MINUTES OF THE NTF CONGRESS AT VIGRESTAD, NORWAY, OCTOBER 11 2019

The congress took place at Hotel Jæren in Vigrestad at 20:00. 28 persons participated.

1. Opening of the congress and election of secretary NTF’s President Tryggve Duun welcomed the delegates and declared the congress for opened. He also emphasized that the local organizer was the club of departed NTF Honorary Member Per Mattingsdal. Trond Kvilhaug was elected as secretary for the congress.

2. Approval of the agenda On proposal from Tryggve Duun it was decided to review the item concerning these championships as the next one, so the coaches could bring information to their teams as soon as possible. The agenda was then approved without any other changes.

3. Nordic Senior Championships 2019 (Vigrestad) 3.1 Statement of the organizing committee The organizer’s chairman Hans Hagenes initially informed the congress about the transport schedule. Sauna facilities and weigh-in takes place at the venue. Due to the IWF Bronze level status weigh-in will be arranged for each group. First weigh-in was decided to start at 08:00 on Saturday and at 07:30 on Sunday.

3.2 Confirmation of the starting list Trond Kvilhaug read the corrections of athletes’ weight categories and totals. Seven groups in total were decided, four groups were scheduled for Saturday and three groups for Sunday. Due to the IWF Bronze level status the 20 kg rule will be in force at the competitions.

3.3 Examination of referees No proposals were received.

3.4 Appointment of Technical Officials Jury composition: Benny Johansson (SWE), Dorthe Rasmussen (DEN) and Trond Kvilhaug (NOR). Benny Johansson, Trond Kvilhaug and Competition Secretary Arne Pedersen were appointed to organize the remaining technical officials (TO).

4. Adjustment of the protocol from Copenhagen, October 12 2018 The protocol was approved without any adjustments.

5. Confirmation of the NTF Activity Report 2018, including financial and auditor’s report President Tryggve Duun presented the Activity Report 2018 and asked for comments. General Secretary Trond Kvilhaug presented the Financial Report and emphasised Auditor Esa Lomma’s statement: A net profit of NOK 50 037 in 2018 is connected to a contribution from IWF of NOK 56 576 (financial support to NTF’s referee conference in Copenhagen).

No comments were put forward and the congress approved the Activity Report unanimously.

6. Elections The working period will be for 2 years, i.e. to the NTF Congress at the Nordic Senior championships in 2021. The following results were obtained:

6.1 President: Two candidates were nominated by their national federation before the congress and vote by ballot was arranged. Results: o Karoliina Lundahl: 3 votes - and elected as new president. o Patrik Helgesson: 2 votes - subsequently unanimously elected as new vice president.

6.2 General Secretary: Trond Kvilhaug (unanimously re-elected). 6.3 Executive board: The presidents of the member federations. As per now: o DEN: Erling Johansen o FIN: Tarmo Kuusisto o ISL: Asgeir Bjarnason o NOR: Stian Grimseth o SWE: Joakim Eriksson 6.4. Auditor: Esa Lomma (unanimously re-elected).

7. Issues decided by email Tryggve Duun informed the congress about the following decisions made by email by NTF’s board:

7.1 New Nordic records for Youth Girls and Boys for the weight categories as per 1 November 2018 NTFs member federations have different approaches regarding their national records for Youths in the current weight categories. The highest national record – or national standard - in each category has been selected as the Nordic record / standard - and in a few cases adjusted to be minimum 80% of the corresponding Nordic junior record.

7.2 Requirements for the Nordic Elite pin for the weight categories as per 1 November 2018 The original proposal by the working group in 2018 (Patrik Helgesson and Anders Bendix Nilsen) was finally approved.

8. Proposals to the congress 8.1 NTF Annual membership fee The annual fee as per today is 600 Euros per national federation. Due to the last years’ profit it was unanimously decided to keep the annual fee unchanged.

8.2 Revision of NTF’s rules – update as per October 11 2019 A working group consisting of Tryggve Duun, Karoliina Lundahl and Trond Kvilhaug have updated NTF’s Rules and Regulations. The changes consisted mainly of updates of weight categories etc. and references to IWF Rules and Regulations, which resulted in halving of paragraph 8 and independence of future changes in weight- and age categories. No major changes in the paragraphs’ content were carried out.

9. NTF Honorary Medal and Elite Pin proposals – orientation to the congress No proposals were received.

10. Nordic Junior- and U17 Championships 2019; Sundsvall, Sweden November 16 - 17 The deadline of final entries had not passed yet. According to the invitation Junior Men will compete on Sunday 17 November, the other age groups on Saturday 16 November.

11. IWF Level 1&2 coaching courses 2019 directed by NTF – orientation to the congress Course responsible and instructor Karoliina Lundahl gave an orientation. IWF development fundings finance the two courses. Six participants, two from each of Iceland, Norway and Sweden completed the Level 1 course on 9 – 10 August. The Level 2 course with the same participants will take place on 9 - 10 November. Karoliina was acknowledged for her efforts as course instructor as well as for the application for development fundings to IWF.

12. Nordic Championships 2020 Denmark will arrange the Senior Championships in 2020 in Copenhagen at the same venue as for the Nordic Youth & Junior in 2018. Tentative dates are 27 – 29 November. David Havmand (DVF) gave an orientation and included a proposal of new time schedule for the Nordics: Congress on Thursday and competitions on Friday – Saturday, ending up with the traditional banquet on Saturday evening. An argument for such a time frame will be a more social and including event for all. The proposal will be discussed at the next NTF - congress in Sundsvall in November. Norway will arrange the Youth and Junior Championships in 2020, place and date not decided yet.

13. Any other business 13.1 New Nordic records A few records were known after the last publication of Nordic records as per 5 October. The new records were set by Omed Alam in 89 kg Junior Men and Eero Retulainen in 89 kg Senior Men.

13.2 Training camp for youths Jarno Tiainen (FIN) had informed NTF about the next Weightlifting Training Camp and Carneval open for Nordic youths, which will be held on 27 – 31 July 2020. Invitation will be sent early next year.

13.3 Number of Technical Officials (TOs) at Nordic Championsships DVF President Erling Johansen proposed that each member federation should consider to enter two Technical Officials each for future Nordic championships.

No further issues were presented. Tryggve Duun finally thanked the delegates for interesting discussions. He also gave thanks to the Nordic weightlifting community for a nice time during his second period as NTF – president and gave the floor to the newly elected president.

Karoliina Lundahl acknowled the congress for giving her the trust to the post as president. She expressed both happiness and humility for following important persons as Tryggve Duun and Benny Johansson, and also looked forward to future Nordic cooperation with the new vice president and general secretary, which vice president Patrik Helgesson also agreed upon in his subsequent speech. The congress was closed by a delegate pointing out that NTF now had got it’s first female president ever.

MINUTES OF THE NTF CONGRESS IN SUNDSVALL, SWEDEN, 15 NOV. 2019

The congress took place in Scandic Hotel Strand at 20:00 pm. 25 persons participated.

1. Opening of the congress, election of secretary and appointment of voters NTF’s President Karoliina Lundahl welcomed the delegates and declared the congress for opened. Trond Kvilhaug was elected as secretary for the congress.

2. Approval of agenda The agenda was approved without any changes.

3. Adjustment of the protocol from the congress at Vigrestad, 11 October 2019 The protocol was unanimously approved without any adjustments.

4. Confirmation of the Nordic Records The Nordic records as per 31 October were sent to the MFs before the congress. Close to the congress a few more records were registered and these were reviewed at the congress.

5. Nordic Youth and Junior Championships 2019 in Sundsvall 5.1 Statement of the organizing committee Lars Nilsson gave an orientation on behalf of the organizing committee. Weigh-in takes place at the hotel and starts at 07:30. Bus leaves twice in the morning to the competition hall; at 08:30 and approx. 08:50. Breakfast at the hotel starts at 07:00. Sauna in basement of the hotel. Lunch is available at the venue. There is one designated platform to each nation in the warm-up area. The competition starts at 09:30 both days and will be streamed. The banquet at the hotel will start at 20:00 - 20:30.

5.2 Verification of final entries Initially the following decisions were made: o “The 20 kg rule” will not be in force (it was applied at the Nordic Seniors 2019 in October due to IWF Bronze level status of these championships). o An athlete is permitted to start in clean & jerk if she / he bombs out in snatch.

The national teams read in turn their written corrections of athletes and categories. Nine groups of lifters were decided. Due to travel schemes for some of the teams seven groups were scheduled for Saturday and two groups (81 - 89 kg and 96 to +109 kg Junior Men) on Sunday, which also had been indicated by email before the congress.

5.3 Examination of referees On proposal from the Swedish WF Martin Zung (SWE) will be examined for International Category 1 during the first day of the championships.

5.4 Appointment of Technical Officials Lars Olof Stålner (SWE), Larisa Izumdurova (NOR) and Jari Hirvonen (FIN) were appointed as jury. Patrik Helgesson, Lars Nilsson and Trond Kvilhaug distributed the remaining referees for the various TO – positions.

6. Proposals to the congress 6.1 Application for IWF Development Funds for Regional Federations (by February 2020)

Activity Report 2019 – Nordic Weightlifting Federation 8 The IWF Development Program has a top limit of the amount of support, as follows: o 6 000 USD per year for equipment o 8 000 (MFs) or 10 000 (RFs) USD per year for seminar

An application on behalf of NTF should be sent before the deadline to IWF (1 February 2020) Each MF is therefore encouraged to make a proposal before 31 December 2019. The NTF application will then be selected from the incoming proposals. The Finnish WF has already delivered a draft proposal for their yearly “Weightlifting Training Camp and Carneval Open for Nordic Youths” 27 – 31 July 2020.

6.2 Time schedule for future Nordic championships The discussion on the Danish proposal (competitions on Friday – Saturday and banquet on Saturday evening) from the previous congress was followed up. The opinion among the MFs were different, as Iceland supported the Danish proposal while Norway and Finland did not. It was decided to await the situation after the Board meeting in the Swedish WF next week. In addition, a specific time plan for the Nordic Seniors in Copenhagen should be made by Denmark before final voting. Assuming the congress to take place early on Friday to avoid an extra overnight lodging, and verification of the final entries and groups to be held electronically before the congress, were considered as elements in favor of the proposal.

6.3 NTF’s 80-year anniversary in 2020 How should NTF mark this anniversary? One idea is that Eleiko would be interested in supporting a training camp at their facilities in Halmstad. E.g. a national team level pre-Olympic training camp with top Nordic lecturers. The banquet dinner would then be the 80-year anniversary.

Karoliina Lundahl invited the delegates to take the message back home to the MF Boards and send in other ideas to NTF at the end of 2019 as the latest.

7. NTF Honorary Medal and Elite Pin proposals – orientation to the congress Such proposals are not subject to the congress (proposals can be send to NTF at any time). However, the congress is traditionally informed. The Norwegian WF had sent a note for the Elite pin for two of their female athletes; o No. 154: Sol Anette Waaler, who achieved the requirements several times in 2018 and 2019, her best total result being 195 kg in 59 kg category at the Norwegian Senior Championships 2 March 2019. o No. 155: Marit Årdalsbakke, with a total of 194 kg in the 64 kg category at the European Championships 7 April 2019 in . 8. Any other business 8.1 Proposal for Youth Olympic Categories in 2022 New proposals subject to approval by IOC are:

The above proposal looked good to the congress as they are in line with the old bodyweight categories, and the NTF president will take this to IWF.

Karoliina Lundahl finally thanked all the delegates for smooth cooperation and good discussions during the whole session, and closed the congress.

IWF LEVEL 1 & 2 COACHING COURSES 2019

Level 1: August 10-11, 2019 Level 2: November 9-10, 2019

Place: Vilundaparken, Upplands Väsby, Sweden Coach Developer: Karoliina Lundahl, IWF CRC Deputy Chair & NTF President

The Nordic Weightlifting Federation invited two coaches per a Nordic country to participate in two IWF Coaching courses. Sweden, Norway and Iceland sent two coaches to participate, as Denmark and Finland did not send any coaches. The requirement for the coaches was that they had to have taken part in two national coaching courses to qualify for participation in these courses.

The courses were held in Upplands Väsby, Sweden, just outside Stockholm. A local Track and Field Club Väsby IK Friidrott rented out their gym where most of the practical sessions were held, and a local Weightlifting Club Väsby Atletklubb also rented their gym for the courses. The lectures were held in a big room with a projector and white board. The facilities included also a kitchen for snacks and the participants stayed in a hotel within a walking distance to the facilities.

The IWF Level 1 course has been held before so the material and schedule were easy to follow. Since the coaches all were higher level than beginners, the Level 1 course was mainly repetition for them. The coaches filled in their feedback for future use of IWF. The course was held in English and the coaches trained to speak only English in the practical and theoretical sessions.

The IWF Level 2 course was the first ever held in the world. The material was interesting and the course ran over by one hour. We had to move from the lecture hall to the gym to finish the written test. The coaches left their feedback for the use of IWF in the future.
