chants constructed a flourishing trade with Europe, Africa, the Wine Islands, and particularly with the Caribbean. Experience taught them that the island markets of the Caribbean afforded the best outlet for their lumber, horses, and provisions, which they exchanged for coin, bills of exchange, and marketable tropical products, princi- pally molasses, sugar, and rum. Prior to 1700, the contacts of the northern ports with the Carib- bean region were confined chiefly to the insular possessions of Great Britain. However, as the productive resources of the continental colonies increased, it became clear that the British islands could not absorb all that was offered for sale. Similarly, the amount of sugar, molasses, and rum available for return voyages fell short of the in- creasing demand. Additional opportunities to buy and sell thus became a necessity. The merchants did not have far to seek for these; adjoining possessions of European nations, particularly those belong- ing to the French, provided them with what they needed. The beneficial effects of this move enjoyed by the mainland mer- chants were not shared by the British sugar island planters. They were, in fact, quickly faced with the loss of a substantial part of their trade. Efficient production of competitive products, particularly in the French islands, enabled those planters to offer their goods from FA R I959 I TRADERS AND SMUGGLERS, I754-I763 127 twenty-five to thirty per cent cheaper than the British could afford. In no time, French sugars not only monopolized the colonial trade, but threatened to absorb the English market as well. In these cir- cumstances, the British planters turned to Parliament for aid. Although the planter class was well represented in the House of Commons, it was not without some difficulty that it secured legisla- tive aid. North American interests proved to be formidable oppo- nents. Success, however, finally came to the West Indian lobby in full measure, when by the Molasses Act of 1733 special import duties were imposed on all foreign molasses, sugar, and rum. The levy under the Molasses Act was immediately attacked by mercantile interests in the northern colonies. It was asserted that the excise was more than the trade could bear, and that the resultant loss of the French island markets would be ruinous. Contemporary opinion, moreover, deplored an obvious contradiction in the Crown's policy. Since British mercantilism discouraged the development of colonial industries in competition with English manufacturing, pro- vincials were expected to buy finished products in England. In the case of the northern colonies, the funds for such purchases were ob- tained principally by the sale of surplus staples in the French islands. The Molasses Act threatened to destroy this trade. The issue raised by this situation did not reach a critical stage for some years. British practice, influenced by the logic of the colonial position, dictated a mild enforcement of the act. Notwithstanding this concession, the colonials angrily refused to abide by the regula- tion and resorted to smuggling as a means of evading it.1 The opening skirmish of the French and Indian War in the remote forest of Pennsylvania in July, 1754, changed the character of the Caribbean trade. What had been illegal commerce now became trafficking with the enemy; what had been a question of harmonizing the economic interests of two parts of the Empire now involved the deliberate sacrificing of the interests of the one by the other. British authorities undoubtedly looked forward to the cessation of the contraband trade with the inauguration of hostilities with the 1 The foregoing account was taken largely from Lawrence H. By this time, however, smug- gling had been consolidated by years of successful and profitable evasion of the laws. Returns from it in normal times had attracted a large following; wartime offered prospects of even greater rewards. This was immediately evident as the French became almost frantic in their efforts to secure provisions and offered their wares at vir- tually irresistible prices. Under the impact of these temptations, con- tacts with the enemy were not only continued but extended. Political loyalty was facing the practical test of economic gain. There were a number of Philadelphia merchants who participated in this traffic. Early in the struggle, Commodore Keppel, commander of the British squadron on the American station, reported that Philadelphia tradesmen were constantly engaged in carrying stores and provisions to the French islands.2 Governor Morris of Pennsyl- vania added that he had certain knowledge that the Newfoundland trade was likewise being prostituted to the enemy's gain. According to him, cargoes ostensibly laden for Newfoundland were being regu- larly rerouted into Louisbourg, a French fortress on Cape Breton Island. This, he said, was accomplished with the assistance of con- niving customs officials. He sadly admitted that much of the flour sold to the French at Louisbourg had originated in Pennsylvania. Equally distressing was mounting evidence that an overland clandes- tine trade in powder was flourishing between Philadelphia and Crown Point by way of Albany.3 In fact, Morris shared with Governor Dinwiddie of Virginia the belief that the French invasion of the Ohio in 1754 was made possible by foodstuffs and warlike stores supplied principally by Philadelphia and its Albany associate.4 Some local efforts to stop the illicit trading were in progress before the imperial authorities were forced into action. British naval cap- tains in American waters were alerted by the commander of the fleet to seize ships suspected of participating in the traffic. Several prov- 2 Com. Augustus Keppel to Gov. Robert H. Root, The Relations of Pennsylvania with the British Government, 1696-1765 (Philadelphia, 1912), 76. 1959 FAIR TRADERS AND SMUGGLERS, I754-I763 I29 inces, notably Massachusetts Bay and New York, adopted tempo- rary embargoes on supplies known to have military value to the French.5 It was not until the arrival of General Braddock in Feb- ruary, 1755, however, that these measures were extended and co- ordinated. He brought with him instructions to take whatever steps were necessary to stamp out the trade between the English colonies and the French.6 Since General Braddock's duties were associated primarily with the organization of a campaign against the French on the frontier, he had to depend upon the colonial governors to implement his instruc- tions regarding smuggling. In co-operation with these officials, Governor Morris early in March imposed the first of the many regu- lations to which Philadelphia merchants were to be subjected. Ac- cording to his orders, merchants shipping stores in excess of the needs of their crews were required to post bonds of £1,000 to assure the landing of their cargoes in British ports, or ports of friendly powers.

He attended Columbia University and moved to Philadelphia, where he was admitted to the bar in 1850. In 1852, he married Emily Swift (1835-1917) and together they had three children: Elise Willing Balch (1853-1913), Edwin Swift Balch (1856-1927), and Thomas Willing Balch (1866-1927). The Balch family resided in Europe from 1859 to 1873 during which time Thomas (d. 1877) conducted research for several of the books and articles he wrote. His two most notable works are Les Francais en Amérique Pendant le Guerre de l’Indépendence, which explores France’s role in the American Revolution, and International Courts of Arbitration, which was written in aftermath of the sinking of the Alabama during the Civil War.     'Robert Sllis, Philadelphia <3XCerchant and Slave Trader ENNSYLVANIA, in common with other Middle Atlantic and New England colonies, is seldom considered as a trading center for PNegro slaves. Its slave traffic appears small and unimportant when compared, for example, with the Negro trade in such southern plantation colonies as Virginia and South Carolina. During 1762, the peak year of the Pennsylvania trade, only five to six hundred slaves were imported and sold.1 By comparison, as early as 1705, Virginia imported more than 1,600 Negroes, and in 1738, 2,654 Negroes came into South Carolina through the port of Charleston alone.2 Nevertheless, to many Philadelphia merchants the slave trade was worthy of more than passing attention. At least one hundred and forty-one persons, mostly Philadelphia merchants but also some ship captains from other ports, are known to have imported and sold Negroes in the Pennsylvania area between 1682 and 1766. Men of position and social prominence, these slave traders included Phila- delphia mayors, assemblymen, and members of the supreme court of the province. There were few more important figures in Pennsyl- vania politics in the eighteenth century than William Allen, member of the trading firm of Allen and Turner, which was responsible for the sale of many slaves in the colony. Similarly, few Philadelphia families were more active socially than the well-known McCall family, founded by George McCall of Scotland, the first of a line of slave traders.3 Robert Ellis, a Philadelphia merchant, was among the most active of the local slave merchants.     BURNING DOWN THE HOUSE The Destruction of Pennsylvania Hall, the Construction of Identity, And the Crisis of Abolition in Antebellum Philadelphia By: Rosalie Hooper Submitted to Professors Bethel Saler and Andrew Friedman In partial fulfillment of the requirements of History 400: Senior Thesis Seminar April 20, 2012 ABSTRACT In 1838, Pennsylvania Hall was constructed on the corner of Sixth Street and Race Street in Philadelphia. The managers of Pennsylvania Hall, the Pennsylvania Hall Association, intended for the building to serve as a testament to "the principles of Pennsylvania: 'Virtue, Liberty, and Independence.' They believed that Pennsylvania Hall would facilitate free discussion of slavery and other issues "not of an immoral character." Pennsylvania Hall opened to the public on May 14, 1838 with lyceums, abolitionists, and temperance groups scheduled to use the Hall as a forum for dialogue throughout the week. Three days later, a mob burned Pennsylvania Hall to the ground. The destruction of Pennsylvania Hall decisively changed how antebellum Philadelphians thought about slavery and abolition. Philadelphians used retellings of the events of Pennsylvania Hall's destruction to create and perform their own identities, incorporating the notion of slavery as an intrinsic part of their sense of self. Examining how members of the mob that destroyed Pennsylvania Hall, the Pennsylvania Hall Association, the Anti-Slavery Convention of American Women, and officers of Philadelphia's municipal government used Pennsylvania Hall's story to advance their interests forms the basis of this project. Each group refracted Pennsylvania Hall's story through a lens of their own interests and biases, thus creating many different interpretations of the singular events of the Hall's destruction and establishing their own understandings of the contentious and unstable categories of race, class, gender, and citizenship.

At the heart of this black politics were efforts to assert the right of free African Americans to citizenship in their native United States. Claims on the ambiguous notion of citizenship were important to free blacks both as a means of improving their own lives and as a way to combat slavery. The dissertation begins with the organized black protest against the founding of the American Colonization Society. The contest over the notion, advanced by the ACS, that free blacks were not truly American, or that they could not ever be citizens in the land of their birth, powerfully shaped the language and tactics of black politics. The dissertation ends with the enlistment of black troops in the Civil War, a development which powerfully shaped subsequent arguments for full black citizenship. It argues that in this period, free African Americans developed a rhetorical language of black nativism, the assertion that birth on American soil and the contribution of one’s ancestors to the American nation, had won for African Americans the right to be citizens of the United States.

The ·valley of the Dela-~vare '\\"as occu­ pied first by the S,Yedes, then by the Dutch, and :finally by the English. All three of those nationalities contributed their quota to the make-up of the population of Pennsyl­ vania. After the control of the Province had passed into English hands there ,vas a large immigration into Pennsyl­ vania of yet another race from the Palatinate in the valley of the Rhine, kno,vn locally as Pennsylv·ania Dutch. Even the so-called English element was much diversified in its make-up. _Contingents of Scotch, ""\Velsh and Scotch-Irish all settled in Pennsylvania. The pure English were largely Quakers in their religious belief, though there ,vas a fair sprinkling of members of the Church of England, and a few Catholics, ,v ho left their country to seek new homes in the Comn1on,vealth established here by ,vnliam Penn.
