1. DECLARATION OF OPENING / ANNOUNCEMENT OF VISITORS 1.1. DISCLOSURE OF INTEREST AFFECTING IMPARTIALITY Division 6 Subdivision 1 of the Local Government Act 1995 requires Council Members and Employees to declare any direct or indirect financial interest or general interest in any matter listed in this Agenda. The Act also requires the nature of the interest to be disclosed in writing before the meeting or immediately before the matter be discussed. NB: A Council member who makes a disclosure must not preside or participate in, or be present during, any discussion or decision making procedure relating to the declared matter unless the procedures set out in Sections 5.68 or 5.69 of the Act have been complied with. DISCLOSURE OF INTEREST AFFECTING IMPARTIALITY Disclosures of Interest Affecting Impartiality are required to be declared and recorded in the minutes of a meeting. Councillors who declare such an interest are still permitted to remain in the meeting and to participate in the discussion and voting on the particular matter. This does not lessen the obligation of declaring financial interests etc. covered under the Local Government Act. BUSH FIRE ADVISORY COMMITTEE

HELD IN THE WOODANILLING COUNCIL CHAMBERS ON TUESDAY 05 APRIL 2017.

1. OPENING

The Chief Fire Control Officer, Mr. Mal Baxter opened the Bush Fire Advisory Committee Meeting at 7:30pm and welcomed everyone to the meeting. Attendance listing as above (BFAC AGM)

2. CONFIRMATION OF MINUTES

CONFIRMATION OF MINUTES Minutes of the Bush Fire Advisory Committee meeting held on 13 October 2016 were unable to be confirmed as they have been mislaid.

4. CHIEF BUSH FIRE CONTROL OFFICER’S REPORT

The Chief Bush fire Control Officer, Mal Baxter provided the following report:

Mal Baxter advised that it has been a relatively quiet season with four header fires; two lightning strikes, an arson incident and a 000 call resulting from a trailer bearing causing fire on Albany Hwy. Mal Baxter attended the District Operations Advisory Committee (DOAC) that provided information on current DFES initiatives including volunteer identification cards which are available from DFES with Local government responsible for the implementation. Automatic Vehicle Locators (AVL) have been rolled out with portable units available for placement on earthmoving equipment as well as that the Narrogin office now has an administration officer on Tuesdays and Wednesdays. Mal also commented on the discussion at the DOAC that DFES is hoping to have the ability for brigades to have access to Group Calls (basically a conference call) for 000 notifications, the increased use of ‘Whats App’ for fire response, presumptive legislation for various cancers and ongoing discussion regarding implementation of Road Closures. Finally there was also discussion regarding the simplification of incident reports and make them more relevant to Bush Fire reporting.

Some discussion was held regarding the DFES identification cards and the need for Woodanilling members to obtain identification. It was agreed that it is relevant for the executive members to obtain volunteer identification cards and it would be optional for other members. As a photo is required for the volunteer identification cards attendance at the Shire office to have photo taken is the easiest way to facilitate the requirements.

CBFCO REPORT Moved Evan Hall seconded Gilbert Watson that the Chief Bush Fire Control Officer’s Report be received. CARRIED 5. COMMUNITY EMERGENCY SERVICES MANAGER’S REPORT

Andriena Ciric also commented on the AVL project including that there is a program that allows for appliances with AVL’s fitted to be tracked. Andriena Ciric commented that significant funding was made available to the Shire of Woodanilling for UCL/UMR mitigation with fire access tracks to be installed predominately between residential property and bushland to the south of the town site.

Pre season radio checks have proved useful with all radios in the shire being checked. It is also important that brigades use all of the allocated funds for the Volunteer Fuel Card before the 30 June 2017.

Andriena Ciric handed out Operation pre start booklets to each brigade and CBFCO and provided an overview of their use. Generally the booklet provides an easy way to record incident information and initial incident action plan practices.

CESM REPORT Moved Peter Morrell seconded Graydn Wilcox that the Community Emergency Services Officer’s Report be received. CARRIED 6. GENERAL REPORTS

6.1. POST INCIDENT REPORTS

As mentioned by Ma Baxter four header fires; two lightning strikes, an arson incident and a 000 call resulting from a trailer bearing causing fire on Albany Hwy. The committee discussed the causes of so many header fires with the likely reason being due to the crops being damaged by frost prior to harvest resulting in chaff build-up and electrical shorts.

6.2. REVIEW OF COMPLIANCE

Shane DeSousa commented that the fire break compliance worked well this year although raised concern that the compliance didn’t start until the 15 November which is 2 weeks after the compliance date and that non-compliant property owners were given a letter giving them extra time to complete the works.

Andriena Ciric commented that not all property owners were given extra time with repeat non- compliant properties being issued an infringement and work order. Although there is the ability to do the work without notification it is normally good governance for the Shire to have a process of notification allowing the resident to organise the work. A risk of just doing the work is that property owners start to rely on the Shire doing the work and do not take responsibility for requirements themselves.

6.3. WHATS APP – COMMUNICATION TOOL

BACKGROUND: Dumbleyung, Wagin and West Arthur BFB are using a Phone App called ‘Whats App’ to help get current information out about Fire Incidents as they are happening. This is communicated through an App that is downloaded onto your smart phone which will send through information that is posted. FCO’s/IC’s/Base Operators post information about a fire incident e.g. fire location, size and type of fire, units required etc. The information is posted as the incident evolves giving everyone who has a smart phone a current update of the fire. The West Arthur Shire has restricted who can post on it to maintain some control of the information placed.

ADVANTAGES:

• People who do not have a bushfire radio or not near their radio normally have their phone on them for most of the day. • Live updates of the fire as it is happening/evolving. DISADVANTAGES:

• Have to have mobile phone coverage. • Only works with people with a smart phone.

• Too much information being posted can make it harder for the FCO to maintain control of the people and units at the fire. The committee discussed the use of ‘Whats App’ and the guidelines that would be needed for it to operate effectively. These guidelines included that the right people be included in the application, that the app is only used for notifications and permit to burn information but not for fire management communications.

It was agreed to proceed with the guidelines of the app is only for notifications and that inclusion to the app is to be done via the brigade captain with a separate group of the executive also to be implemented..

6.4. LGGS-ESL BUDGET

Andriena advised the meeting that funds are still available which needs to be spent prior to year end. Andriena Ciric suggested that the funds be used to purchase torches for helmets, a projector which will be used primarily for training and to provide information at meetings such as the BFAC and possibly other items available under the LGGS such as Kestral weather meters.

Dale requested more PPC plus gloves and torches, blue signs for marking pump trailers, and “permit required” signs.

Agreed that the following be purchased:

• a torch for each helmet • additional PPC • Signs (to be funded by Council not ESL). • one Kestral unit (allowed to purchase two per year) • a few half face respirator masks, and • a projector, subject to available funds.

6.5. WOODANILLING APPLIANCE

• Opportunity to raise any matters regarding the Woodanilling 4.4. The committee requested that the Shire Mechanic be informed regarding movements of the appliance. It was also discussed that the loan vehicle was only a 3.4 and not in a serviceable condition when delivered with batteries needing to be replaced.

• Video of Comprehensive crew protection being fitted (unable to be shown)

6.6. TRAINING & PPE/PPC

• Training availability and requests – Intro to Fire Fighting course coming up in Darkan on the 21 April.

6.7. INCIDENT RESPONSE

Dale Douglas queried if resources be committed by an incident controller without prior approval of the Local Government (Delegated Authority)

Belinda Knight will investigate and report back to the Executive, including if it is a dollar amount or a period of time, e.g. loader for 3 hours to address immediate priorities.

6.8. BUSHFIRE ROSTER 2017/18

• Radio roster to be distributed by end of June.

6.9. BUSHFIRE GUIDELINES DOCUMENT

6.11. RADIO ALLOCATIONS

6.12. CESM PROGRAM 2017-2020

Bush Fire Executive expressed desire for CESM position to continue as the support provided is beneficial to the operation of the Bush fire brigades.

6.13. RESTRICTED BURNING PERIOD

• Restricted period finishes on Easter Saturday – 15th April. Discussion on burning during Easter break. No action.

6.14. BUSH FIRE RADIOS

The committee requested that the Shire continue to lobby through WALGA to have radios as an approved expenditure item under the LGGS grant.

7. GENERAL BUSINESS

7.1. BEAUFORT RIVER (6039)

• Nothing to report

7.2. BOYERINE / WESTWOOD (6081)

• Queried regarding possibility of getting a truck. Andriena advised there is nothing planned and it is unlikely to be funded under the current resource to risk criteria.

Action: To continue to include the request for an additional appliance for Boyerine Westwood in future LGGS applications.

7.3. CARTMETICUP (6130)

Cartmeticup brigade queryied issues with non-compliance with permits.

Non-compliance with permits should be reported to the Shire, the onus is on the permit holder to comply with requirements.

7.4. GLENCOE (6254)

Jason Cronin’s advised his radio not working. Andriena has placed a work order for repairs.

7.5. KENMARE (6337)

Evan Hall advised that it has been a quiet fire season, like others. The annual fire season pre-start breakfast was held in October but not many people attended and therefore he is proposes to hold the next pre-season breakfast in Woodanilling to encourage other brigades to attend, as it is a worthwhile activity.

BACKGROUND

Council at the April 217 meeting, resolved as follows: 1) Pursuant to Section 5.54(1) instruct the CEO to prepare the Annual Report for the financial year ended 30 June 2016, in preparation for the May 2017 Council meeting; and 2) Pursuant to Section 5.29(1)(a)(b) LGA 1995, give local public notice of the Annual Electors’ Meeting to be held on Tuesday 16th May 2017 at 7:00pm. At the time of that meeting the Audit had not been finalised, it is now complete. Unfortunately due to the CEO being away on personal leave, the required advertising did not happen, however statutory advertising requirements can still be met if the Council adopts the annual report at this meeting. STATUTORY/LEGAL IMPLICATIONS Local Government Act 1995 5.53. Annual reports (1) The local government is to prepare an annual report for each financial year. (2) The annual report is to contain — (a) a report from the mayor or president; (b) a report from the CEO; [(c), (d) deleted] (e) an overview of the plan for the future of the district made in accordance with section 5.56, including major initiatives that are proposed to commence or to continue in the next financial year; (f) the financial report for the financial year; (g) such information as may be prescribed in relation to the payments made to employees; (h) the auditor’s report for the financial year; (ha) a matter on which a report must be made under section 29(2) of the Disability Services Act 1993; (hb) details of entries made under section 5.121 during the financial year in the register of complaints, including — (i) the number of complaints recorded in the register of complaints; (ii) how the recorded complaints were dealt with; and (iii) any other details that the regulations may require; and (iv) such other information as may be prescribed. 5.54. Acceptance of annual reports (1) Subject to subsection (2), the annual report for a financial year is to be accepted* by the local government no later than 31 December after that financial year. * Absolute majority required. (2) If the auditor’s report is not available in time for the annual report for a financial year to be accepted by 31 December after that financial year, the annual report is to be accepted by the local government no later than 2 months after the auditor’s report becomes available.

(3) The matters to be discussed at general electors’ meetings are to be those prescribed. The attached Health Local Law is a copy of the Health Local Law, with only the change of name and inclusion of repeal dates. This Local Law was adopted and Gazetted in conjunction with their Animals, Environment and Nuisance Local Law. The AEN Local Law, the subject of the next report, is not a copy of the Shire of Lake Grace as each local government has its own particular issues relating to this. BACKGROUND The history of Woodanilling’s Health Local Laws is a complex one. The following timeline applies: DATE DETAIL 16/06/1922 Woodanilling Road Board adopted Model by-Laws Series ‘B’ 06/08/1954 Woodanilling Road Board adopted the 1944 version of the Model By- Laws Series ‘A’ 28/05/1957 Woodanilling Road Board adopted the 1956 version of the Model By- Laws Series ‘A’ 14/08/1965 Amendment to above adopted local laws 14/02/1966 Amendment to above adopted local laws 04/06/1968 Amendment to above adopted local laws 13/01/1971 Shire of Woodanilling adopted amendment to above adopted local laws • The Shire of Woodanilling also adopted amendments to the 1963 version of the Model By-Laws Series ‘A’ despite never having adopted the 1963 version. Those amendments relate to metrication of the by-laws and new offence and penalty provisions. • Woodanilling’s amendments were published in the GG on 26/04/1974 and 23/12/1988. STATUTORY/LEGAL IMPLICATIONS Local Government Act 1995 Schedule 3.1 Division 1, Local Government Act 1995 Part 3 of Division 2 of Subdivision 2. Health Act 1911 PURPOSE AND EFFECT OF LOCAL LAW Purpose: To provide a statutory means to effectively control issues that have the ability to adversely impact on the health and well-being of the community. Effect: To allow health related issues to be sufficiently controlled so as to provide an acceptable standard for the maintenance of public health in the community. FINANCIAL IMPLICATIONS There will be a cost associated with advertising the Local Law for public comment, and if adopted, then the cost of gazettal needs to be taken into account. CONSULTATION/COMMUNICATION Statewide public notice has been undertaken. Only one response was received from the Department of Health advising that this Local Law can now be considered wholly under the Local Government Act. COMMENT

Section 3.12 of the Act outlines the procedure for making local laws which is broadly as follows: • the person presiding is to give notice to the meeting of the purpose and effect of the proposed local law in the prescribed manner; • the Shire is to give Statewide public notice stating: • the local government proposes to make a local law the purpose and effect of which is summarized in the notice; • a copy of the proposed local law may be inspected or obtained at any place specified in the notice; and • submissions about the proposed local law may be made to the local government before a day to be specified in the notice, being a day that is not less than 6 weeks after the notice is given; • give a copy of the proposed local law and a copy of the notice to the Minister and, if another Minister administers the legislation under which the local law is proposed to be made, to that other Minister; • provide a copy of the proposed local law to any person requesting it; • at the close of submissions consider any submissions made and take into consideration any comments provided; • adopt the local law as originally published or as amended, subject to the amendments not substantially altering the intent of the local law; • publish the local law in the Government Gazette; • give a copy of the local law to the Minister and, if another Minister administers the legislation under which the local law is proposed to be made, to that other Minister; • after the local law has been published in the Government Gazette the local government is to give local public notice: • stating the title of the local law; • summarising the purpose and effect of the local law (specifying the day on which it comes into operation); and • advising that copies of the local law may be inspected or obtained from the local government’s office; and • within 10 days of the publication in the Government Gazette submit the local law to the Joint Standing Committee on Delegated Legislation. S3.12(5) of the Act requires the Shire to give statewide notice for a period of 42 days from the date of publication of the advertisement inviting submissions on the proposed local laws. Innovation in Local Government

Local Government is increasingly being tasked with solving very complex problems. RDA Perth has hosted a unique forum to start the conversation around innovation in Local Government and what technologies might be utilised to assist with many of the day to day activities that Local Government undertakes for their communities. Following the forum the ideas identified are being developed by a group of entrepreneurs, innovators and technologists to develop ‘outside-the-box’ solutions. These approaches will be presented at this concurrent session.

A Taste of Waste

Waste management is one of the most important and highly rated services that Local Government provides. To whet your appetite for waste, this session will provide you with a ‘taste’ of each of the different service types, from kerbside recycling, to verge collections, all the way to rural landfills. You will have the opportunity to hear about some of the funding available and Better Practice approaches being put in place by the Waste Authority, and the Department of Environment Regulation will provide an update on their Regulatory Reform process, including the highly anticipated Environmental Standard: Rural landfills.

The session will conclude with the opportunity to ask questions and discuss the different services, funding and regulatory developments with our engaging and knowledgeable speakers.

Engaged and Empowered Citizens

Engaged and empowered citizens generate optimism about the future. They produce good decisions to meet tough community challenges and contribute to economic and cultural vitality. This session will explore how a civic engagement approach to decision making can lead to innovation and deliver better results to your communities. It will also outline how to improve engagement with your community and highlight community participatory models that are being used across Australia and overseas to improve the inclusiveness and liveability of local communities.

Innovative Infrastructure

Local Government roads and infrastructure assets may look very different in the future. Emerging technologies are offering innovative opportunities to assist Local Governments and their communities realise significant benefits and efficiencies when it comes to planning, building, operating and maintaining key infrastructure.

This session will provide an insight into the ways ground-breaking technologies can be applied to roads, bridges, street lighting and other infrastructure. It will encourage different thinking as to how a Local Government can meet the demands of modern communities.

Field Trip: Perth Stadium I

Funding, More Funding and a Fire Service

The Special Inquiry into the Waroona Fire made a number of recommendations that have the potential to change the Emergency Management landscape. The previous State Government had accepted all of the recommendations and in 2017, the Local Government sector has been engaged on a number of fronts: in the development of a submission to the independent review of the Emergency Services Levy (ESL); as a member of an interagency working group to tackle the long standing issues associated with the Western Australian Natural Disaster Relief and Recovery Arrangements (WANDRRA); and as a stakeholder with a vested interest in the possible creation of a rural fire service. This year is all about funding, more funding and a possible new fire service.

These three bodies of work are fundamental to the way in which the Emergency Management arrangements operate and have implications on the current roles and responsibilities of Local Government. This session will provide an opportunity for you to hear from some of those leading these projects. You will be provided with an update on the status of the projects, likely impacts on the sector and opportunities for engagement. A panel discussion based on your questions from the floor will allow you to ask those burning questions on these critical issues.

Delivering Change with the NDIS

The Federal Government is introducing the National Disability Insurance Scheme (NDIS) in July 2017. The $22 billion scheme is the biggest social policy program since Medicare but unlike other states and territories, which will operate under a centralised system, the WA NDIS will be locally-administered and run by the State Government through the Disability Services Commission. There is an expectation that Local Government will understand, respond to and support the new self-service system being introduced.

Local Government has a responsibility under the WA Disability Services Act 2003 to make provision for services and infrastructure that support people with disabilities to participate Disability Access and Inclusion plans (DAIPs). This session will explore the new scheme, the role of Local Government and what it means for your communities.

Welcome to the Community

Did you know nearly 30 per cent of Western Australians are born overseas? Today, WA is the state with the highest proportion of migrants in its resident population, with around one in three people born overseas. And did you also know, WA also has the fastest growing population of all the States and Territories?

Thriving communities which support the diversity of people’s different backgrounds and their circumstances are appreciated and positively valued. In this context Local Government needs to be adaptive and ready to deliver policy and services which support community cohesion and promote trust. This session will explore how Local Government can encourage and foster welcoming communities.

Perth Stadium Field Trip - Important Information

Due to the considerable interest anticipated and limited space, registration on this tour will be conducted using a ballot system. Following the close of registration on Tuesday, 4 July, all Councils with at least one Full Delegate who have registered interest in attending one of the two offered Perth Stadium Field Trips, will be placed into a draw. The first forty (40) Councils drawn will be notified and asked to nominate one representative to participate in the tour. It will be up to individual Councils on how they decide on the representative.

If you’re interested in participating in this tour, please consider the below conditions before submitting your registration.

• To allow enough time for the tour, attendees may be required to depart during the preceding refreshment break • The Perth Stadium is a construction site and for safety reasons wheelchairs or prams are not permitted. All tour attendees must be of reasonable fitness and able to walk around the site unaided. • Attendees must attend a site safety induction, complete the Multiplex Site Induction Form and wear the supplied Personal Protective Equipment (PPE) before the tour takes place. • All attendees are required to wear long sleeves and long pants. In response to your recent request for a Visual Condition survey of the road network within the Shire of Woodanilling (the Shire) Opus International Consultants (Opus) is pleased to provide the Shire with the following offer of service.

Opus has significant proven experience in conducting and delivering this service to Local Governments in and welcomes the opportunity to be able to provide the following proposal to work with and assist the Shire in achieving these outcomes.

Visual condition survey of the Shire’s road network and data entry into ROMAN II

Our proposed methodology for this visual condition survey is to undertake a driven survey using experienced data collection professionals on site, in accordance with WALGA Road Visual Condition Assessment Manual – Version 1 2016. Data will be recorded on specifically designed data collection spreadsheets.

Road lengths will be measured to the nearest metre using a trip meter installed in the survey vehicle. All carriageway sections will be recorded in accordance with standard Road Visual Condition Manual conventions, whilst applying minimum section lengths for practicality.

In order to provide the most cost effective and efficient solution for the Shire, Opus would like to provide the Shire with two options for their consideration:

Option 1: Opus provides two experienced data collection professionals to conduct the visual condition survey. Opus will provide their own vehicle.

Option 2: Opus provides one experienced data collection professional and the Shire provides the other. The Opus employee will carry out the visual survey and the Shire employee will act as the driver and the Shire provides a suitable vehicle.

Upon completion of the visual condition survey, all suitable data will be loaded into the Shire’s RAMM database. This will be carried out by one of our experienced RAMM specialists to ensure that the data entered is of the highest possible quality.

Fee Schedule

Opus has developed a separate fee for each component of this proposal:

Use of Shire Staff

For Option 2, the Shire is to provide one Shire person and a suitable vehicle. The staff member and vehicle must be available for a full week (Monday to Friday) of inspection at a time. Should a Shire person not be available for a full week then Opus will not proceed with the inspections.

The entire duration of these inspections is expected to be approximately 2 weeks. Opus will liaise with the Shire on a weekly basis to determine when these resources will be available.

Note that this option is preferable as the Council Staff member receives training on data collection which will be useful in the future.

Time frame

Opus notes your request to complete the project prior to June 2017. If the contract is awarded by the end of March 2017 we would anticipate completing the project prior to the date you require.

Assumptions and Exclusions

In developing our fee proposal, the following assumptions have been made:

 The visual condition survey fee is based on the road lengths currently recorded in the Shire’s RAMM database – that being 105km of sealed road and 425km of unsealed road;  That the roads to be surveyed are accurately recorded in the RAMM database;  For Option 2, the Shire will provide one staff member and a suitable vehicle to assist Opus with the visual condition survey at no extra cost;  Accommodation has been included in the fee. BACKGROUND The current contract with the existing CESM expires on 30/06/2017, and the original structure of the Shires of Woodanilling, West Arthur and Wagin was amended late 2016 to remove the . Both Woodanilling and West Arthur CEO’s have identified that there is (a) not enough work for a CESM full-time between the two Shires, and (b) neither Shire has the financial capacity to fund a full-time position. DFES have advised that reducing the hours is not acceptable to them. This leaves the Shire with three options: 1. Leave the scheme and manage the CESM role in-house 2. Continue with the scheme and partner with Shires of Kent & Lake Grace; or 3. Continue with the scheme and partner with the and /Narrogin. What ever decision is made it has to be made at this meeting. STATUTORY/LEGAL IMPLICATIONS Local Government Act & Bush Fires Act. POLICY IMPLICATIONS Nil FINANCIAL IMPLICATIONS Currently the contract costs in the order of $12,000, future costs could be in the order of $16,000 per annum. If Council were to handle the role in-house, then the cost would be significantly less, and enable Shire staff to re-connect with the volunteers. STRATEGIC IMPLICATIONS Theme 3: Civic Leadership Law & Order VISION • Within the scope and ability of the Council, provide a safe and crime free community OBJECTIVES • To increase public awareness and empowerment of the community’s role in crime prevention, animal control and fire management. STRATEGIES • By the development of a Crime Prevention Plan through consultation and information sharing with the community and relevant authorities.

LO2 – Implementation of Fire Management Plan adopted recommendations including, but not limited to: • -Policies • Committees • Consideration of Town Brigade LO6 Local Emergency Management to ensure preparedness for local emergencies CONSULTATION/COMMUNICATION DFES, and the Shire of West Arthur CEO and I have met on a couple of occasions, without resolution at this stage. COMMENT It is both the CEO’s and current CESM’s opinion that this role could be managed in-house with existing staff. The current CESM has indicated that she would be willing to set up a hand-over process and training path for staff to enable the change to be as seamless as possible. She would also liaise with DFES to ensure the same outcome. 14.2. OFFICER’S INFORMATION REPORTS DEPUTY CEO WATTLEVILLE

The Wattleville build is nearing completion, the painter was onsite Thursday identifying any touch ups that need attention. There will be workers attending on the 15th and 16th May who will be working through the snag list and finishing a few items off. The new clothes lines are on order and hope to be fitted by the end of the month. The DCEO will be meeting with Greg White on Tuesday to check through the properties. The Community Development Committee will need to meet to discuss what landscaping will be required for the units, once a decision is made the DCEO can then look for quotes to fit out the reticulation.

LEMP

The Landfill Environmental Management Plan has been reviewed and updated all that is remaining to complete the document is update the diagrams, it was discussed with the CEO that we may need some professional involvement with the design of these diagrams ( if we actually need to have them in this document). Considerable changes have been made to bring this document up to date with involvement from both the Ranger/Tip Attendant and the CESM.

FITNESS EQUIPMENT

Lottery West have been approached and their Community Outdoor Spaces is the grant that suits our project. Lottery West require a monetary co contribution for this funding from the Shire but it doesn’t stipulate a requirement for a percentage of the project cost like The Department of Sport and Recreation demand. The DCEO has also approached 2 Outdoor Fitness Equipment suppliers being: - Forpark Australia and Kompan Australia. They have provided catalogues and some pricing of equipment also ideas on combinations of equipment for our project. The next stage is to decide on where we are going to place the equipment, which items of equipment we require and what type of surface is suitable for the area. We also need to take into account our DAIP as this will significantly guide our decision on all of

these decisions. The DCEO is working towards a proposal taking into account all of the above requirements and will present it at the next Council meeting in June.
