The Buddhist clergy led by the chief incumbent of the Bellanwila Rajamaha Viharaya Ven. Dr. Bellanwila Dhammaratana Nayaka Thero invoked blessings on the occasion. Thereafter, both incoming Minister Prof. G.L Peiris and outgoing Foreign Minister Dinesh Gunawardena met the senior staff of the Ministry. Addressing the occasion, Minister Prof. G.L Peiris stated that he was pleased to be back at the Ministry after six years. He commended the outgoing Foreign Minister Dinesh Gunawardena for the leadership provided to the Foreign Ministry during the last two years and stated that in all activities of the Foreign Ministry, Minister Dinesh Gunawardena ensured that Sri Lanka’s inherent self-respect and dignity was not compromised. (b) Will he inform this House— (i) whether a survey has been conducted regarding the rivers, tanks and other water sources in Sri Lanka with water not suitable for people’s consumption; (ii) if so, of the main reason for the pollution of water in those rivers, tanks and other water sources, separately; (iii) of the steps taken to purify the water in those locations to make it suitable for human consumption; and (iv) of the steps taken to prevent pollution of water sources in future? (c) If not, why? 2. 171/2020 Hon. S. M. Marikkar,— To ask the Minister of Highways—(3) (a) Will he inform this House— (i) whether he is aware that the development work of the Low-Level Road from Ambathale to Orugodawatta has not been completed; and (ii) if so, the reasons for the delay in developing that part of the road? (b) Will he also inform this House, separately— (i) the extent of development work that has been done and the extent remains for completion; (2) (ii) the number of persons who have received compensation out of those whose property is lost on account of this road development project and the amount so given; and (iii) if there are any more still to be paid, the number of such persons, the compensation to be paid and the date on which such compensation is expected to be paid? Elections to a third provincial council Uva were held on 20 September. Elections to the remaining six provincial councils were not due as they had their last election in or Instead, many analysts assert a large protest vote was evident during this provincial election with many either opting not to vote or to Sri Lanka 2014: REISE.2960 for minor parties such as the Janatha Vimukthi Peramuna Sri Lanka 2014: REISE.2960, Democratic Party and Democratic People's Front. One of the requirements of Sri Lanka 2014: REISE.2960 accord was that the Sri Lankan government to devolve powers to the provinces. The Indo-Lanka Accord also required the merger of the Eastern and Northern provinces into one administrative unit. The accord required a referendum to be held by 31 December in the Eastern Province to decide whether the merger should be permanent. Crucially, the accord allowed the Sri Lankan president to postpone the referendum at his discretion. The 2nd Sri Lankan provincial council election was held in in seven provinces. The UNP retained control of six provincial councils but lost control of the largest provincial council, Western, to the opposition People's Alliance.
