RESOLUTION NO. R 012 10 A RESOLUTION TO EXTEND THE BOUNDARY OF THE WEST REHOBOTH EXPANSION OF THE DEWEY BEACH SANITARY SEWER DISTRICT (WRSSD) TO INCLUDE PARCELS OF LAND ALONG THE SOUTHERLY SIDE OF STATE OF DELAWARE ROUTE 24, WEST OF THE TOWN OF REHOBOTH BEACH, BEING SITUATE IN THE LEWES AND REHOBOTH HUNDRED, SUSSEX COUNTY, DELAWARE WHEREAS, Sussex County has established the West Rehoboth Expansion of the Dewey Beach Sanitary Sewer District (WRSSD); and WHEREAS, in the best interests of the present district and to enhance the general health and welfare of that portion of Sussex County northwest and southwest of the WRSSD, which is contiguous to the WRSSD, the inclusion of this property will be beneficial; and WHEREAS, in accordance with 9 Del.C. Section 6502 (a), the Sussex County Council may, upon request of the County Engineer, revise the boundary of an established sewer district when 50 or more houses have been connected by posting a public notice in four public places in the district describing the new or revised boundary; and WHEREAS, the Sussex County Council has caused to be posted a public notice in at least four public places in the district, as verified by the affidavit of Anthony Digiuseppe, Jr., a copy of which affidavit and public notice is attached hereto and made a part hereof; and WHEREAS, in accordance with 9 Del.C., Section 6502 (b ), the Sussex County Council shall, within thirty days after posting the public notices, pass a formal resolution establishing the new boundary of the district; NOW, THEREFORE, BE IT RESOLVED that the Sussex County Council hereby revises the boundary of the WRSSD to include parcels of land along State of Delaware Route 24, as follows: BEGINNING at a point situate on the now or former centerline of State Route No. -
Baywood Gardens Phase-3
October 15, 2020 Ms. Betty Tustin The Traffic Group, Inc. 104 Kenwood Court Berlin, Maryland 21811 Dear Ms. Tustin, The Department has completed its review of the traffic impact study (TIS) for the proposed Baywood Gardens – Phase 3 (f.k.a. Woodlands) residential development. The TIS was prepared by The Traffic Group, Inc. (TTG), and is dated September 30, 2019. TTG prepared the report in a manner generally consistent with DelDOT’s Development Coordination Manual. The TIS evaluates the traffic impacts of the proposed development, proposed to be located on the south side of Long Neck Road (Delaware Route 23) and the west side of School Lane (Sussex Road 298) in Sussex County, Delaware. The proposed development would consist of 160 low-rise multi-family houses on an approximately 15.36-acre assemblage of parcels (Tax Parcels 234-23.00-273.01, 273.02, and 273.03). Two access points are proposed: one full access on School Lane (opposite of the Long Neck Shopping Center), and one rights-in / rights-out / lefts-out access on Long Neck Road (opposite of Greens Way). Construction is anticipated to be complete in 2024. The subject land is currently zoned CR-1 (Commercial) in Sussex County, and the developer plans to rezone the land to HR-1 (High-Density Residential) with an RPC (Residential Planned Community) overlay. DelDOT currently has one capital project within the area of study. The SR 24 at SR 5 / SR 23 Intersection Improvements Project (State Contract No. T201200903) includes the intersection of Delaware Route 24 / Indian Mission Road / Long Neck Road. -

Anchors Run TIS Review Letter

Box 778 Dover, DE 19903 RE: Agreement No. 1773 Traffic Impact Study Services Task No. 1A Subtask 6A – Anchors Run (fka Insight at Lewes Run) Dear Mr. Brestel: McCormick Taylor has completed its review of the Traffic Impact Study (TIS) for the Anchors Run residential development (formerly known as Insight at Lewes Run) prepared by The Traffic Group, Inc. dated September 28, 2017. The Traffic Group prepared the report in a manner generally consistent with DelDOT’s Development Coordination Manual (formerly Standards and Regulations for Subdivision Streets ). The TIS evaluates the impacts of the Anchors Run residential development, proposed to be located on the east side of Delaware Route 23 (Beaver Dam Road / Sussex Road 285), between Hopkins Road (Sussex Road 286) and Stockley Road (Sussex Road 280) in Sussex County, Delaware. The proposed development would consist of 263 single-family detached homes on a 68.6 acre portion of a 131.67 acre assemblage of parcels. One full access driveway is proposed on Beaver Dam Road (approximately half way between Hopkins Road and Butcher Lane). Construction is anticipated to be complete by 2024. It is noted that during the TIS review and upon subsequent coordination between DelDOT and the developer, it was determined that the proposed development would have two site access points on Beaver Dam Road. Both of these would be full-movement single-lane roundabouts. The northern access intersection would be a three-leg roundabout. The southern access intersection would be a four-leg roundabout that would serve not only the site but also include realigned Stockley Road as the fourth leg. -

KRISTL* In 1970, as the nation celebrated the first Earth Day, the State of Delaware stood at a proverbial fork in the road concerning its then largely undeveloped coastal area. Shell Oil was poised to begin construction of Delaware's second large oil refinery, this one to be located next to the Bombay Hook National Wildlife Refuge.1 Zapata Norness, a bulk shipping company, was planning to build a 300 acre island in the Delaware Bay for staging shipments of bulk quantities of coal and iron ore. 2 The United States Depart- ment of Commerce was working with oil and shipping companies to make the Delaware Bay "the premier supertanker port and in- dustrial center in the East.' 3 Thus, Delaware had a choice: to in- dustrialize its coastal areas (much like its neighbors New Jersey and Pennsylvania had done farther up the Delaware River), or to restrict such industrialization and preserve the natural resources of the coast. -

Laurel of Delaware 2011 Greater Laurel DRAFT Comprehensive Plan A Chesapeake Bay Community Prepared for: MAYOR AND TOWN COUNCIL THE TOWN OF LAUREL, DELAWARE Prepared by: THE TOWN OF LAUREL PLANNING & ZONING COMMISSION June 17, 2011 2011 GREATER LAUREL COMPREHENSIVE PLAN Strategy of the 2011 Greater Laurel Comprehensive Plan The 2010 Greater Laurel Comprehensive Plan update will build on the strengths of Laurel as a vital Southern Delaware small town and a growth center in western Sussex County. The Comprehensive Plan seeks to grow these strengths in order to accomplish a balance of growth and preservation, residential and business use, revitalization along US Route 13 and within the Historic Town Center. This shall be based on balanced environmental, historical and economic perspectives. Laurel’s values shall be respected, including its traditional neighborhoods and agricultural economy, its southern Delaware tradition; as well as its potential for reinvestment into the Chesapeake Bay Watersheds. The 2010 Update of the Greater Laurel Comprehensive Plan highlights major changes and accomplishments over the last five years, identifies goals and objectives that remain to be accomplished, and identifying new goals, objectives, and strategies based on current conditions and recent events. The major focus of this update is the growth and development of the Town of Laurel over the next two decades, including annexation, development, and redevelopment strategies. In general, these strategies are aimed at increasing the effectiveness and efficiency of the Town government and enhancing the health, safety, and welfare of the residents and citizens of the Town of Laurel. The priorities of the Plan are: Make Laurel competitive through a new economic development strategy, develop one or more planned business parks in the community and continue to upgrade Laurel’s municipal water, sewer systems and street network. -

February 4, 2014 Mr. Troy Brestel Project Engineer Development Coordination DelDOT Division of Planning P O Box 778 Dover, DE 19903 RE: Agreement No. 1528 Traffic Impact Study Services Task 13B-Windswept Dear Mr. Brestel: Johnson, Mirmiran and Thompson (JMT) has completed the Traffic Impact Study (TIS) for the Windswept development. This task was assigned Task Number 13B and JMT prepared the report in a manner generally consistent with DelDOT’s Standards and Regulations for Subdivision Streets and State Highway Access. The TIS evaluates the impacts of the Windswept development proposed along Delaware Route 24 (John J. Williams Highway/Sussex Road 24), between Tanglewood Drive and the entrance to Beacon Middle School in Sussex County, Delaware. The Winswept Stables exist on the site with one access point along Delaware Route 24. As part of the Windswept development, the existing equestrian facility would be removed and 115 single-family detached houses would be constructed. The subject property is a 37.6-acre parcel that is zoned AR-1 (Agricultural) and is proposed to be rezoned to MR (Multi-Family Residential) with an RPC (Residential Planned Community) overlay with the construction of Windswept. Access would be provided via one full access driveway along Delaware Route 24. Construction is anticipated to be complete in 2017. DelDOT currently has two relevant projects within the study area: SR 24, Love Creek Bridge to Mulberry Knoll Road improvements (Contract # T201212201), and SR 24, Mulberry Knoll Road to SR 1 improvements (Contract # T200411209). The SR 24, Love Creek Bridge to Mulberry Knoll Road improvement project includes the addition of separate left turn lanes along the Delaware Route 24 approaches to the Mulberry Knoll Road intersection. -

Box 778 Dover, DE 19903 RE: Agreement No. 1655 Traffic Impact Study Services Task No. 1 Subtask 20A – Middle Creek Preserve (aka The Estates at Middle Creek) Dear Mr. Brestel: McCormick Taylor has completed its review of the Traffic Impact Study (TIS) for the Middle Creek Preserve residential development prepared by Pennoni, dated August 2016. This development is also known as The Estates at Middle Creek, but for the purpose of this review letter it will be referred to as Middle Creek Preserve. This review was assigned as Task Number 1 (Subtask 20A). Pennoni prepared the report in a manner generally consistent with DelDOT’s Development Coordination Manual . The TIS evaluates the impacts of the Middle Creek Preserve residential development, proposed to be located on the north side of Angola Road (Sussex Road 277), east of Delaware Route 24 in Sussex County, Delaware. The proposed development would include 313 single-family detached homes on approximately 148 acres of land. One full access point is proposed on Angola Road, directly across from the existing entrance to the Angola by the Bay residential development. Construction is anticipated to be complete by 2027. The land is currently zoned as AR-1 (Agricultural Residential) within Sussex County, and no rezoning is needed to permit the proposed land use.
