All respondents expressed support for housing development on the edge of Black Horse Drove with the highest support for small scale development of up to 10 houses for a mix of private and affordable housing. A total of 4 people responded to this question. Of the 4 respondents, 75% did not support retention of the current policy to restrict housing schemes within the development envelope to a maximum of 2 dwellings.

A total of 5 people responded to this question. Overall, the need for improvements to pedestrian/cycle routes (5 people) and improvements to play areas (4 people) ranked highest.

One person responded to this question with the suggestion that a cycle/pedestrian route/path be created on top of the riverbank linking Black Horse Drove to and a recycling area close to the play area.

The District Council carried out consultation with residents of Black Horse Drove in July 2011 to find out their views on how the village should change over the next 20 years.

There was some support for new housing development on the edge of the village, outside the current development envelope. How much growth?

Small-scale housing growth – up to 10 dwellings for a mix of private and affordable homes – was the most popular choice in the survey. Where will the new housing be located?

Black Horse Drove Vision ­ Sites Survey

Black Horse Drove wants to grow...?

The District Council is preparing a new Local Plan for East Cambridgeshire. This plan will include a long­term ‘Vision’ for Black Horse Drove which will set out how it should develop over the next 20 years. The Vision will be used to guide decisions on future development and planning applications and will help ensure that key infrastructure and facilities are provided and improved.

The Black Horse Drove Village Vision survey carried out in Summer 2011 revealed some support for small­scale housing growth on the edge of the village for a mix of general market and affordable housing. Support was expressed for schemes of up to 10 dwellings. However, restrictions in the local road network mean the size of this growth may need to be less than 10 dwellings (between 3 and 10 dwellings).

The District Council has undertaken broad site assessments for each of the site options. This table highlights the main advantages and disadvantages that have been identified for each site.

Please note that the suggested site options are ‘frontage sites’, rather than ‘backland’ sites to the rear of existing properties reflecting the current character of Black Horse Drove. Further housing options have not been identified west of the village to avoid extending the length of Black Horse Drove. However, if there are alternative site options you would like to come forward please provide details in Question 5 of the Survey Form.

Q3. What scale of housing development would you prefer to see on the edge of Black Horse Drove?

A total of 32 people responded to this question. The majority of respondents 78.13% considered that there should be no new housing development on the edge of Black Horse Drove. This includes the responses, which suggested that housing development should be focused on sites that currently have the benefit of planning permission (1 response) and plots that are currently available on Black Horse Drove (1 response).

A total of 2 people indicated that they did not support the suggested level of housing growth and proposed an alternative approach:

15-20 dwellings for a mix of family/starter and shared equity homes (2 responses).

Q4. If there is support for small-scale housing growth on the edge of Black Horse Drove, where do you think this should take place?

A total of 27 people responded to this question. Land west of Play Area, Black Horse Drove received the most support but the majority of respondents did not support development on any of the sites. Q5. Do you know of any other sites on the edge of the village that should be considered for housing?

A total of 17 people responded to this question. A number of alternative development sites were suggested as follows:

Sites currently with the benefit of planning permission including Coronation House, old school and shop sites (6 responses) Land adjoining Ten Mile Bank Road on north east edge of Black Horse Drove for 8-10 dwellings and Land within curtilage of Chain Farm, 2 Black Horse Drove for 3 dwellings to replace redundant farm buildings (2 responses) Infill development where houses/buildings used to be (2 responses) Area below Festival Way (1 response) West of Festival Way (1 response) North west of entrance to Festival Way (1 response) Right hand side of junction with Festival Way (1 response) Waste land length of Black Horse Drove on the same side of road as existing housing (1 response). Site that was previously refused planning permission (1 response).

Comments were also received expressing concerns about further housing development at Black Horse Drove as follows:

We are very happy with our village as it is thats why we live here and not in town (1 response).

A total of 21 people and 3 organisations made additional comments as follows:

Lack of existing infrastructure capacity (electricity, mains gas, water, sewage and broadband), community facilities (post office, school, church, public house, shops medical services) and public transport (15 responses). Concerns about the potential loss of existing views of the countryside as a result of housing development (8 responses). Concerns about increased traffic and/or the lack of safe road access including the quality of existing roads (7 responses). Isolated location for affordable housing without access to public transport or services (3 responses). Reasons in support of housing development at North east of Black Horse Drove on Ten Mile Bank: space to provide 8-10 dwellings with access to the rear, less traffic on Black Horse Drove, allows for large gardens/paddocks and easy access to water main and sewer works Reasons in support of housing development at Chain Farm, 2 Black Horse Drove: Infill development, previously had planning permission, replace and improve redundant farm buildings including the visual appearance, easy access to water main and sewerage and brownfield site (2 responses). Concerns about housing development in the floodplain (2 responses). Lack of benefits for existing community from additional housing development (1 response). Detrimental impact of additional housing on the character of the village (1 response). Land already available should be built first (1 response). Develop brownfield sites where development would be welcome (1 response). Preferable to develop undeveloped sites on northeast side of Black Horse Drove within the existing development envelope than ribbon development. Focus on infrastructure improvements rather than additional housing growth (1 response). Vacant plots within the development envelope should be fully used to avoid building on agricultural land. Lack of demand for additional houses due to lack of existing facilities, public transport and remote location (1 response).

Cambridgeshire County Council commented that 10 more dwellings would generate a 14% increase in traffic using Black Horse Drove. In order to accommodate this increase highway visibility looking to the north at the Black Horse Drove / Ten Mile Bank junction would need to be improved and this requires third party land.

Natural commented that the suggested housing sites do not appear to appear to affect any statutorily protected sites or landscapes or have a significant impact on the conservation of soils. They also highlighted the need to take account of protected species, local wildlife sites and potential biodiversity enhancements when determining planning applications for these sites.

All of the suggested housing sites are located in Flood Zone 3.The Environment Agency highlighted the need to meet the requirements of the exception test including the submission of a site specific Flood Risk Assessment for any future planning applications to demonstrate that the proposed development is safe.
