Liverpool Local Plan Submission Draft January 2018 Foreword to the Liverpool Local Plan Liverpool is a growing city. Currently there are £14bn worth of regeneration projects on site or in the pipeline and in 2018 £1bn worth of schemes will be completed for a record fourth consecutive year. Set against this unprecedented activity, the city’s population is expected to rise from 470,000 to 517,000 people by 2033. The consequences of this rise is how do you manage this growth and where. That is the key function of this Local Plan and after three years in the making it has identified the need to create 35,000 new homes and develop 370 acres of land for 38,000 new jobs. This Local Plan sets out the conditions for supporting this growth – especially in key development zones from Baltic Triangle in the south to Ten Streets in the north and the waterfront in the west to Paddington Village in the east. The Local Plan is the key, statutory planning and development policy and this one covers more than detailed 100 policies designed to grow the city’s economy and protect key spaces from now until 2033. The City's first consultation on the draft plan began in early 2014 and was followed by more detailed consultation in October 2016 and the feedback, from these events which garnered some 2,100 comments from local residents, community organisations and business organisations, has been incorporated where possible. Consultation will continue before the plan is formally submitted to the Secretary of State at the end of March 2018. Your views matter. This is your Local Plan. The Local Plan includes both a document (the ‘Written Statement’) and a Policies Map. Together they make up the Liverpool Local Plan which will once adopted replace the Unitary Development Plan. 1.2 The Local Plan provides a long-term spatial vision, strategic priorities and policies for future development in the City over the next 15-20 years specifically with regard to the quantity and location of new homes, employment provision, shops, facilities and other services, transport and other infrastructure provision, climate change mitigation and adaption and the conservation and enhancement of the natural and historic environment. To achieve this it sets out: Development management policies that guide the delivery of development in the City and will be used to determine planning applications. These policies provide detailed advice to developers and others on the scale, design, accessibility, sustainability etc. of proposals; Site allocations for residential, employment, retail and other land uses across the City, shown on the Policies Map; and Designations where specific policies apply, such as for District and Local Centres or open spaces which are also shown on the Policies Map. 1.3 The Local Plan does not contain detailed policies for Waste as these are set out in the Merseyside and Halton Joint Waste Local Plan adopted in July 2013 which sets out detailed guidance about the allocation of sites for waste disposal and detailed development management policies. 1.4 The Local Plan is supported by an Infrastructure Delivery Programme (IDP) which identifies future infrastructure requirements (including physical, social and green infrastructure), to support population change and housing and employment growth. The IDP confirms, where possible, the type and location of new infrastructure provision required, the reason for its requirement, and the lead agency in its delivery, together with its cost, phasing and sources of funding. The Local Plan is also accompanied by a Sustainability Appraisal, published as a separate document, which considers the social, economic, and environmental effects of the Local Plan. 1.5 The Local Plan is consistent with national planning policy and takes into account policies and strategies produced locally. It: Contains policies that will guide how the presumption in favour of sustainable development embodied in the NPPF should be applied locally; Provides the strategic policy framework for Neighbourhood Plans in the City; Is based on co-operation with neighbouring authorities, public, voluntary and private sector organisations, and Complies with relevant regulations on sustainability appraisal and habitat protection. 1.6 Further details of the policy context for the Local Plan are provided in the next Section. The Structure of this Document 1.7 This Local Plan is structured as follows: Liverpool Local Plan Submission Draft January 2018 1 1 Chapter Content Chapter 1: How the Local Plan has This includes history of the Local Plan to date, the evidence been prepared base, appraisals, duty to cooperate and consultation arrangements Chapter 2:The Policy Context National, Local and Sub-Regional Policy context Chapter 3: Spatial Portrait of A profile of Liverpool and the issues and challenges the City Liverpool faces Chapter 4: The Vision and Strategic The City wide vision and strategic priorities for housing, Priorities for the Local Plan employment, shops and services, green infrastructure, design, historic environment, accessibility and resources. Chapter 5: The Spatial Strategy and The broad spatial strategy for the City is set out along with Sustainable Development Principles key sustainable development principles. Chapter 6: Liverpool City Centre Sets out the overall vision and objectives for Liverpool City Centre and specific planning issues and policies (both area and thematic based) which are unique to the City Centre. Chapter 7: Employment Land and Sets out the policies for economic growth in the City and a the Economy schedule of proposed allocations. Chapter 8: Housing Provision Sets out the policies for meeting the City’s housing needs including a schedule of allocations. Chapter 9: Shopping Centres and Sets out the policies for meeting the City’s retail and leisure Community Facilities needs including community facilities and includes maps showing the boundaries of centres and development opportunities Chapter 10: Urban Design Sets out the policies to ensure high quality design. Chapter 11: Heritage Sets out the policies for the City’s heritage including conservation areas and listed buildings. Chapter 12: Green Infrastructure Sets out the policies for open space and biodiversity including a schedule of Local Wildlife Sites, Local Nature Reserves and Regionally Important Geological/ Geomorphological Sites. 2 Liverpool Local Plan Submission Draft January 2018 Chapter Content Chapter 13: Environmental Sets out the policies to ensure sustainable growth including Resources for energy, pollution and flood risk. Chapter 14: Sustainable Transport Sets out the policies for transport in the City including public and Accessibility transport, walking, cycling and car parking provision. Appendices Appendix 1 - Housing Site Development Parameters Appendix 2 - Glossary Table 1 History of the Local Plan to date 1.8 The Local Plan has been prepared in accordance with the Town and Country Planning (Local Planning) (England) Regulations 2012. This consultation document supplements the City Council's previous statutory consultations under Regulation 18 which took place in two phases: The initial regulation 18 consultation notified key stakeholders, and interested parties, of the Council’s intention to prepare a Local Plan, and encouraged representations on what it should contain. That consultation took place between December 2013 and the end of April 2014. The second consultation under Regulation 18 contained draft polices and some land use proposals for residential development and retail policy designations. It was entitled the Draft Liverpool Local Plan and it provided an opportunity for people to respond to a draft of the Local Plan’s content, including the identification of development sites and a number of development management policies. The consultation produced over 1100 comments which have been taken into account in producing this final version of the Local Plan. 1.9 The Local Plan also draws on the work undertaken since 2006 in the preparation of a Core Strategy. The Core Strategy underwent a number of preparatory stages, each of which had been subject to statutory public consultation: Issues and Options Report (2006)(1) Preferred Options Report (2008) (2) Revised Preferred Options (2010) (3) Submission Draft Core Strategy (2012) (4) 1.10 Further information on all the earlier documents and previous stages
