Introduction

As part of the Development Consent Order (DCO), NNB Generation Company (HPC) Ltd (NNB Genco HPC Ltd) must implement the Construction Workforce Travel Plan and Construction Traffic Management Plan until the end of the Construction Period.

NNB Genco HPC Ltd undertake monitoring of the implementation of these plans and include the extent to which all of the limits and other targets set out in the plans have been achieved and / or are reasonably likely to be achieved.

If the Traffic Incident Management Plan has been implemented during the quarter such as a variation in hours in ‘exceptional circumstances’, this will be referenced in the report.

This is the Quarterly Report for the Transport Review Group and covers January to March 2021 (Quarter 1). Scope

1 CONSTRUCTION WORKFORCE TRAVEL PLAN

1.1 Introduction

The Construction Workforce Travel Plan sets out the mode share targets for the HPC construction site and the associated development sites. NNB Genco HPC Ltd monitor progress against the mode share targets for peak construction. This is reported within the Report and provides evidence if NNB Genco HPC Ltd is meeting or on track to meet, the mode share targets and if amendments to the Action Plan or mode share targets are required.

The data is generally provided for all users rather than a split between full time HPC site based workers, part time HPC workers and HPC visitors. These users have a requirement to travel to HPC and all form part of the planning for travel demand.

The Construction Workforce Travel Plan Action Plan is available within the Appendix. The Action Plan sets out the key tasks undertaken in order to implement and manage the Construction Workforce Travel Plan.

The Construction Workforce Travel Plan Report contains:

• Mode Share Target Report Table;

• Construction Workforce Travel Plan Action Plan;

• Cycle and Motorcycle Parking Utilisation;

• Car Share database enrolment;

• Patronage on each bus service;

• Number of parking permits issued; and

• Annual staff travel survey results.

This quarter, NNB Genco HPC Ltd are overall meeting or on track to meet the targets set out in the Construction Workforce Travel Plan for when HPC is at peak construction. It is recognised that the car share targets for the Park and Ride sites are currently not on track to meet the car passenger targets when at peak construction. During the Quarter, there continues to be different worker travel patterns due to meeting the requirements for the Covid-19 social distancing measures such as a reduced direct bus service, increased use of the Park and Rides and not promoting car sharing. No major amendments to the Action Plan or mode share targets are proposed as part of this Quarterly Report.

This will be replaced with bus passenger data from the Passenger Counting System when the data becomes available for use in the Quarterly Report. The direct bus services to collect bus passengers from public bus stops along key bus routes were stopped in order to meet the requirements of social distancing and other Covid-19 mitigation measures in 2020. Bus passengers who would have normally used a direct bus to travel to HPC were allocated to a new Direct Bus service (Bridgwater Bus Station or Taunton Bus Station), Park and Ride, HPC Car Park (driver, car sharer, cyclist or motorcyclist) or moved to campus accommodation.

1.3 Mode Share – Travel to and from Associated Development Sites The Allocation of Worker to Transport procedure is followed to allocate each new starter at HPC to either the nearest bus stop along a HPC Bus Route (temporarily suspended due to social distancing restrictions) or a Park and Ride based on the principles set out in Section 5.3 Bus Measures in the DCO Construction Workforce Travel Plan. The Construction Workforce Travel Plan refers to reviewing the appropriateness of the targets for the Park and Ride when the pattern of where workers not residents in the accommodation campus sites are living is established. 1.4 Construction Workforce Travel Plan Action Plan The Construction Workforce Travel Plan Action Plan sets out the tasks required to manage the Travel Plan and is shown in Appendix A.1. The Action Plan is being reviewed and a new Action Plan is proposed to be developed as part of the HPC Workforce Uplift.

The HPC Workforce Survey (November 2019), identified that 16% of respondents car share to some extent and a further 14% would be interested in car sharing. In the latest HPC Workforce Survey (October 2020), 7% of bus passenger respondents indicated that they car share (this was not focused on just those who use a Park and Ride). The survey indicated in a specific car share question that 19% of Park and Ride user respondents indicated that they car share and a further 9% are interested in car sharing but do not currently car share. Therefore, there is potential for 28% of Park and Ride users to car share.

The level of car sharing and interest in car sharing has decreased since the HPC Workforce Survey in 2019 but still recognises that there is potential to work towards meeting the car share targets when the Covid-19 social distancing restrictions allow. Due to Covid-19 social distancing restrictions, car sharing has not been promoted from the end of March 2020. There has been car share journeys observed to the Park and Ride sites and HPC site where participants are thought to be in the same household or social bubble.

The bus services continue to be adapted to meet the requirements of social distancing and other Covid-19 mitigation measures. This included the Direct Bus services stopping, which resulted in an increase in use of the Park and Ride bus services. New Direct Bus services were introduced from Bridgwater Bus Station (1 September 2020) and Taunton Bus Station (5 October 2020) to provide an opportunity for members of the workforce living within walking distance to walk to board the bus in the centre of Bridgwater and Taunton. These locations can accommodate the social distancing requirements. The temporary mini bus service provided by the G4S team to accommodate the local workforce who do not have access to a car to drive to a Park and Ride continued during Quarter 4 and is included within the Direct Bus numbers. This has also been supplemented by a temporary service around Taunton for the expat community who do not have access to a car. HPC Community Bus The HPC Community Bus stopped services from the 4 th January 2021 due to Covid-19 restrictions and will be reinstated from the 12 th April 2021. For information, the HPC Community Bus commenced on the 6 th February 2017 providing a free community bus service between Minehead and Bridgwater (the service was in place originally for 12 months and has been extended until February 2021). As part of this, there was an agreement that a midi size bus could be used on the HPC bus services which passes through Stogursey.

1.9 Annual Staff Travel Survey The HPC Travel Survey is included as part of the HPC Workforce Survey. The survey includes a selection of questions from the SCC Moving Forward Manual for Travel Plans: Travel Questionnaire. The last Workforce Survey took place during a two-week period commencing the 19 th October 2020. The survey was undertaken by an independent market research company and respondents were encouraged to complete the survey online or using a paper copy. Survey interviewers have been used in previous surveys however due to Covid-19 restrictions, interviewers were not available to encourage further participation. A summary of the responses (including transport related questions) was presented to the Socio Economic Advisory Group (SEAG) in January 2021. The survey results represented 42% of the on-site workforce. A weighting was applied to the data to accurately reflect the actual workforce as there was a higher proportion of NNB/EDF Energy and G4S employees who responded to the survey. The survey identified 76% of respondents used a HPC bus service to travel to HPC. When boarding the HPC bus, 55% drive on their own, 7% car share (both driver and passenger), 32% walk and 1% cycle. The remaining 4% indicated that they use company transport to travel to the Park and Ride. Figure 1 identifies the district where workers indicated they are travelling from in the survey. The survey indicated in a specific car share question that 19% of respondents indicated that they car share and a further 9% are interested in car sharing but do not currently car share.

2 CONSTRUCTION TRAFFIC MANAGEMENT PLAN

2.1 Introduction The Construction Traffic Management Plan sets out how NNG Genco HPC Ltd manages freight traffic during the construction of HPC. NNB Genco HPC Ltd must monitor progress against the controls and targets set out and report these within this Report. This will evidence if NNB Genco HPC Ltd is meeting or on track to meet these and no amendments to the Construction Traffic Management Plan are required. The Construction Traffic Management Report contains:

• DMS bookings and comparison of DMS bookings against HPC Construction Works HGV deliveries;

• Comparison of HPC Construction Works HGV deliveries against HGV maximum daily limit and average quarterly limit;

• Details of any breaches of HPC Construction Works HGV limits, time restrictions or breaches of routing; and

• Origins of HGV movements.

It is noted that the HGVs are Euro IV compliant. All deliveries to HPC are to be Euro IV and this is monitored through the DMS system. If any vehicles are not Euro IV this will be raised by exception to the Transport Review Group.

2.5 Breaches of HGV Limits, Time Restrictions or Route There were 38 breaches relating to HGV limits, time restrictions or HGV route (0.30% of total HGV movements – 12,775) during this Quarter and these are summarised in Table 15a. Last Quarter there were 29 breaches (0.23% of total HGV movements). There was 1 breach relating to time restrictions (driver arrived just before 07:00), 36 relating to the HGV route and 1 relating to both HGV route and time restriction (driver arrived just before 07:00). 3 TRAFFIC INCIDENT MANAGEMENT PLAN

3.1 Introduction

The Traffic Incident Management Plan (TIMP) sets out the processes for managing HPC project related traffic during an event or incident that results in a loss of highway capacity on the two prescribed HGV routes to HPC site.

The following measures are in place as part of the Traffic Incident Management Plan:

• A Delivery Management System (DMS) which enables traffic incident information to be disseminated to all contractors and suppliers who are making a delivery on a given day;

• Variable Messaging System at strategic locations to support implementation of Operation HAROLD;

• Freight Management Facilities (FMF) are operational to enable HGVs to be held in the event of a traffic incident within the Incident Management Area (IMA) until it is appropriate to release them;

• The ability to hold buses at the Park and Ride’s and Accommodation Campuses in the event of an incident within the IMA; and

• The ability to vary hours and movements within overall vehicle caps in ‘exceptional circumstances’ and with environmental monitoring in place to ensure compliance within environmental limits.

4 OTHER TRANSPORT UPDATES

4.1 Construction Workforce Travel Plan Related

A number of other transport related updates to highlight include the following:

HPC Bus Service:

• There is an on-going review of the HPC bus routes and workforce accommodation locations. This allows improved planning of buses to better manage capacity and efficiencies. The new scheduling system will further support the on- going review.

• Temporary arrangements continue in place with the bus services adapting to meet the requirements of social distancing and other Covid-19 mitigation measures, based on central government guidance.

• The majority of bus passengers continue to be directed to use a Park and Ride on a temporary basis or the new Direct Bus services to enable social distancing while waiting and boarding the bus.

• A new Direct Bus service from Bridgwater Bus Station (referred to as Bridgwater Walk and Ride) commenced on the 1 st September 2020 and a Direct Bus service from Taunton Bus Station (referred to as Taunton Walk and Ride) commenced on the 5 th October 2020.

• Services from Weston Super Mare (Worle Diamond Batch) and Burnham on Sea (Sea View Road) are being introduced from Tuesday 4 th May 2021. These new services were identified following a survey undertaken with those located within these areas which including establishing the desired travel times.

• Bus services from Taunton Gateway Park and Ride near Junction 25 of the M5 re commenced from the 12 th October 2020. There are 200 parking bays available for HPC bus passengers and this is reviewed on a rolling month-by-month basis. A planning application is being prepared to enable HPC bus passengers and buses to continue using the Park and Ride at Junction 25 to the end of the construction phase of the Project.

Park and Ride Sites:

• HPC Car Share has not been promoted due to Covid-19.

• HPC are considering re-establishing an external car share company and will re-launch when car sharing can be promoted again.

• The parking associated with the other uses at J24 is summarised in Table 18.

HPC Travel Plan and Park and Ride Summary – 2021/22

• Planning permission was granted to extend the use of Quantock Lakes Park and Ride until September 2021. A Planning Application to continue use of the site will be submitted in Summer 2021.

Community and Safety

• Combwich to Hinkley Point Cycle Route –The Pre App discussed with authorities and the Transport Forum was provided with an update on the 26 th November 2020. The supporting planning assessments and Ecological Impact Assessment (EcIA) have been drafted. Further discussions on the development of the Design Drawings and engagement is expected to then follow.

• The HPC Community Bus Service recommenced until the 4 th January 2021 when it was suspended following the latest Government guidance. It will re-commence from the 12 th April 2021.

• Clearway monitoring of the C182 continues to take place and if regular occurrences are observed these will be raised by exception in the Transport Review Group Quarterly Report.

• The Transport Forum took place on the 18 th March 2021 and the meeting report can be viewed in Appendix D. The next Transport Forum is the 22 nd July 2021.

• The HPC Communications team receive enquiries form the local community, and summarise these within the Community Relations Report. The transport related enquiries raised within the aforementioned report are summarised in Graph 2.

4.2 Construction Traffic Management Plan Related

• NNB Genco HPC Ltd are continuing to work with SCC and WSP on the construction programme to strengthen the concrete structures on the C182 for delivery of the works by NNB Genco HPC Ltd. The works are due to be completed by Summer 2020.

4.3 Traffic Incident Management Plan Related No further updates during this Quarter.

4.4 Temporary Jetty

• The temporary jetty became operational in September 2019. It is designed to accommodate concrete constituents (such as aggregates, sand and cement) for on-site concrete production. There is a commitment to deliver a minimum of 80% (by weight) of materials for on-site concrete. The percentage split between concrete constituents delivered by the jetty and road was reviewed for the last 12 months and presented to the Transport Review Group on the 19 th October 2020.

• The proportion of bulk materials for on-site concrete production that were delivered by road and Temporary Jetty will continue to be reviewed and reported within one month of the next anniversary of the Temporary Jetty Operational Date.

• The number of deliveries to the Jetty this quarter was 34 (28 deliveries last Quarter).
