BRECKLAND COUNCIL Report of the Strategic Director of Services to the FULL COUNCIL – 22 May 2008 CONSULTATION RESPONSE – POST OFFICE NETWORK CHANGE PROGRAMME 1. Purpose of Report 1.1 Provide members with a draft copy of the response prepared by Overview & Scrutiny Commission to the Post Office Network Change Programme consultation on the Norfolk & West Suffolk Area Plan. This report accompanies the minutes of Overview & Scrutiny Commission from the 17 April 2008 that makes a recommendation to Full Council that it endorses the response before it is submitted. 2. Recommendations It is recommended that the Council/Committee: 2.1 Approves Option 1 as outlined below and endorses the submission as prepared by the Overview & Scrutiny Commission. Note: In preparing this report, due regard has been given to equality of opportunity, human rights, prevention of crime and disorder, environmental and risk management considerations as appropriate. Relevant officers have been consulted in relation to any legal, financial or human resources implications and comments received are reflected in the report. 3. Information, Issues and Options 3.1 Background 3.1.1 Members will be aware that since mid-2007 Post Office Ltd has initiated a national Network Change Programme to modernise and reshape the network against the backdrop of falling customer numbers, decline in traditional services, changing consumer behaviour and rising losses. Post Office Ltd subsequently announced that it would undertake to closure 2,500 branches. 3.1.2 Since this announcement the Overview & Scrutiny Commission has on behalf of Breckland Council been examining the situation and undertaking action to further understand the Network Change Programme, consult with affected Sub postmasters, parish and town councils and engage with Post Office Ltd and Postwatch. This has culminated in the formal consultation response to Post Office Ltd on the Area Plan Proposal for Norfolk & West Suffolk (of which Breckland is wholly a part) which is Appendix 1. The consultation document is at Appendix 2. 3.1.3 The Overview & Scrutiny Commission minutes of the 17 April 2008, item 26 resolved that: (1) to meet the consultation deadline, the Post Office Working Group be asked to draft a formal consultation response for submission direct to the Full Council meeting on 22 May 2008 for approval. 3.2 Options 3.2.1 Option 1: The period for the consultation for the Area Plan Proposal for Norfolk & West Suffolk concludes on the 02 June 2008. Following the recommendation from Overview & Scrutiny Commission on the 17 April 2008 Full Council are requested to endorse the draft response provided. 3.2.2 Option 2: Do not endorse the response and no submission is made to Post Office Ltd. 3.3 Reasons for Recommendation(s) 3.3.1 Option 1: The proposals include 14 Post Offices for closure in Breckland. Whilst there is recognition for a commercial need to review the Post Office network, there is also concern for the proposed closures in Breckland which will have a severe impact on the most vulnerable in society. If the current proposals go ahead there will be a significant down-grading of the network across the district, thus hitting Breckland’s rural communities extremely hard and denying access to a range of service provision. There is only 1 proposed outreach service in Breckland. Breckland Council is constantly striving to tackle social exclusion, in particular social isolation through rural isolation and difficulties faced in accessing services. The Area Plan proposals conflict with these policy objectives and on behalf of the Breckland communities the Council should provide an appropriate response to the consultation. 3.3.2 Option 2: The Council can choose not to engage in the consultation for the Post Office Network Change Programme. 4. Risk and Financial Implications 4.1 Risk 4.1.1 I have completed the Risk Management questionnaire and this report does not require a risk assessment because the changes/issues covered by the recommendations are not significant in terms of risk. 4.2 Financial 4.2.1 None required. 5. It has been produced following consultation with Norfolk County Council, Breckland Parish Councils, all Breckland District Ward Members and through the Breckland Local Strategic Partnership which is a multi-agency forum of interested parties (including Breckland Market Town Area Partnerships, Learning & Skills Councils, Norfolk Constabulary, Norfolk Rural Community Council, Norwich and Norfolk Voluntary Services and the Norfolk Primary Care Trust). Breckland Council recognises the commercial need for a review of the Post Office network, however at the same time is concerned that the proposed closures in Breckland - in the form of an outright closure or limited hours replacement outreach service - will have a severe impact on the most vulnerable in society. We are gravely concerned about the proposals as they would see a significant down-grading of the network across the district, thus hitting our rural communities extremely hard and denying access to a range of service provision. We are deeply concerned that out of 14 proposed closures there is only 1 proposed outreach service. Breckland Council is constantly striving to tackle social exclusion, in particular social isolation through rural isolation and difficulties faced in accessing services. The Area Plan proposals conflict with these policy objectives. Breckland Council’s overall concerns on the proposals (which are explored in further detail below) are: • Impact of the closures on the vitality of our rural communities especially the elderly and disabled. • Access to and availability of alternative Post Offices. • Population access criteria. • Ageing population need more, not less accessible services. • Limited number of outreach services proposed. • Threat of additional closures. • Post Office Ltd’s approach to the consultation. • Future development (housing growth). • Lack of innovation or flexibility to find solutions. Without doubt the closure of any Post Office has an adverse effect on the communities they serve in terms of accessibility and the removal of a community resource. Breckland Council is concerned that the Government has not adequately addressed this issue. However it is clear that the Government has decided that some Post Offices will close and therefore some will fall within this area. The Council recognises that some Post Offices need to close and we realise that in some circumstances this is the case. However this does not justify the position on closing Post Offices that are vitally needed. Overall Breckland Council opposes the proposed 14 Post Office closures in Breckland and believes it has a duty to draw the attention of Post Office Ltd to the effect of particular closures on communities within the district. Breckland Council clearly set out its views on the future of the Post Office at its meeting on 12 February 2008 when the following motion was agreed: ‘Breckland Council formally invites the Post Office to work with the Council to provide services to residents in the most viable way in the future. This Council notes the invaluable service provided by our Local Post Offices to the local community which relies heavily on their post office branches. This Council deplores the Government’s current programme of 2,500 closures across the country. This Council notes the strength of public opinion in favour of saving local post offices. This Council recognises the needs of the elderly, disabled and the most disadvantaged who rely on local post offices the most’. This consultation response is in two parts. In Part A) the comments are in relation to the generality of the proposals, and in Part B) we have provided detailed comments in the document attached to this letter relating to individual proposals based on fact. All of the comments contained in this response relate to the closures within the Breckland District Council area. We would like to further reinforce the Council commitment and wish to work with Post Office Ltd to provide services to the residents of Breckland in the most viable way for the future. We are open to exploring the potential to jointly provide mobile/outreach service provision either of your behalf or in partnership. Finally, I want to reiterate the overwhelming concern that has been expressed across the district at the scale of the proposed closures.
