On the occasion of the convocation of the 2nd SALGA Council of Mayors in Cape Town, Western Cape, it is my honour and a humbling privilege to extend, on behalf of the National Executive Committee of SALGA and myself, a warm welcome to all Executive Mayors and Mayors and guests from key government departments and stakeholders and express my sincere gratitude for your long-term support and commitment to organised local government.
As you may all recall this gathering stems from the SALGA constitution that directs and makes provision for the convening of the Council of Mayors. As a new innovation, this Council of Mayors brings together Mayors and Executive Mayors from across all provinces in our country. As a platform that, amongst others, will focus on addressing challenges experienced by Mayors and Executive Mayors, the Council of Mayors is also an opportunity for the SALGA NEC to get feedback from the Mayors and thus enabling SALGA to become more effective in our advocacy work.
We are immensely proud that in keeping with the constitution and the spirit of cooperative governance; we welcome the leadership from all spheres of government. We know that our counterparts at national and provincial government level, have a full understanding that government is about the well-being and service to the people. And that local government, as the sphere closest to the people, has a specific responsibility to ensure that it delivers democratic local government and ensure that the quality of life of people continuously improve. This can only become a reality if we work together and build a strong partnership. Not only amongst the different spheres of government but also with civil society organisations and communities.
Inspired by the address of His Excellency, President Cyril Ramaphosa at the December 2018 SALGA National Members Assembly, this Council of Mayors convenes under the theme “Enhancing the Role of municipalities in promoting Investment and Job Creation”. Over the next two days, as we respond to the challenges of our municipalities, we need to address the questions of how best to invest resources and effort into revitalising rural areas and developing rural economies; the role of municipalities in the process of accelerated land reform to unlock the agricultural potential of our land and thereby unleash the potential of our people and the role of municipalities in the revitalisation of industrial parks in townships and rural areas.
Once more on behalf of the SALGA leadership collective, I wish the Council of Mayors a complete success.

Purpose And Objectives Of the Council Of Mayors
Purpose and Objectives of the Council of Mayors
(a) To serve as a forum through which Executive Mayors and Mayors of organised local government members can consult with one another in so far as to contribute to ideas, advice, insight and support on matters directly affecting the role and function of the Executive Mayors and Mayors. (b) To be consulted on an ad hoc basis should the need arise with regard to specific aspects to be addressed affecting municipalities. (c) As the Council of Mayors will consider a number of multi-disciplinary matters, the Council of Mayors
