EXECUTIVE SUMMARY

The Provincial Government of Isabela thru the leadership of Governor Faustino G. Dy, III and Vice-Governor Antonio T. Albano is indeed a champion of the rights and welfare of the Kabataang Isabeleños for its various commendable initiatives for youth development and empowerment in the province. One of its biggest pro-youth investment is to continue providing educational opportunities for the youth through its biggest and most comprehensive scholarship program called Bojie-Rodito Opportunities for Education.

Adhering to the call and mandate of institutionalizing the projects, programs, activities and opportunities for youth development in the province, and as so provided by existing laws such as Republic Act 10742 or the Sangguniang Kabataan Reform Act of 2015 and Republic Act 8044 or the Youth for Nation- building Act of 1991, the PGI on its 2018 General Annual Appropriation has included a budget allocation for the creation of the Provincial Youth Development Office under the Office of the Governor. The PYDO formally started on April 30, 2018 aiming to ensure that Kabataang Isabeleños development and all programs, projects, activities and opportunities for them are anchored on the nine centers for participation outlined in the Philippine Youth Development Plan 2017- 2022.

After it formally started on April 2018, the office and its staff started to function with the directive of the Governor. It started formulating its relevant projects, programs, activities and policies anchored on the existing laws aforecited. Three major program services have been institutionalized under the office such as implementation of the BRO for Education, Provincial Scholarship Program, the localized Youth Organization Registration Program named as YORP ISABELA or YORPi and the youth participation and support to various PPAOs tagged as DITOy ISABELA or Developmental projects, Innovative programs, Transformative activities and Opportunities for the Youth of Isabela.

This accomplishment and status report covers the months of April, May and June – the three pilot months of the PYDO as an office highlighting the status of the three main services.

The report states the status of the BRO for Education as per Second Semester, there are about 2,770 scholars registered in the program amounting to 6.3 million worth of tuition/miscellaneous fees and allowances expended by the PGI for their education. The decrease in the number of scholars is attributed on the implementation of RA 10931 or the Universal Access to Quality Tertiary Education Act and the K to 12 curriculum.

Meanwhile, the localized Youth Organization Registration Program initially records 91 registered youth and youth-serving organizations with 61.53% for the youth organizations and 38.46% for youth-serving organizations. District 1 records the most registered number of youth organization at 19.78% while District 4 at 16.48% records the lowest.

The third service program of the office reports programs and activities for youth development and highlights various activities such as the conduct of Annual General Assembly of Lider ni BRO and Election of Federation Officers, BRO-Ed Academic Scholars General Assembly and Release of Assistance, the Sangguniang Kabataan Mandatory Training 2018 and the SK Panlalawigan Pederasyon Orientation and Election.

Aside from the existing provincial scholarship program, the other service programs of the Provincial Youth Development aim to be formally launched and be widely campaigned to involve all Kabataang Isabeleños in the province.

INTRODUCTION

The Philippine Constitution provides that “the state recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual and social well-being. It shall indoctrinate in the youth patriotism and nationalism; and boost their involvement in public and civic affairs.”

The enactment of the Sangguniang Kabataan Reform Act of 2015 (Republic Act 10742) strengthens the active involvement of the youth in many government and civic activities. The reform law and the existing Youth For Nation-Building law (Republic Act 8044) are now the most important laws that promote the empowerment and development of the youth in the country. Through the empowered Sangguniang Kabataan, the youth has now an active venue and safe space to express their opinions and ideas, develop skills and potentials and further their rights and welfare.

While the Provincial Government of Isabela thru the leadership of Governor Faustino G. Dy, III and Vice-Governor Antonio T. Albano, has since been a champion of the youth‟s rights and welfare through its various pro-youth advocacies and initiatives such as the provision of its biggest and most comprehensive provincial scholarship program Bojie-Rodito Opportunities for Education (BRO-Ed) now numbering 16,000 scholars, conduct of capacity- building programs and activities, and the like, these initiatives need to be unified and institutionalized to best serve the most dynamic sector of the Isabela citizenry – the Nagkakaisang Kabataang Isabeleños,

Hence, adhering to both the call and the mandate of continue championing the welfare of the Isabeleño youth, the PGI on its 2018 General Annual Appropriations has included a budget allocation for the creation of the Provincial Youth Development Office under the Office of the Governor. The Isabela PYDO that formally started on April 30, 2018 aims to ensure that Kabataang Isabeleños development and all programs, projects, activities and opportunities for them are anchored on the nine centers for participation outlined in the Philippine Youth Development Plan 2017-2022, which are as follows: (1) health, (2) education, (3) economic empowerment, (4) social inclusion and equity, (5) peace-building and security, (6)governance, (7) active citizenship, (8)

environment and lastly, (9) global mobility. The office shall therefore serve to help increase the youth proactive participation and self-awareness. To this end, this intervention of the provincial government will effectively help every Kabataang Isabeleño reach their dreams and aspirations.

MISSION STATEMENT

The Isabela Provincial Youth Development Office seeks to create and ensure the ‘Kabataang Isabeleños’ proactive role and participation in nation- building and in championing their right towards health, education, economic empowerment, social inclusion and equity, peace-building and security, governance, active citizenship, environment and global mobility.

VISION STATEMENT

The Isabela Provincial Youth Development Office envisions an active, participative and self-aware ‘Nagkakaisang Kabataang Isabeleño’ whose dreams and aspirations are anchored on integrity, compassion and distinct sense of youth patriotism, aiming to this end as productive members of Isabela citenzry.

OBJECTIVES

To continue support the youth in reaching their dreams and aspirations by providing educational subsidy via channel called the Bojie-Rodito Opportunities for Education (BRO-Ed), Provincial Scholarship Scholarship.

To register and verify youth and youth-serving organizations to the Youth Organization Registration Program-Isabela (YORPi) and serve as secretariat and provide technical assistance to the Local Youth Development Council (LYDC).

To create a venue where Kabataang Isabeleños can actively participate and realize their roles and responsibilities in nation, peace and security-building through a program called Development projects, Innovative programs, Transformative activities and Opportunities for Youth of Isabela (DITOy ISABELA).

BRO for EDUCATION Provincial Scholarship Program

1. PROGRAM OVERVIEW

BRO for Education is the local government unit‟s Provincial Scholarship Program. With BRO-Ed, every farmer-family is guaranteed a college scholarship slot as a special assistance to small farmers who dream of having at least one college graduate in the family. This aims at reducing the financial burdens of farmers in the education of their children, motivating them towards greater productivity.

The program has two components, the Academic Scholarship Program for children of farmers who graduated from high school with honors and the Non-Academic Scholarship Program or the regular scholarship for farmers‟ children who are interested to pursue college education even without high school honors.

1.1 OBJECTIVES

The Provincial Scholarship Program aims to:

a. Provide college scholarship opportunities to the sons and daughters of small farmers and indigents in the province.

b. Help families especially small farming and indigent families lessen their financial burden in sending their children to college education.

c. Promote and support the precept “education for all” by providing Isabeleño youth equal educational opportunities.

1.2 POLICIES AND GUIDELINES

a. The BRO for Education is the Provincial Scholarship Program of the Provincial Government of Isabela pursuant to Ordinance No. 07, series of 2018 also known as “An Ordinance Amending Ordinance No. 09, series of 2015 and Adopt a New Policy-grant in Order to Adjust to the Needs of Isabeleño Youth vis-à-vis the Implementation of the Republic Act 10931 also known as the Universal Access to Quality Tertiary Education Act and Republic Act 10533 or the Enhanced Basic Education Act of 2013.” As part of the amended ordinance adopting the new K to 12 policy-guidelines in giving awards

and recognition as a new basis in giving incentives/benefits to students/scholars who graduated with Honors (Top 12) during High School such as for with highest honors, Php 5,000.00 with high honors, Php 4,000.00, and with honors, Php 3,000.00., semestral allowance shall be granted;

b. BRO for Education guarantees a college scholarship slot as a special assistance to small farmers who dream of having at least one college graduate in the family. This aims at reducing the financial burdens of small farmers in the education of their children, motivating them towards greater productivity.

c. The “One Scholar per Farming Family” shall be adopted as a policy of the BRO-Ed.

1.3 PERFORMANCE REPORT

This performance report of the BRO for Education, Provincial Scholarship Program covers in general the Second Semester of S.Y. 2017-2018 and the month of June 2018, in particular.

A total of 2,770 scholars were enrolled in the BRO for Education program, as per second semester SY 2017-2018. For this, the PGI has expended a total amount of Php 6,323,449.00 for the tuition/miscellaneous fees and allowances.

Out of the 2,770 scholars, 853 (30.79%) scholars availed the Academic Component of the scholarship program as per second semester SY 2017-2018 while there are 1,917 (69.21%) scholars of the Non-Academic component.

A total of 1,821 scholars whose parents are farmers availed the program as per second semester SY 2017-2018.This is 69.35% of the total number for this semester.

The decreasing number of both Academic and Non-Academic Scholars in Isabela starting from 2015 up to present is due to the implementation of the new K to 12 educational system and with the enactment of the newly signed RA 10931 also known as the Universal Access to Quality Tertiary Education Act.

YORPi Youth Organization Registration Program of Isabela

1. PROGRAM OVERVIEW

An original program of the National Youth Commission (NYC), Youth Registration Program or YORP simplifies the registration procedure of youth and youth-serving organizations to ensure access and participation to the government youth-initiated programs nationwide.

In pursuant to Republic Acts 10742 and 8044, the Isabela Provincial Youth Development Office in coordination with the National Youth Commission localized the youth registration mandate to fit to the needs of Kabataang Isabeleños. The program is designed to assist and support prospective youth organizations in the province by helping and facilitating them in registering under their municipality/city and even in the province. The registered youth and youth- serving organizations shall then compose the members of the Local Youth Development Council with the SK Federation President and Vice-President as core members which shall be convened through an election facilitated by the Local Youth Development Office. The LYDC shall then formulate the Local Youth Development Plan which shall be the basis of crafting the three-year Comprehensive Youth Development Plan (CBYDP) and the Annual Barangay Youth Investment Plan (ABYIP).

2. OBJECTIVES

The YORPi aims to:

1. Encourage Kabataang Isabeleños’ participation in all of the Isabela Provincial Youth Development Office plans, programs, projects, activities and other opportunities by registering and verifying youth and youth-serving organization.

2. Establish communication network between ‘Kabataang Isabeleños’ and other youth development stakeholders. 3. Establish a youth and youth-serving organizations directory in Isabela that would disseminate updates on youth-related programs, projects and

activities and would provide a structure that links youth and youth-serving organizations together.

3. POLICIES AND GUIDELINES

1. The Youth Organization Registration Program of Isabela is in pursuant to RA 10742, otherwise known as the Sangguniang Kabataan Reform Act of 2015. It is the official program for the Kabataang Isabeleños in registering youth and youth-serving organizations in province.

2. YORPi is also in pursuant to the Executive Order No. 438, series of 2015 which provides for the NYC to monitor implementation of the Medium- Term Youth Development Plan (MTYDP 2005-2010), in coordination with concerned agencies. As part of monitoring, registered youth and youth-serving organizations shall now have a privilege of requesting assistance from the provincial government consistent to its set of policies and guidelines.

3. Pursuant to the approved Resolution No. 127, Series of 2011, the YORPi shall also serve as the Isabela Youth Sumbungan (IsYouS) Desk which shall assist the youth and youth-serving organizations in answering possible complains, concerns and violations among their ranks.

The district that has the most number of Youth Organization is District 1 and that is 19.78% of all the registered Youth Organizations. Registered 'In School Organization' is 50 (54.95%) while 41 (45.05%) registered in 'Out School Organization'. District IV got the lowest registration in Youth and Youth-Serving Organization that is 16.48% of the total registry.

In all the districts in Isabela, District I has the most number of Youth/Youth-Serving Organizations initially registered in the program, with 34 registered organizations out of the 91 registered organizations all over the province. 30.94% of YOs and YSOs are registered in this District. 13 (14.29%) Youth Organizations and 21 (23.08%) Youth- Serving Organizations are registered in this District. Ilagan has the most number of registered YOs while Palanan registered high on YSOs.

DITOy ISABELA (Developmental projects, Innovative programs, Transformative activities and Opportunities for the Youth of ISABELA)

1. PROGRAM OVERVIEW

Pursuant to Republic Act 10742 also known as the Sangguniang Kabataan Reform Act of 2015 and Republic Act 8044 also known as the Youth for Nation-building Act of 1991, the Isabela Provincial Youth Development Office created a program that would sufficiently help and support Kabataang Isabeleños in planning and creating their projects, programs, activities and other opportunities for the development of the youth and continue encouraging a participative and cooperative youth of Isabela.

DITOy ISABELA or Developmental Projects, Innovative Programs, Transformative Activities and Opportunities) is created to conform with RA 10742 and RA 8044 and the mandate of the Philippine Youth Development Plan (PYDP) 2017-2022 which promotes and ensures the rights and welfare of the Filipino Youth and further provides and encourages „Kabataang Isabeleños‟ participation in the projects, programs, activities and opportunities (PPAOs) of the Provincial Government of Isabela.

This program shall also help and support Isabela youth and youth- serving organizations in creating their PPAOs and will also be an „immediate support system‟ in assisting them to execute thereof. DITOy ISABELA will secure their privilege of being helped and assisted in their desired PPAOs and accomplishing them will be a joint effort from the Provincial Government of Isabela through the Provincial Youth Development Office with the involvement of the youth, youth organizations and Sangguniang Kabataan Officers.

1.1 GOALS AND OBJECTIVES

DITOy ISABELA aims to:

a. Encourage wide and active participation of the Kabataang Isabeleños in all governmental and nongovernmental programs, projects, activities and other opportunities affecting them.

b. Assist and provide technical support to youth and youth-serving organizations in crafting their projects, programs, activities and opportunities (PPAOs).

c. Plan and implement PPAOs that will inspire, encourage and capacitate youth active participation and realization of roles and responsibilities.

1.2 POLICIES AND GUIDELINES

a. DITOy ISABELA in pursuant to RA 10742 also known as the SK Reform Law of 2015 and RA 8044 or the Youth for Nation- building Act of 1991 shall help registered youth and youth- serving organization in partnership with the Sangguniang Kabataan Officials in harnessing and developing the full potential of Kabataang Isabeleños through extending technical and/or monetary assistance in creating projects, programs, activities and opportunities for the development of the youth at large.

b. Request Letters shall and must be monitored and endorsed to the Office of the Governor for final approval.

c. In consistency with the Philippine Youth Development Plan (PYDP) 2017-2022, since it is a participation-focused plan, developed with the participation of various stakeholders to enable, promote, and ensure the rights and welfare of the Filipino youth specifically Kabataang Isabeleños, DITOy ISABELA shall safeguard the participation of each youth for the purpose of having the secure privilege of being helped and

assisted in any or every programs, projects, activities and other opportunities the provincial government initiates.

1.3 PERFORMANCE REPORT

This performance report of DITOy ISABELA covers the month of April to June 2018. This office collated pictures of projects, programs, activities and other opportunities connected to the Kabataang Isabeleños participation and cooperation with the Provincial Government of Isabela through the Provincial Youth Development Office.

ANNUAL GENERAL ASSEMBLY and LiBRO (Lider ni BRO) PROVINCIAL FEDERATION ELECTION The primary involvement of the PYDO since its birth as an office starts with the ‘Annual General Assembly and LiBRO (Lider ni BRO) Provincial Federation Election’ held last April 21, 2018.

THE 2018 ANNUAL GENERAL ASSEMBLY WAS ATTENDED THE PROVINCIAL ADMINISTRATOR, ATTY. NOEL MANUEL R. BY ALMOST 200 LiBRO OFFICERS. LOPEZ INSPIRES THE ‘KABATAANG ISABELEÑOS’ TO ASPIRE HIGH AND SUPPORT OTHER WHILE AIMING HIGH.

THE ELECTION OF THE LiBRO PROVINCIAL FEDERATION SUBSEQUENTLY, FROM ONE YOUTH ADVOCACY TO THE STARTED WITH SOME OF THE UNIQUE YOUTH TAGLINES OTHER, THE PARTICIPANTS HAD THEIR FREEDOM TO VOTE OF ASPIRANTS OFFICERS. FOR THEIR CHOSEN SET OF LiBRO OFFICERS.

THE NEWLY ELECTED LiBRO PROVINCIAL FEDERATION OFFICERS TOOK THEIR OATH OF OFFICE IMMEDIATELY AFTER WINNING.

TRAINOR’S TRAINING OF LYDOs of ISABELA

The office is not just helping the „Kabataang Isabeleños‟ to take part on leading others but most specifically, part of the office mission is to be proactive in nation, peace and security-building. That is why last May 12, 2018, the office took the responsibility to lead the „Trainor‟s Training of Local Youth Development Officers (LYDO) Isabela‟ in preparation for the 2018 SK Mandatory Training in the province to be participated by the LYDO‟s who will serve as resource speakers on Module 3 (RA 6713-Code of Conduct and Ethical Standards).

THE TRAINOR’S TRAINING WAS PARTICIPATED BY THE PROVINCIAL ADMINISTRATOR BOOSTED THE DIFFERENT LOCAL YOUTH DEVELOPMENT OFFICERS MENTAL AND EMOTIONAL RESILIENCE OF THE LYDOs IN FROM EACH MUNICIPALITY/CITY AT BALAI, PROVINCIAL PERFORMING THEIR ASSIGNED TASKS WITH THE CAPITOL, ALIBAGU, CITY OF ILAGAN, ISABELA. ‘REMEMBER WHO YOU ARE PRINCIPLE’ AND HOW TO DISCUSS TO THE ELECTED SK OFFICIALS MODULE 3.

The ‘Sangguniang Kabataan Mandatory Training 2018’ in Isabela started last May 16-22, and it was conducted by the Local Research Institute-ISU as the Project Management Head in cooperation with Department of the Interior and Local Government (DILG), Local Government Units (LGUs) from different municipalities/cities through their appointed Local Youth Development Officers (LYDOs).

Last June 6 and 7, 2018, the ‘Sangguaniang Kabataan Panlalawigang Pederasyon - Orientation and Election’ has transpired. The orientation was done at Piazza Zicarelli, Brgy. Upi , Isabala and the election was at Governor Faustino N. Dy Hall, Isabela Provincial Capitol Building, Alibagu, City of Ilagan, Isabela.

Molina, (6) Jaybriel Andrei V. Uy and (7) Paulham Jefferson S. Gannod from the Philippine Yuh Chiau School in Del Pilar, Cabatuan were awarded Certificates of Recognition from the Provincial Government of Isabela for bringing honor and pride to our beloved province. They had competed on the International Robot Olympiad (IRO).
