VCC COMMANDANT’S REVIEW 2017 AND PRESENTATION OF COLOURS PARADE – WARNING ORDER

Overview

1. It is intended to hold the above event on Sun 19 Mar 2017 at HMS Excellent, Portsmouth. In addition to this being a ceremonial review parade celebrating the birthday of the Cadet Corps it is intend to present the new Colours to Portsmouth Division RMVCC.

2. The event is intended as an annual family occasion where all cdts, staff and their families can get together to celebrate being part of this historic and worthy youth organisation.

3. The purpose of this WgO is to ensure Portsmouth VCC personnel are aware of the event and to encourage maximum involvement and attendance for what promises to be an important and high-profile ceremonial occasion.

Aim

4. Assemble representatives of each VCC division/unit to parade in celebration of the organisation and to review achievements over the past year.

Execution

5. Hosting. The event will be hosted by Portsmouth VCC assisted by HMS Excellent.

6. Location. The event will be held at HMS Excellent, Whale Island, Portsmouth; the parade itself will take place in the Drill Shed.

7. Date and Time. The event will take place on the morning of Sun 19 Mar 2017 although rehearsals will take place on Fri 17 and Sat 18 Mar 2017. Am outline sequence of events is at Annex A.

8. VIPs. It is anticipated that a number of high profile civic and military dignitaries will be invited. Details on invitees will be advised in due course.

9. Event Outline. Whilst Annex A shows the outline main events list for the weekend, the actual event on Sun 19 Mar 2017 will follow this routine:

a. Spectators arrive.

b. VIPs arrive. The aim of the Volunteer Cadet Corps is to provide opportunities for young persons to develop into responsible, dependable and useful members of society, to promote self-discipline and comradeship, and to teach the basic principles of leadership in preparation for adult life. The VCC, formed in 1901 and sponsored by the , accepts boys and girls between the ages of 9 and 17 who can then serve until 18 as either a Royal Naval Cadet or Royal Marines Cadet. The VCC has units in Portsmouth, , Fareham, and Lympstone.

c. Representative contingents from each VCC division/unit march on.

d. VIP inspection.

e. Presentation of new Colours.

f. Presentation of awards.

g. March past.

10. Reception. There will be a drinks reception after the parade in the Drill Shed, where VIPs, guests, spectators, cdts and staff can meet each other. Refreshments will be provided by Portsmouth VCC catering staff.

Service Support

11. Accommodation. Cadets and staff who will be staying on board in HMS Excellent will be accommodated either in HMS Bristol or shore-based accommodation blocks. Further details will be advised in due course. This will be an ideal opportunity for cadets from our different units to meet each other.

12. Feeding. Meals for cadets and staff will be provided in accordance with the programme.

13. Transport. RQMS is requested to ensure Portsmouth VCC transport is available for this event in case it is required.

14. Staff. Maximum attendance by staff is requested as this will be a busy weekend with a lot of support, logistical and ceremonial roles to be filled.

15. Medical. All cadets and recruits attending will be required to complete a consent form as usual. First aid facilities will be provided by Portsmouth VCC.

Command and Conclusion

16. Lt Col T E Wing RMC will be in overall command of the event. He will be assisted by Capt C R Spratt RMC as 2IC, CSgt Sam Chadwick as Parade Adjutant and Portsmouth VCC RSM as Parade Commander. Other staff will be nominated nearer the time.

17. Spectators will be allowed to attend with preference given to families and friends of serving VCC personnel. Dress will be smart (ideally jacket and tie for gents, ladies equivalent). Details about to how to apply to attend plus further information about the event will be provided in early Feb 2017.
