और यतः, ान के े म ती गत और मानव संसाधन क परवतनशील अपेाओं से यह आवयक हो गया है क शैणक अनसंधानु और वकास क ऐसी संसाधनपणू और वरत और उतरदायी णाल सिजतृ क जाये जो एक आवयक वनयामक यवथा के अधीन उयमतापणू उसाह से काय कर सके और ऐसी णाल, उचतर 57¼2½ jktLFkku jkt&i=] flrEcj 16] 2013 Hkkx 4 ¼d½ शा म कायरत पयात संसाधन और अनभवु रखने वाल ाइवेट संथाओं को वववयालय क थापना करने के लए अनातु करने से और ऐसे व ववयालय को ऐसे वनयामक उपबंध से, जो ऐसी संथाओं के कु शल कायकरण को सनिचतु कर, नगमत करने से सिजतृ क जा सकती है; और यतः, ओ.पी.जे.एस. ट, रोहतक (हरयाणा) जो क भारतीय यास अधनयम, 1882 (1882 का अधनयम सं. 2) के अधीन, संयतु उप-रिजार, रोहतक (हरयाणा) के कायालय म रिजेशन सं. 9549, दनांक 3.12.2009 पर रिजकृ त यास है तथा शा के े म लगा हुआ है और शैणक संथाएं चला रहा है; और यतः, उत ओ.पी.जे.एस. ट, रोहतक (हरयाणा) ने राजथान राय म ाम रावतसर कंु जला, तहसील राजगढ़, िजला चू म अनसु चीू 1 म यथा वनदट भौतक और शैणक दोन कार क शैक अवसंरचनाएं थापत कर ल ह और अनसु चीू 2 म वनदट शाखाओं म अनसंधानु और अययन के लए एक व ववयालय म उत अवसंरचना का वनधान करने के लए सहमत हो गया है और इस अधनयम के उपबंध के अनसारु वयास नध क थापना म उपयोिजत कये जाने के लए एक करोड़ पये क रकम भी जमा करा द है; और यतः, उपयुत अवसंरचना क पयातता क जांच राय सरकार वारा इस नमत नयतु समत वारा कर ल गयी है िजसके सदय कु लपत, महाराजा गंगा संह वववयालय, बीकानेर, नदेशक, महावयालय शा राजथान, जयपर,ु संकायाय, वध संकाय, महाराजा गंगा संह व ववयालय, बीकानेर, संकायाय, पशचकसाु वान संकाय, राज थान पशचकसाु और पश ु वान वववयालय, बीकानेर, ाचाय, सरदार पटेल चकसा महावयालय, बीकानेर और ाचाय, राजकय अभयांक महावयालय, बीकानेर थे; और यतः, यद उपयुत अवसंरचना का उपयोजन वववयालय के प म नगमन म कया जाता है और उत ओ.पी.जे.एस. ट, रोहतक (हरयाणा) को वववयालय चलाने के 2 Hkkx 4 ¼d½ jktLFkku jkt&i=] flrEcj 16] 2013 57¼3½ लए अनातु कया जाता है तो इससे राय क जनता के शैणक वकास म योगदान होगा; भारत गणराय के चसठव वष म राजथान राय वधान- मडल ननलखत अधनयम बनाता हैः- 1. संत नाम, सार और ारभ .-(1) इस अधनयम का नाम ओ.पी.जे.एस. वववयालय, चू अधनयम, 2013 है। (2) इसका सार सपणू राजथान राय म है। (3) यह 2 अगत, 2013 को और से वतृ हुआ समझा जायेगा। 2. परभाषाएं.- इस अधनयम म, जब तक क संदभ से अयथा अपेत न हो,- (क) ''अ.भा.त.श.प.'' से अखल भारतीय तकनीक शा परष अधनयम, 1987 (1987 का केय अधनयम सं. 52) के अधीन थापत अखल भारतीय तकनीक शा परष अभेत है; (ख) ''वै.औ.अ.प.'' से केय सरकार क वतपोषण एजेसी- वैानक और औयोगक अनसंधानु परष , नई दल अभेत है; (ग) ''द.श.प.''ू से इंदरा गांधी राय मतु वववयालय अधनयम, 1985 (1985 का केय अधनयम सं. 50) क धारा 28 के अधीन थापत दरथू शा परष अभेत है; (घ) ''दरथू शा'' से संचार अथात ् सारण, टेलकॉिटंग, पाचार पायम, सेमनार, संपक कायम और ऐसी ह कसी अय कायपत के कसी भी दो या अधक साधन के संयोजन वारा द गयी शा अभेत है; ( ङ) ''व.ौ.व.'' से केय सरकार का वान और ौयोगक वभाग अभेत है; (च) ''कमचार'' से व ववयालय म काय करने के लए व ववयालय वारा नयतु कोई यित अभेत है और इसम वववयालय के अयापक, अधकार तथा अय कमचार सिमलत ह; 3 57¼4½ jktLFkku jkt&i=] flrEcj 16] 2013 Hkkx 4 ¼d½ (छ) ''फस'' से वववयालय वारा छा से कया गया संहण, िजसे चाहे कसी भी नाम से जाना जाये, अभेत है, जो तदेय नहं है; (ज) ''सरकार'' से राजथान क राय सरकार अभेत है; (झ) ''उचतर शा'' से 10 +2 तर से ऊपर ान के अययन के लए पायचया या पायम का अययन अभेत है; (ञ) ''छाावास'' से वववयालय या उसके महावयालय, संथाओं या के के छा के लए वववयालय वारा इस प म संधारत या मायताात नवास थान अभेत है; (ट) ''भा.कृ .अ.प.'' से सोसाइट रिजकरण अधनयम, 1860 (1860 का केय अधनयम सं. 21) के अधीन रिजकृ त सोसाइट-भारतीय कृ ष अनसंधानु परष अभेत है; (ठ) ''भा.आ.प.'' से भारतीय आयवानु परष अधनयम, 1956 (1956 का केय अधनयम सं.102) क धारा 3 के अधीन गठत भारतीय आयवानु परष अभेत है; (ड) ''रा.न..प.'' से वववयालय अनदानु आयोग क एक वायत संथा-राय नधारण और यायन परष , बंगलोर अभेत है; (ढ) ''रा.अ.श.प.'' से राय अयापक शा परष अधनयम, 1993 (1993 का केय अधनयम सं. 73) क धारा 3 के अधीन गठत राय अयापक शा परष अभेत है; (ण) ''नवेश बा य के'' से वववयालय वारा मु य नवेश के बाहर थापत उसका, उसक घटक इकाई के प म चालत और संधारत, कोई के अभेत है िजसम वववयालय क परकू सवधाएं,ु संकाय और टाफ हो; (त) ''भा.भे.प.'' से भेषजी अधनयम, 1948 (1948 का केय अधनयम सं.

B. Besides above conditions, institutions seeking approval of Pharm.D / Pharm.D (Post Baccalaureate) course shall comply with the following conditions - 1. The institution shall comply with the requirements of Pharm.D. Regulations, 2008 particularly regarding appointment of teaching staff, equipments and Hospital facility. 2. Further the PCI recommends that Pharmacy Practice Faculty including HOD shall undergo at least 1 Continuing Education Programme / Training Programme of minimum 3 days duration every year and participation in atleast one seminar/conference every year. 3. In view of above, it was decided to ask the institutions concerned to intimate the council per return of mail the number of such Continuing Education Programmes / Training Programmes / Seminar / Conference etc.

It is further decided that - a) Wherever needed inspections will be carried out subsequently and if the facts claimed by the institution are found false, the PCI may change or withdraw the approval. b) Any approval granted by the PCI beyond 2021-2022 academic session will stand but will be considered year on year basis based on the information submitted by institution in online SIF. c) Wherever required, institution shall furnish additional information as sought by the PCI from time to time. d) The request for raise in admissions for D.Pharm course beyond 60 intake is not considered as per the policy of the council. e) Regarding M.Pharm seats, it was noted that 110 Central Council in its meeting held on 11th December, 2020 under item No.273 decided as under - i) 12 specialties / subjects are prescribed in which M.Pharm can be conducted. (Ref: Reguation-9., Appendix-A of M.Pharm Regulations). ii) maximum 15 seats per specialization are sanctioned by PCI (Ref: Regulation-23.(1) of M.Pharm Regulations) Further as per the statutory provisions of M.Pharm Regulations, the ratio of recognized Post-Graduate teacher to number of students to be admitted for the M.Pharm course shall be 1:3. iii) as per the procedure in vogue, the institution applies in SIF for number of seats per specialization / raise in admission in case number of seats sanctioned by PCI are less than 15. iv) In view of above statutory provisions of the M.Pharm Regulations, it was decided that in case institution has the prescribed teaching staff with prescribed experience as per “The Master of Pharmacy (M.Pharm) Course Regulations, 2014”, PCI shall sanction number of admissions per M.Pharm specialization based on availability of the teaching staff irrespective of institution’s request in SIF.
