NOTICE OF QUESTIONS

(FOR ORAL ANSWER ON MONDAY 10TH DECEMBER, 2018)

1. MR. S. LELATISITSWE, MP. (BOTETI EAST): To ask the Minister of Basic (188) Education to update this Honourable House on the status of Secondary School looking at the following:

(i) staffing and staff accommodation;

(ii) classrooms and furniture;

(iii) hostels and their maintenance plan;

(iv) availability of text books in the school; and

(v) what plans are there to address the situation mentioned above.

2. MR. H. G. NKAIGWA, MP. ( NORTH): To ask the Minister of (189) Defence, Justice and Security:

(i) how soldiers whose properties were burnt to ashes in 2012 due to a fire caused by a geyser explosion at Hundred Men Block Barracks in Glen Valley were compensated;

(ii) what delayed their compensation for over 6 years; and

(iii) how the affected soldiers and their families were assisted and what update have they received so far.

3. MR. D. L. KEORAPETSE, MP. (SELEBI-PHIKWE WEST): To ask the Minister (190) of Investment, Trade and Industry whether Botswana Investment and Trade Centre (BITC) has embarked on a restructuring exercise and if so, to state:

(i) when the idea was formulated and the reasons thereof;

(ii) amount used to pay consultants for the purpose, names of these consultants and the services they provided including dates; and

(iii) why the restructuring process has not been implemented.

4. MR. B. M. MOLEBATSI, MP. ( EAST): To ask the Minister of (191) Agricultural Development and Food Security:

(i) if he is aware that ear tags and ear tag applicators are not fully supplied despite farmers being expected to have their animals ear tagged within 3 months failure to which, they are prosecuted; and if so,

(ii) to state the position of the Ministry regarding the ear tags project.

5. DR. T. O. MMATLI, MP. ( SOUTH): To ask the Minister of (192) Land Management, Water and Sanitation Services if he is aware that the former Minister of Land Management, Water and Sanitation Services, Honourable Maele promised Bakwena during a Kgotla meeting he addressed on March 15th, 2018 that the construction of the Molepolole sewerage system would commence in August or September of 2018; and if so, to state:

(i) what delayed the commencement of the project;

(ii) to state the amount budgeted for the project; and

(iii) when the long awaited construction of the Molepolole sewerage system will commence.

6. MR. S. KEBONANG, MP. (): To ask the Minister of Investment, (193) Trade and Industry:

(i) whether Botswana Trade Commission (BTC) is being shut down; and if so, the reasons for such a move;

(ii) whether the Minister and/or Cabinet can shut down a statutory established organisation such as BTC; and if so, under what authority; and

(iii) if Parliament has any say in the closure of BTC.

7. MR. B. M. MOLEBATSI, MP. (MOCHUDI EAST): To ask the Minister of (194) Agricultural Development and Food Security if it is not opportune for Kgatleng to be turned into a horticultural hub (irrigation) given its advantage of rivers such as Notwane, Madikwe and Limpopo flowing through the constituency.

8. MR. N. S. L. M. SALAKAE, MP. ( NORTH): To ask the Minister of (195) Mineral Resources, Green Technology and Energy Security when the Government will consider electrifying Grootelaagte village as promised.

9. MR. P. MAJAGA, MP. (NATA-GWETA): To ask the Minister of (196) Employment, Labour Productivity and Skills Development:

(i) if he is aware that security companies do not pay their employees on time especially in the Nata-Gweta Constituency;

(ii) what his Ministry is doing to address the situation since the Labour Department is not succeeding in solving this problem;

(iii) if there is a committee set by the Ministry to investigate and correct this; and

(iv) whether there is any working relationship between his Ministry and that of Defence, Justice and Security.

10. MR. W. B. MMOLOTSI, MP. (FRANCISTOWN SOUTH): To ask the Minister (197) of Agricultural Development and Food Security:

(i) what plans are in place for the resuscitation of Botswana Meat Commission (BMC) abattoir in Francistown;

(ii) what the Ministry is doing to ensure that the plant is kept in working condition while awaiting its reopening; and

(iii) how much the Government is spending for the upkeep of the abattoir during this time.

11. DR. P. BUTALE, MP. (GABORONE CENTRAL): To ask the Minister of (198) Defence, Justice and Security to state:

(i) the number of times that the salary for the Commissioner of the Botswana Prison Service was adjusted;

(ii) whether there was any trickledown effect, triggered by the adjustment of the salary of the Commissioner; and

(iii) if there were adjustments made in lower salary scales and if so, when these adjustments will effect.

12. MR. J. MOLEFE, MP. ( WEST): To ask the Minister of (199) Transport and Communications if he is aware that cattle stray onto the A1 road between Dibete and Mahalapye and thus causing accidents; and if so:

(i) what long lasting measures will be put in place to prevent cattle straying onto the A1 road;

(ii) why the gates along the A1 road between Dibete and Mahalapye are not fitted with cattle grid steel rails to prevent animals crossing onto the road; and

(iii) how many fatalities were recorded between 2016 and 2017 along this road.

1. MR. S. KGOROBA, MP. (MOGODITSHANE): To ask the Minister of Basic (200) Education what plans the Ministry has to deal with the large numbers of students overwhelming the current infrastructure in primary and secondary schools.

2. MR. W. B. MMOLOTSI, MP. (FRANCISTOWN SOUTH): To ask the Minister (201) of Health and Wellness:

(i) when he will convert one of the clinics in Francistown South into a 24-hour facility;

(ii) if he is aware of the suffering that patients go through to access health facilities at night; and

(iii) what he intends to do to ameliorate this situation.

3. MR. N. S. L. M. SALAKAE, MP. (GHANZI NORTH): To ask the Minister of (202) Local Government and Rural Development whether there are plans to tar the road connecting new Botswana Housing Corporation (BHC) houses in Kgaphamadi South Ward to internal tarred road network within Ghanzi Township; and if so, when it should be expected and the budget thereof.

4. MR. K. M. SEGOKGO, MP. (TLOKWENG): To ask the Minister of (203) Employment, Labour Productivity and Skills Development:

(i) if all relevant employees at the Department of Labour and Social Security have been correctly placed to benefit from the multiple grading and titling of the C band following the issuance of Directive No. 6 of 2008;

(ii) if all officers have been promoted accordingly and paid their accumulated salary arrears;

(iii) how many have been paid and how many have not;

(iv) when will officers who have not been paid be fully paid;

(v) if there are any officers who have been disadvantaged and how many they are; and

(vi) what redress will come into effect for such officers.

5. MR. K. MARKUS, MP. (MAUN EAST): To ask the Minister of Land (204) Management, Water and Sanitation Services:

(i) to state the number of goats which died in Makalamabedi Water Utilities Corporation Substation due to water contamination;

(ii) when the owners of the goats will receive compensation; and

(iii) if he is aware of the report from the Veterinary office confirming that the goats died as a result of some poison they ingested through contaminated water.

6. MR. M. R. REATILE, MP. (SPECIALLY ELECTED): To ask the Minister for (205) Presidential Affairs, Governance and Public Administration to state the annual budget under his Ministry to support different print media houses, through advertising, to help them sustain jobs they have created, if any, and to provide a monthly breakdown of expenditure towards each print media house for the past 12 months.

7. MR. J. MOLEFE, MP. (MAHALAPYE WEST): To ask the Minister of Basic (206) Education if he will consider constructing a satellite school at Tewane Junction for primary school pupils who travel more than ten (10) kilometres to school in Tewane village and if so, when.

8. MR. H. B. BILLY, MP. (FRANCISTOWN EAST): To ask the Minister of (207) Youth Empowerment, Sport and Culture Development to update this Honourable House on how he is commercialising sport and if there is any strategy in place to carry out that mandate.

9. MR. S. KEBONANG, MP. (LOBATSE): To ask the Minister for Presidential (208) Affairs, Governance and Public Administration whether there are plans to officially establish, recognise and find the office of the First Lady given the many responsibilities she has to attend to and if not, why.

10. MR. H. G. NKAIGWA, MP. (GABORONE NORTH): To ask the Minister of (209) Employment, Labour Productivity and Skills Development if he is aware that employees at Mendel Welding and Engineering are given 2 to 6 months’ contracts which ultimately run for over 15 years:

(i) if this is a fair labour practice and if not, are there plans by Government to review such policies;

(ii) if it is a fair labour practice for employees to be paid for 11 working days despite having worked the whole of December; and

(iii) if the company has a Safety, Health and Environment (SHE) Officer and if not, if it is proper for such a company to operate without one.

11. DR. T. O. MMATLI, MP. (MOLEPOLOLE SOUTH): To ask the Minister of (210) Defence, Justice and Security how much revenue the permanent roadblock at Gamodubu has generated since its mounting.
