Minutes of Meeting held in the Memorial Hall on Thursday, 9th May 2013 at 6.30pm

PRESENT: Cllrs F. Jones, K. Etherington, J. Ross, R. Congreve, P. Collis; Mrs C. Jones (Clerk).

2. DECLARATION OF INTERESTS All Councillors made the following declaration: "We, as Parish Councillors, declare that we have an interest in each Agenda item as residents of Middleton Tyas."

3. MINUTES OF MEETING The Draft Minutes of the last meeting held on 20 th March 2013 were approved and signed as a true record of the meeting.

4. POLICE REPORT PCSO Gavin Dobson had e-mailed a copy of the monthly crime report dated April 2013 the content of which was noted.

5. COUNTY COUNCILLOR’S REPORT C.Cllr Heseltine had e-mailed a copy of his report, the content of which was noted. C.Cllr Heseltine who is currently unwell and it was agreed to send him our best wishes for a speedy recovery. CJ

6. DISTRICT COUNCILLOR’S REPORT D.Cllr McMullon is currently dealing with a lot of issues and will make a full report at the June meeting.

7. MATTERS ARISING 1. Surface Water & Foul Drainage Cllr Jones has spoken again with Kathy Stephenson (NYCC), who has had recent meetings with Water and Moto Services re surface water. She will report back to Cllr Jones shortly and he will then issue an update to Councillors. FJ Yorkshire Water has already picked up on some of our points and is dealing with others. Both agencies (NYCC & YW) are also talking with the Highways Agency.

2. Maypole Cllr Collis had met with Susan Gardiner, Deputy Head at the school, to examine the hole on the Green and agree a course of action. It was Resolved that the school’s handyman should make a removeable sleeve for the bottom of the maypole so it will fit securely into the existing hole, at a cost of £135. Cllr Collis will progress the work in time for the dancing display on 23 rd May. PC

Sycamore House, Smithgutter Lane – Link between Existing House and Existing Annexe and Replacement Garage – It was Resolved to ratify the response already submitted. 3. 19 Village Farm – Addition of 2 Conservation Roof Lights to South Elevation – Granted. 4. 12 Village Farm – Replacement of Front Door and Rear Patio Doors with Side Windows with like-for-like uPVC – Granted. 5. Middleton Lodge – Construction of New Building adjacent to Existing Stable Block. Councillors had no objections or comments to make. 6. Foresters Hall – Listed Building Consent – Replacement Windows to Front Elevation. Councillors had no objections to this application. 7. Foresters Hall – Listed Building Consent – Replacement Windows to Side and Rear Elevations. Councillors had no objections to this application. 8. Foresters Hall – Listed Building Consent – Replacement Windows to Rear Ground Floor Bay. Councillors had no objections to this application. 9. Millbank Plantation (Land at West of) Cow Lane – Prior Approval for Siting and Design for Agricultural Store. Councillors commented that no delivery vehicles to this storage facility should travel through the village and it should be a planning condition that delivery traffic is routed past Brook House. Subject to the preferred route being adhered to, Councillors had no objections to this application for prior approval, siting and design.

9. FINANCIAL MATTERS The following payments were approved and cheques were duly signed:

CORRESPONDENCE Barry Rhodes had asked if the grass verge outside his house could be repaired following recent damage (by agricultural vehicle). NYCC Highways will be asked to undertake this work. They will also be asked when the damaged bollards outside Virginia House will be replaced. CJ

11. BROADBAND Cllr Ross will attend the forthcoming NRCP meeting and report in due course. JR

12. DOCUMENT DISTRIBUTION No decision was reached and the matter will be reviewed at a future date. ALL

13. POT HOLES Cllr Congreve has reported potholes on The Slough to NYCC. It was Resolved that he will chase pothole repairs to all areas of the village including Oakfields and Kneeton Lane (near the school). RC

7. MATTERS ARISING

1. Surface Water & Foul Drainage Report from Mr M. Denny (Yorkshire Water) stated that camera inspections had revealed there was no reduction in pipe size at Westfield Gardens, but tree roots had been found in pipes in Oakfields; measures will be taken to solve this problem. Cathy Stephenson (NYCC) Flooding Officer reported that she was still discussing the three main areas of flooding with the relevant people: Exxon- Mobil for plans of the soakaway in the field east of Moto Services; Highways Agency planners to alleviate flooding on Kneeton Lane; and NYCC highways to see if there can be some alteration to the road down the Slough to prevent flooding in Oakfields.

10. A1 UPGRADE Councillors will attend an Exhibition and report for the next meeting.

11. RDC ASSETS - PLAYING FIELDS D.Cllr J. McMullon stated that she hoped the documents for the transfer of assets from RDC to the Parish Council would be ready for signing in three to four weeks. She also said that Skeeby used NYCC’s grass-cutting contractors to cut their grass as they were a little cheaper than RDC’s. Councillors Resolved to review all grass cutting at the next meeting.

12. BROADBAND UP-DATE Cllr J.Ross reported there was nothing new, but there may be more information at the next NRCP meeting; also we should know more after the briefing of broadband Champions on Monday, 22 July.

13. COMMUNICATION PLAN It was Resolved that our current Communication Plan of e-mails, notice boards, Village News and Village Website were sufficient and nothing more needed adding.

5. POLICE REPORT PCSO Gavin Dobson had e-mailed a copy of the monthly crime report for June 2013. There had been no reported crime in the village during\June; just two incidents of theft of fuel from .

8. MATTERS ARISING

1. Flooding / Surface Water Cllr Jones has discussed their various issues with several residents. He is awaiting the last meeting reports from Yorkshire Water and Kathy Stephenson (NYCC). Mr John Marshall (a resident of Oakfields) said that if minor work was undertaken now at the bottom of The Slough, this could relieve the problem of flooding in Oakfields as a temporary measure until more long-term protection could be implemented. It was agreed that he would liaise with Cllrs Ross and Jones and any suggested works could then be discussed with Kathy Stephenson. JR/FJ

a. Exhibition at Catterick Bridge Hotel Cllr Etherington had attended the Highways Agency’s Exhibition and reported that the new scheme is very similar to the last one. Full plans of the Leeming to Barton Section have been delivered by the HA to the Clerk and are currently being circulated to Councillors for review. ALL b. Supplementary Draft Orders – Flood Mitigation Proposals The Highways Agency letter dated 2 July 2013 was noted. This item will be discussed at the next meeting on 12th September. ALL

It was Resolved to run as we are for now as we are still awaiting the transfer of item a. from RDC, and item c. is under contract until the end of 2013. The matter is therefore deferred until the October/November meeting when grass cutting of all 3 areas will be reviewed. ALL

Mr Mike White, Chairman, Richmond Buck Inn Football Club Cllr Jones has spoken with Mr White on the telephone to clarify the position. Mr White needs to know very soon whether he will be able to continue to hire the Football Pitch for the coming playing season (2013/14), or whether he should look elsewhere for a playing facility. Councillors discussed the matter and had differing views. It was eventually Resolved that Cllr Jones will speak with Mr White, suggesting that we offer hire of the football pitch to his team for a period of 1 year, at an increased rent to be agreed, providing ownership of the playing field has been handed to the Parish Council by RDC (i.e. the transfer contract has been signed). FJ/ALL

12. BROADBAND Cllr Ross will attend a meeting of Broadband Champions on 22nd July and he should know more after that meeting. JR

13. DOG FOULING Cllr Congreve reported his concern at dog fouling in many areas of the village, with lots of ‘bags’ left on pavements and stuffed into hedges. He said that Cow Park is used by an enormous number of people to walk their dogs: but this is ‘farmed land’ and dog faeces left on the field can make sheep barren. The owners of Cow Park are very concerned at this situation. It was noted, however, that this is private land and any waste bins provided here would have to be purchased and emptied privately, as they would not be emptied by the Council. Cllr Congreve also noted that Cow Lane is a regular dog walk for many people and filled ‘bags’ are often left on the verges or in hedges. He would like to see 2 additional waste bins provided along Cow Lane. It was Resolved that the Clerk will check the feasibility of this with RDC. The Clerk will also let Councillors have details of some waste bins which are available to buy in case RDC agree to empty any new bins but are not prepared to buy them. CJ

3. MINUTES OF THE LAST MEETING The Draft Minutes of the last meeting held on 11th July 2013 were approved and signed as a true record of the meeting.

4. POLICE REPORT PCSO Gavin Dobson had e-mailed a copy of the monthly crime report for August 2013. Reported crime in the village included: one incident of theft of coping stones from a wall and a suspicious door-to-door fish seller. There were also several incidents of poaching in the area; thefts at Scotch Corner (fuel, mobile phone); and theft of power tools at Black Bull Inn, Moulton.

5. COUNTY COUNCILLOR’S REPORT C.Cllr. Heseltine reported on issues raised at yesterday’s Area Committee and other recent meetings:

1. Communication with County Highways Office – The Area management structure has been reduced from 7 to 4 staff and is now contacted via the Call Centre, which will pass requests to the correct Engineer for action.

2. Broadband – There is a likelihood of some more money being put into the system for so that 90% of the area (by population) will receive High Speed Broadband of up to 25mbps by “the middle 20-teens”.

3. Temporary Matrix Board – C.Cllr Heseltine has secured the use of 2 Matrix Boards and these trial ones will go into Barton and villages.

4. Street Light ‘off’ times – There is a proposal to turn off village street lights from midnight to 5.00am on a rolling programme over a 4 year period. This should reduce our carbon footprint and make a saving of some £400,000 per annum. The general principles have already been agreed by NYCC and a Consultation will take place “with a bit of feedback from Parish Councils”. The Parish Council will have to bid for any lights to be excluded from the scheme.

The Chairman asked C.Cllr Heseltine if we could have a map of all street lights (30) in the village, marked with who owns which lights – NYCC or RDC. MH

Middleton Tyas Parish Council 12th September 2013 Page 1 of 4 Rev1 6. DISTRICT COUNCILLOR’S REPORT D.Cllr McMullon reported on the following items:

1. Communities Opportunity Fund – This fund is still open to any local group with a qualifying project in need of match funding.

2. Street Light ‘off’ times – RDC intends to consult with Parish Councils, asking them to state which lights they would like to stay on and which can go off from Midnight to 5.00am. They will provide a map of RDC street lights in due course at which time the Parish Council will consult with residents. JMcM / ALL

3. Equestrian Arena at Quarry Park – Following queries from some neighbours, Cllr McMullon has recommended that this application is put before the full Planning Committee.

4. Overhanging Trees – Residents will be asked via the Village News to cut back their overhanging tree and shrub branches from the pavements and roads. It is their responsibility to ensure they do not block or hamper movement on public pavements and roads. Failure to do so will mean the County Council will undertake any required work and back-charge the resident. KGE

5. Broadband – Cllr Ross will update the meeting on this item – see below.

7. MATTERS ARISING

1. Flooding / Surface Water Cllr Jones will continue to follow up and report in due course. FJ

2. A1 Upgrade a. Flood Mitigation Proposals – The Highways Agency is working on a proposal for Cow Park to become a flood plain; also for provision of attenuation tanks adjacent to both sides of the A1 (North of Scotch Corner) to tackle any flooding caused by the new road works. Mr Whittle asked about flooding at the top (West end) of the village and the Chairman suggested he may like to join a meeting with Kathy Stevenson of NYCC to ascertain the current situation. FJ b. Highways Agency Local Road Signs – The Parish Council was asked to comment on plans for local road signs as part of the A1 Upgrade. The plans had been reviewed and returned with no comment.

3. Dog Fouling It was Resolved to apply to the Communities Opportunity Fund for funding for 3 dog waste bins (approximately £600). The Clerk will obtain application forms. CJ Cllr Congreve will be asked to identify sitings for the 3 bins. RC

4. NYCC Capital Maintenance Programme for village roads Item deferred to the October meeting when Cllr Congreve can report. RC

5. Potholes – repair and maintenance Item deferred to the October meeting when Cllr Congreve can report. RC

2. Orchard House – Listed Building Consent for Internal Alterations including Addition of Soil Pipe on Kitchen Ceiling, Replacement of Wooden Lintel over Dining Room Window with Concrete Lintel and Repositioning of Internal Utility Door. Councillors had no comment to make and the Clerk will inform RDC Planning Department. CJ

3. Kneeton Hall Farm – Planning Permission for conversion of existing Farmhouse into 3 Dwellings. Councillors had no comment to make and a letter to that effect had already been sent to RDC Planning Department by the due date. It was Resolved to ratify that response.

4. Strangford House, 11 Village Farm – Replacement of Conservatory Roof - Granted.

9. RDC ASSETS

1. It was Resolved to ratify a letter sent to RDC stating that the Parish Council has no objection to RDC issuing a ‘temporary licence’ to Richmond Buck Inn Football Club to use the playing field for Saturday matches as the playing field is still in RDC’s ownership. The Parish Council is awaiting transfer documents so the legalities can be agreed before the playing field is transferred into our ownership. Cllr Congreve is investigating options for future maintenance / costs. RC

2. It was Resolved to agree to purchase a slide on behalf of the Friends of Middleton Tyas Play Park, using funds already raised by them.

10. RDC Children’s Play Improvement Fund 2013/14 It was agreed to put this on hold until next year as the Parish Council does not currently own the Play Park. ALL

11. RDC Local Plan Item deferred to the October meeting when Cllr Congreve can report. RC

1. St John’s Community Centre, Catterick Garrison The Clerk had written to say we could not fund their project as it was not centred on village residents.

2. Mrs Patricia Begley, School Governor Mrs Begley had written asking for information on the transfer of RDC Assets to the Parish Council. An agreed response will be sent by the Clerk. CJ

14. BROADBAND Cllr Ross had attended a meeting on 22 July and reported that according to the map on the www.superfastnorthyorkshure.com website Middleton Tyas will be included in the current project for High Speed Broadband. To discover if a particular property will benefit individuals should log onto [email protected] input their postcode and telephone number and within 48 hours a return e-mail will advise whether that property will be included and when. It was agreed that this is very good news for most, if not all, residents. It is understood that 100% of will receive up to 2 mbps, and 90% up to 25 mbps by the end of 2014. However, potential extra government funding could bring the 90% up to 95% by 2017. Individual speeds will depend on how far a property is from an upgraded ‘cabinet’, with the speed degrading from 25mbps beyond 1.2 kilometres.

15. VILLAGE WEBSITE Cllr Ross expressed concern over the lack of advertising on the village website and any suggestions for additional income would be welcome. ALL He also would like to hear from anyone who might like to take over as editor of the website as he will wish to hand over sometime in the future. ALL

16. CLERK’S SALARY It was Resolved to award the Clerk a 1% increase in salary, back-dated to 1st April 2013, in line with the NJC Pay Settlement 2013/14 and as recommended by NALC. The Payroll company will be notified of the increase. KGE / CJ

17. WINTER WEATHER AGENTS TOOLKIT It was agreed to ask Cllr Collis to review whether the Parish Council should adopt this or any other winter weather measures. PC

3. MINUTES OF THE LAST MEETING The Draft Minutes of the last meeting held on 12th September 2013 were approved and signed as a true record of the meeting.

4. POLICE REPORT PCSO Gavin Dobson had e-mailed a copy of the monthly Police Crime Report for September 2013 which showed continuing theft of diesel from HGVs at Scotch Corner; one Burglary in the village from an insecure garage; anti-social behaviour from occupants of a visiting van; and a suspicious report of poachers at Halnaby. The Police are targeting visitors to the area in on-going operations and have made a recent arrest. They receive many suspicious reports and said it is good that residents are so vigilant. All reports are followed up.

In response to a query, PC John Wilbor confirmed that their ‘Surgeries’ are held on the dates advertised unless they are called away for operational duties.

Cars parking on roadside/pavement at West End of village. This problem was reported regularly by residents and was an on-going issue as the pavement was sometimes blocked. The Police said they can deal with any obstruction – within 10 yards of a junction, blocking the pavement, etc. Mr Brian Whittle said he has reported several such offences but felt they had not been dealt with. Some cars park Monday to Friday, the occupants being collected from there by coach. Sight lines for traffic exiting Scotch Corner Services are often very poor because of this parking.

The Chairman asked if the Police could deal with such offences ‘positively’. JW/GD However, Councillors appreciated that if cars were parked legally on the highway, then there would be no issue to resolve.

5. MS ANGELA ELGAR, MANAGER, MOTO SERVICES, SCOTCH CORNER Ms Elgar reported that there had been serious traffic congestion at Scotch Corner recently and Highways Agency had been adjusting the traffic lights in an attempt to relieve the situation. She asked for the Parish Council’s support in requesting an extra lane/ slip road directly onto the A1 in the forthcoming upgrade works. The Chairman felt that this had already been included in the motorway plans but agreed to check and let Ms Elgar know if this was indeed the case. FJ

Middleton Tyas Parish Council 10th October 2013 Page 1 of 4 Scotch Corner Service Area only has one IN/OUT road and Ms Elgar is looking at the possibility of more (temporary) car parking on the site. She clarified that Moto Services own all the parking to the left including the coach park; and that Euro Garage own the petrol station, and the parking and grassed area adjacent to the garage. Ms Elgar noted that Euro Garage is intending to seek planning permission for a Subway outlet on the site (possibly on their grassed area). JMcM

Regarding drainage from the site, Ms Elgar explained that Moto Services has recently spent £30k undertaking surveys of the site and the results should be available to her in 2-3 weeks’ time. The Chairman said Councillors would appreciate a copy of the report when it is available. AE

The Chairman informed Ms Elgar that the Parish Council is working with Kathy Stevenson of NYCC to try to resolve all village flooding and drainage issues. He trusted that Moto Services would work with us on drainage issues affecting their site and the village.FJ/AE

In view of the earlier discussions on parking (Police Report above), Ms Elgar asked if Councillors would support parking restrictions (such as Yellow lines) downhill from the entrance to Scotch Corner Services. Councillors agreed to consider this matter and respond to her suggestion. ALL

It was suggested that a ‘STOP’ sign was needed at the Exit from Scotch Corner Services instead of the current ‘Give Way’ sign. Councillors agreed to consider this also. ALL

6. MR ANGUS BENSON-BLAIR Mr Benson-Blair has recently moved to the village. He has the facility to take some aerial footage of the village from a small plane (‘drone’) which gives superb quality photos or film, for example of the Church. Mr Benson-Blair was offering this service, free of charge, to enhance the Village Website. Some concerns were expressed regarding privacy and data protection issues. Mr Benson-Blair agreed to write a note for the Village News to explain to residents how this would work, including their granting permission for him to film their property and persons. He will forward his report to the Clerk. AB-B/CJ

7. COUNTY COUNCILLOR’S REPORT Cllr Etherington had attended an NYCC meeting yesterday regarding the Consultation on Street Lighting. He will circulate a copy of the meeting notes to Councillors. KGE/CJ

We await a list or plan of the NYCC owned street lights from C.Cllr Heseltine. MH

It was Resolved to provide a display of the proposals in the Memorial Hall in 3-4 weeks’ time for residents’ comments. ALL

8. NYCC CAPITAL MAINTENANCE PROGRAMME FOR VILLAGE ROADS This item was deferred to the next meeting. RC

10. DISTRICT COUNCILLOR’S REPORT D.Cllr McMullon reported on the following items:

1. Kneeton Close sign – This sign had now been repaired.

3. BT Faults – Having seen the response from BT to the Parish Council following our letter regarding poor quality service in the village, D.Cllr McMullon has written to them again “in strong terms”. She noted that some residents could not report line faults to their own service providers (as advised by BT) as BT provided the lines to everyone and were therefore responsible for the quality of line service. She will report back any response in due course. JMcM

4. Equestrian Arena at Quarry Park – This application was Deferred at the Planning Meeting due to the proposed lighting. There is to be a site meeting in the middle of the night to assess the concern of nearby residents. JMcM

5. £1m Government Funding withdrawn – RDC is therefore proposing to make a charge on residents of £17 per annum for the removal of ‘Green’ waste and recycling (bottles, paper), although residents would be able to ‘opt out’ of this service if they wished. There is a full Council Meeting on 22 October to reach agreement on the proposal and D.Cllr McMullon will advise us of the result. JMcM Composters can also be purchased for £9 to dispose of some food and garden waste. Cllr Ross asked if ‘senior’ redundancies were an option as they were very expensive. D.Cllr McMullon said this had been done already where possible.

12. MATTERS ARISING

1. Flooding / Surface Water Cllr Jones is continuing to chase up Kathy Stevenson as he knows they have plans going ahead. He has reviewed the problems and actions taken to date by the Parish Council, NYCC and Yorkshire Water and stressed that everyone is working hard to resolve all the issues. FJ

2. Dog Waste Bins This item was deferred to the next meeting. RC

3. Winter Weather Toolkit Cllr Collis had reviewed this matter and reported that the Parish Council has already reviewed and dealt with all the issues involved and recommends that no further action is required.

13. PLANNING MATTERS 1. Orchard House – Planning Application for new Welsh Slate Roof and Internal alterations. Councillors had no comment to make on these proposals and the Clerk will inform RDC Planning Dept. CJ

16. Broadband update Cllr Ross reported that the High Speed Broadband service will now be rolled out in December 2013.

A new company is offering mobile service with potentially better coverage in the area and Cllr Ross will investigate and report back. JR

Memorial Hall – update on improvements Cllr Etherington reported that the Memorial Hall Management Committee is applying to the Communities Opportunity Fund for a grant to refurbish and redecorate the Hall, inside and outside. D.Cllr McMullon will support this application and also one for new shop equipment. The Committee has already received a grant of £1k from Moto Services for new chairs. They also intend to buy a wall-mounted flag pole for outside the building; and to paint the railings and gate surrounding the Hall.

POLICE REPORT PCSO Gavin Dobson had e-mailed a copy of the October Police Crime Report which showed theft of fuel at High Brough Moor; one Attempted Burglary at a barn in the village; poaching with dogs on private land; and 4 steel wheels stolen from a vehicle at Scotch Corner. Residents are reminded to continue to be vigilant. PCSO Gavin Dobson also announced that he is standing down from his role as he is in the process of becoming a Police Officer for North Yorkshire Police. The Clerk will thank him for his dedication to the village. The new local officer for the Rural East Ward will be PCSO 5382 Rebecca Harte.

5. COUNTY COUNCILLOR’S REPORT C.Cllr Heseltine had e-mailed details of the NYCC Care Consultation currently being undertaken. See item 12 below.

7. MATTERS ARISING

1. Flooding / Surface Water Cllr Ross had been asked to produce a map of the houses near Scotch Corner which flooded and 3 residents had provided him with information on their own flooding issues. Cllr Ross will meet with NYCC Highways Officer Neil Linfoot next week to look at possible drainage solutions on The Slough. He is also maintaining contact with Kathy Stevenson at NYCC on the overall situation. JR Cllr Etherington had requested copies of Middleton Tyas Estates’ maps of the village and these would be circulated to Councillors on receipt. KGE

2. Street Lighting Consultation This Consultation is now closed and there has been no direct feedback from residents to the Parish Council, who will continue to keep a watching brief. ALL

It was Resolved to ask two local firms of Solicitors to provide a quotation for the work involved. The Clerk will ask RDC Legal Department for sight of the proposed Contract and then Cllr Jones will draft a letter of request to Hunton Gargett and to Hodgsons & Mortimer, both in Richmond. CJ/FJ

11. PARISH PRECEPT – RDC TRAINING SESSION Cllr Etherington had attended a training session at RDC about setting the Precept. He reported that no Parish Grant will be paid by RDC in 2014/15, meaning a loss of £254 to this Parish which equates to approx 50p per resident. Our net Precept will therefore be £8,746 (based on the 2013/14 Precept figure of £9,000). The Parish Council is asked to submit its Precept request by early January 2014. ALL

Cllr Etherington noted that the RDC Green Waste / Recycling collection is currently ‘concessionary’ and will be charged at £17 per annum per household from April 2014. He also has papers about possible future charging for use of the RDC Waste Disposal Sites which he will circulate to Councillors. KGE

12. RDC CONSULTATION – COMMUNITY GOVERNANCE / PARISH REVIEW OF THE PARISH ARRANGEMENTS FOR DISTRICT OF RICHMONDSHIRE It was Resolved to review this Consultation paper and return comments to RDC before the closing date of 3 January 2014. PC

13. NYCC CARE CONSULTATION EVENT IN RICHMOND – 14th NOVEMBER 2013 Cllr Ross had attended this event and reported on its content. It was Resolved that he will complete and return a survey form with Councillors comments which should be sent to him as soon as possible. JR

14. CORRESPONDENCE

1. St Michael & All Angels PCC – Christmas Tree on the Green It was Resolved to grant the PCC permission to erect a Christmas Tree on the village Green as requested in their letter of 12th October 2013. The Clerk will inform the PCC of this decision. CJ

3. AON – Snow Clearance, Salting and Gritting AON had sent advice in respect of our legal liabilities with regard to any of the above works under the terms of our Insurance Policy. It was Resolved that the Parish Council will take no direct action regarding snow clearance, salting or gritting of any public roads or pavements, as these tasks will be undertaken by the District and/or County Council. If any member of the Council wishes to undertake such work during the coming winter, then he must state that this is being done as a private individual and not as a Parish Councillor. He will not be insured under the Parish Council’s insurance policy for any claim made by or against him as a result of his actions. ALL

15. NYCC CAPITAL MAINTENANCE PROGRAMME FOR VILLAGE ROADS Cllr Ross will draft a report to NYCC regarding the inclusion of road repairs in Oakfields to the forthcoming capital maintenance programme. JR

18. HIGH SPEED BROADBAND (HSB) / MOBILE PHONE COVERAGE HSB - Cllr Ross has asked for an update on the HSB programme and noted that work to BT cabinets in the village is currently being undertaken. Mobile Phone Coverage – We are not in a ‘not’ spot so should be included in the new coverage plans. Cllr Ross has spoken with the Mobile Operators’ Association who advise that a new mast is needed in the village. Cllr Ross will meet with Adrian Speir to discuss the possibility of a new mast on high ground at Murky Hill. JR It was Resolved that Cllrs Jones and Ross will draft a letter to William Hague MP asking for his help and support in ensuring we have excellent communications for the future for our rural community. 4. Police Report The monthly Crime Summary showed there had been several incidents including damage to an empty property on the A1; car theft on Richmond Road; theft of tools at Middleton Lodge Stables site. 4th December had been a ‘Day of Action’ under Operation Hawk with 55 arrests and valuable property recovered. There had also been poaching in Middleton Tyas and Moulton. County-wide, there had been thefts from sheds and outbuildings. NYP are recruiting for more PCSOs for 2014. Parking at the top of the village – the Police have been issuing notices for irresponsible parking on the pavements and will continue to monitor this area. It was confirmed that parking on the road facing the ‘wrong direction’ is a traffic offence with a £30 fine.

7. Matters Arising from the Last Minutes 1. Flooding & Drainage – Cllr Ross confirmed that a map of the top (West end) of the village has been sent to the Moto Legal Department and is being followed up. Oakfields/bottom of the village – Cllr Ross had met with Mr Adrian Speir and Neil Linfoot of NYCC Highways Dept to discuss options for alleviating the flooding in these areas. Cllrs Ross to keep all Councillors updated via copy correspondence. JR

2. Inglebrook House, Main Street – Listed Building Consent for 7 No Replacement Windows to Rear of Property – It was Resolved to write to RDC Planning Department saying we have no comment on the above application providing it meets all current Conservation Area regulation guidelines. CJ

Clerk’s Expenses and Capital Equipment Following a survey of Local Council Clerks, YLCA advice is that each Parish Council should provide a dedicated computer so that continuity of data and back-up are easily managed, maintained and transferred. It was Resolved to make an allowance of up to £500 for provision of a computer, programs, security and back-up. Cllr Jones will liaise with the Clerk on the purchase of suitable equipment. FJ/CJ

12. Parish Precept 2014/15 It was Resolved to keep the Precept the same as last year, i.e. £9,000. The Clerk will return the application form to RDC. CJ

2. Citizens’ Advice Bureau – Advising of new Manager and request for donation. It was Resolved to make a donation of £50 as this amount is already included in the 2012/13 Precept.

14. RDC Consultation – Community Governance / Parish Review of the Parish Arrangements for District of Richmondshire It was Resolved to accept Cllr Collis’s report on this Review and the Clerk will return our comments to RDC before 3 January 2014. CJ

15. NYCC Captial Maintenance Programme for village roads NYCC had responded to our request for the inclusion of Oakfields in their planned capital maintenance programme to the effect that: preparatory work and repair of potholes will be carried out in 2014/15; resurfacing work will be undertaken during the following year. The Clerk will report damage to the edges of the road at Kneeton Corner and ask NYCC to carry out necessary repairs. CJ

16. RDC Local Plan Cllr Congreve has reviewed the Core Strategy documentation provided by RDC. Their recommendation appears to be nothing different from the existing situation. Cllr Congreve will request an update from RDC on the current situation and report back in due course. RC

17. Broadband 1. Cllr Ross reported that the 2nd BT box has now been installed and High Speed Broadband service is still due in December 2013. 2. Mobile phone coverage – Cllr Ross confirmed that we need another mast in the village and sites were proposed. He will discuss options with the landowners. It was Resolved to make contact with the Mobile Phone Operators’ Association asking them to undertake a technical visit, once a suitable site has been identified, with a view to installing a new mast. JR 3. It was Resolved to seek a meeting with William Hague, MP to ask for his support in upgrading our village telecommunications for the future. 4. POLICE REPORT PC John Wilbor had already submitted his monthly crime report for November 2012, showing little activity in the area. Since then, there had been a report of a male at a house window at 7.30pm on 15th December. On 14 January, 2 car registration plates (W664 RSC) were taken from a Subaru Legacy Estate in the village and a vehicle was also stolen from Scotch Corner. The stolen vehicle/plates had been seen later in the village and at Scotch Corner and the occupants were involved in poaching activities. House burglaries in the wider area were reported with cash and jewellery taken. PC Wilbor reiterated Police advice always to report any suspicious activity.

The review of exit signs from Moto Services onto Middleton Tyas Lane was raised again. This is NYCC Highways Department’s responsibility and it was Resolved that the Parish Council will contact them direct to review. CJ

1. Flooding / Drainage Cllr Ross noted that the field at the top of the village, adjacent to Scotch Corner Services, had been sold by Exxon. Kathy Stevenson (NYCC) was aware of this change and will liaise with the new owners. Cllr Ross had met with Mr Neil Linfoot (NYCC Highways) and Mr Adrian Speir (landowner) to discuss the possible use of Cow Park to help alleviate flooding in Oakfields. JR

4. A1 Upgrade – An invitation had just been received to attend a Public Inquiry to consider proposed alterations to the Local Access Road. This will start on Tuesday, 4th February 2014 at Holiday Inn, Scotch Corner. Should the amendments be adopted, the start of the Upgrade works would be delayed by 12 months. Councillors felt that as the Upgrade works would help to alleviate flooding in parts of Middleton Tyas, any delay in implementing the scheme was not good for the village.

9. FINANCIAL MATTERS The following payments were approved and cheques were duly signed:

10. RDC ASSET TRANSFER – PLAYING FIELD - UPDATE Each Councillor had been provided with a copy of the RDC Contract documents for the asset transfer. The Clerk had visited and obtained quotations from 2 firms of Solicitors in Richmond for checking the Contracts and reporting on their content. One quotation was for a ‘fixed price’ service with full report and advice on any further Searches which may be recommended. The second quotation was not understood and the Clerk is to ask the firm for further clarification. CJ Cllr Jones will ask Cllr John Blackie for the name of a third Solicitors to consult. FJ All Councillors should review the Contract documentation and report back to Cllrs Jones and Etherington with any queries they have so these can be referred to the appointed Solicitors. ALL

Cllr Jones then suggested that we could link the transfer of the Playing Field with the transfer of the Children’s Play Park, resulting in only one contract to be checked and thus reducing our legal fees. It was Resolved to check with RDC if this would be possible and the Clerk will contact Mr Gary Hudson for advice. CJ

GRASS CUTTING CONTRACT Cllr Collis had reviewed the office file which contains historical information and legal documentation for the Green. More recent correspondence is stored on computer. The map of the grassed areas to be cut is missing from the file and the Clerk will investigate its whereabouts. CJ Cllr Collis will speak with Mr Mike Feasby about his grass cutting services. PC

1. RDC Event Fund for ‘Tour de France’ It was Resolved to take no action.

2. RDC Parish Precept Uplift 2014/15 The award of a Parish Precept Uplift was noted. We will receive a grant of £242.11 to offset the charge on D Band properties.

13. BROADBAND

1. High Speed Broadband – Cllr Ross reported that we should have HSB in the village by some time in Spring 2014, as soon as the newly installed cabinet is ‘live’. Free ‘business use’ seminars are being held in Richmond and details will be on the village Website. JR

2. Mobile Coverage / Mast – No progress has been made at the moment. A repeater mast is needed and potential sites are being looked at and passed to providers for consideration. Cllr Ross will contact the Mobile Phone Operators’ Association to try to progress the matter. JR

3. Meeting with William Hague MP – The Clerk is liaising with the MP’s Constituency Office for a date in February when Cllrs Jones and Ross can meet with William Hague MP to discuss Telecommunications for the future. CJ

3. MINUTES OF THE LAST MEETING The Draft Minutes of the last meeting held on 16th January 2014 were approved and signed as a true record of the meeting.

4. POLICE REPORT PC Steve Gardner, attending on behalf of PC John Wilbor, updated the meeting on recent crime in the village which included theft of registration plates from a vehicle which was later used to make off without payment for fuel at Scotch Corner. The following day, the vehicle was sighted again and two persons were arrested. An attempted burglary at a farm building containing a quad bike resulted in the occupants being arrested for this and other crimes but no further action was taken. On 29 January a Landrover was stolen from Tyas Turf and later recovered in Darlington.

5. COUNTY COUNCILLOR’S REPORT Cllr Heseltine had authorised the Chairman to “use his name” in support of our requests concerning better telecommunications to be made to William Hague MP at their forthcoming meeting. The Chairman reported that the NYCC Budget was due shortly and C.Cllr Heseltine would make a copy available for the next meeting. MH

6. RDC ASSET TRANSFER – Playing Field / Children’s Play Park Mr Gary Hudson, Head of Open Spaces at Richmondshire District Council attended the meeting by invitation to discuss the various queries Councillors had relating to the transfer of the two assets to the Parish Council under one Contract.

In response to the Chairman’s concern about various gaps and holes in the boundary fencing, Mr Hudson confirmed that a Pre-adoption Inspection would be carried out and any agreed remedial works would be effected before the transfer. This would also include the various trees on site. Following the transfer, RDC would be prepared to carry out any on-going maintenance work and back-charge the Parish Council, should this be required.

Insurance is approx. £70 per annum and could, in future, be paid via RDC (and back- charged) or added to our own insurance policy.

Middleton Tyas Parish Council 13th February 2014 Page 1 of 4 Rev1 Income for the site was discussed. The MUGA pays £100 per annum, to be reviewed in 2015 and every 10 years. The Football Club pays a similar amount and has already verbally expressed their agreement to a considerable increase in their rent; they fully maintain their playing pitch. The school pay an unknown rent (£100-£120?) to use / mark out the playing field.

Mr Hudson explained that the Children’s Play Park has 26 inspections a year and records are kept for 21 years. This system provides evidence against any claims for injury/negligence which may arise. RDC would be prepared to continue making the inspections, charging us approx. £97.24 per annum (2013/14 cost).

Car Park / Footpath: These areas are currently owned 75% NYCC and 25% RDC. Mr Hudson confirmed that these two areas are ‘negotiable’ and the Parish Council can decline to own them. If, however, they agree to include them in the transfer, they could negotiate details of ownership with NYCC at a later date. In either event, the Parish Council would need to negotiate full ‘Right of Access’ over the two areas.

It was agreed that Mr Hudson will provide an accurate schedule of Income & Expenditure for the current financial year so Councillors have an overview of costs and income. GH

It was Resolved that Councillors will meet with Mr Hudson to ‘walk’ the field with a view to familiarising everyone with the site. The Clerk will arrange a convenient date. CJ / ALL

D.Cllr McMullon noted that this was a wonderful opportunity for the village and there were many options to charge for use of the field, providing income for its maintenance.

7. RDC CONSULTATION ON PART-NIGHT LIGHTING OF DISTRICT COUNCIL STREET LIGHTS Details of this Consultation, including a map of the lights owned by RDC, are in circulation. D.Cllr McMullon is recommending that these all stay on as most of them are on the main roads through the village. It was Resolved to publicise the Consultation in the Village News at a future date as we are still awaiting details of the NYCC Consultation on the street lights which they own. KGE

8. DISTRICT COUNCILLOR’S REPORT D.Cllr McMullon reported that the first planning application (of 3) for the land NE of Dixholme has been submitted and noted the second planning application is imminent. The Clerk confirmed that the first application is in circulation for Councillors’ comments. ALL

D.Cllr McMullon reported that the new £17 per annum charge for green recycling bins has received a large take-up.

Cllr Ross said he had read that some Councils are operating weekly bin collections in a financially viable way. He asked D.Cllr McMullon to investigate whether it would be possible for RDC to reinstate weekly collections on this basis. She said our rural area is too large to do this but Cllr Ross agreed to send her a copy of the report. JR / JMcM

1. Flooding / Surface Water Cllr Ross reported that we are still waiting for information from Kathy Stevenson regarding flooding at the West end of the village. JR Mr Adrian Speir is working with his Engineers on what might be possible in Cow Park. The Chairman noted that road works including a new gully and re-profiling the edge of the road are being carried out at Garden Cottage by NYCC Highways. This should help with relieving flooding around this property.

10. PLANNING MATTERS See Item 8, para 1 above.

11. A1 UPGRADE – Public Inquiry on 4th February 2014 Cllr Etherington had attended the Inquiry on 2 of its 4 days. The Inquiry had been set up to review the existing route of the Local Access Road (LAR) as opposed to two new options, particularly relating to the over-bridges and carriageway width.

A new scheme for Kneeton over-bridge had been objected to by adjacent landowners. This new scheme proposes improvements to the bridge to the dis-used Ducket Quarry as the existing bridge is not capable to taking 60 tonne trucks if the Quarry is ever re-opened. The landowners are concerned about access to their own property and the 3 new houses being built on their land which this increased bridge would affect.

The British Horse Society wants to reduce the width of the carriageway from 7.6m to 6m to give a wider verge at Kneeton Corner. This would bring the road closer to Kneeton Cottages and the residents there have obvious concerns.

The Cyclists’ Touring Club also wants to narrow the carriageway to 6m and add a roundabout nearer to the Barton road junction/Melsonby turnoff. They felt this would make the LAR less attractive to traffic which would then be more likely to use the motorway. However, it was noted that as tractors are not allowed on the motorway, the LAR carriageway would need to be wide enough to cope with their movements.

The Parish Council had submitted its report recommending no change to the already approved plans as any amendments could cause a delay of up to 12 months in starting the Upgrade. Such a delay would also delay flooding prevention works affecting the village. Cllr Etherington had presented our renewed case to the Inquiry and the Inspector’s report will be issued in due course.

13. GRASS CUTTING CONTRACT FOR VILLAGE VERGES AND THE GREEN It was Resolved to appoint M. Feasby Services to undertake the Grass cutting contract for 2014 at a revised rate of £110 + VAT per cut. The Clerk will inform Mr Feasby. CJ

Middleton Tyas Parish Council 13th February 2014 Page 3 of 4 Rev1 15. BROADBAND Cllr Ross had asked Chloe Lewis at RDC to check on the current broadband situation for Middleton Tyas. We remain on the Superfast North Yorkshire roll-out map for upgrade this Spring and the new cabinet which has been installed is a “good sign”. However, technical issues mean that it could be some weeks before our faster broadband is available.

Cllr Ross is still investigating the mobile phone coverage and the matter will be raised at the meeting with William Hague MP next week. Cllr Ross is helping to identify a site for a new mast or repeater in the village which O2 will then survey to check suitable. Mr Peter Nimmins noted that there are a number of masts at Scotch Corner but they are principally orientated to provide cover along the A1. He asked if perhaps some of them could be moved direction. Cllr Ross advised that 4G, which should be fully available in the UK by 2017, has a greater range than 2G or 3G and may improve cover in the village. For the moment, some mobile operators do seem to provide a better signal than others. Signal booster systems or Femtocells are available from several operators, generally at a cost; these link to a broadband connection and can provide an improved mobile signal in the home. It is worth talking to neighbours to see which operator seems to work best in any given area.

16. RISK ASSESSMENT AND VALUATION OF ASSETS The Chairman will arrange to undertake a Valuation of Assets and provide a report for the end of March. He will also ask Oliver’s to undertake a Risk Assessment of the Lime tree on the Green and provide a written report on its condition and any remedial work required. FJ

An elderly occupant had disturbed a male who had broken into the house on 15th February; he ran off across the fields but a Police search found no-one. There had been 2 fuel thefts from Scotch Corner. Poachers had been disturbed near outbuildings on land at the top of the village. The meeting was reminded that vigilance should be high on everyone’s agenda. ALL

7. MATTERS ARISING

1. Flooding / Surface Water Cllr Ross reported that Mr Adrian Speir has had a topography study completed for The Slough/Cow Park and work is progressing in this area.

2. Triangle at bottom of The Slough The damaged area is to be re-grassed by NYCC Highways Dept within the next 3 months.

8. RDC ASSET TRANSFER – Playing Field / Children’s Play Park Mr Gary Hudson, Head of Open Spaces at RDC, had inspected the areas to be transferred with Cllrs Jones, Ross and Etherington on 7th March. Mr Hudson had compiled a list of remedial works which RDC will complete before the land transfer is effected. As the potential cost of maintaining the car park/footpath is an issue for Councillors, Mr Hudson will ascertain the possibility of NYCC taking over full ownership of these two hard surface areas, but with full public access at all times. D.Cllr McMullon will liaise with Mr Hudson and keep the Parish Council informed of progress. GH/JMcM

9. PLANNING MATTERS

1. Land to NE of Dixholme – Plot 2 – Full Planning Permission for erection of 1 No Detached Dwelling. The letter dated 13th March 2014 sent to RDC Planning Dept was ratified by Councillors. Mr Brian Whittle asked what the Parish Council’s position was in this matter. The Chairman said that we have objected to the proposed water treatment on this site (and ultimately 3 adjacent sites). He explained the need for on- site water attenuation storage (SuDS) and the possible maintenance options of these units. D.Cllr McMullon confirmed that the Planning Meeting will now be held at the end of April 2014, later than originally planned.

2. Mistletoe House – Full Planning Permission for First Floor Extension to Side over Garage and Single Storey Extension to rear of house. It was agreed that Cllrs Etherington and Jones will review the application and draft a letter of response, the letter to be ratified at the next meeting. KGE/FJ

3. North Yorkshire Minerals & Waste Development Framework Consultation. a. Cllr Jones had attended the presentation in Richmond Library on 6th March 2014. He spoke with Rob Smith and Joan Jackson who said that, in their view, there were no new proposals in the New Plan that are likely to seriously affect Middleton Tyas. Cllr Jones has a CD of the proposals which he will circulate to Councillors to review. FJ/ALL

b. Cllr Jones has asked for an extension of time for us to reply and this was agreed such that we can respond after our May meeting. ALL

c. It was Resolved that Cllrs Congreve and Jones should look at the proposals in detail to see if/how they may affect us and report back to the May meeting. RC/FJ

11. CORRESPONDENCE

1. Peter Nimmins – NYCC Consultation on Part-Night Street Lighting. Mr Nimmins had copied the Parish Council into communication on this matter with C.Cllr Heseltine to whom he had raised his concerns. Mr Nimmins had been loaned the NYCC and RDC maps of the street lighting proposals to help him review the position. The maps have since been returned to the Clerk.

Most of the items had already been dealt with and Cllr Jones will draft a letter of response outlining the situation. FJ/CJ

12. YLCA ADVICE TO COUNCILS YLCA had circulated advice on proposals to allow the recording by the public of Council meetings. This would include voice recording and photographic or video recording of public meetings. Councillors have been circulated with this advice to note. ALL

YLCA Advice on the possible re-introduction of weekly bin collections had also been circulated as Cllr Ross was already looking into this matter with RDC. JR

13. MEMBERS’ REGISTER OF INTERESTS Councillors were reminded that they have a legal obligation to notify any change to their Register of Interests within 28 days of a change taking place. ALL The current Register of Interests forms are to be updated and the Clerk will procure new forms for this to be done. CJ The updated Register of Interests forms will then be uploaded to the Village Website. JR

14. BROADBAND Cllr Ross confirmed that he and Cllr Jones had met with William Hague MP on 21st February 2014. Subsequently, Mr Hague had written supporting letters in our attempt to improve telecommunications for the village into the future.

D.Cllr McMullon informed the meeting that Scorton now has High Speed Broadband and Cllr Ross confirmed that Middleton Tyas is also connected to the new service. He advised residents to ‘haggle’ with their ISP for the best deal and to compare offers. He had been advised that you should receive a speed no less than the ISPs quote which could be up to 76 mbps (depending on the monthly amount paid). Cllr Ross noted that uptake is usually around 20% but that Superfast North Yorkshire (SFNY) are keen to improve on that as they will benefit financially and consequently be able to provide better broadband to more people in North Yorkshire. Chloe Lewis (RDC) undertook to ensure that the village is included in any awareness activity organised by SFNY. ALL

The ‘Tour de France’ cycle race on 5th July was discussed and the Clerk said she had been approached by Michelle Clough, RDC’s Project Officer, asking if we were aware of the arrangements. She had offered to attend the next Parish Council meeting to update Councillors and the Clerk will extend an invitation to her for 10th April 2014. CJ

Cllr Congreve is contacting the Mobile Phone Operators’ Association regarding the possibility of siting a new reception mast on his land. RC William Hague MP had also agreed to make contact with them on our behalf.

3. POLICE REPORT PC John Wilbor had submitted a monthly Crime Report which showed no activity in the village during March.

4. MICHELLE CLOUGH, RDC PROJECT OFFICER for ‘TOUR DE FRANCE’ (TdF) Ms Clough explained that the TdF is the largest annual sporting event in the world and is broadcast to 180 countries. Its visit on 5th July 2014 is estimated to attract 900,000 people to Yorkshire and 300,000 to Richmondshire, putting Yorkshire “on the map” and bringing revenue into the area. NYCC website has details of all road closures and race times. The RDC website has full information on the event including parking and camping sites for visitors. There will also be information ‘hubs’ in Leyburn, Aysgarth and Hawes, with the main Control Centre at RDC offices in Richmond.

So far as the village is concerned: Visitors will be arriving up to one week before the event and traffic from the A1 and A66 may affect our roads. Villagers should report any issues to RDC Control Centre. Many visitors will be staying in the area – in accommodation or camping. Local amenities (shop, pub, etc) may benefit from increased trade. Our village roads will be swept and litter collected for the week before the event. Internet sites may run more slowly or be ‘down’ due to the increased demand. Funding may be available for a community event (28 are planned already in Richmondshire). Legacy funding is also available and Councillors Ross and Collis will investigate this option for the village. JR/PC

Ms Clough said this is a wonderful opportunity for the area and we will never get the event here again. The Chairman thanked her for taking the time to present this information to the meeting.

3 Houses on Land NE of Dixholme – A Biodiversity Survey is being undertaken and the Planning Meeting will now take place on 29th June 2014.

Moto Services – D.Cllr McMullon had met with the new owners. They had discussed the drainage problems from the Moto Services site and the owner has spoken with the landowner of the field East of the Services. The Moto owners agreed to put a balancing pond into this field, with the owner’s permission. This should be done quite soon and D.Cllr McMullon will keep the Parish Council informed of progress. Field on Barracks Bank, below Scotch Corner Hotel (ex- Buccleuch Holdings) – This site is now owned by the new owners of Moto Services and the proposed Distribution Centre, which already had planning permission, will not now be built. However, the new owners are expected to put forward a proposal for a new development on this site in the near future. D.Cllr McMullon will keep the Parish Council updated as this progresses. JMcM

8. MATTERS ARISING

1. RDC Transfer of Assets Currently, the Car Park and Footpath (from Car Park to Play Park via School entrance) are owned 100% by RDC. These two areas are currently maintained 75% by NYCC and 25% by RDC.

For the future, Cllr Jones recommended that we do not take on any maintenance liability for these 2 areas. He felt that 90% of the ‘wear and tear’ was from School use (i.e. NYCC responsibility) and they should therefore maintain these areas. He was concerned about the Parish Council taking on any contribution to the maintenance of these areas in the future.

He supported the transfer of ownership of the Playing Field and Play Park and was pleased with the progress of tidying it up by RDC, as agreed on 7th March.

Councillors discussed the Car Park and Footpath areas and it was Resolved:

1. That the Parish Council is in favour of owning, operating and maintaining the Playing Field and the Play Park. 2. That the Parish Council is willing to take over the ownership of the Car Park and Footpath, subject to 3. below: 3. That responsibility for the maintenance of both the Car Park and the Footpath, which form the official access to school for pupils of Middleton Tyas Primary School, shall be fully maintained at all times to a high standard and at their expense by North Yorkshire County Council. 4. That the Parish Council will grant an Easement or equivalent to North Yorkshire County Council giving them access to the Car Park and Footpath at all times, for use by the School and for maintenance purposes.

A letter will be sent to Gary Hudson, Head of Open Spaces at RDC, informing him of the Council’s decision and the above Resolutions. CJ

13. BROADBAND / MOBILE PHONE COVERAGE

1. It was Resolved that Cllr Ross should write to the Chief Executive of Superfast Broadband, thanking him for his work to bring High Speed Broadband (HSB) to the village. JR/CJ

2. Cllr Jones noted that he is currently receiving a Broadband speed of 38 mbps and this should increase to 78 mbps.

3. The Chairman moved a vote of thanks to Cllr Ross for all his hard work, both as a Parish Councillor and as ‘Broadband Champion’ for North Richmondshire, in ensuring the village has been included in the current High Speed Broadband rollout across North Yorkshire. He had worked very hard and his efforts were very much appreciated.

4. Cllr Congreve confirmed that the ‘Expression of Interest’ form for a new mobile mast, on his land at the bottom of the village, had been sent off. He will update the meeting on progress. RC

14. VALUATION OF ASSETS

There has been some deterioration in the condition of all the assets this year and Cllr Jones presented a list of recommendations for refurbishment of the 9 seats and 3 notice boards. He noted that the assets are checked annually for safety and will be removed if they are found to be unsafe.

It was Resolved to accept Cllr Jones’ condition report and to ask Mr Ray Craggs for a quotation for the required refurbishment works. CJ
