All three surveys asked for the opinion of the respondents regarding customer parking. In general, business, building, and customer respondents ranked the statements consistently with the most frequent response being “The amount of public parking within an acceptable walking distance is insufficient BUT the time limits are appropriate.” The second most frequent response was to the statement “The amount of public parking within an acceptable walking distance is insufficient AND the time limits are inappropriate.”

30 31 Signage: Downtown customers and guests were asked three questions about signage. Since the majority of the customers and guests surveyed frequent downtown Cedar Falls more than twice a month, the committee surmised that most are familiar with parking locations and time limits. An examination of the three questions follows with the answers sorted by the frequency the individual comes downtown:

•For the statement “Directional signage to locate public parking is easy to follow and understand,” the frequency of the patron’s visits downtown was noteworthy. Only respondents that come downtown the most, “10 or more” times, agreed more than disagreed. Also note that for those who come one time or less a month, twice as many people disagreed (30 percent) than agreed (15 percent) with this statement. Overall, slightly more than half the people that had an opinion disagreed. Once you remove respondants that had no opinion, slightly more than one half felt parking signage is difficult to use.

•For the statement “Signage identifying public parking is easy to follow and understand,” the more frequently the shopper comes downtown, the more they agreed that the signage identifying public parking is easy to follow. For those who come less frequently and expressed an opinion, most disagreed. Overall the opinion on this question was evenly distributed between “agree” and “disagree.”

•For the statement “Signage explaining the length of stay in parking areas is easy to follow and understand,” all groups generally agreed with this statement.

32 33 Other General: •Only 41 percent of business/property owners have a formal parking policy. •Thirty-six percent of respondents report “it is a huge issue” that employees of other businesses take convenient parking from their customers, visitors and patrons. •Employees and residents (42 percent) use long term parking more frequently than customers (38 percent). •The majority of employee and residential respondents (68 percent) were aware that they could purchase a monthly parking pass while the majority of customers (80 percent) were unaware of the parking pass program. •Eighty-one percent of the owners surveyed were aware of the availability to purchase a monthly parking pass. The majority of respondents across all surveys do not purchase passes. •Eighty percent of the respondents using handicap spaces report the amount of handicap parking is insufficient within an acceptable distance. Of these, 53 percent also reported the time limits are inappropriate for handicap parking.
