If one plots an annualized calendar year graph of demand for services requested from a community development agency, the month of June would be considered to be the pinnacle of demand, with December typically being the month with the least demand for services. Gentle warm weather is the catalyst for peak demand in service. The public is fully engaged. True to calendar demand, members of the Department of Community Development (DCD) are also fully engaged with the high demand for dozens of services which we provide; from special use permit application requests to reviewing new development proposals, from inspecting overgrown grass and vegetation to management of development letters of credit, and from commencement of the 2004/2005 Community Development Block Grant housing rehabilitation program to new construction inspections.

The major DCD organizational plan is well underway. With several iterations of flow charts under review, the immediate goal is to present a recommended draft structure to the Village Manager by mid July. Upon presentation it is anticipated that further fine tuning will be necessary. Upon completion of the structure chart, the next step is to propose revisions to procedures for delivery of service to the public and then revise, where necessary, job descriptions.

The long awaited reconstruction of the Schaumburg Metra Station commenced with a fanciful groundbreaking ceremony. Staff was involved in the annexation of the station property, rezoning, development plan review and approvals, selection of materials, intergovernmental agreement issues. Later this fall, staff will prepare documents calling for requests for proposals to consider a lease agreement for the vendor space inside the station. Commercial Plans Examiner Douglas Jones is acting as the Village representative for project construction management. The is the busiest station on the Metra-Milwaukee Road West District Line and is a jewel for the community.

Senior Landscape Planner Martha Dooley was the Village representative to make a presentation on the new Biodiversity Plan and Ordinance. A much-heralded and extraordinarily progressive document, the Northeastern Planning Commission (NIPC) scheduled the presentation time and forum to allow Schaumburg to razzle dazzle the Chicago Metropolitan Community. NIPC realizes that this Village initiative includes very practical methods by which various environmental problems throughout the region can be mitigated, if pursued on a regional level.

Acting Development Review Planning Thomas Farace successfully guided eight teardown and replacement requests through the Plan Commission system. This is the largest number of requests in one month for new replacement houses since the phenomenon began in Schaumburg slightly over two years ago. Although it was necessary for staff to recommend denial of two, nonetheless the anti-monotony provisions recently incorporated into the master ordinance seems to be functioning as planned. Architectural revisions are being made to the two houses and eventual approval is prized.

 The Schaumburg Business Development Commission met on June 14, 2004 for their regular meeting at the Schaumburg Marriott. Culver‘s of Schaumburg was honored as the featured business of the month. The educational topic was on the retail industry. Mr. Norris Eber of Joseph Freed & Associates gave an overview on the International Council of Shopping Centers, lifestyle center revolution, and the retail industry in general.  Staff also sought volunteers from the Commission to help set up business forums to discuss issues in the Strategic Economic Development Plan. It is anticipated that these business forums with office, industrial, and commercial representatives will take place in the fall.

 Staff continues to work with several companies toward the goal of having them locate their business or expand their business in Schaumburg. Over the month of June, 31 economic development contacts were reported by the Department of Community Development.  The Economic Development Planner is also working with WT Engineering to find another site in Schaumburg to suit their relocation requirements as they have outgrown their current location on Scully.  Staff met with the brokers for Town Square, Cedric McGraw and Mel Melaniphy, to discuss the status of the restaurant site. The current agreement with Mr. McGraw and Mr. Melaniphy expires on June 30th. Staff brought an extension agreement to COW for approval on June 21st. The Village Board approved contract extension on June 22nd.  Staff met with Carl Bufalini of Enterpriz Cook County to discuss their role in economic development. Carl is the representative for northern suburban Cook County. Enterpriz Cook County is looking to attract and retain businesses for the area. Carl is working on an outreach program that coordinates with DCEO and the State of Illinois. Staff will be setting up further meetings to discuss opportunities to work together and set up business visits and forums.  The Economic Development Strategic Plan – ―Schaumburg Means Business‖ was approved by the Village Board. The Plan seeks to maximize occupancy and promote opportunities in our commercial, industrial, and office sectors. Staff will begin to address the action goals outlined in the Plan.

CDBG Programs  Staff attended the U.S. Housing and Urban Development Conference for Entitlement Communities June 16th and 17th.  All Subrecipient agreements for fiscal year 04/05 were approved by the Village in June.  The Consolidated Annual Performance and Evaluation Report was reviewed by the Health and Human Services Committee in June. It will be reviewed by Plan Commission and the Village Board in July and submitted to HUD.

Residential Rehabilitation Program  Staff is moving forward with the applicants in the Residential Rehabilitation Program. Staff is working with those applicants who have been on a waiting list to inspect their homes, create the bid write ups, and conduct the contractor walk-thrus.  There are three homes with contracts, six homes that are in the inspection phase and two applications that are being reviewed by staff for the Residential Rehabilitation Program.  The FY04 Annual Action Plan allocated $111,850 for the Residential Rehabilitation Program. Schaumburg has spent $3,925 through the Residential Rehabilitation Program this fiscal year.  In June, The Village approved two subordination agreements; 1632 Weathersfield Way and 316 S. Springinsguth Road.  The following is an update on the Residential Rehabilitation Program.

WACO/CHASI’s Child Care Center  Staff continues to monitor the subsidized child care center project. The contractor has completed work on the foundation and grading of the site and a portion of the framing. The project is at a standstill now as Illinois First funds are needed to continue construction and complete the project. In a response to the lobbying efforts by the Village of Schaumburg, WACO and CHASI a representative from the Governor‘s office visited the partially built site in February. Supporters of the childcare project are optimistic that the Governor will include the needed Illinois First funds in the current budget. WACO received word that $225,000 would be

Department of Community Development June 2004 Monthly Report Page 8 released from the State for Kay Wojcik‘s grant. CHASI and the Village of Schaumburg are still waiting to hear about their grants.

2004 National Edge City Conference  The conference will be held September 19-21. The program committee continues to meet to finalize the conference. Registration packets will be mailed in July. The conference will include sessions on Transportation, Developing a Creative Class in Suburbia, Tale of 3 Cities, Creating Public Spaces, and several breakout sessions.

$10,000 is budgeted for the 2004/2005 fiscal year. During the 2003/2004 Fiscal Year, matching funds were provided to 4 developments; Churchill Subdivision, Park St. Claire Subdivision, Lexington Fields Subdivision, and Plumwood Subdivision. The total amount spent was $10,000.00. Staff provided a reimbursement for $1,404.58 of the $5,000 requested by the Plumwood Subdivision.

Staff has received checks and invoices for 4 additional completed projects (Olde Schaumburg PUD, Essex Club, Churchill Subdivision, and Heatherwood North) to bring the total amount for requests for the 04/05 budget to $17,363.57. $10,000.00 is allocated for 04/05. $5,000.00 is allocated in the CIP for subsequent years. Systematic inspections of the single-family homes in the village are conducted. Violations relating to exterior home maintenance and sheds and fences in poor repair are documented. Residents receive a warning tag at their door or a letter and inspection report in the mail, depending on the type of violations observed by the inspector. Letters of intent prioritizing the repairs are accepted. Staff follows-up for compliance. Violations relating to posting of an address, tall grass, garbage and storage, and inoperable vehicles are documented separately. Warning notices are left at the door for these violations. Staff follows-up for compliance usually within a week. If a home passes the initial inspection, a thank you notice is left at the door. See June 2004 Pending Residential Housing Maintenance Report.

Staff verifies businesses operating within the Village have obtained a business license after receiving their certificate of occupancy. Unpaid licenses are also followed up on after late notices from Finance Department have been sent. Staff assists the Finance Department in the collection of food and beverage tax payments, NSF check collection, and other pick-ups and deliveries.

Inspections of all vending machines are conducted to verify each machine’s location, type, and price of items sold from the machine. This information is given to the Finance Department to determine the license fee each year. Each machine is also required to display the current year’s license sticker in a conspicuous place. Staff applies the license stickers to the machines.

Since May 1, 2003, all news racks located in the right-of-way are required to obtain a village license. The license regulates the number of news racks in a location, type, and maintenance. This month staff verified the locations of drop boxes throughout the village. Drop boxes have a contract with the village for their location and not a license.

Once the application for a new license has been approved by the Planning, staff inspects the location to verify what was stated on the application is actually what is on site. Generally, inspections of all licensed locations are required once every three years.

Unannounced inspections for illegal tobacco product sales to minors are conducted with the assistance of a minor under the age of 18 years. Staff issues a $50 P-ticket to violators who make a sale to the minor. Criteria inspections for license requirements regarding tobacco displays and required signage are also conducted by staff. Educational materials are also given to retailers periodically.

Staff periodically inspects the sales of self-service type lottery ticket machines by observing transactions at a location. If a minor is observed purchasing a lottery ticket from the machine, a violation is believed to have occurred. The location manager is issued a citation for not monitoring the machine as required

Staff assists the Police Department by monitoring K Class licensed locations for violations relating to their liquor displays and required signs. The Liquor Commissioner also makes requests from time to time for inspections.

Property owners are given an annual notice to maintain their vacant lot cut and free of debris. This includes the ditches in the manufacturing districts. Cuttings are also sometimes ordered for vacant residential and commercial properties. A citation is issued to the property owner when violations are not corrected after a warning notice has been issued. In some cases, the lot is then cut by a village contractor. The cost is billed to the property owner. A hold will remain on the property's real estate tax transfer stamp until the amount is paid in full.

A systematic inspection of dumpsters and their enclosures is conducted by staff. These inspections mainly deal with sanitation and maintenance of the enclosure. Staff monitors the village constantly for illegal signs and other violations. Weekend duty is assigned for four (4) hours on Saturday and four (4) hours on Sunday. Staff removes illegal signs and monitors garage sale and temporary special event permits.

Staff issues citation in relation to enforcement action taken to obtain compliance. P-tickets have a fine and when they go unpaid, a court date is scheduled. LO-tickets require a housing court appearance by the violator. Code enforcement monitors and keeps a record of all other department issued citations, processes payments received, and maintains the housing court docket.
