    Wall Colmonoy site Preamble In an assessment of a risk from a process, a standard source-pathway receptor model is developed to enable identifying best method for managing the risk. Method of risk management include removal/control of the source, removal of the pathways to sever the connections between source and receptors or removal of the receptors. In advising that this planning application will be rejected based on air quality issues, it seems that the authority has elected the latter (removal of receptor). This would have been a legitimate option if the proposed development was the only receptor. As the authority is aware, this is not the case as according to DEFRA (1,2), an area of, at least 4 km2 is affected by an impacted air quality with the concentration of Nickel being regularly and significantly above the target value although at varying degrees. A report by Defra (1) states that this exceedance situation is an area of exceedance of 1 km2 and is located in the Swansea valley in the north of the Swansea Urban Area agglomeration zone. The resident population associated with this exceedance situation is 2,102. This exceedance situation is adjacent to and shares common sources with the exceedance situation for South Wales. In South Wales, DEFRA(2) states that this exceedance situation is an area of exceedance of 3 km2 and is located in South Wales (non- agglomeration zone code UK0041). The resident population associated with this exceedance situation is 2962. Exceedances within these zone were identified on the basis of measurement data, with model results on a 1 km x 1 km grid resolution providing supplementary information.

    Wheelrights the Swansea Bay cycle campaign group Newsletter No. 10 Winter 2009/10 www.wheelrights.org.uk Swansea Council learns about cycle-friendly infrastructure Following his visit in April John Grimshaw returned to Swansea on 19th October to give a seminar to initiate Swansea Council in the art of making our roads more cycle friendly. The venue was the Penllergaer Council offices and the meeting was attended by around 40 officers mainly from Transport and Engineering. The meeting took place in the Council Chamber. This was an ideal venue for the presentation. Mr Grimshaw’s offer to take questions and comments as the talk progressed led to a strongly interactive session, enabling him to enlarge on various important details. After showing how little we cycle in the UK compar- ed with Northern Europe and discussing the role of cycling in tackling obesity he dealt in some detail with infrastructure. What stood out for me was the stress he placed on the need for continuity of cycle paths across minor junctions, drawing on examples across the UK and Europe. An outcome of the discussion on this was that our Council favour green for the colour of paths across junctions. True to form Mr Grimshaw elected to cycle from the railway station and I had the pleasure of accomp- anying him both ways. The photo shows him in Penllergaer Forest on our way back to the station. PURPOSE OF THE REPORT 1.1 The purpose of the report is to seek Members’ views on the initial proposals of the Boundary Commission for Wales, which were published on the 13th September, 2016 setting out the new constituencies in Wales, and if felt appropriate to set up a Working Group to give consideration to the proposals in order that a response can be made by the deadline of the 5th December, 2016. 2. BACKGROUND 3.1 Following the uncompleted review of Parliamentary Constituencies in Wales 2013, the 2018 review is a fresh review by the Boundary Commission for Wales and has been based on a change from 40 constituencies being reduced to 29, reflecting the electoral data as at December, 2015 and accords with the provisions of the Parliamentary Voting System and Constituencies Act, 2011 (“the Act”). 3.2 Attached at Appendix 1 is a copy of the initial proposals of the Boundary Commission for Wales, which was published on the 13th September, 2016 and any comments in relation thereto are to be made by the 5th December, 2016.

There began a process of consultation on those proposals. The Commission received hundreds of written representations on the initial proposals. Public hearings were also held across Wales to enable members of the public to express their views on the initial proposals and to suggest how they could be amended and improved. We are extremely grateful to all those who took the time to contribute. The Commissioners have considered all the written and oral representations very carefully. As a result, we have revised our initial proposals. We have proposed changes, often significant changes, to 19 of the 29 proposed constituencies. We have also proposed different names for 9 of the constituencies. There is now an opportunity to make representations on these revised proposals before we make our final report on proposed parliamentary constituencies for Wales.
