PREFACE

The Provisional Totals population ofthe state including the ~hild population in the age group 0-6, sex-ratio and the numbers ofliterates upto the district level was released through Paper-Ion the 29th March 2001. This Paper - Provisional Totals Paper-2 of200 1 - Distributing the Total Population, child population and literacy of the state and district upto C.D. Blocks with Rural and Urban breakup in sex wise. The information are also shown against each individual Towns ofthe State.

As compilation and processing of data will take at least one year or so before they could be finalized, some Tables on the provisional aspects of2001 Census are brought out in this Paper-2 of2001 Provisional Population Totals. The main purpose for bringing out this paper is to meet urgent need ofthese basic data by the Planners, Scholars and other institution. The tables presented in this paper are generated from the PT-1 and PT-2 prepared by Charge Officers ofeach C.D. Blocks.

Highlight Of Important Data

The State ofMeghalaya is located in the extreme North East of the country. It touches the'interna­ tional border with Bangladesh on the south and with Assam on the North and East. The.total area of the state is 22429 Sq. Kms. The density of population is 103. In 1991 Census, there were only 5 districts and 30 C.D. Blocks. With the creation of two more districts, the number comes to 7 at the 2001 Census. One .' new district known as Ri Bhoi was carved out after the 1991 Census from the district of East Khasi Hills comprising the erstwhile Ri Bhoi and Nongpoh C.D. Blocks now known as Umling and Umsning C.D. Blocks. South Garo Hills district was carved out from parts of West Garo Hills. The district headquarter of Ri Bhoi is Nongpoh and Baghmara is of South Garo Hills. The newly formed two C.D. Blocks after 1991 Census are Tikrikilla in West Garo Hills and Ranikor under West Khasi Hills. Thus, the total Number of C.D. Blocks at the 2001 Census comes to 32.

Coming to the number of towns, in 1991, there were 12 towns including the constituent towns of Shillong Urban Agglomeration. With the formation of 4 new towns, namely Nongmynsong, Mairang, Nongpoh and Resubelpara after 1991 Censu&, the total number of towns has increased to 16 in 2001.

The total population of the state is 2306069. The total male and female population is 1167840 and 1138229 respectively. The rural population in the state is 1853457 or at 80.37 percent. The urban popu­ lation comprises of only 19.63 percent. The total child population of the age group 0-6 is 457442 of which 392305 is in rural and 65137 in ·urban. The male child population are more as compared to the female child popUlation both in rural and urban.

The state of Meghalaya in 1991 Census had a literacy rate at 49.10 and the sex ratio was 955. However, during 2001, the literacy rate has increased to 63.31 and the sex ratio to 975. Among the states in India, Kerala'has the highest sex ratio followed by Pondicherry. Meghalaya is at rank number 7 in terms of sex ratio. As regards to literacy, Meghalaya is at rank 27th among the 35 number of States/UTs.

The growth rate of the state from 1991-2001 is 29.94, which'is slightly below the growth rate of the last decade of 1981-1991, which was at 32.86. This tendency of declining growth rate is marked in almost every state in India except a few. The highest growth rate among the districts of the state is in Ri Bhoi district at 51.44 percent, followed by laintia Hills at 34.12.

BRIEF ANALYSIS

The Provisional population total of the state has been generated by aggregating the figures compiled by the Enumerator's block by using the Working Sheets immediately on completion of the field work and brought out in Paper­ I which was published on the 29 th March 2001.

While Paper-I of 200 1 pertain to the size of population, child population of age group 0-6 and literacy by sex at district level only, the present publication i..e. Paper-2 of 2001, presents the provisional data relating to the rural-urban distribution of population in the State/districts/C.D. Blocks/Urban Agglomeration/Cities/Towns. The following 7 Tables and 2 Appendices included in the paper presents the provisional results relating to certain essential features of the population upto C.D. Blocks and towns for the 2001 Census. It is proposed to present data on Non-workers and workers with their categories in Paper-3, which will be available a little later.

The data are presented in the following tables and statements.

Table 1 presents the total population of the State, the Districts, Shillong Urban AggloIl;1eration and Towns with rural an..d urban break-up, the child population 0-6 and literates both males and females.

It has been the tradition of Indian Census to present Census data for rural and urban areas separately. In fact, in all the Censuses throughout the world this classification of Census data into rural and urban areas is generally recog­ nized and the data is presented accordingly. The basic unit for rural areas is the revenue village, which has definite surveyed boundaries. But for non-revenue villages or un-surveyed villages as in the case of Meghalaya, each habita­ tion area with locally recognized boundaries is treated as one unit. The village may comprise several hamlets but the entire village is taken as one .. unit for presentation of data. In forest areas each habitation area within each forest officer's beat is treated as one unit.

Urban areas are specially defined for Census purposes.

These are: (a) All places with a municipal corporation or cantonment board or notified town area. (b) All other places which satisfy the following criteria: i) A minimum population of 5000.

14 ~ At least 75% ofthe male working population is engaged in non-agricultural (and allied) activities. iI) A population density of at least 400 per Sq. Km. (or One ThQusand per Sq. Mile)

An "Urban Agglomeration" is defined,as a continuous spread constituting a town and its adjoining urban outgrowths or two or more physically contiguous towns together with continuous well-recognized urban outgrowth if any. The following are the possible different situations in which urban agglomerations could be constituted. (ii) A city or t9wn with a continuous outgrowth (the part of growth being outside the statutory limits) but falling within the boundaries ofthe adjoining village or villages. (iii) Two or more adjoining towns with their outgrowths as in (i) above. (iv) A city and one or more adjoining towns with their outgrowths all of which form a continuous .' spread.

A town having a population of 100,000 above is called a city. Shillong Municipality in its own right since 1981 is the only city in Meghalaya having a population of 132876 in 2001.

There are altogether 12 towns in Meghalaya in 1991 Census. With the up-gradation of 4 new areas as towns in 2001, their totals come to 16. The four new towns in 2001 are (1) Nongpoh, (2) Resubelpara, (3) Mairang and (4) Nongmynsong, out ofwhich only Nongmynsong is a new constituent unit of the Shillong Urban Agglomeration.

As will be seen from the Table, the State of Meghalaya is having a population of2306069 persons, of which ~526121ive in urban areas and 1853457 in rural. The total male and female population in the state is 1167840 and 1138229 respectively. As far as the districts population is concerned, East Khasi Hills district is having the largest population in the state with 660994 persons. Next followed by West Garo Hills with 515813.

In columns 7, 8, 9 of the table is shown the child population in the age group 0-6. The total number of child population 0-6 in the state is 457442, of which 231571 is Males and 225871 is females. The rural/ urban brea}mp of child population in the state shows that 392305 are in rural and 65137 in urban areas. Sex wise break up shows that the male child population is 198408 in rural and 33163 in urban and the female child popUlation is 193897 and 31974 respectively. Seeing the child population 0-6 among differ­ ent towns of the State, the highest population is found within the Shillong Urban Agglomeration. It has 32874 persons with 16556 males and 16318 females. East Khasi Hills district is having the highest number of child population in urban as well as in rural.

Looking at the literates in Column 10, 11, 12 of the table, the number ofliterates in the state stood'at 1170443 of which 619274 are males and 551169 are females. In rural the numbers ofliterates are 832884 of which 444076 are males and only 388808 are females. In urban, their number are 337559 of which 175198 are males literates and 162361 are females. In Census parlance, a person is deemed literate ifhe or she can read and write with understanding in any language. A person who can merely read but cannot 'Write is not literate. Since 1991 Census all children below 7 years of age have been treated as illiterates.

Table 2 is similar to Table -1. The information on total population, population in the age group 0-6 and the number of literates upto district and towns are reproduced in Table-2 for the State, District and C.D. Block level with RurallUrban breakup for males and femal~s. In the state ofMeghalaya, presentation of data has been made directly from C.D. Block to district since we have no Tehsilsl Taluks etc.

In 1991 Census there were 30 C.D. Blocks. With the creation of two more new C.D. Blocks i.e. Tikrikilla in West Garo Hills and Ranikor in West Khasi Hills, after 1991, their number has increased to 32 in 2001. In West Garo Hills district there are 7 C.D. Blocks, in East Garo Hills there are 4, in South Garo Hills there are 3, in West Khasi Hills there are 5, in Ri Bhoi 2, in East khasi Hills 7 and 4 in Jaintia Hills. Among the C.D. Blocks in the state, Mylliem C.D. Block under East Khasi Hills district is having the highest number of urban popUlation. The Shillong Municipality which is the only Class I city of the State falls under the jurisdiction ofMylliem C.D. Block. Altogether 7 towns inclusive of Shillong Municipality constitutes Urban Agglomeration known as Shillong Urban Agglomeration. The constituent towns are Mawlai, Nongthymmai, Madanrting, Pynthorumkhrah, Nongmynsong, Shillong Municipality and Shillong Cantonment. The other town of the district is Cherrapunjee town, which is known as Sohra Town is under the Shella Bholaganj C.D. Block. Thus in East Khasi Hills out of7 C.D. Blocks, two C.D. Blocks only are having the urban areas.

19 In West Garo Hills Distriot, only Rongram C.D. BloGk is having the-urban population. Tura Town being the Headquarter of the district is the only town of the.. district and falls under the jurisdiction of Rongram C.D. Block. All other C.D. Blocks comprise of only rural population,

South Garo Rills district is having Ql1ly one· town known as. Baghruara and falls under the jurisdic­ tion ofBaghmara C.D. Block. Jaintia Hills and Ri Bhoi Districts are having one town each known as Jowai and NongpQh respectively. East Garo Hills and West IQasi Hills district are,having two to.wns each. These are Resubelpara and Williamnagar in East Garo Hills, Mairang andNongstoih in West Khasi Hills.

Table 3 presents the percentage decadal growth rate 1991-2001 in Column 6 and the percentage of chi}d population in the age group 0-6 in Column 7, 8 and 9, and the percentage of urban population to total population in Column 10 for the State and districts ofMeghalaya.

21 From the table, it is noticed that the rate of growth of the state population ofMeghalaya during the decades 2001 is ol).ly 29.94 percent~ whiRh is .l~~s Qy.nearly 3}?ercent from t,he last dycade, which was at 32.86 percent. In ruraFthe growth rate is 28.29 perc~.nt attdin urban it is 37.14 percent. The highest growth rate among the districts of the state is Ri Bhoi at 5,1.44 perc~n! wi!h 41.09 percent in rural and 100 percent in urban. This is followed. by J aintia Hills and West Khasi Hills with their growth of 34.12 percent and 33.55"perce,nt respecJively. However, East Khasi Hills district, which is having the largest number of population among· all the districts of the state, is having the lowest growth rate with 22.88 percent of which 24.86 percenii~i"in rural and 2'0.26 percent in urban.

The rate o"f .growth of the urban population in East Garo Hills, West Khasi Hills and Ri Bhoi is 100 percent and mor~. This is because of creation of new towns after the 1991 Census as mentioned earlier.

It is further noticed that the rates of growth of urban population are higher than those of the rural population in all the districts except in West Garo Hills, East Khasi Hills-and Jaintia Hills.

Looking at Column 10 ofthe Table, we (ind that the percentage ofurban population to total popu­ lation ofthe state'is 19.63 percent. The highest perc;entage of urban population is in East Khasi Hills with 42.05 followed by East Garo Hills with 14.50 percent, West Khasi Hills with 11.40 percent, West Garo Hills with -11.32 percent"South Garo Hills with.3.72 percent and Jaintia Hills with 8.46 percent. Ri Bhoi ,-. district is having tOY lowest urbanyopulation with only 6.83 per~ent.,

From Column 7, 8 and 9~of the table it 'is seen that there is a little difference between male and female child population in the State as well as in the rural and urban area. In'the state the child population 0-6 is 19.84 perc,ent,.The.male and female child,population of the state is almost similar with 19.83 per­ cent and 19.84 percent respectively. In rural areas, the male chi.Jd popUlation is at 21.11 percent and ;":'" ,..-" l' female at 21.22 percent. Whereas in urban areas, the male child popUlation is "14.54 percent and female is at 14.24 percent.

The number offemales per 1000 males in the state is 97~.ofwhich 972 is in rural and 986 is in urban. Looking at the sex ratio of the child population, it is found that the number of females are more in the rural. In the 1991 Census, for the total population including child population, the number of females per 1000 males was only 955. So during the decade there is an improvement of the sex ratio when it has reached to 975.

At the district level, West Garo Hills has 988 number of females per 1000 males, followed by East ~ \ Khasi Hills with 983, Jaintia Hills 979, West Khasi Hills 972, East Garo Hills 960, South Garo Hills and Ri Bhoi 941. Looking at the Table) it is seen that in all the four districts ofKhasis and J aintia region, the sex ratio in urban is more than in ,rural. But we find that in all the three districts ofthe Garo region, the sex ratio is more in rural than in urban.

_,. Coming to the sex ratio at the C.D. Block level in each district, Rongram C.D. Block has 1213 females per 1000 males of which 1124 is in rural and only 956 in urban. It is seen that the sex ratio of this C.D. Block is the highest among all C.D. Blocks in the State. _Mawphlang, Mawryngkneng, MaWkynrew, .....'t ~ Pynursla of East Khasi Hills district and Laskein C.D. Blocks of J aintia Hi1~s district has also crossed the 1000 marks of the sex ratio. Less number of females is found in Baghmara C.D. Block of South Garo Hills with only 921 females per 1000 males and also in Umling C.D. Block ofRi Bhoi with 940.

r Table 5 refates to the literacy rate in the State, Districts and C.D. Blocks with Rural and Urban breakup. The literacy rate of the State is 93.31, male at 66.14 and female at 60.41. In urban areas, the literacy rate has increased tremendously to 87. I 1 percent in which male is 89.90 percent and females 84.29 percent. The high~~lliteracy rate is found in East Khasi Hills district, which stands at 74.74 percent and 14.89.p.ercent and 7.4.5"8 percent for inales and females respectively. This is followed by Ri Bhoi district with 63.67 percent where male is 65.77 percent and female is 61.40 percent. West Khasi Hills's literacyr.ate.is 65.50 percent with 66.74 percent 'is males and 64:2.(percent is females. In bQth the dis­ tricts 'of West Garo Hills-.and SOllth Garo Hills literacy rate is below 60 percent. East Garo Hills ha's literacy rate of 61.57 percent and Jaintia Hills 52.79 percent. Among all the C.D. Blocks, the highest :._~ ~~, ... ~. " number oflltexates are found in Mylliem C.D. Block with 82.18 percent comprising of83.11 percent males and 81.23 percent females. Table 6 shows the number of Urban Agglomerations, Cities and Towns by size, class, district wise with their population, male and female and also their literacy rate. From the table it is noticed that East Khasi Hills district is the only district in the state, which has an Urban Agglomeration: The constituent towns are, Mawlai, Nongthymmai, Madanrting, Pynthorumkhrah, Nongmynsong, Shillong Municipality and Shillong Cantonment. Shillong Mqnicipality is itself the Class I town having a total population of 132876. The total population ofShillong U.A. is 267881 of which 134416 are males and 133465 are females. The growth rate ofShillong Urban Agglome.ration from 1991-2001 is 19.93. There is only one town falling under Class II in 2001, i.e. TuraMunicipality of West Garo aills district which is upgfad~d from Class III in 1991 Census. The number of Towns in Class III, IV, V and VI are also shown in this table, which will be explained elaborately in Appendix 1 to table 6 and the Table 7. There is no class VI town in the state.

The table presents the urban population, child population of age group 0-6 and literate population with male-female break up by Urban Agglomerations/Cities/Towns in alphabetical order and along with their civic status. There is only one Urban Agglomeration with 7 constituent towns and other 9 independent towns in Meghalaya in 2001, as explained in Table 6. The total population, child population and literate popUlation by sex are already shown in the Table-I. Shillong Municipality is the core town ofShillong Urban Agglom­ eration. The total population of Shillong Urban Agglomeration is 267881 with 134416 males and 133465 ;females, which are shown in Table-6.

Table 7 provides the growth rate of urban population in each size-class of town from 1981 to 2001. The growth of urban population in each size-class in column 11 and 12 of the table has been worked out according to the size-class of towns in the 1981 Census in respect of the decade 1981-1991 and the size­ class of the town in the 1991 Census in respect of the decade 1991-2001.

The table shows that the number of towns in all classes are same both in 1981 and 1991 but in 2001, it is noticed that 4 new towns are added. There is only one class I town in the state whose status remains the same in 1981, 1991 and 2001. The percentage decadal growth rate has slightly increased from 36.76 in 1981-1991 to 37.14 in 1991-2001 for all classes of towns. Percentage of urban population in class I town is also decreasing from 39.91 percent in 1991 to 29.36 percent in 2001. It has been noticed that there is no class II town in both the decades 1971-81 and 1981-91. In 2001 one Class II town has emerged as a result of up gradation of one town namely Tura town. According to the popUlation criteria of class size it is found that, Class III and class IV towns have increased in number by l(one) and 4(four) respectively in 2001. The percentages of urban popUlation to total urban population as recorded in these two categories of town are 31.28 p_ercent afl(~ 24.55 percent respectively. The growth rate for Class III is 13.66 percent in 1991-2001. A slight gain of growth rate 1.23 percent is noticed for Class IV towns in this decade. In case of class V towns, it is seen that the population growth rate has declined considerably.

It is seen from the table that there is no class VI town in the state in 1991 and 2001.

Statement-2 displays the number of Statutory and Census Towns comparatively between 1991 and 2001. From the statement it is seen that the total number of statutory towns have increased from 7 in 1991 to lOin 2001. The Census towns in 1991 were 5 in number whereas in 2001 they have increased to 6. Thus the total nuinber dftowns in the state both statutory and Census towns have increased from 12 in 1991 to 16 in 2001.

Looking at the Statement, it'is noticed that the number of Statutory towns of East Khasi Hills district remains at 2 whereas one more Census town i.e. Nongmynsongwhich is a new constituent unit of Shillong Urban Agglomeration is a new Census town in 2001. Ri Bhoi and South Garo Hills district are the newly created districts after the 1991 Census, these districts share one town each in ioo 1. Each of East Garo Hills and West Khasi Hills district has two towns and all of them are Statutory towns.

Statement 3 shows the percentage of urban population comparatively between 1991 and 2001 and a~o the ranking of districts in terms of percent of urban population. East Khasi Hills district dominates all districts with the top position in urban population both in 1991 and 2001. There is an increase of 7.30 percent of urban population in this district from that of 1991 Census. West Garo Hills district, which occupied 2nd position in 1991, has now dropped to the 4111 position, East Garo Hills district, which was at 5th position in 1991, has been ranked 2nd position in 2001. Jaintia Hills district, which was at the 3rd position in 1991, has gone down to the 6th position in 2001. But West Khasi Hills district, has occupied 3rd position in 2001 from the 4th place il\ 1991. South Garo Hills occupies the 5th place in 2001 and Ri Bhoi with the least percentage of urban population occupies the last position.

The Statement 4 shows the trends in urbanization 1901-200 l. From 1901 - 1921 there was only one town in the state without any outgrowth and Urban Agglomeration.

In 1931 an Urban Agglomeration was formed in the state capital with Shillong Municipality and Shillong Cantonment as c.onstituent units. Two more towns namely Nongthymmai and Mawlai were added in 1961 and expanded the ,area of the Shillong Urban Agglomeration. In 1981, besides the existing four constituents units another two more Census towns known as Pynthorumkhrah and Madanrting were added to the Shillong Urban.

42 Agglomeration and the total number of the constituent units ofShillong U.A. increased to 6 in number. There is no new town in 1991.

In 2001 a new Census town named Nongmynsong has come up and it formed a new constituent units of Shillong U .A. hringing altogether 7 towns within its juris4iction., So since 1931 1951, there is only Shillong U.A. without independent town.

It is noticed that only from 1961 onwards that new independent towns started coming up. The independent towns that appeared in both 1961 and 1971 are Tura and Jowai. With the creation of new districts in the state after the 1971 Census, new towns such as Nongstoin, Williamnagar, Baghmara and Cherrapunjee came up.

In 2001, again with the creation of two more new districts, three new independent towns namely Nongpoh, Mairang and Resubelpara were formed in the state. Nongmynsong is another new Census town in 2001and is a constituent unit ofShillong U.A.

Looking at the statement above, the total urban population in the state has increased from 9621 in 1901 to 452612 in 2001 and the perceptage of urban population from 2.83 in 1901 to 19.63 in 2001. It is observed that there is slight decrease in the percentage ofurbap population in 1971 as compared to 1961. In 1961, the percentage of urban population was 15.27 percent whereas in 1971 it was only 14.55. But again from 1981 till 2001 the increasing trend in the percentage of urban population is noticed in the state.

Regarding the decennial growth rate of the urban popalation, it is found that the year 1961 is having the highest growth rate of 100.78 percent. This is because of the fact that two new independent towns viz. Tura and Jowai were notified in the two newly formed districts.

It is observed that the Annual exponential rate trend in the urban areas is not uniform. In 1911 the annual exponential growth rate was 3.49 which falls down to 2.32 in 1921, again it goes up to 4.33 in 1931 and comes down to 3.64 in 1941. The annual exponential growth rate is seen to decline to 2.25 percent in 1971 and to rise to 4.85 in 1981. A very negligible variatian in the annual exponential growth rate of urban population is observed in 2001 as compared to 1991.
