The one hundred and ninth Annual General Meeting of the Royal Canadian Artillery Association opened at 0830 hours, 15 September, 1994 at CFBShiIo, Manitoba, with Colonel D.L.Berry, SBStJ CD presiding. Welcome By Base Commander, CFB Shilo
Colonel Tim Guiler welcomed all delegates to the Home Station. He noted that the Base was extremely busy hosting not only the RCAA Annual General Meeting, but also the military softball- championship tournament, several games of which he was personally committed to attend. He commended I RCHA for the fine effort they had made and would continue to put forth for the 1994 AGM. In closing, Colonel Guiler said that it was always good to see the many old friends that the annual meetings brought together, and he expresssed the wish that we would have a good meeting. On behalf of all of us, I would like to congratulate Colonel Tim Guiler on his appointment as Commander of the Home Station, and to thank him for hosting our annual conference. I would also like to thank his predecessor, Colonel Pierre Boucher, for his invitation, and to recognize the contribution of LCoI Andrew Leslie, CO I RCHA, Major Mike Hynes theOPI for our conference, and all members of 1 RCHA for their efforts on our behalf.
A lot has happened since we last met in CFB Gagetown in September, 1993. Canadian troops, many of them gunners, continue to serve in a number of places around the world. The two senior serving gunners have both been out of the country, MGen Maclnnis has been in Bosnia and MGen Dallaire in Rwanda. It is obvious that the armed forces of Canada, and particularly the Army, are being stretched to the limit to meet the demands of peace keeping and peace making. We can be justly proud of their contribution.
As you know, 1994 marks the 50th anniversary of the D-Day invasion of Normandy. These celebrations received a great deal of publicity and I know that gunners and gunner units across the country participated in many of the activities honouring the Canadians who participated in this historic event. As far as the Association is concerned, most of our effort went into ensuring that the artillery units who participated in the D-Day landings were fairly represented at the ceremonies in Europe. In this regard, I wrote a number of letters to Senator Marshall, the Department of Veterans’ Affairs, and the organizers of the pilgrimage to Europe. I also wrote to the COs of all the Artillery units soliciting names of persons who had participated in the invasion and who were deemed fit to travel to Europe. All nominations from the units and associations were forwarded to Major John Sawicki. Major Sawicki, along with the Colonel Commandant, then made the decision on who should go. The choices were made in a fair and democratic way, and I am pleased to say that the gunners were given fair representation at this event. I would like to personally thank Major Sawicki for his contribution in this regard.
As I said earlier, the events associated with the D-Day anniversary were numerous, and we will hear more about them in the reports given by the regional representatives. However, I would lik’eto mention the contribution made by the RCA Museum and to thank them for their efforts in helping to set up a display in the Brandon Armoury and in providing vehicles and other support to activities across the country.

La crise financière qui perdure au Canada et l’élection d’un nouveau gouvemement aOttawa ont eu des repercussions importantes sur les Forces arrnées. En janvier dernier, au Congres des associations de Ia Defense, le Ministre de Ia Defense nationale et Ic Chef d’etat-major de la Defense ont dressé un tableau plutôt sombre de Ia situation. Le ministre a dit que le mandat du comité de revision était de determiner ce dont Ie Canada avoit besoin pour les forces armées et d’utiliser le mieux possible l’argent disponible. II a demandé au CAD et aux associations membres de participer activement au processus et de prodiguer leurs conseils au comité de revision. Le CAD a egalement demandé anotre association de foumir les noms des officiers de tous Ic coins du pays qui accepteraient de recevoir I’information de CAD, d’écrire des lettres aux joumaux, de prononcer des exposés devant les membres de clubs et d’exposer les perspectives d’avenir des forces armées. Nous avons fourni une telle liste. Le CAD a également demandé achaque association de preparer un compte rendu succinct devant être présenté au comité de revision. all - 26 - artillery staffs are working in concert on this issue and I expect that they will continue in their efforts to ensure that an appropriate quantity of ammunition is allocated to all units so that the required standards can be maintained. I was pleased to note that the RCA has taken the initiative in “training smarter” by combining Regular and Reserve soldiers on several recent exercises and by combining School, field force and higher level training requirements during the recent exercise in Shilo. The reality is that the Army will continue to train with reduced resources and I am open to any initiative which will result in the maintenance of the appropriate level of operational capability in this context.
The question of the manning level of the Regular field regiments has been broughtto my attention by the staff and there are several initiatives under active consideration within the Land Force Restructure process. Again, the anticipated defence policy could have a major impact on the entire Land Force structure. Therefore, I cannot now undertake any major structural changes until that policy is developed. However, I can assure you that your concern has been noted and will be considered during the post-Defence Review planning process.
Your final point concerns the employment of artillery sub-units in UNPROFOR. As you know, I have always approached this issue in terms of relative risk. Two factors are now combining to permit me to consider the use of Artillery sub-units. The first is the changing nature of the missions in both Bosnia and Croatia. The second is sheer availability of troops. Accordingly, I have made it clear at recent Army Council meetings that Area Commanders are permitted to employ artillery sub-units in upcoming UNPROFOR rotations and that they may consider using Regiments as a “manoeuvre unit” if the operational situation permits. I appreciate the contribution of the large number of Gunners who have participated in UNPROFOR so far and understand their desire to serve.
In closing, I would like to thank you for your constructive and informative letter. I value the advice of the Associations and appreciate your support. I hope that I have responded to your concerns in an adequate fashion and that you will understand that the unpredictable nature of the Defence Review precludes me from being too specific in some areas.

You have bestowed another great honour and privilege upon me. I will do my utmost to justify that trust and confidence. -
I would like to express my thanks to Colonel Tim Guiler, Commander of the Home Station and his staff, and to LCo1Andrew Leslie for the tremendous efforts 1 RCHA has made to ensure the success of this conference. As always, Major John Sawicki and the members of the RCA Regimental Headquarters are here to provide invaluable assistance to each and everyone.
Last year I spoke of the changing world we as gunners live in. There has been no change during the past twelve months and the impact of the Defence Review may cause further modifications to the way we do business. As gunner leaders, we must strive to ensure we understand all initiatives which will affect gunners and the Army; In this manner, we will be able to confidently and effectively brief our subordinates, represent the Army position to the public, and best be able to support General Reay’s leadership. The condition of change will continue into 1995. At the last conference, I spoke of the handover that had just occurred between Colonel George Oehring and Doug Briscoe. We can now anticipate another change of Directors as the Army colonels posting plot is confirmed.
At this point I must state my appreciation to Colonel Doug Briscoe. Notwithstanding the tremendous pressure from his primary function as Base Commander, he has been able to work diligently for the Royal Regiment, and through his staff headed by LCol Mike Capstick, has made tremendous strides to improve our overall gunner system.
I would like to take a moment to acknowledge the continuing accomplishments of the VSHORAD Total Force units. 18 AD Regiment, 1AD Regiment, and 58 AD Battery continue to be very effective organizations and true Army successes. I am told that 1AD Regiments’s performance on EXERCISE BLAZING ARCHER was as good as any British Javelin battery. That quote came from a British 1G. I am also very pleased with the advances made toward the reactivation of 4 AD Regiment and look forward to the completion of this initiative which is so very vital to our Air Defence artillery.
It has been very gratifying to see the change which has occurred in the overall view of gunner units and their utilization as UN OPs. We still have a great deal of work to complete regarding this issue and must constantly promote our qualities. At this time I would like to acknowledge the contributions of all gunners who have participated in UN OPs and the very professional manner in which these. missions have been completed.
Although it has been said several times already during this conference, we must emphasize once more how proud we are of the accomplishmnents of Major-Generals Maclnnis and Dallaire. We are extremely happy to have both of our most senior gunners on the ground where they can utilize their vast experience to influence the decisions which will affect all gunners. Their presence will also help guide important decisions we will make in the next year regarding:

I would like to begin by telling you how very happy I am to be among you today. Mr. President, thank you for allowing me the privilege of addressing the members of this Association which provides the very soul of our Regimental family.
During the past year I have been committed to serving you, the honoraries, the COs, and most importantly the gunners, to the best of my abilities. As I stated last year, my biggest enemy is and has been time management, as my primary duties put a considerable dent in available time. We have made vast improvements with regard to the level of transparency between LFC HQ staff (G3 Arty and - myself), the areas and the units, but we must continue to improve these relationships. Although I am not well placed within the command structure of LFC HQ, the Commander has ensured that I have been apprised of issues and that I have a place on the Council for all artillery issues. Air Defence The VSHORAD Total Force units continue to be a success with 18AD Regiment in Lethbridge continuing to lead the way. My staff in the G3 Artillery Section and the staff in Land Force Atlantic Area continue to staff a project which will see the reactivation of 4th Air Defence Regiment in APS 95. This unit will be organized with a regimental headquarters, an installation battery, and a brigade air defence battery. It is planned that the unit will be located in Gagetown and Moncton with a small detachment in Cold Lake. The unit strength will be 443 all ranks made up of positions currently held by 119Air Defence Battery and the remainder by Militia soldiers. There will be no additional Regular Force positions with the formation of this unit.
Restructure is a very slow process, involving countless briefings, staff checks, and plans as LCoI Mike Capstick would be more than happy to verify. I am confident these plans for restructure will provide the Royal Regiment with a sound and functional organization for the future. This still does not provide the same relationship as one would have working within the same building, but has been a satisfactory relationship.
Aim My aim of my briefing today is to give you a brief overview of the structure, training, and equipment issues facing the Royal Regiment ( a little repetitive for the COs after our meeting yesterday). In addition, I will also update you on the actions taken as a result of the two resolutions which the RCAA submitted to the Commander after the 1993 AGM.
Update on Arty Structure Issues Last year I briefed you on work that my staff had begun to modify the structure of field artillery regiments in order to man three full-time batteries in each of the regular Force regiments. Manning of these batteries would be completed with Militia soldiers. A fourth battery would be manned completely by the Militia. This project continues and is under further review at this time. Individual training The development of integrated individual training standards continues to be a high priority. The principle of building courses based on 14 day blocks, suitable for the Militia soldier, continues and is now in place for officer training and courses such as the 6B. The process of dividing courses into 14 day blocks is relatively easy for short courses but becomes much more complex for long courses. One solution could and will probably be more self-study packages. I. The fkt is the subject of EX SHELLBURST VALLEY, specifically as an op and in measuring the op capability of our units. Since this is a subject of immediate concern to the RCAA, I would like to resume the factors which impact on this question. To start is the matter of resources management which under the Army restructure places control of all assets under the Area Commander. This devolution of authority stems from a major shift in management philosophy of the Department which seeks to devolve authority, responsibility and accountibility to the appropriate level. Within this philosophy, the Commander of the Army has devolved financial authority and resource management to the Area Commander, and having done so, he is loathe to initiatives or authority in this regard.. The theory is that the user makes the decisions within funding levels to accomplish tasks assigned. If an Area Commander is given the task to provide two battle groups to the former Yugoslavia, he has to assume their readiness within the funding level assigned and therefore has to make decisions regarding ammo allocation which is dollar controlled. If he decides that the Shoot-To-Live programme is essential preparation, then he must take ammo dollars from other sources. He will then look at all of the requirements and attempt to protect those essential to the Army maintaining a minimum essential for all 11 combat functions. But since troops to be deployed obviously have priority, ammo allocations for competitions such as SHELLBURST VALLEY may be reduced. In fact, all competitions from sports to the Arms competitions are presently subject to review.
The second factor is the op tasking assigned to each Reserve artillery regiment in each Area. Some are tasked to provide a battery, others a battery minus, and in some cases two units are tasked to put together a composite battery. So not everybody is equal in the equation. The playing field is not level and hence a national level competition is in question as to its fairness given these circumstances.
The th1, notwithstanding the two foregoing, is the need to op eval each unit as regards its taskings. Shellburst Valley can be that mechanism but we need to adjust the marking guide accordingly with the overall accepted Army Battle Task Standards which are nearing completion. The fourth factor is that not all units can participate h year as some Areas/Districts are moving to two year training cycles. There is the counter agreement that not all units have been able to participate in the past, but the point here is that some will have that decision taken away even if they were.
From the RCAA point of view, EXERCISE SHELLBURST VALLEY rises above all these issues in that it has always been a platform for excellence which allowed gunners to be a step ahead of our sister Combat Arms. That is an important factor and I hope we can get a good discussion in plenary session of this issue.
2. The second major point stemming from yesterday’s meeting was the question of officer training based on the less than stellar production from this year’s RESO courses. Clearly the production cannot reasonably meet demand in the Reserve units placing thus a greater demand on M1TCP. Yet this is an Area funded activity with corresponding financial constraints. Additionally, the prerequisite of IOC qualifications prior to promotion to captain, with priority in some areas going to infantry or armour i.e. some arty units received no vacancies creates a situation of frustration for artillery Militia officers, perhaps to the point where theyjust give up on the whole process since they perceive they are not advancing with their peers in the Combat Arms. There are ongoing studies but it does seem to me to be a very complex officer career progression which needs addressing shortly. La délégation de ce pouvoir est Ic résultat d’un changement de cap complet en ce qui conceme la philosophic de gestion du ministère: désormais, les pouvoirs, responsabilités et obligations de rendre compte sont délégués au niveau adéquat. Conformément a Ia nouvelle philosophie, le commandant de l’armée de terre a délégué les pouvoirs financiers et Ia responsabilité de Ia gestion des ressources aux commandants de secteur et est maintenant reticent a mettre un frein aux initiatives, ou a brimer l’exercice des pouvoirs a cet égard. En théorie, l’utilisateur prend des decisions dans les limites de son budget afin de réaliser les tâches qui Iui ont été confiées. Si on confie a un commandant de secteur Ia tàche de déployer deux groupements tactiques en ex-Yougoslavie, ii doit preparer ses troupes dans les limites du budget qui lui est conflé, ce qui l’oblige a prendre des decisions concernant Ia repartition des munitions, une question qui comporte des repercussions sur le budget. S’iljuge que le programme tirer pour vivre est un élément essentiel aux préparatifs, ii doit puiser dans d’autres sources des sommes pour les munitions. fl étudie chaque besoin, puis ii tente de répondre a ceux qui sont essentiels au maintien par l’armée de terre du niveau minimal pour chacune des 11fonctions de combat. Evidemment, les troupes a déployer ont Lapriorité, mais ii est parfois nécessaire de réduire Laquantité de munitions pour des competitions comme l’EX SHELLBURST VALLEY. Le deuxième facteur a trait aux tâches d’instruction confiées a chaque regiment d’artillerie de Ia reserve de chaque secteur. Certains regiments doivent fournir une batterie, d’autres une batterie avec effectifs réduits et deux unites doivent constituer une batterie nuxte. Comme on peut le voir, tout Ic monde n’est donc pas traité sur Ic même pied. Les conditions ne sont pas les mêmes partout et c’est pourquoi on met en doute l’équité d’une competition a l’échelle nationale.
Troisement, ii a été question de l’évaluation opérationnelle de chaque unite sous I’angle de ses tâches d’instruction. L’EXERCICE SHELLBURST VALLEY peut servir d’outil d’évaluation a cette fin, mais le guide de notation doit être révisé en fonction des normes d’aptitude au combat de l’armée de terre, dont Ia conception est presque achevée maintenant.
En quatrième lieu vient le fait que les unites ne peuvent pas toutes participer aux competitions chaque année. En effet, des secteurs et districts sont en train d’adopter des cycles d’instruction de deux ans. The Competition Committee recognizes the fact that there now exists differing tasks for field artillery regiments in the four Areas. Taking into account that Area Commanders’ policies with respect to operational evaluation may vary, it is anticipated that each regiment will be evaluated annually.

Base Commander’s Introduction to the Regimental Affairs Report - Colonel Tim Guiler
During the past year the Regimental Affairs Committee has not undertaken any work or projects as directed by the Association. This is not to say that no work was done, in fact several initiatives were prosecuted.
This lack of direction appears to stem from a decreased emphasis on what goes on “inside” the Royal Regiment and an unintended but ever-increasing gap between the Association’s philosophical direction and the folks in the trenches. It is, of course, further exacerbated by the realities imposed by both the Association’s financial position and our far flung membership. Simply put, Executive meetings exclude any addressing Regimental Affairs issues. I realize that these are troubling words but I am convinced they must be said. I believe that the Association must renew its efforts in its own house as implicit in its stated aim of “promoting the efficiency and welfare of the Royal Regiment”.
Having noted this problem we should now consider how best to remedy it. I believe the Regimental Major to be the best suited to chair this committee and I heartily recommend such a move. He enjoys a unique relationship with the Colonel commandant, the Home Station Commander and the units, he is fully up to date with the activities and programmes of the RCA Museum, has an intimate knowledge of the work of the RCA Regimental fund and as well, has a significant array of resources, both public and non-public, available to him. I also recommend that, as a matter of priority, terms of reference be drafted for the job. I will now ask the Regimental Major to give the yearly report.
Regimental Affairs - Major John Sawicki, Regimental Major
During the past year, five battlefield pilgrimages have been staffed: Korea, D-Day, the Battle of Normandy, Italy, and finally, the Battle of the Scheldt. In all cases, Veterans Affairs Canada has contacted the Colonel Commandant asking for nominations from the Royal Regiment. Based on a file held at RHQ RCA, and the general criteria established by the Colonel Commandant as well as any specific criteria established by Veterans Affairs in relation to the specific pilgrimage, the Regimental Major proposes nominations to the Colonel Commandant. The Regiment sent one delegate to Korea, five to D-Day (in all six representatives went as we were successful in convincing Veterans Affairs that Brigadier Todd merited special consideration), one to Normandy (as the guest of France), five to Italy. and two to the recent Battle of the Scheldt pilgrimage.
It appears that the nomination and selection process is not well understood notwithstanding the fact that it has been published in the Quadrant on three occasions. It is also important to note that the current file has nearly outlived its usefulness. Units, unit associations, and individuals are encouraged to submit nominations to RHQ RCA for consideration on future pilgrimages. As experience has shown that Veterans Affairs provides us with very little lead time, a comprehensive current file is necessary. A listing of those attending these pilgrimages is attached to this report and copies of the selection criteria are available from the Regimental Major. The suggestion made in Quebec by the late LCoI Jack de Hart concerning membership in the Regimental Fund for retired members of the RCA has been actioned. The regulations clearly permit such membership. Notification appears in the Quadrant concerning this membership and its aims although the response to this initiative has been less than anticipated.
The Quadrant continues to be very well received and the Association contributes $2,500 annually-to this publication. The journal is distributed free of charge to all senior Anny commanders and to key NDHQ appointments. It has garnered many favourable comments and goes a long way to telling the Gunner side of the story and keeping the Royal Regiment in the forefront.

Colonel J.C. McKenna, Chairman of the Constitution Committee, submitted notice to amend the Rules of the Royal Canadian Artillery Associattion in accordance with Section 25 of the Rules.
The following change to the Rules of the Royal Canadian Artillery Association is submitted herewith for consideration and adoption at the Annual General Meeting to be held at CFB Shilo 16-18 September 1994.
Noting that the Constitution of the Royal Canadian Artillery Association presently does not have a category permitting the membership of individuals who were not commissioned in the Canadian Forces or Allied Forces.
Aware that there are many worthy individuals who have and are supporting the greater interests of the Royal Regiment through local Artillery organizations and indeed in some cases occupy positions of considerable standing within their local community.
Believing that the time has come to expand the rules for membership to permit civilian persons to join the RCAA upon approval of the general membership. —
Recommends that Section 4 of the Rules of the Royal Canadian Artillery Association be amended as follows:
4. (d) Associated Members

(2) Civilian persons who have a special interest in the affairs of the Royal Canadian Artillery Association, who have paid the annual Associate Membership fee, and who are acceptable to the Association.

Conscious that the Canadian Government is increasingly called upon to make difficult decisions with respect to assigning priorities to competing defence programmes;

Noting that the Canadian Government and Canadian public opinion support the participation of Canadian Forces in such peacekeeping operations;
Observing that Regular Force personnel cutbacks since 1991have greatly reduced the establishments of the Army Combat Arms, which are the very elements of the Canadian Forces most in demand to participate in such operations;

8. A sliding percentage of travel costs paid depending on the distance was not well received.
9. Fund raising by a raffle did not get much attention because it meant some work/printing! distribution by a small handful of members, mainly the Executive Committee. This idea is shelved for now.
10. The idea of associate memberships for Senior NCOs or other retired members was also shelved for the time being.
11. Cooperative sponsorships from companies such as Bombardier, Oerlikon, etc. This approach would require sensitive handling by knowledgeable persons.
12. Bequests to an endowment seems like a good idea. Life membership money can start this fund. An endowment using only the interest might be the salvation of the RCAA in the future. Something for the membership to think about.
13. The incentive for delegates to pay their own expenses met with little resistance and might prove how strong the RCAA really is. This idea might cause the membership to become regionally oriented. Maybe not such a good idea.
14. Travel costs covered by Regular/Reserve Temporary Duty funds may be possible but is highly doubtful. All the member can do is try through his regiment and/or District HQ if travel money is available.
15. Members have to plan and book well enough ahead also to save money on travel costs. The price difference for 3 members from the same area (600/300/900 dollars) is a bit much for the RCAA to swallow when $900 in total could have been saved. Members would be more careful in making bookings if forced to pay any overage above the cheapest flight rate. Conclusions

4. The committee shall review and present for consideration at the Annual General Meeting all applications for Life Membership.
5. The Chairman shall liaise, on behalf of the President, with the Home Station, the Royal Regiment of Canadian Artillery Regimental Fund and any other unit associations and organizations.

4. The Chairman of the RCAA Competition Committee will, on an annual basis:
a. obtain the RCAA Competition results from LFC HQ and keep them secret until the presentation ceremony at the Annual General Meeting;
b. on behalf of the Association, purchase the “keeper” trophies, have them engraved, and bring them to the Annual General Meeting for presentation;
c. ensure that the current trophy holders bring the trophies in their proper carrying cases to the Annual General Meeting;
d. ensure that the trophies and carrying cases are maintained in an acceptable condition and advise the winners that they are responsible for the engraving of the trophies;
e. in cooperation with the President of the Day be responsible for the conduct of the awards ceremony at the annual RCAA Guest Night; and
f. obtain from LFC HQ, and provide to each Militia Commanding Officer or his representative, information regarding his regiment’s relative standing in the competition.

Terms of Reference - The RCAA Finance and Fund Raising Committee
1. The Chairman and the members of the Finance and Fund Raising Committee shall be appointed at a General Meeting of the Association, or alternatively,by the Executive Committee.
2. The Committee shall meet in syndicate during the Annual General Meeting of the Association under the direction of the Finance and Fund Raising Committee Chairman. They shall consider any matter placed before them by the Executive Committee as well as routine matters.
3. The Committee shall, in cooperation with the Membership Chairman and Treasurer:
a. review the fee structure for all classifications of membership;
b. advise the President and the Annual General Meeting of the disbursement of donated funds; and
c. request donations from the membership by means of an annual letter.
4. The committee will investigate various fund raising methods, including raffles, draws, associated memberships, corporate membership, articles for sale and donations, and make recommendations to the President and the Annual General Meeting.

Following the awards ceremony (see results below) dinner was served, Colonel Don Berry, President of the RCAA presiding. The Central Band played a varied repertoire, including all the well known gunner marches. By kind permission of the Commanding Officer, the 1RCHA Pipes and Drums also made a number of impressive appearances during the evening. The Association is indebted to 1 RCHA for their assistance in support of the Guest Night, and especially to the PMC - Major Ivey Miezitis - and the staff of the Officers’ Mess.

In 1993 the Association created a bursary to be known as TheLieutenant-Colonel Jack de Hart, MC CD Memorial Bursar’)’in the amount of $500.00. Any Militia artillery officer or cadet who:
- has successfully completed at least one year of post-secondary education; - has successfully completed Reserve Entry Scheme Officers (RESO) Phase 2 (Artillery) or higher; and - is recommended by his/her Commanding Officer is eligible to receive this bursary. Commanding officers should use the nomination form hereunder to nominate candidates.
