Implementation Status Overview The last implementation support mission carried out on June 3-13 findings were positive as the project management has significantly improved although achieving its development objective remains challenging. Since the last implementation support mission of January/February 2014 a series of recommendations have been carried out notably: (i) the completion of the staff performance assessment and the recruitment of additional staff which is ongoing and is expected to be completed by the end of August 2014; (ii) the

Public Disclosure Copy resettlement of populations at Sabalibougou is on its way to be completed with the construction of a school, a health center, water and and sanitation works; (iii) the signature of the convention between APCAM and AGETIER to entrust to the latter the small irrigation development completed in June 2014; (iv) the recruitment of private operators/ NGOs to assist beneficiaries in designing and implementing their micro-projects. Moreover, the three contracts for the construction of the primary canal at Sabalibougou (USD 11 million),artificial insemination (USD 1.1 million) and the Master Irrigation and drainage plan (PAHA) at the Office of Niger (USD 0.8 million) were also signed. In this new operational context, the rate of disbursement is 44% as of August 11. It is expected to reached about 60% by December 2014 with about USD 10 million been engaged.

As a result of this achievement the project development objective and its implementation performance have been upgraded to moderately satisfactory. Hence PAPAM is no more classified "as problem projects" because with the proceeding of advance payments (20% for PAHA and Sabalibougou work) and the full payment of artificial insemination , about US 3.5 million have already been disbursed leading to a current disbursement rate of 44 as of August 11, 2014. With about USD 10 million engaged, the disbursement rate is expected to reach 60-65% by the end of December 2014. On the ground 2,200 hectares of which 1,700already developed at the Office of Niger will be put in use this off crop season in December 2014.
