I. INTRODUCTION A Project Background 1. The Tamil Nadu Urban Flagship Investment Program (TNUFIP) will advance ’s national urban flagship programs to develop priority urban and environmental infrastructure in ten cities located within strategic industrial corridors of Tamil Nadu (the State), including those within the East Coast Economic Corridor (ECEC), to enhance environmental sustainability, climate resilience, and livability. It will also strengthen the capacity of state and local institutions and improve urban governance. TNUFIP is aligned with the following impacts: (i) universal access to basic water and sanitation services achieved, (ii) world-class cities and industrial corridors across the State developed, and (iii) water security and reducing vulnerability to climate change in urban areas and enhancing share of renewable energy achieved. TNUFIP will have the following outcomes: livability and climate resilience in at least 10 cities in priority industrial corridors enhanced.

2. A majority of the Coimbatore city is provided with underground sewerage system which is present within its old corporation limits. In 2011, the city limits were expanded to include surrounding three municipalities; seven town panchayats; and one village panchayat increasing the corporation area from 105.60 km2to 257.04 km2. The newly added area is divided into 40 municipal wards and lack underground sewerage system where wastewater is majorly disposed into roadside drains. Under TNUFIP, 14 out of 40 new wards (87-100 wards from erstwhile Kuniamuthur and Kurichi municipality under Zone IV) are taken up for provision of comprehensive underground sewerage system (UGSS).

As part of the TNUFIP, Coimbatore City Municipal Corporation (CCMC) has taken up Under Ground Sewerage Scheme for Kurichi and Kuniamuthur areas in CCMC and a new Sewage Treatment Plant (STP) is under construction at Vellalore within the existing municipal Solid Waste Management (SWM) facility site. The new STP is of a capacity of 30.53 MLD is going to set up at Vellalore Compost yard, Vellalore, Coimbatore district in Tamilnadu state and a Draft Resettlement Plan was prepared and approved and disclosed in the websites of ADB, PMU & PIU. The STP site has huge potential for tapping solar energy and thus close to the STP it is planned to install a 2 MW ground mounted grid connected solar PV power plant (the sub project). The solar project is funded by grant from Asian Clean Energy Fund (ACEF) to support innovative pilot project to offset greenhouse gas emissions and enhance operational efficiency and saving energy cost.

4. Proposed solar PV plant, Crystalline Silicon PV (Photo Voltaic) solar cells shall be used in the project to generate electricity and feed power to STP plant under captive mode by CCMC. The excess generation will be exported to grid and compensated with other HT consumption by CCMC. The power shall be evacuated to the Pothanur substation via 22 kV line which is around 6 km from site. Two options are proposed, one through overhead by erecting poles and the second option is laying the cable under ground.

5. The land identified and proposed by CCMC is in the premises of STP Plant adjoining the solid waste dump site in which northern part of Vermi compost yard and some staff quarters of RAF Hospital are located adjacent to the proposed site. The layout showing the STP site and proposed SPP is shown in below image.

B. Scope of this report

6. Coimbatore city is one of Tranche-1 city in which an Under Ground Sewerage Scheme covering wards 87-100 is taken up under TNUFIP. And the works are in progress in two packages. Package 1 is providing collection system and package 2 is the construction of a new Sewage Treatment Plant with 30.53 MLD. The STP is located in Vellalore. The site is owned by CCMC and allocated 15.32 acres of which 7.75 acres used for constructing STP. The CCMC allocated 6.92 acres of land for constructing 2MW Solar PV plant adjacent to the new STP (which is under construction) at Vellalore.

7. The proposed project components are (i) construction Solar Power Plant and (ii) Transmission Line for about 6 kilometres for evacuation of power. The proposed transmission line will follow the feasibility study alignment and will have options of evacuating power either through the overhead line or through the underground cable. The transmission line either through overhead or underground cable proposed to be laid along the road classified as other district roads. Both the options will be within the RoW of the road, hence, no temporary or permanent impacts are envisaged.

8. There is no permanent/temporary land acquisition is required for the implementation of proposed subproject components.

9. The Social Due diligence report (DDR) is prepared for the proposed solar PV plant to feed generated power to the new STP and evacuate excess power through either the new overhead transmission line or through the cable to be laid underground. The DDR is based on ADB Safeguard Policy Statement (SPS), 2009 and the agreed resettlement framework of

TNUFIP. This report describes the social safeguards requirement findings based on the assessment of solar plant site and feasibility study transmission route and provides land- related documents, public consultations and site photographs. This report will be submitted to Asian Development Bank (ADB) for review and approval prior to commencement of works. c. Project location

10. The proposed site is located in Vellalore, Coimbatore in Tamil Nadu state, India. The proposed solar plant area is located at Latitude 10.96o North and Longitude 77.01o East. The location of the project is at an elevation of about 421 meters from the mean sea level. The entire area is shadow free as there are no shading elements like mountains, large sand dunes, however some small trees are present at the site, and these need to cut/remove prior to the implementation of the project. And the cutting of trees is addressed in the IEE/EM prepared for this project. Figure 1 depict the map of the region indicating the project location.

The length of the access road to the site from the main road is around 3 kilometers. It is proposed to construct a 4 m wide road inside the plant for heavy vehicle movement and around 3 m wide road along the boundary wall for the movement of light vehicle.

12. The proposed project site is non- agricultural land. Some trees, shrub thickets were also observed on the project site. Required tree cutting is addressed in IEE/EMP prepared separately for this project.

I.1. Socio – economic status 13. Vellalore is a small-sized village located in the district of Coimbatore, Tamilnadu (India). It is at a distance of around 8 km from its Taluka - Kurichi and around 16 km from district Coimbatore. As per the records of Census 2011, the village has a population of about 8

24872 persons living in around 10532 households. Population wise Vellalore village has around equal male-female ratio. Around 65% of the village population consists of the Hindu community. Literacy rate is 64%. Majority of the households rely on agriculture as well as some are working in industries located in Coimbatore. (Source: Indian Metrological department)

14. The proposed SPP site is owned by the Coimbatore City Municipal Corporation. And free from encroachment, squatting and no involuntary resettlement impacts. Further, this site is not owned, used, occupied, or claimed as ancestral domain or asset of any tribal groups, hence IP is not tri. Project land is of Government land. II. SUBPROJECT COMPONENTS A. Need for the Subproject

15. As part of the TNUFIP, Coimbatore City Municipal Corporation (CCMC) has taken up Under Ground Sewerage Scheme for Kurichi and Kuniamuthur areas in CCMC and a new Sewage Treatment Plant (STP) is under construction at Vellalore within the existing municipal Solid Waste Management (SWM) facility site. It is proposed to install a 2 MW ground mounted grid connected solar PV power plant (the sub project) and evacuation of excess power to the Pothanur substation located about 6 kilometres from the SPP site. Two options are proposed for evacuation of excess power throuhh (i) Over head Transmission lines overhead and (ii) Transmission cable through underground.

III. LAND AVAILABILITY AND RESETTLEMENT IMPACTS 18. A due diligence assessment has been conducted at the project site and on the proposed transmission alignment to identify if there are any families who can be affected by the SPP and its components. Transect walks were conducted by the consultant and other team members and local surveyors during July–August 2020. The team was accompanied by Coimbatore City Corporation engineers and screened project site as well as alignments. Based on this, it was found that there will be no IR or IP impacts.

19. During site visit, transect walk were conducted by the social survey team of TUV SUD along with CCMC officials. Coimbatore City Municipal Corporation (CCMC) engineer showed site/location and the visits helped to confirm whether any potential involuntary resettlement impact may be anticipated due to construction of the ground mounted solar PV plant components. Proposed land i.e. Survey No. 558 & 559 is owned by CCMC and is identified proposed land for implementation solar project. It is located at northern part of Vermi compost yard of CMC, Vellalore in Coimbatore district of Tamil Nadu State. (Annexure-1)

20. The proposed project site is non- agricultural land. Some trees, shrub thickets were also observed on the project site. And some municipal waste dumped at south-west corner of site which needs to be cleared prior to start of works. Cutting of trees and removal of SWM is addressed by this sub-project IEE & EMP with cost estimates.

21. The power generated from the proposed solar power plant would be evacuated through 22kV transmission line to Pothnur sub-station of TANGEDCO, situated about 6 km from the SPP site. The available RoW for the entire length of the road varied between varies between 5 to 6m. The estimated width required for transmission line is 2 to 2.5m. Further there is an option of evacuating power either through over head line or underground through cable. Both the options feasibility will be explored by the DBOT contractor based on detailed design. Social feasibility of both the options are explained below.

22. Option-1: Laying of transmission main over head by erecting towers/poles within the road right of way will have no social impacts. The poles will be erected in the edge of the ROW in order to avoid acquisition of private land.

23. Option-2. Laying of transmission main below ground within the RoW will have no social impacts. No houses or residences are falling in the Right of Way.

24. Evacuation transmission line alignment passes through one railway level crossing. The consultants had a discussion with the TANGEDCO officials. They suggested utilizing the existing duct below the railway line in which already one cable is crossing and sufficient width is available. However, permissions to be obtained from the Railways and State Highways for crossing the transmission line.

IV. FIELDWORK AND PUBLIC CONSULTATION

26. Outline field work: Initial site visit was conducted with CCMC officials to proposed project land at Vellalore. This was done to assess any potential involuntary resettlement impact for 2 MW solar PV plant implementation. The proposed site of 6.92 acres is owned by Coimbatore municipal corporation land at Vellalore and there are no residential localities and devoid of encroachers and squatters. The site is free from involuntary resettlement issues.

Consultation and Participation: 27. Phase wise site visit has been conducted. First visit was done on 5/9/2019, and during transect walks along with the CCMC engineers and consultations were held with the CCMC officials at their office to assess peoples’ opinions, benefits, concerns, and perceived losses, if any. Later Stakeholder consultation meeting was held on 2MW solar PV plant at Vellalore

15 on 23rd Oct’20. In the chair: Mr. P. Kumaravel Pandian, IAS, Commissioner, Coimbatore City Municipal Corporation (CCMC). A detailed presentation has been given by the consultant M/.s TUV SUD South Asia, to the stakeholders. The TUV SUD presented the Background of the Project, Funding from Asian Development Bank, technical, financial, environmental and social feasibility of setting up of Solar plant in the STP site. Based on stakeholders meeting and clarifications, comments, suggestions obtained from all stakeholders, following points has been considered for feasibility report modification. 1. Total capacity of the solar PV plant will be 2 MW.

2. 2 MW Solar plant can be installed under Captive mode by Coimbatore Corporation, where excess generation will be exported to the grid and compensated with all other HT consumption by Coimbatore Corporation.

3. 22 kV dedicated HT feeder is required to evacuate solar power to the nearby Pothanur substation (approximately 6 km from the site).

4. Only Wheeling charges will be applicable, as banking is not allowed as per TN solar policy. The same will be shared by TNERC. TANGEDCO officials will support receiving this information.

5. Information related to power evacuation charges, billing charges, and grid connectivity approval process can be obtained from the TANGEDCO Chennai office. TUV team has coordinated with TANGEDCO officials and got the information.

6. Load profile of the similar type of existing STP plant has been provided by EE & TWAD officials and the same has been incorporated in the report accordingly.

7. The proposed STP at Vellalore shall be commissioned by October 2021. A tentative implementation schedule of the Solar PV plant has been suggested in the FR report to synch with the STP schedule.

8. Modules have been considered of more than 390 Wp capacity for bid documentation. The module of 440 Wp has been considered for energy yield assessment (EYA) is ok in the conceptual stage.

9. DC/AC ratio shall be decided to keep CUF <= 20%, as the maximum limit for billable energy generation is equivalent to capacity utilization factor of 19% per annum as per TNERC.

10. Due to the existing railway crossing, permission from the Railway authority will be required for the same. Ideally, it should be applied by the project owner (CCMC). However, the EPC contractor will apply for the procedure for connectivity and all required permission and the same will include in Bid parameters.

11. All the approvals and permission for this 2MW solar plant will be obtained by EPC.

12. Cost break-up details have been modified in the report as per discussion in all meetings.

13. Minimum requirement and Specification of all the components have been provided in the tender as per industrial practice and as per requirement.

51. During the stakeholders meeting, CCMC will clear all trees, shrubs and garbages from the proposed site and also will close dry land and remove water pipeline from this site by itself at its own cost.

V. CONCLUSION

28. The proposed SPP site measuring 6.92 acres is Coimbatore municipal corporation land at Vellalore. Based on the site screening, the site is free from encumbrances. Presently the land is vacant. This sub-project will not require acquisition of private land, and there are no permanent or temporary economic impacts. Schedule tribes/indigenous people present in this site. Hence this project based on the feasibility not triggering IR and IP policies of ADB and RF & IPPF of TNUFIP. For constructing SPP, trees need to be cleared and the same is addressed in IEE & EMP prepared and approved by ADB for this sub-project.

29. The transmission alignment length is estimated as 6 km. The alignment considered for assessment is classified as major district road with widths varying between 5 to 6 metres. The estimated width required for transmission main is 2 to 2.5m. There are no temporary or permanent impacts in the proposed SPP site as well as the transmission line route considered under the feasibility study, this sub- project is therefore classified as category C. Based on

17 due diligence assessment, no IR & IP impacts are envisaged in the subproject. The social screening form is enclosed as Annexure-3

30. The proposed transmission main is with two options, (i) overhead and (ii)Below ground. Both the options are proposed within the road right of way.

31. This subproject is proposed to be taken up on DBOT basis. The scope of preparing the detailed design, construction etc will be under DBOT contract. The design options with respect to transmission will be finalized by the contractor. Based on the detailed design and the alignment of the transmission line finalized by the DBOT contractor, the PIU will reassess the project components from social safeguards perspective and revise the DDR or prepare a resettlement plan as required to address the safeguards concerns. The DDR or RP as needed will be prepared by the PIU and will be submitted to PMU for review and finalization before sharing with ADB. No work will be carried out until the revised DDR or RP, as required, is submitted to ADB and approval is obtained.

32. The Land record and plant layout of this site is enclosed (Annexure-1). If there is any design or alignment changes and based on the detailed measurement survey (DMS) potential involuntary resettlement impact is assessed, resettlement plan will be prepared and submitted to ADB for approval prior to start of the work. The Social screening form is enclosed as Annexure-3.
