    2 INTRODUCTION Fish managers have long used creel census as an effective method of evaluating fish populations and fisheries management programs. During 1986, fisheries personnel from the Pontiac District Office of the Michigan Department of Natural Resources carried out an intensive creel census on Orchard, Cass, Maceday-Lotus lakes. Maceday and Lotus lakes are so broadly connected that in this report they will be referred to as a single lake unit (Maceday­ Lotus). Objectives of the creel census were to: (1) evaluate angler success, (2) determine angler pressure, (3) evaluate the benefits of current stocking programs in the lakes, and (4) assess the potential for improving fishing opportunities in the lakes. Orchard, Cass, and Maceday-Lotus lakes are all natural, glacial lakes located in rolling hills in the Clinton River watershed, Oakland County, Michigan. They are situated in an urban setting. Morphometrically the lakes are quite similar, with limited areas of shallow littoral zone bordered by sharp contour breaks. All three lake units attain maximum depths of over 100 feet, maintain dissolved oxygen levels sufficient to support fish at depths of at least 50 feet during the summer, and in general maintain good water quality. Orchard Lake covers 788 acres and reaches a maximum depth of no feet. The only inlet is an unnamed creek. The outlet is a reversible pumped discharge to Cass Lake. The village of Orchard Lake borders the southeast side of the lake. Orchard Lake contains good populations of largemouth bass, smallmouth bass, northern pike, bluegill, yellow perch, pumpkinseed, and black crappie. The only species stocked during the last 5 years was brown trout.

Fish contaminant analyses are limited to chemicals with high bioaccumulation potential in fish tissue. The presence of even extremely low concentrations of some bioaccumulative pollutants in surface water can result in fish tissue concentrations that pose a human or wildlife health risk. The EGLE-WRD conducts fish contaminant monitoring to address four goals: 1. The first goal is to support the development of the Michigan Department of Health and Human Services (MDHHS) Eat Safe Fish Guide. Edible portion sample results are used by the MDHHS to issue general and specific consumption advisories for sport-caught fish from Michigan’s surface waters. 2. The second goal is to support the regulation of commercial fisheries in the waters of the state. The Michigan Department of Agriculture and Rural Development (MDARD) uses edible portion monitoring results to regulate sales of the commercial catch. 3. The third goal of the fish contaminant monitoring is to identify spatial differences and temporal trends in the quality of Michigan’s surface waters. Temporal trends and spatial differences are examined by collecting whole fish, passive sampler, and caged fish samples in addition to the edible portion samples.

Portage At Donzi Cove, just north of Walton, a dam on the south end of Lake Oakland blocks access to the channel leading into Loon Lake. The shoreline is private residential units on all sides, making a portage impossible.     NATURAL RESOURCES AND ENVIRONMENTAL PROTECTION ACT (EXCERPT) Act 451 of 1994 324.30901 Definitions. Sec. 30901. As used in this part: (a) “Benefit” or “benefits” means advantages resulting from a project to public corporations, the inhabitants of public corporations, the inhabitants of this state, and property within public corporations. Benefit includes benefits that result from elimination of pollution and elimination of flood damage, elimination of water conditions that jeopardize the public health or safety; increase of the value or use of lands and property arising from improving a lake or lakes as a result of the lake project and the improvement or development of a lake for conservation of fish and wildlife and the use, improvement, or development of a lake for fishing, wildlife, boating, swimming, or any other recreational, agricultural, or conservation uses. (b) “Inland lake” means a public inland lake or a private inland lake. (c) “Interested person” means a person who has a record interest in the title to, right of ingress to, or reversionary right to a piece or parcel of land that would be affected by a permanent change in the bottomland of a natural or artificial, public or private inland lake, or adjacent wetland. In all cases, whether having such an interest or not, the department is an interested person. (d) “Local governing body” means the legislative body of a local unit of government. (e) “Preliminary costs” includes costs of the engineering feasibility report, economic study, estimate of total cost, and cost of setting up the assessment district. (f) “Private inland lake” means an inland lake other than a public inland lake.
