Individuals who have a college education will earn significantly higher income that those who only have a high school diploma (McGlynn, 2001). Having a college degree is not only beneficial to an individual, but a community with an educated work force can acquire significant economic and social benefits. If there is no access to higher education, individuals and the community generally cannot advance as well economically. Individuals living in South Texas did not have the opportunity to improve their socio-economic status because of the lack of public institutions of higher education in their region. The South Texas Region is comprised mostly of a Hispanic population. It has the “state’s least educated population, the state’s poorest facilities, and the least capacity to generate local taxes to improve educational opportunities” (Hispanic Association of Colleges and Universities, 1993). This study explored predisposing conditions such as racism and examined critical elements such as economic and political power in San Antonio, and the dynamics vi that empowered a minority group to take the fight of access to a public university to a higher level. According to the legislators interviewed, the move to create a second UT System campus in downtown San Antonio was a community grassroots effort that had a buy-in from members of the Bexar County delegation. The legislators proposed legislation and followed the bill through the approval process in the Texas House and Texas Senate. Before the bill was approved, a lawsuit had been filed by the League of United Latin American Citizens and the American GI Forum against the Texas governor alleging the State had violated the constitutional rights of Mexican Americans by having unequal access to a comprehensive public university. During a time when tuition has skyrocketed and the cost of gasoline has soared, it is amazing how the adage “Build it and they will come” continues to fulfill the dreams of students who may have never     UC San Diego Department of Sociology Working Paper 2016-2 Market University or University Family? Challenges to the Locus of Authority in Public University Tuition Policy Jennifer Nations Abstract State higher education systems have played an important role in increasing college participation among disadvantaged student populations, partly because they have been students’ most affordable option. Since the 1980s, nearly every state legislature with power to set public sector tuition has transferred tuition setting authority to unelected university governing boards, making way for substantial increases in tuition costs. I use a comparative case study method to show how institutionalized ideologies about public postsecondary education led policymakers in New York to resist this national trend while in Texas they abdicated control over tuition. I demonstrate that the organizational arrangement of postsecondary institutions placed different types of normative constraints on political actors as they weighed the merits of devolved tuition authority, leading to divergent outcomes. My research advances sociological understandings of the politics of higher education and education policymaking in general. Absent-excused: Luna. The President announced that a quorum of the Senate was present. The Reverend Troy Bell, Sr., Simpson United Methodist Church, Austin, offered the invocation as follows: O Lord, our Lord, how glorious is Your name. We gather this day in the Senate of the State of Texas aware of Your mighty presence. Much has been debated and declared by this illustrious group, but help us to remember You measure our worth and accomplishments by what we do for each other and not our politics. Allow Your spirit to search every heart present so they may do their best for You and Your people here in Texas. Make them keenly aware of all those areas where they have not been faithful and forthright for the real needs for our state and give them a new determination to do justly and follow Your will and not political or economic convenience. Lord, You have so much to teach us, give us, and show us if we would just humble ourselves and acknowledge You are lord of lords and king of kings. Come now and overwhelm these, our leaders, with Your great presence that they may build lasting monuments of Your justice and love.
