Annual Report to the Scottish Government - April 2018 to March 2019

Introduction

1. This report covers the period from April 2018 to March 2019 and gives an update on progress over that year. The report has been kept intentionally brief as it follows the NWCN Mid-term review and precedes the 5 year report that will focus on the delivery of the 5 year priorities.

Overview

2. 2018/19 was the fourth year of delivery for the NWCN project. The three lead organisations (SNH, Sustrans and Scottish Canals) have continued to work with a wide range of partners on project delivery, whilst continuing to respond and plan for ongoing agendas such as climate change, active travel and healthy living. Building on the achievements of previous years 18/19 has seen continued progress towards delivery of the project plan. Budgets continue to be spent on a variety of projects including path building, feasibility studies, design work, promotions and monitoring.

Between them this year the three lead partners have invested approx. £3.5M in building and improving an estimated 132 km of paths.

Project delivery

3. Good progress has been made on delivering the priority projects listed in the project plan including: • NCN 765 Doune to Burn of Cambus – continuation of feasibility work and bridge design • NCN 76 Manor Powis – continuation of design work and further land negotiations • Cross Pilgrims Way / NCN 775 – feasibility and design of Crieff to Comrie section, plus design of next stage of works at St Fillans • NCN 78 Caledonia Way – new sections at Ledaig and Duror • – due to be launched in July 2019 • Way Spur – bridge design, resurfacing, removal of stiles and replacement of steps • South West Scotland Coastal Path – resurfacing, drainage and infrastructure improvements at various locations around the Rhins. • Improvements to Scotland’s Great Trails including , Way, & John Muir Way spur to Glasgow, Way, , , , , Great Glen Trail, St Cuthbert’s Way, Arran Coastal Trail and • Continued design & development work on the Stockingfield Bridge in Glasgow and the Bowling High Line linear Park • Refurbishment of Leamington Lift Bridge – NCN 75 & 754

• Accessibility and signage improvements - Arran Coastal Trail - before and after pictures

• Path rebuild - West Highland Way at Bridge of Orchy – before and after pictures

4. Non capital works include: • Joint work with VisitScotland to promote NCN routes eg the Caledonia Way - https://www.visitscotland.com/see-do/active/cycling/national- routes/map/#/ • Continued support for the Scotland’s Great Trails website - https://www.scotlandsgreattrails.com/ • The ‘Beat the Street’ project centred round the Forth & Clyde canal - https://beatthestreet.me/glasgowcanals • Joint work with route manages to promote Scotland’s Great Trails at the VisitSotland Expo • Joint work with YoungScot to engage young people in Scotland’s Great Trails • Creation of new Project Officer posts to take forward the development of NWCN priorities in the and the Cross Scotland Pilgrim Way between Oban and Tyndrum • Development of an Ebike project in the and The National Park • A wide range of events based around the canal network eg the Revolution Festival at the wheel

Forward look to 19/20 and beyond

6. 19/20 is the final year of the initial 5 year delivery plan with many of the priority projects now completed or well underway. We will continue to work on the 5 year priorities and also deliver on continued improvements and longer term priorities where the opportunities arise. We will also review progress since 15/16 with a view to developing our approach to continued delivery of the NWCN in the run up to the introduction of NPF4 and in relation to wider plans, policies and agendas such as the Scottish Planning Act, National Transport Strategy Review, Strategic Transport Projects Review 2, Active Travel Task Force delivery plan, Climate change, Health and Social inclusion etc

Risk Management

7. Risks are reviewed each year as part of the end of year reporting procedure.

Risk 1 – Lack of Funding

Lead partner funding has shown a decline from £6M in 16/17 to £3.5M in 18/19. However, this needs to be considered in the context of increased Government funding for active travel which is aimed at developing local infrastructure rather than national strategic routes and is therefore not included in NWCN figures. Wider delivery partners have also been adept at tapping into a diverse range of funding opportunities such as the £600,000 awarded to Council by the Heritage Lottery Fund for works on the path.

Mitigation • Partners will continue to be proactive and seek funding from as wide a range of sources as possible.

Risk 2 – Barriers to route implementation

The previous 5 years of the project have shown that the complexities of route implementation need not necessarily lead to delays in delivery. Partners who have developed a well-planned, structured and staged approach to route delivery have largely been successful in delivering project priorities. Having projects scoped out and ‘shovel ready’ has also enabled partners to be reactive when pots of money become available, for example through end of year underspend.

Mitigation • Partners to continue to plan ahead and adopt a staged approach to project delivery whilst capitalising on funding opportunities.

Risk 3 – Lack of on-going maintenance of routes

The cost of maintaining path infrastructure continues to be one of the main barriers to the development of new paths. The wider public benefits achieved through having good quality and well-maintained paths is still not recognised as a priority with many continuing to reply on a capital replacement approach when infrastructure and path condition deteriorates.

Mitigation • Partners to continue to promote the wider benefits of paths in terms of health, carbon reduction, economic benefit etc, and seek support and commitment to a longer-term strategic approach to funding path maintenance across Scotland.

Risk 4 – Lack of staff capacity from lead organisations

Sustrans and SNH have now jointly funded a project officer to take forward development of the Cross Scotland Pilgrim Way between Tyndrum and Oban. SNH has also worked with the Cairngorms National Park Authority to jointly fund a project officer to work on NWCN priorities within the Cairngorms area.

Mitigation • Lead partners will continue to look for opportunities to increase the capacity of other delivery partners.
