Working Paper No. 9 April 2021 IN SEARCH OF COHERENCE Why the EU and Member States Hardly Fostered Resilience in Mali Léonard Colomba-Petteng This project has received funding from the European Union’s Horizon 2020 research and innovation programme under grant agreement no. 769886 The EU-LISTCO Working Papers are peer-reviewed research papers published based on research from the EU Horizon 2020 funded project no. 769886 entitled Europe’s External Action and the Dual Challenges of Limited Statehood and Contested Orders which runs from March 2018 to February 2021. EU-LISTCO investigates the challenges posed to European foreign policy by identifying risks connected to areas of limited statehood and contested orders. Through the analysis of the EU Global Strategy and Europe’s foreign policy instruments, the project assesses how the preparedness of the EU and its member states can be strengthened to better anticipate, prevent and respond to threats of governance breakdown and to foster resilience in Europe’s neighbourhoods. Continuous knowledge exchange between researchers and foreign policy practitioners is the cornerstone of EU-LISTCO. Since the project's inception, a consortium of fourteen leading universities and think tanks have been working together to develop policy recommendations for the EU’s external action toolbox, in close coordination with European decision-makers. LA RICERCA STORICA SULLA PRESENZA DEL III REICH IN ARGENTINA (Pier Luigi Guiducci) Per un non breve periodo di tempo, diversi storici hanno descritto l’interazione che avvenne tra il III Reich e l’Argentina focalizzando in prevalenza gli anni della seconda guerra mondiale, e il periodo immediatamente successivo (quando molti ex-nazisti fuggirono dall’Europa per raggiungere le terre dell’America meridionale). In realtà, la costruzione di stabili canali tra tedeschi e argentini precedette di diversi anni il 1939.1 Si tratta di una storia che è importante da ricordare. Serve infatti a spiegare la presenza di consolidate comunità tedesche, e l’organizzazione di un sistema produttivo locale, ancor oggi esistente, riconducibile a investimenti che provennero da fondi della Germania.2 La Nazi Landesgruppe Argentinien (1931) Il movimento nazista in Argentina, e a Buenos Aires in particolare, ricevette un primo sostegno dai tedeschi che operavano nelle Compagnie di navigazione ‘Hamburg-Süd’3 e ‘Hapag-Lloyd’4. Le navi di queste società salpavano dal porto di Hamburg (Amburgo). Qui, dalla metà del 1930, i membri del partito nazionalsocialista cominciarono ad attivarsi per istituire un proprio ufficio a Buenos Aires. L’obiettivo era di attivare contatti permanenti con i tedeschi che vivevano all'estero, e di raccogliere fondi per il movimento hitleriano.5 Il 7 aprile 1931 venne fondata la Nazi Landesgruppe Argentinien6. Era composta da cinquantanove membri. L’organismo costituì un gruppo estero dipendente da una sezione speciale del partito nazista (Auslandsabteilung der Reichsleitung der NSDAP7). Due mesi dopo, il capitano Rudolf Seyd condusse la Landesgruppe argentina in Germania. Quest’ultima, partecipò pure a una cerimonia che si svolse a Berlino, presso il Memoriale dei caduti della I guerra modiale8. -

Davis IERES Occasional Papers, no. 2, May 15, 2019 Transnational History of the Far Right Series Transnational History of the Far Right Series A Collective Research Project led by Marlene Laruelle At a time when global political dynamics seem to be moving in favor of illiberal regimes around the world, this re- search project seeks to fill in some of the blank pages in the contemporary history of the far right, with a particular focus on the transnational dimensions of far-right movements in the broader Europe/Eurasia region. Of all European elections, the one scheduled for May 23-26, 2019, which will decide the composition of the 9th European Parliament, may be the most unpredictable, as well as the most important, in the history of the European Union. Far-right forces may gain unprecedented ground, with polls suggesting that they will win up to one-fifth of the 705 seats that will make up the European parliament after Brexit.1 The outcome of the election will have a profound impact not only on the political environment in Europe, but also on the trans- atlantic and Euro-Russian relationships. -

Starting from 1932 a surge in confrontations occurred which, were incited by nationalist groups that openly attacked their political adversaries during protests. In this context even those groups that were more reluctant to use violence, such as the socialists, became participants in a game of action and reaction that gave a new meaning to what was happening on the streets. -

Durante el siglo xx, el principal referente del movimiento monárquico Action française repre- sentó para ciertos círculos nacionalistas argentinos una fuente de recetas para interpretar e in- tervenir en el escenario político local. Tras una primera recepción en las décadas iniciales de dicho siglo, luego de su muerte fue recuperado en un renovado clima de ideas donde el catálogo de lecturas del universo naciona- lista se actualizó al calor de la guerra fría y el posperonismo. Es dicho momento el que nos interesa analizar aquí. Nuestra puerta de entrada será el aniversario de su desaparición física celebrado en 1972. La “Comisión Argentina de Homenaje a Charles Maurras en el xx aniversario de su muerte”, encargada de organizar las actividades, contó con la participación de un conjunto de figuras cuyas trayectorias mostraban heterogéneos recorridos y, para la época, apuestas políticas di- vergentes. -

On lisait alors les dix seules lignes consacrées, au sein d’une étude pourtant volumineuse, à la diffusion du maurrassisme et du corpus idéologique de l’Action française en Amérique latine: l’influence de la doctrine de l’Action française se faisait plus fortement sentir dans les pays latins qui envoyaient de nombreux étudiants à Paris et où l’élitisme politique traditionaliste de Maurras, ainsi que le prestige littéraire d’une école conformiste, aux œuvres accessibles, comblaient les aspirations des classes supérieures mieux que n’importe quelle autre tendance trouvée en France. -
