That the Executive Council be and is hereby author- ized and directed to appoint an exhibition committee to be known as the "Iowa Columbian Commission." Such commission shall con- sist of eleven members, to be selected one from each congressional district in the state not more than six of whom shall be from the same political party and shall have full power to devise and exe- cute plans for the state exhibit herein contemplated, take chavge of the same, and disburse the appropriations. It may appoint such officers as its judgment may be necessary for the carrying out the purposes of this act, including the right to delegate to an Executive Committee the duty and power to execute all or any plans that may be devised or ordered by such Commission. One member thereof IOWA OFFICIAL REGISTER. 51 shall be chosen to act as treasurer, and he shall be (ex-oflico) cus- todian of the moneys herein appropriated; but before entering upon the duties of such position he shall furnish a bond, subject to the approval of the Executive Council, and running to the state of Iowa in the penal sum equalling herein appropriated. If the said "Columbian Exposition" is held during the year 1892 the Commis- sion created by this section shall be appointed at sometime prior to January 1st, 1891; and if held in 1893 then it may be appointed at anytime before January 1st 1892. Any vacancy occuring in said Commission shall be filled by the Executive Council by the choice of some citizen residing in the congressional district wherein such vacancy occurs. The commission herein created shall receive as compensation for the service of its members not to exceed five dol- lars, for each day actually and necessarily engaged in the work of the Commission, and actual railroad fare paid. SEC. 2. The sum of Fifty Thousand Dollars is hereby appropri- ated out of any money in the State Treasury not otherwise appro- priated, for the purpose of carrying into execution the intent of this act; Provided that, if said Fair or Exposition be not held before 1893, not more than ten per cent of the sum hereinbefore named shall be drawn from the State Treasury before the convening of the 24th General Assembly; and the remainder shall be covered back into the Treasury, and the subject of further appropriation shall be referred to the said 24th General Assembly; but no part of any such appropriation shall be drawn from the State Treasury until the Commission through its duly chosen officers, shall certify to the Auditor of State that the same is actually necessary for dis bursement, and shall then be drawn only in portions, not exceeding one-fourth the amount appropriated, as may from time to time be come requisite. All payments of money by the treasurer must be upon complete vouchers and under conditions to be fixed by said commission. At the close of its services the commission shall make to the Governor a statement of its proceedings, which shall include a list of all disbursements, with complete vouchers therefor attached. Officers elected by the General Assembly: Wardens of the Penitentiary (two), $2,000 each per annum. Printer and Binder, each paid by the job, as per law. United States Senators (two) $5,000 each per annum. Trustees, Regents State University, etc., special.

Rules Governing Applications for Pardons and Commutations of Sentence.

First. All applications for pardon, commutation of sentence or remission of fines must be in writing. As such applications are preserved in the Executive office, to substantiate the reasons for which pardons were granted, oral statements and solicitations can- not be considered. All papers should be written in a legible hand. Second. Each application must contain a brief statement of the grounds upon which it is based, and must be accompanied by a complete recital of the facts of the case, certified as true by some officer of the court where the conviction occurred (Judge, District Attorney, or Clerk), who states the facts from his own knowledge. It is also important that evidence of previous good moral character be presented. Third. Each application must be indorsed with the name of the person presenting the case, as well as the name of the person for whom executive clemency is asked, and a separate application is necessary for each individual case. Fourth. Favorable recommendations from the senator and repre- sentative of the district, and — if possible — the prosecuting wit- nesses and letters from other responsible persons in the community where the crime was committed, should accompany the application. Where the sentence was based on the verdict of a jury, a petition for clemency signed by the jurors should likewise be presented. Fifth. When it is intended to make application for pardon or commutation of sentence, notice must twice in succession be given IOWA OFFICIAL REGISTER. 55 in a leading newspaper printed at the county seat of the county where the conviction was had, stating the name of the applicant (or the alias, if any), the offense for which he was convicted, when, and in what court; proof of such publication to be made by the affidavit of the publisher of the newspaper, accompanied by a copy of the notice. Sixth. No application that has been refused will be reconsidered, unless substantial grounds for reopening the case are formally pre- sented in writing in the manner above set forth. Seventh. When deemed necessary, the Governor will cause to be published in a newspaper printed at the capital and in one printed at the county seat of the county where the trial was held, the appli- cation and names of the signers thereto, before action is taken.

Notaries Public.

Application for appointment to the office of notary public (except' in case of re-appointment in the same county) should be accompa- nied by a recommendation stating that the applicant is of .age, and has proper qualifications, in point of ability and integrity, for the office; and that he has resided in the State a sufficient length of time to entitle him to vote therein. Such recommendations should be made or endorsed by a member of the General Assembly a State officer, a judge of any of the courts, a district attorney or county officers. References are insufficient. Application for appointment should be made directly to the Gov- ernor. The first or other given name should be furnished in full for insertion in the commission. Commissions, when issued by the Governor, will be forwarded by the Secretary of State, and will expire on the 4th day of July, 1891, and triennially from that date, unless sooner revoked by the Governor. 56 IOWA OFFICIAL REGISTER. No person can be a notary for more than one county, nor can one be appointed for any county other than that in which he actu- ally resides. In case a notary public removes from the county in and for which he was appointed, he is required to communicate the fact of such removal, with the date thereof, to the Secretary of State; and, in case he desires appointment for the county to which he removes, it will be necessary for him to furnish either a certifi- cate of the clerk of the district court of the county from which he has removed, to the effect that he has made with said clerk the deposit of records and official papers required by sections 263 and 264 of the Code, or a statement from himself that he has done no official business demanding such record. When a person is appointed a notary public, he is notified thereof by the Governor, and furnished with a blank bond, upon the completion of which, with two free-hold sureties, residents in Iowa, making affidavit of their qualifications, its approval by the clerk of the district court, its being filed in the office of the Secre- tary of State, together with the fee required bylaw, his commission is issued. The seal of a notary public must have engraved thereon the words "Notarial Seal" (not Notary Public), and "Iowa," the surname of the notary, and at least the initials of his given name. See Code sections 258-266.

Information Concerning Taxes.

The following information concerning the payment of taxes may be of value as well as of interest. County taxes become due the first Monday in January and delinquent March 1st following, if the first half be paid before April 1, the second half will run to Sept. 30 with- out interest. If the first half be not paid before April 1, the whole amount is due with a penalty of 1 per cent added for each month the tax remains unpaid. The treasurer cannot receive first half of IOWA OFFICIAL REGISTER. 5T tax after March 31. Road tax is all payable in the first half of tax in addition to first half of other tax, and makes the first payment more than one-half of the total tax. Lands and lots on which taxes remain unpaid will be sold by the treasurer on the first Monday in December. Redemption from such sales may be made within three years from date of tax sale on payment of all taxes paid by pur- chaser and a penalty of 10 per cent on the amount of such taxes, and interest on the same at 10 per cent per annum. All land trans- fers made before the 31st day of December binds purchaser to pay taxes for that current year. IOWA OFFICIAL REGISTER.

THE PLATFORM. Resolved, That we, the Republicans of Iowa in convention assem- bled, reaffirm our devotion to the principles of the National Repub- lican party, and we make no other test of fealty to the Republicans of Iowa. We heartily endorse the able, prudent and patriotic administra- tion of President Harrison, with special commendation of the move- ment for better and closer relations, both business and political, among all American governments and people. We do especially declare our adherence to the principle of pro- tection in American industry applied wisely in view of the interest of all conditions of our people and administered in,view of the equal interest of all industries. We agree that discriminations may be wisely made, but never in behalf of the strong against the weak, never against the masses. In this spirit we hold all legis- lation should be had whether it concerns the raising of revenue or disbursement of the same by the general government, by the State IOWA OFFICIAL REGISTER. 7& or by sub-division of the general government; whether it concern domestic aggression or be the definition of the limitation upon foreign aggression. We are in favor of such expansion of currency as will meet the growing demands of an increase in population and trade and off- set the contraction resulting from the continual withdrawl of national bank circulation. To this end we favor such legislation as will utilize as money the entire silver product of our mines and we favor such laws as will aid in the ultimate and unrestricted use of both precious metals as money. The republican party of this state favor in a very fair, honorable way, the industrial interest of the people of this state. We believe the business interests of the people are interchangable and mutual and that injustice towards one class must sooner or later work to the injury of all classes. Particularly do we want to believe that the great industry represented by the farm stands at the head of Iowa industries and that faithful guardianship of that interest is the prime obligation upon those who make and administer our laws. We congratulate the people of this state upon the measure of suc- cess sustained in the contest in this state in behalf of the just legal control of railway corporations doing business in this state, and we appeal to the people to see to it that there be no recession in the just policy of the state in this regard. We believe the efforts to nulify the interstate commerce law should be resisted to the end that national protection and state pro- tection may alike be equal to all communities and among all classes. The Republicans of Iowa offer their sympathy to the producers of the south who seek now for disenthrallment from the industrial bondage to the grinding monopolies of the states of that section protected and promoted by all the power of the organized dem- ocratic party of those states. We believe that in the breaking up of these systems under which industrial freedom is impossible and which rob and persecute the poor, lies one great hope of freedom of elections and popular government, social peace and general prosperity in these southern states. Recognizing revolt in the south in behalf of liberty and justice, popular government and '80 IOWA OFFICIAL REGISTER. popular rights, it is, a matter of minor concern in what name the battles are fought and won. We welcome first growth and spread •of power of republican principles. We cordially approve the purpose of the Republicans in congress to so amend and improve the pension laws as to make further and •more generous provisions for union soldiers, their widows, parents and children; and we yet believe the day is not far distant when a general service pension law should and will be passed. We express our abhorrence of all trusts and trade conspiracies of every kind intended to destroy competition and create and perpetu- ate monopolies, and we call for the enactment and enforcement of both federal and state laws to completely exterminate such iniqui- tous and dangerous combinations and to prevent their further organization. We declare against any compromise with the saloon and stand, by the people of this state in their hostility to its existence, spread and power. We favor such legislation on the part of congress as shall protect the police power of the states in their efforts to regu- late confine or prohibit the public bar, and for approval of the work and record of the Republican party of this state in this great cause of temperance, involving the public peace and the safety of good government, we appeal confidently to the electors of Iowa. We •congratulate.the people of Iowa upon the promise of the year, upon .the measure of success that has attended the past, upon the confi- dence and courage with which the state awaits the future. THE PLATFORM. We congratulate the people of Iowa on the election of Governor Boies and heartily approve the wisdom, justice and courage with which he has administered his high office, and we commend the democratic members of the Twenty-third General Assembly for their faithful efforts to redeem their pledges for the enactment into law of the Australian ballot bill, the pharmacy bill and other measures demanded by the public welfare. We reaffirm the policy respecting the control of the traffic in intoxicating liquors set forth in the democratic platform of 1889, and approved by the people at the election of that year, and we are in favor of such legislation, state and national as may be necessary to carry that policy into effect. We declare our continued adherance to the principle of railroad control as expressed in the laws of the state and general govern- ment, and we favor such changes as experience may shovf to be IOWA OFFICIAL REGISTER. 83 .necessary to maintain just and equitable relations between the carriers and the shippers. We again acknowledge^ the great debt of gratitude the nation owes to the soldiers and sailors of the union, and we declare in favor of just, liberal and equitable pension laws for all invalid and dependent soldiers and sailors. We denounce the republicans in congress for their submission to and support of Speaker Reed in his arbitrary suppression of free speech and absolute control of the course of legislation. We demand the free coinage of silver and that it be made fulj legal tender for all debts, public and private, and denounce as un- just and dishonest the provision of the law recently enacted allow- ing parties to stipulate against payment in silver and silver certi- ficates, thus setting up one standard of value for the creditor and another for debtor: one for the poor man and another for the rich man. We are in favor of a tariff for revenue only; a tariff reduced to the lowest rate consistent with the needs of an economical admin- istration of the government. Taxation to any greater extent than this for any other purpose is unnecessary and unjust, liquor, to- bacco and all luxuries should be made to bear as far as possible the burdens of taxation, and necessaries of life should so far as possi- ble be relieved. We oppose the McKinley bill as an abuse of the taxing power in favor of the wealthy corporations, pools and trusts by which our manufacturing interests are so largely controlled. It especially discriminates against the agricultural interests of the country by compelling the farmer to buy what he needs and sell what he produces in a monopolized market. We are in favor of commercial reciprocity, not alone with the Spanish States of South America, but as well with all other countries whose markets are opened to our products. The election bill passed by the lower house of congress is a men- ace to the freedom and purity of our.elections. It places the treas- ury of the United States at the disposal of the party in power; it enables the managers of that party to employ as large a force as they may deem necessary to carry on the work of a campaign, and 84 IOWA OFFICIAL REGISTER. to do this under the pretense of supervising elections; it destroys all responsibility of government to the people by vesting its enor- mous powers in officers holding by appointment and for life. We believe that the people of the various localities can be safely trusted to conduct their own elections and that the power of congress to determine the qualification, election and return of its members is sufficient for protection against local abuses.

THE PLATFORM. We heartily endorse the demands and declaration of principles adopted by the Farmers' and Laborers' Industrial Union of Amer- ica, at the meeting at St. Louis, on the 6th of December last, and 86 IOWA OFFICIAL REGISTER. we favor government loans to be made directly to the people at a rate of interest not to exceed two per cent per annum. We denounce the McKinley tariff bill as grossly unjust to tax- payers and producers; the Lodge bill as designed to deprive the people everywhere of their lawful rights to control the election of their officers, and we denounce the usurpations of Speaker Reed as a bold attempt to destroy the independence of our representa- tives in Congress and to arrogate to himself the control of federal legislation in utter violation of the constitution and the established usages of a century. We favor the Australian ballot system and demand its adoption in this State, and we denounce the last General Assembly for with- holding it from the people. We denounce the present Congress, and particularly the Iowa members thereof, for defeating the bill for the free coinage of silver. We demand the immediate passage of a service pension bill.

THE ST. LOUIS PLATFORM. 1. That we demand the abolition of national banks, and the sub- stitution of legal tender treasury notes in lieu of national bank notes, issued in sufficient volume to do the business of the country on a cash system; regulating the amount needed on a per capita basis, as the business interests of the country expand; and that all money issued by the government shall be legal tender in payment of all debts, public and private. 2. That we demand that Congress shall pass such laws as shall effectually prevent the dealing in futures of all agricultural and mechanical productions; providing such stringent system of pro- cedure as shall secure the prompt conviction, and imposing such penalties as shall secure the most perfect compliance with the law. 3. That we demand the free and unlimited coinage of silver. 4. That we demand the passage of laws prohibiting alien owner- ship of land, and that Congress take early steps to devise some plan to obtain all lands now owned by aliens and foreign syndicates; and that all lands now owned by railroads and other corporations in IOWA OFFICIAL REGISTER. 87 excess of such as is actually used and needed by them be reclaimed by the government and held for actual settlers only. 5. Believing in the doctrine of "equal rights to all and special privileges to none," we demand that taxation, National or State, shall not be used to build up one interest or class at the expense of another. We believe the money of the country should be kept as much as possible in the hands of the people, and hence we demand that all revenues, National, State or county, shall be limited [to the neces- sary expenses of the government economically and honestly ad- ministered. 6. That Congress issue a sufficient amount of fractional paper currency to facilitate exchange through the medium of the United States mail. The following plank was added to the platform on motion of General Weaver. We demand the election of the United States Senators by a direct vote of the people. And until we can properly amend the constitu- tion in this behalf, we favor the nomination of United States senators in the State conventions, pledging in the same resolution all Rep- resentatives elected by our party to vote for the nominee at the meeting of the Legislature. 88 IOWA OFFICIAL REGISTER.

PROHIBITION STATE PLATFORM. 1. The Prohibition party of Iowa recognizing God as the source of all power in human government, and 2. WHEREAS, Our oft-repeated declaration that the abolition of the drink traffic as a National issue has been confirmed by the decision of the Supreme Court as well as by the acts of both houses of Congress, therefore we present to the people of the State the following declaration'of principles: 3. We reaffirm our unswerving devotion to the principles laid down in the Prohibition National platform of 1888. 4 Realizing more clearly than ever before that the liquor interest has its gigantic feet upon the neck of the Democratic party, while its mighty hand clutches the throat of the Republican, we will give our allegiance to a political party whose corner-stone is laid on National Prohibition, and where every member is a deadly enemy of the saloon. 90 IOWA OFFICIAL REGISTER. 5. Believing that the annihilation of the drink curse, which •devours the earnings of the producers and the laboring classes, will :go a long way toward the settlement of the differences between labor and capital, we invite all the farmers and laborers who are with us agreed that the drink traffic is the dominant issue in politics* to join us in the great crusade of the home against the saloon. 6. We demand the enactment by congress of a law declaring that intoxicating liquors as a beverage shall cease to be an article •of interstate commerce anywhere in the United States. 7. Believing that it is wrong to raise a revenue on that which pauperizes the people and increases crime, we demand the repeal of •the Internal Revenue system so far as applicable to the sale of liquor and tobacco. 8. We believe the true doctrine now is, of tariff for revenue adjusted so far as possible so as to enable American industry to •compete with foreign industry. 9. We demand that the voter shall be protected in the utmost secrecy in casting his ballot, and that the ballot shall be printed and •distributed at the expense of the State. 10. We favor equal sufferage without distinction of sex. 11. We favor governmental control of transportation and com- munication. 12. We favor the postal savings bank system. 13. We believe there is no more reason for the withdrawal of the so-called nonpartisan W. C. T. tl. of Iowa from the National Union than there was for the secession of South Qarolina from the .Union in 1860, aud we extend our sympaties to the women who remain loyal to the National W. C. T.
