No. 4420 By Mr. Chan of Quincy, a petition (subject to Joint Rule 12) of Tackey Chan and others that the Division of Medical Assistance be authorized to include dentures, restorative, endodontic and periodontal treatment within its covered services for certain persons ages 65 and older. The Commonwealth of Massachusetts _______________ In the One Hundred and Eighty-Ninth General Court (2015-2016) _______________ An Act relative to providing dental care to senior citizens. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: 1 SECTION 1. Section 8 of the Chapter 118E of the General Laws is hereby amended by 2 inserting after the words “appropriate” in line 5 the following:- 3 a1/4 “Dental Services, all dental services including dentures, restorative, endodontic, and 4 periodontal treatment.” 5 SECTION 2. Section 53 of Chapter 118E of the General Laws, is hereby amended by 6 inserting at the end thereof the following paragraph: - 7 “The division shall include within its covered services for adults who are ages 65 and 8 older all federally optional services that were included in its state plan or demonstration program 9 in effect on January 1, 2002, including all dental services. Covered services for adults in the 10 MassHealth Essential program shall include dental services to the same extent as such services 11 were covered for adults in the MassHealth Basic program as of January 1, 2002.” 1 of 1.

You know well that for this population, the public health recommendation to “stay at home” is not possible, nor will it be possible for an entire shelter population to self-quarantine once a guest is discovered to be COVID-19 positive or for that individual to self-isolate. As you also know very well, this is a very vulnerable community and the sector responsible for serving this community is tireless, though entirely under resourced. We want to underscore that our municipalities are also not capable of adding one more acute need to their long list of concerns. Respectfully, we join together to urge the Commonwealth to immediately identify and dedicate the resources for expanded or alternative shelter structures (by county) that reduce density for this population to address its needs holistically. (January 9, 2019) – The Massachusetts Association for Community Action (MASSCAP) held a press conference this morning on the steps of the State House in order to continue to urge Governor Charlie Baker and members of the Massachusetts legislature to include $30 million for the Low Income Home Energy Assistance Program (LIHEAP) in the next FY 19 Supplemental Budget. With our New England winter weather and rising fuel costs in addition to a federal LIHEAP funding cut of more than $11 million this year, the issue of fuel assistance has “literally become a matter of life and death for some.” “We are here today to urge the Governor to help thousands of vulnerable households stay warm this winter. Of particular concern are those 48,000 households that heat with home heating oil – households made up of seniors, and children and veterans - most of whom will have used up their benefit by the end of January,” said MASSCAP executive Director Joe Diamond. “The situation demands that we ask the Governor to include $30 million in the upcoming supplemental budget for FY 19.” “The current benefit will allow oil heat households to cover 1 and ¾ tanks of oil; however, the typical household uses 3-4 tanks to get through the winter,” said Birgitta Damon, MASSCAP President and Executive Director, Lynn Economic Opportunity.
