This has been our tradition in the last six years to provide capital budget information to all Nigerians. The pullout provides information on federal Ministries, Departments and Agencies, names of projects, amount allocated and their location. The Economic Recovery and Growth Plan (ERGP) is the Federal Government’s blueprint for the resuscitation of the economy and its revival from recession. The effective implementation of the ERGP involves financial and budgetary outlays. As such, the budget is a very important instrument for the improvement of the welfare of Nigerians. The Declaration on the Right to Development states that the human person is the central subject of development and should be an active participant and beneficiary of the right to development. As such, Nigerians have individual and collective responsibilities to follow the money and track developments in the implementation of capital votes meant for their benefit. It is a duty we cannot afford to evade. We have heard of billions of naira and dollars mismanaged and stolen by political and civil service operatives over the years. We have also heard of substandard construction and project implementation where Nigerians do not derive the gains stated in the books. This brings to the fore the need for vigilance, monitoring, tracking and exercising civil society oversight over the implementation of capital projects in the budget. It is our expectation that non-governmental organisations, community based organisations, the Church and the Mosque, professionals, youth, women’s groups, political parties and activists, etc. should take interest, monitor and report on how capital votes are spent. A docile population begets very unaccountable leaders. If we do not ask questions about our money and project implementation, we will continue with the present trajectory of underdevelopment. Therefore, we cannot afford to continue to sit on the fence and only complain after the fact or grumble in our rooms. This Pull Out presents an opportunity for action; to follow the money, ask questions about project implementation; contact your representatives in the Senate and House of Representatives; ask questions from Ministry officials and contractors about projects located in your vicinity that seek to improve your welfare, etc. The time to act is now. MOHAMMED (Received 25 May 2016; Revision Accepted 27 June 2016) ABSTRACT The analysis of DC resistivity data of part of the River Jama’are Floodplain, Northeastern Nigeria was carried out with a view to mapping the basement and the subsurface structures. One hundred and six Schlumberger Vertical Electrical Sounding (VES) stations located at the corners of a 225 x 225m square grid network were occupied. The inter- electrode spacing (AB/2) was varied from 1-225m. Results identified four subsurface geologic layers; topsoil, alluvial sand, Chad Formation/weathered column and basement bedrock as undulating and basal unit at different depths. Four major parallel basement depressions suspected to be regional faults striking approximately NW-SE were delineated. This trend correlated with the general trend of the regional structures in the Chad Basin. The isopach maps of the topsoil and alluvial sand mirrored a more recent NE-SW trend that correlated with the Tibesti-Cameroon trough. However, this recent induced tectonics was adjudged significant to hydrogeology in the area.
