Regional Overview
Air, land and water in the Wellington region – state and trends Regional overview This summary highlights the key findings from State of the Environment monitoring we carry out of natural resources across the Wellington region. It is drawn from eight technical reports which give the full picture of the health of the Wellington region’s air, land, fresh waters and coast. The reports, published every five years, are based on environmental monitoring and investigations over the past five to ten years (and longer for some resources). The findings are informing the current review of Greater Wellington’s regional plans – the ‘rule books’ for ensuring our region’s natural resources are sustainably managed. These plans are now more than ten years old and we are developing a new integrated plan. Community input to the review is critical – you can find out how to have a say on the back page. How do we measure the health of the region’s air, land and water resources? Regional councils have a legal responsibility under section 35 of the Resource Management Act 1991 to monitor the state of the environment – this essentially means tracking the quality and quantity of the region’s natural resources over time. Greater Wellington does this through long-term monitoring programmes across the region focusing on: ● Air quality at 6 locations ● Soil quality (118 sites under a range of different land uses) and stability ● Rainfall (at 50 sites) and river flows/levels (at 45 sites) ● Groundwater levels (at 146 sites) and quality (at 71 sites) ● Water quality at popular river and beach recreation spots (100 sites) ● River/stream water quality and ecosystem health (at 55 sites) ● The health of selected estuaries and our two harbours Measuring river flow We also carry out short-term investigations where our routine monitoring identifies gaps or potential problems, such as poor air or water quality. -

THE TARARUAS—A DUAL-PURPOSE NORTH ISLAND FOREST J. URE * SYNOPSIS Tararua Forest covers some 300,000 acres of steep moun tainous country in southern North Island and is mainly State Forest (258,000 acres) including 23,000 acres vested in Wel lington City Council. The forest is predominantly red and silver beech with rimu/ miro in association at lower altitudes. The severe storm of 1936, which devastated several thousand acres on the western side of the range, inadvertently demon- strated that the forest plays a most effective protective role in relation to capital values of the order of 100 million dollars downstream, and vital communications. Nearly half a million people live around the forest, which is extensively tracked and provided with 42 huts to facilitate outdoor recreation. One road end, recently developed as a picnic site, has at tracted up to 16,000 visitors in a year, indicating that there is a tremendous latent demand for this type of recreation. It is concluded that Tararua Forest plays a most important dual role in southern North Island. Upper catchment protec tion is without question the most important role in view of the vulnerability and high values off site, but the need for recrea tion and outdoor education of a large, rapidly growing popula tion is such that maintenance of the forest could be justified for this reason on its own. INTRODUCTION Tararua Forest covers some 300,000 acres between the Mana watu Gorge and the Rimutaka saddle in southern North Island and is predominantly State Forest embracing 258,000 acres including 23,000 acres presently vested in the Wellington City Council. -

The ship went down in Cook Strait, only a few kilometres from where the Wahine was wrecked in April 1968, with the loss of 51 lives. Built of iron in 1864, on its Glasgow-Liverpool run the Penguin was reputed to be one of the fastest and most reliable steamers working in the Irish Sea. At the time of the wreck she had served the Union Steam Ship Company for 25 years, most recently on the Lyttelton and Cook Strait run. The Risso’s dolphin known to thousands as Pelorus Jack cavorted round the Penguin’s bows in the early years of the century, but after a collision in 1904 kept its distance — until January 1909 when it suddenly reappeared. -

APPENDIX 3 Operative Kāpiti Coast District Plan Objectives and Policies Proposed Kāpiti Coast District Plan Objectives and Policies S149(G)3 Key Issues Report – Kāpiti Coast District Council C.1: RESIDENTIAL ZONE C.1 RESIDENTIAL ZONE Over 90% of the district's population live on less than 4% of the land. This land comprises the residential environment. To accommodate this population there has been considerable investment made in buildings, services (water, gas, wastewater disposal) roading and amenity facilities (shops and schools). This represents a significant physical resource which needs to be managed to enable people and communities to meet their needs and to minimise any adverse effects of activities on both the natural and physical environment. The management of this resource can be achieved within the District Plan through controls in the design of subdivision, use and development. The objectives and policies set out below in C.1.1 are intended to address the significant resource management issues identified in B.2. The related subdivision and development issues in B.8 are addressed in C.7. C.1.1 Objectives & Policies OBJECTIVE 1.0 - GENERAL ENSURE THAT THE LOW DENSITY, QUIET CHARACTER OF THE DISTRICT’S RESIDENTIAL ENVIRONMENTS IS MAINTAINED AND THAT ADVERSE EFFECTS ON THE AMENITY VALUES THAT CONSTITUTE THIS CHARACTER AND MAKE THE RESIDENTIAL ENVIRONMENTS SAFE, PLEASANT AND HEALTHY PLACES FOR RESIDENTS ARE AVOIDED, REMEDIED OR MITIGATED.
