INTRODUCTION

Background

The National Policing Plan 2005-08 highlighted Neighbourhood Policing as the key national policing priority. The Constabulary’s Community Engagement Strategy published in August 2005 outlined the Constabulary’s strategy for implementing Neighbourhood Policing via community engagement. The formulation of defined Neighbourhood Policing Areas along with the creation of Neighbourhood Profiles of these areas was identified as a key element within this strategy.

Aim The aim of the Neighbourhood Profile Update is to identify ongoing and emerging crime and disorder issues in the Neighbourhood in order to facilitate effective policing and partnership working in the area.

Purpose The purpose of the Neighbourhood Profile Update is to provide up-to-date information on Neighbourhood issues to multi-agency Neighbourhood Panels and Neighbourhood Policing Teams, so that issues can be identified and effectively prioritised.

The Oxmoor and Hartford Neighbourhood

The Oxmoor and Hartford Neighbourhood team are responsible for the Oxmoor and Hartford residential areas of . The neighbourhood comprises of two wards which also act as the beats for the neighbourhood team, they are:

• Huntingdon North • Huntingdon East

The ward of Huntingdon West falls under the remit of the Huntingdon and District Neighbourhood Police Team so does not form part of this profile.

The team currently comprises of one Neighbourhood Policing Sergeant, two Neighbourhood Policing Constables and three Police Community Support Officers.

Update on previous identified priorities

1) Anti-Social Behaviour, including misuse of alcohol: 2) Criminal Damage:

• Regular patrols of Oak Tree Drive, River Bridges, Coneygear Park, Humber and Thames Road and Oxmoor and Hartford • 4 All Stops Forms completed against 4 youths on Coneygear Road for being abusive. • 5 young people and their parents spoken to regarding anti-social use of football – alternative location discussed and agreed. • 3 young males given words of advice for climbing on top of shelter in Oak Tree Drive. • Regular liaison with Park Ranger of Coneygear Park. Words of advice given to 2 males in Byron Close regarding anti-social behaviour. • Liaison and visits to Medway Centre, Maple Centre, Medway Court and Sapley Park. • Liaison and visit to Huntingdon Youth Centre. • Visit to resident of Norfolk Road regarding inappropriate behaviour of pet dog – Words of Advice given. • Engagement and visits to Schools, including St Johns School, St Peters School, Thongsley Junior, Hartford Junior School and Huntingdon Regional College. Cycle and foot patrols conducted outside schools. • 2 Warning Notices issued against registered owners of vehicles for inappropriate parking in Clifton Road. • Fixed Penalty Notice (EFPN) issued against registered owner of vehicle parked within limits of Pelican Crossing on Ambury Road. • Advisory Letters sent to all residents in Bevan Close regarding parking issues. • Strong words of advice given to young people and their parents following reports of 6 youths jumping in and out of resident’s gardens in Nene Road. • NPT Surgery held at Tesco’s Store in Huntingdon.

• Log sheets issued to a number of residents in Armstrong Court following complaints of ongoing ASB. • Mini moto seized from male driving it along Thames Road and surrounding streets. • Engagement with young people and other residents in Thongsley in relation to ASB and criminal damage – positive feedback received from residents. • Foot and cycle patrols in Bernard and Saunders Close in response to concerns regarding ASB and criminal damage issues. 2 x young people given strong words of advice in presence of Parents regarding their anti-social behaviour.

Alcohol Related:

• 2 x GAP forms completed against 2 x 15 year old males in possession of cans of Lager in Coxons Close. • Alcohol confiscated from 3 young males outside Maple Centre. Alcohol included bottles of Cider, WKD, and Lager. • Alcohol confiscated from 3 young females at the Pitts, Sapley Road. Alcohol included bottles of Vodka Alcopops. • Alcohol confiscated from 2 young males in Main Street, Hartford. Alcohol included case of 24 Cans of Lager. • 35 x young people stopped and spoken to at Pitts. Alcohol seized and one young person escorted home for rude behaviour. • Log Sheets sent to Diane Lane for completion by nominated local residents, in order to monitor public drinking and resulting litter. • Patrols of Hinchingbrooke Park – underage youths dealt with in relation to possession and consumption of alcohol. One male returned home to Parent and strong words of advice given. • Words of advice given to large group of young people congregating near to the Oak Tree – alcohol confiscated

• Involvement with Safer Cycling course at Spring Common School • Engagement with staff and pupils at local schools including St Johns, St Peters and Thongsley. Foot and cycle patrols outside schools in order to provide reassurance to pupils and parents. • Visits to and attendance at Huntingdon Youth Club. • Ongoing patrols and engagement with local young people across Oxmoor and Hartford. • One to one engagement with a victim of bullying. • Attendance and engagement with adults and young people at local Community Centres. • Visit to NACRO and general discussions regarding local young people and positive work being undertaken.

• Total Crime has decreased Total crime between 1st March and 31st May 2008 in the Oxmoor and Hartford Neighbourhood area has decreased by 23.2% (345 down to 265 offences) compared to the same period in 2007. The greatest decrease occurred in Huntingdon East ward (down from 158 to 98 offences).

• Largest decrease in Vehicle crime and Criminal damage Between 1st March and 31st May 2008 vehicle crime had decreased by 38 offences or 63.3% from the same period in 2007. The majority of this decrease was in Huntingdon North and related to reductions in theft from motor vehicles and interference with motor vehicles. Criminal damage crimes in the neighbourhood have decreased by 25 offences compared to the same period in 2007. This decrease has occurred mainly in Huntingdon East ward. criminal damage to vehicles, criminal damage to dwellings and criminal damage other.

Using grid analysis, the following crime hotspots have been identified for each ward for the last four months:

• Anti-social behaviour incidents increase On average during the last 3 months the neighbourhood recorded 120 anti-social incidents a month compared 98 in the corresponding 3 months in 2007 giving a rise of 21.7%. The pattern for 2008 is following the trends for 2006 and 2007 with an increase in anti-social behaviour as the days draw out.

• Largest increase in Rowdy & Inconsiderate Behaviour The largest increase was in rowdy and inconsiderate behaviour, a category that covers a wide variety of types of incidents. Between 1st March and 31st May 2008 there was 44.7% increase in this category over the same period in 2007 (179 up to 259 incidents).

Using grid analysis, the following anti-social behaviour incident hotspots have been identified for the last four months:

All incidents occurred between 1100 and 2015 hours. Huntingdon East Aston Gardens (12) Rowdy and inconsiderate behaviour Ward with a number of incidents relating to repeat locations and persons banging on doors. Incidents mostly occur in the evening/early hours. Thames Rd (12) Mainly rowdy and inconsiderate behaviour involving groups of youths playing ball games and behaving inconsiderately.

During the period 1st March and 31st May 2008 there were a total of 128 road traffic related incidents in the neighbourhood. None of the road traffic collisions were recorded as serious during this period.

The most common repeat locations for RTC incidents during the above period were as follows:

Community Information

As detailed above in previously identified priorities.

• The Neighbourhood Team have continued to conduct a variety of engagement activities over the last three months to provide a visible presence and to identify key issues from individuals who reside in, work in or visit the neighbourhood. In summary the actions undertaken, as detailed above have been in response to the three key priorities agreed at the last meeting. However, some specific surveys and engagement activities have been undertaken as shown below:

• Ongoing visits to and patrols in the vicinity of Humber Road, Armstrong Court, Desborough Road, Sapley Road and St Peters Road.

• The team have been involved in three Drugs Warrants executed within this and the adjoining Neighbourhood. Two successful prosecution and one very useful in relation to intelligence gathering

• Successful ASBO application for a Prolific Offender who committed crime in the Neighbourhood.

• Four Prolific Offenders imprisoned for varying offences.

• Ongoing engagement and regular patrols undertaken at local Schools regarding parking issues.

• Door to door surveys conducted in Chestnut Close, Prospero Way, Poplar Close, Sparrowhawk Way, Moorhouse Drive and Mill Road. The main areas of concern were speeding vehicles, poor lighting in play parks and gangs of youths drinking in public places.

• In addition to this, 35 Fixed Penalty Notices were issued for parking and seat belt offences. 55 Verbal/Written Warnings for similar offences. 20 vehicles reported for no tax. 3 Endorsable Fixed Penalty Notices for jumping red traffic lights and using a mobile phone whilst driving. Two further vehicles seized under Section 59 of the Police Reform Act.

• The Neighbourhood was also host to another Week of Action. The results are as follows:

DVLA - 12 Vehicles Clamped / 4 Reported (No Authority To Clamp) VOSA - 100 Vehicles Stopped - 19 Vehicles Prohibited From Driving (3 Immediately / 16 Delayed To Allow A Drive Home) DRAKES / MARSDENS - 37 Warrants Executed TRADING STANDARDS - 30 Vehicles Stopped & Advice Given On A Range Of Issues FIRE - 15 Vehicles Issued Written Warnings

Conclusion and Recommendations

The following issues are suggested for prioritisation by the Safer Neighbourhood Panel to identify the top priorities for the Oxmoor and Hartford Neighbourhood Police Team. Other issues could be identified in addition to the below list

• Armstrong Court – Criminal damage, vehicle and violent crime as well as anti-social behaviour • Ambury Road/Ashton Gardens – Criminal damage and violent crime as well as anti-social behaviour • Armstrong Court – Anti-social behaviour • Thames Road – Anti-social behaviour
