III. Partial Report re Flashflood Incident in Davao del Norte • On or about 3:00 PM 27 May 2011, a flashflood incident due to heavy rains occurred in the Municipality of Carmen, Davao del Norte. • As of this report, some of the Barangays are still submerged and are impassable to light vehicles • The flood affected ten (10) Barangays with a total of 3,190 families (15,950 persons). Details are as follows below:

Actions Taken • The Local Government of Carmen conducted a survey of the damages and monitored the affected Barangays • The MSWDO Carmen conduted relief operations by providing food packs to about 70-80 affected families • OCD XI is continuously monitoring the area

IV. Internally Displaced Population in • On 6 May 2011, a conflict between the AFP and the NPA displaced 243 families composed of 1, 249 persons in , Bukidnon • The conflict was due to the presence of NPAs and the abduction of two (2) soldiers from different Sitios in Pinamula, Kibawe, Bukidnon. The AFP conducted a house to house investigation and the residents, in fear of being suspected as NPA rebels at that time, evacuated to the Pinamula Barangay Hall • Last 15 May 2011, to allay the fears of the evacuees, the Barangay Council conducted an assembly and explained to the evacuees that the military was there to protect them and that they should not be afraid of them • On 20 May 2011, the military moved out of the barangay and the displaced population returned to their homes

Actions Taken • The Local DRRMC of Kibawe through the MSWDO extended assorted commodities worth P10,000.00 • OCD X is continuously monitoring the situation

3 • MDRRMC Kapatagan dispatched MEO personnel and heavy equipment with the assistance of DRRMC Lanao del Norte PEO in the extraction of seven (7) dump truck loads of landslide debris

VII. Lightning Strike Incident at Murcia, Negros Occidental • At around 12:30 PM 20 May 2011, Rayman Remada, 35 years old, single and a resident of Brgy Zone 1, Murcia, Negros Occidental, was struck dead by lightning at Sitio Antulan, Sta Cruz, Murcia, Negros Occidental • Rayman and two of his companions, workers of a cock farm, were about to take lunch at their small hut when lightning suddenly struck in their direction. The bolt hit and killed only Rayman while his two companions were unharmed
