    Draft Infrastructure Delivery Plan Community Infrastructure Levy (CIL) Consultation 2015 Introduction The Community Infrastructure Levy (CIL) has been introduced by the Government as the preferred way for local authorities to improve infrastructure and deal with planning obligations. CIL Regulations 2010 (as amended) provide local authorities with the opportunity to generate revenue from new developments, to be spent on a wide range of infrastructure projects which are needed as a result of, or to enable, development. Such projects include (but are not limited to) roads, public transport, open space or health centres in their areas. CIL charges must be based on a viability assessment of development in the Borough and CIL income must be spent on identified infrastructure needs. Infrastructure Delivery Plan To support the introduction of CIL the Charging Authority (Walsall Council) must develop an evidence base including a borough wide viability study to assess the viability of a range of development types and an Infrastructure Delivery Plan (IDP) to identify infrastructure projects needed to support development. To implement CIL Charges an IDP must demonstrate that there is a shortfall between funds available (if any) and the actual cost of infrastructure provision (referred to as the funding gap). Walsall Council’s IDP expands on, and updates the Infrastructure and Delivery Plan used to support the adoption of the Black Country Core Strategy in 2011 and has identified a comprehensive list of infrastructure along with a funding gap of over £180 million. This is set out in Appendix A. It should be noted that this IDP only sets out the baseline position of infrastructure requirements across Walsall and is intended to be a live document.

    Agenda item 14 Cabinet - 1 March 2006 West Midlands LTP Settlement and Transport Capital Programme 2006/08 Portfolio: Councillor Marco Longhi, Environment and transport Service Area: Built Environment Wards: All Forward Plan: Yes Summary of report This report explains the Secretary of State for Transport's settlement for the West Midlands Local Transport Plan (WMLTP) in 2006/7 and the allocation of transport resources to Walsall approved by the West Midlands Joint Committee on 25th January. The settlement letter contains the capital settlement for 2006/7 and an assessment of our progress in delivering our programme and achieving the outcomes we are aiming for. The DfT have highlighted that the West Midlands has only made fair progress in delivering LTP targets, resulting in a 5% reduction in the Integrated Transport element of the LTP capital allocation. The DfT have highlighted cycling, bus patronage and congestion reduction as key areas that the West Midlands should seek to address in delivering schemes over the period of LTP2 (2006/7 – 2010/11). The final version of West Midlands LTP2 will be submitted to government on 31 March 2006. Recommendations (1) Note the contents of the settlement letter as outlined in this report and the key messages from government. (2) Approve the proposed 2006/08 transport capital programme as summarised in Table 3 (full details included in Appendix 1). (3) Note that it may be necessary to modify the proposed 2006/08 capital programme dependent on the timing of a decision from the Secretary of State regarding the Town Centre Transport Package. (4) Note that the structure of the capital programme report has changed to remove over- programming of schemes against resources; a two-year programme is proposed to improve the Council’s ability to deliver schemes and make financial monitoring more transparent.

    History of Canals & Railway around Walsall: South Central, Birchills & Reedswood An RCHS West Midlands Group Walk Saturday 3rd September 2016 Today’s walk focuses on the history Walsall Railway Station, railway lines and infrastructure to the south of the station, the northern end of the Walsall Canal (including Town Wharf & Walsall locks), the Birchills Branch of the Wyrley & Essington Canal, remains of the Midland Railway around the sites of the two power stations built in Birchills, the history of power generation in the town, and ending up considering the history of the Anson Branch Canal, visiting its terminus in Reedswood. The map above shows the location of the Borough of Walsall relative to the City of Birmingham and the Black Country. Whether or not the borough lies within the latter is of little real importance but does lead to debate among those who are interested in the topic. Basing a decision on the boundary of the South Staffordshire coalfield and the location of limestone works and furnaces, the conclusion is that the western end of Walsall is within the Black Country. Others define Black Country based on cultural rather than geological/economic criteria. It is very difficult to define boundaries on a map with this approach. Certainly though, most people would exclude any consideration of Birmingham whatever definition is used. The status of Wolverhampton is similar to that of Walsall.
