to the phasing of this site in phase 2. They consider it should be included in phase 1 as it is suitable, achievable and deliverable for development in the short term. Response Paragraphs 2.36 – 2.38 of the Site Allocations Plan explains the approach taken to determine the phasing of sites. Paragraphs 6.1-6.4 of the Housing Background Paper expands on this. The Authority Monitoring Report, which will include the council’s 5 year supply, will determine the release of future phases. Action No change. Detail Noted that local congestion is identifies as a reason for rejection of site 2160, and queried why this is not also considered to be the case for this site. Response The site assessment for HG2-1 recognises that there are local congestion issues on the A65, though it is considered that access from Ings Lane is achievable. This contrasts with site 2160, where congestion issues were similarly noted but it was also found that adequate access cannot be achieved for the level of development proposed. This is why highways issues are cited as one of the reasons for rejection for 2160. Action No change. Detail There have been instances of sewage pollution in Mire Beck due to the poor state of the sewers in the area. Stated that Yorkshire Water have not solved the problem and have admitted that the present state of the sewer network is struggling to cope. Response Yorkshire Water have been consulted throughout the preparation of the Site Allocations Plan. No concerns about allocation of this
