    Week of January 14, 2019 State Issues Legislative Analyst This week, the Legislative Analyst’s Office (LAO) released its overview of Governor Newsom’s budget proposal for FY Report on State 2019-20 that was presented last week, and saw a new leader selected to lead this non-partisan organization. The Budget Legislature appointed a new state Legislative Analyst to fill the role Mac Taylor has held for 10 years. They named Gabriel Petek to the post, who most recently worked for Standard and Poor’s Global Ratings San Francisco Office where he is currently the state’s primary credit analyst. He takes the reins on February 4. In addition to getting a new chief, the LAO released its overview of the Governor’s January budget highlighting that that state’s budget position continues to be strong. They also focus on the fact that the Governor’s proposed budget prioritizes the repayments of state debts and a great deal of one-time funding. Nearly half of the discretionary spending is earmarked to pay down state liabilities, including unfunded retirement liabilities and budget debts. Twenty-five (25) percent of the discretionary spending is for one time or temporary funding proposals, and 15 percent for discretionary reserves. The LAO applauds the Governor’s decision to focus on the repayment of state debts. The LAO points out one thing that many took note of – the Governor has outlined many priorities for budgetary spending. And at least some of the proposals are not fully fleshed out or reflected in the budget document. The LAO was not critical of this but pointed out that these un-finalized proposals give the Legislature the opportunity to weigh in with the Administration and have their say in its development.

    Athens Journal of History - Volume 4, Issue 2 – Pages 93-116 Caecilia, Calpurnia, and Their Dreams of Political Importance. Patterns of Constructing Gender Relations and Female Scope for Action in Ancient Roman Sources By Anna Katharina Romund During the crisis of the Roman Republic, ancient sources mention a number of political interventions by women. The paper at hand seeks to investigate two of these occurences in which dreams motivated women to play an active role in political affairs. Cicero and Julius Obsequens report the dream of Caecilia Metella that instigated the repair of the temple of Juno Sospita in 90 BC. Nicolaus of Damascus, Velleius Paterculus, Valerius Maximus, Plutarch, Suetonius, Appian, Cassius Dio, and, again, Obsequens cover the dream of Caesar's wife Calpurnia in their works. According to them, the dream drove her to save Caesar from the imminent assassination in 44 BC. If we aim for a better understanding of the growing female scope for action, we will need to systematically analyse ancient authors’ personal conceptions of gender relations in a comparative way. Therefore, my paper examines the reports on Caecilia and Calpurnia in order to find recurring patterns that reflect the writers’ ideas of gender relations and gender hierarchies. A three-step analysis scheme will be created. 1) The model regards family roles as an indicator of the gender relationship discussed by the author. 2) The verbal or non-verbal mode of the woman’s intervention, whether of strong or weak intensity, mirrors the options of female action depending on that specific relationship. Furthermore, this relationship is defined by means of the depicted reaction attributed to the addressee.

    The 'Scandal' of the Dating of Easter - East and West W.M. O'NEIL* In 1986 the western Christian churches celebrated Easter Sunday on 30 March whereas the eastern churches celebrated it five weeks later on 4 May. In 1987 both western and eastern churches celebrated it on 19 April and in 1988 the western churches celebrated it on 3 April and the eastern churches one week later on 10 April. In the 29 years from 1960 to 1988. the two Easters hitve coincided eight times. the eastern Easter has been a week later on fourteen occasions. four weeks later once. and five weeks later six times (see cols 7. 8 and 9 in the Table below). These differences arise from differences in the rules for the determination of Easter and from ditTerences in the way the rules have been applied. The western churches have descended from the mother church III Rome, whereas the eastern churches have descended from the mother churches in Antioch, in Alexandria. and later in Constantinople. Progressively from the division of the Roman Empire in the late fourth century into the Eastern Empire centred on Constantinople and the Western Empire centred on Rome the two sets of churches began to drift apart, although the schism or administrative separation was not confirmed until about the eleventh century. Quite early the still largely catholic or universal church was wracked by disputation and dissent on doctrinal liturgical organisational and procedural matters. Settlement was attempted through synods involving limited regions or councils involving the whole church (or potentially so), but quite often where agreement could not be achieved a dominant group condemned, anathematised (i.e., excommunicated).

As a united federation, we advocate for policies and projects that strengthen our regional economy. For those reasons and the ones listed below, we support SB 482 (Hueso). This legislation enacts several critically important consumer protections. These protections include provisions that strengthen the requirements of companies that act as lenders, to provide transparent information on topics such as total cost of loan, lower cost borrowing options, loan payment reminders, and flexibility in early loan repayment and reschedule loan payments to the borrowers. SB 482 (Hueso) with its consumer protection provisions, will also help the borrowers of these loans, build a stronger credit history, which can set them on the path toward accessing traditional financial institutions products in their future. As the California State Legislature considers policies that help strengthen our economy and all Californians’ financial outlook, SB 482 (Hueso) represents a commonsense approach to ensure Californians are protected from unscrupulous lending practices. Much of the study of the past becomes difficult, primarily because no living witness was there. Often the tendency is to read into the past our present circumstances in order to make them relevant. A classic illustration of this is Leonardo da Vinci’s 1498 painting of the Last Supper, in which the twelve Apostles and Jesus are seated on chairs behind a table served with plates and silverware.
