1. Summary

1.1 This report serves as a background paper to the question and answer session with the Service (MPS), and British Transport Police (BTP).

2. Recommendations

2.2 That the Committee notes the report as background to putting questions to the Metropolitan Police Service, City of London Police and British Transport Police and notes the answers to the questions asked by Members.

3. Background

3.1 The Committee has agreed that it will hold a question and answer session with representatives from the MPS, City of London Police and BTP to explore how police forces work together in London.

3.2 There are three main police forces working in London: the MPS, BTP and City of London Police. The City of London Police is the territorial police force responsible for policing the City of London, and the remainder of London is policed by the MPS. The BTP, a national police force, polices Britain’s railways, and in London is also responsible for policing the London Underground, Docklands Light Railway, Tramlink and the Emirates Airline.

3.3 Police forces often work together in order to deliver improved services and greater value for money. They also have a legal duty to work together where it is in the interest of the efficiency or the effectiveness of their own or another police force. The Police Reform and Social Responsibility Act 2011 placed new duties on Police and Crime Commissioners and chief constables to review opportunities to collaborate to offer the chance to operate more cost-effectively and become more effective in preventing crime and disorder.

4. Issues for Consideration

4.1 Representatives fron the MPS, City of London Police and BTP will answer questions on topical issues of importance to policing and crime in London.

4.2 Invited guests include:  Cressida Dick CBE QPM, Commissioner, Metropolitan Police;  Alistair Sutherland, Assistant Commissioner, City of London Police; and  Paul Crowther OBE, Chief Constable, British Transport Police.

4.3 The session is likely to cover the following topics:  Role and remit of each force;  Leadership and culture;  Working together to support policing priorities in London; and  Accountability and governance.

5. Legal Implications

5.1 The Committee has the power to do what is recommended in this report.

6. Financial Implications

6.1 There are no financial implications to the GLA arising from this report.
