(Translation) A Summary of the 6th Southern District Council Special Meeting held on 24.5.2010

The Southern District Council (SDC) held its 6th special meeting on 24 May 2010. The major issues discussed and the latest progress of work are summarised as follows: Proposed Amendments to Land Use Zoning of the Ex- Estate

2. Ms. CHENG Mei-sze, J.P., the Deputy Secretary for Transport and Housing, said that in December 2007, the Executive Council endorsed the adoption of a rail-plus-property model for the development of the (East) (SIL(E)) and the reservation of the ex-Wong Chuk Hang (WCH) Estate site and the site to the north of the for property development. Such a decision required rezoning of the two sites, so approval from the Town Planning Board would need to be sought.

3. The Transport and Housing Bureau and the Mass Transit Railway (MTR) proposed the following 2 options for the development:

Option 1: To Use Both of the Sites for Property Development - The site to the north of the Ocean Park Station would be used for recreational or tourism purposes, while the ex-WCH Estate site would be used for above-rail property development.

Option 2: Property Development Concentrates on the ex-WCH Estate Site - The site adjoining the Ocean Park Station would be reserved for other more suitable uses, while the ex-WCH Estate site would be used to build a railway station, public transport interchange facilities, a railway depot and a shopping center of 47 000m2. It was planned that 14 residential blocks of 27 to 40 storeys would be built on the podium of the shopping center, providing about 4 700 medium- and small-sized residential flats, of which about 20% would be small-sized flats of about 50m2.

4. Mr. CHU Ching-hong and Mr. TSUI Yuen-wa had jointly submitted a motion before the meeting, stating that SDC would support the early redevelopment of the ex-WCH Estate site and demand that the overall design should avoid any high-rise buildings that would cause wall effect and affect air ventilation and visual amenity. This motion was carried by 14 votes in support, whiles Option 2 (excluding Annex III) was approved by SDC with 11 votes in support with 3 abstentions.

Amendments to Aberdeen and Outline Zoning Plan

5. According to Mr. LAM Chi-man, Acting District Planning Officer/HK, the amendments mainly involved the imposition of building height restrictions on land use zones. He further explained that part of the WCH Estate site would be rezoned to “Comprehensive Development Area” (“CDA”) with the imposition of some essential development parameters such as building height and plot ratio in the urban design. The proposed building height restriction of 155mPD for the site was based on the maximum height of building in the initial development option of MTR. Although such proposed development parameters were deemed appropriate, the Administration and the MTR considered that the building height restrictions should need further study. Since the site was rezoned to “CDA”, under the present mechanism, the public would still have a chance to give their views on the height restrictions of the project, including building height.

Amendment to the Budget of DC Funds: Closing Ceremony of the Southern District Tourism and Cultural Festival 2010-2011

6. SDC approved the amendment to the budget and its items for the closing ceremony proposed by the Organising Committee, which included increasing the number of souvenirs from 2 000 pieces to 5 000 pieces.
