About Janakalyan Janakalyan is a society registered under Societies Registration Act, 1960 on 2nd July 1997 at with a team of dedicated rural people to serve the rural communities in general and four holy mothers (Manavimata, Bhoomata, Gangamata and Gomata) in particular.

Vision Statement Creation of an enabling healthy environment where all individual has equal access to and control over the Social, Cultural, Educational and Political institutions with an economically secured livelihood

Mission Statement Janakalyan exists to empower four holy mothers so that an economically secured healthy atmosphere is developed where all individual identity has their deserved status through institution building by 2020

Goal of Janakalyan To serve four holy mothers viz. Manavimata (woman), Bhoomata (soil), Gomata (animals) and Gangamata (water)

The Objectives 1. To implement developmental programs for child, woman & weaker sections. 2. To implement programs for socio-economic status improvement of the communities. 3. To implement programs for disabled, handicapped & street children. 4. To develop & demonstrate new technologies, suitable for rural population in all the related fields and motivating the people to adopt it. 5. To implement programs for healthy environment development. 6. To implement poverty alleviation programs. 7. To open and manage nursery, primary, middle and High Schools and also colleges of various disciplines including UG and PG courses in the field of medical, engineering, computer sciences, agriculture, social works and also in other disciplines, as may be found necessary from time to time. 8. To run technical colleges such as DEd, BEd, ITI, Diploma, Engineering, Medical, Ayurvedic, etc. 9. To run any kind of educational institutions for children, women and farmers of the country including KVK, RSK 10. To conduct teachers training courses 11. Our Values & Beliefs lives in its villages and therefore Janakalyan dedicated itself for uplifting rural communities. Janakalyan understand that there are issues in urban slums also, but it restricted itself working for the rural communities only to reduce the gap between urbanized India and rural Bharat Janakalyan believes in empowerment and sustainability strategies and all its programs are designed with these core principles through institution building. Accountability and transparency are core values of Janakalyan and maintained at all levels to its highest degree. Janakalyan never considers itself an alternative to Government but a watchdog for the community. It does believe itself as an assisting agency for the Government in developing the nation and its citizens.

th 16 Year at a Glance: 2012-13

16th year (2012-13) is made memorable in the history of Janakalyan by winning the long pending battle of mother tongue education. It is during this year Janakalyan could convince the Government of Karnataka to pass an order to provide the mother tongue (Bangla) learning facility in local government schools. Government of Karnataka issued the order on 31.12.2012 and the day was celebrated on 1st March 2013 wherein delegates participated from 14 Indian States. A Bhasha Vijay Stambh was erected on the occasion in memory of the victory in the presence of delegates from 14 states of India.

Opening of Maa Sarada Pre University College is another important event, which made the year memorable. Government accorded its approval on 22.3.2012 and the formal inauguration of the same was done on 24.6.2012 by Swami Veereshananda Maharaj of Sri Ramakrisna Ashrama, Mysore. The new building of the college was declared open on 4-8 January 2013 by Sri N Shankrappa, the President of Karnataka State Commission for Backward Classes in the gracious presence of Swami Muktidanananda Maharaj & Swami Jnanananda Maharaj of Sri Ramakrishna Ashram and other distinguished guests.

The year is memorable for many other reasons too! Some of the important events are placed here for the readers to realize why and how important the 16th year was for Janakalyan and its target communities. 1. Credibility Alliance accredited Janakalyan under Desirable Norms (highest standard) of good governance and accountability of voluntary sector 2. A video for 3 minutes prepared and screened at Development Dialogue 2012 on water-harvesting interventions of Janakalyan. Development Dialogue is an international event of Deshpande Foundation at Hubli organized every year in the month of January. 3. Janakalyan Sexual Harassment Policy-2011 was adopted by Governing Board w.e.f. 11.11.11 4. A publication “An Obscure Hope” on Refugees has been brought out. 5. Participated in 3-days Dharna cum Procession at Jantar-Mantar, New Delhi from 21-23 Nov 2011 on refugee issues; meeting with Sri H D Devegouda, the former PM of India on refugee issues at his residence in Delhi. 6. Participated in Annual Report Award of CSO Partners and was shortlisted among the top 10. 7. More than 100 staffs of 5 NGOs from North Karnataka were trained on microplanning at Janakalyan 8. Participated and organized Vivekananda Jyothi Yatra in Raichur on the eve of 150th Birth Anniversary of Swami Vivekananda 9. Process initiated for land purchase permission from DC and conversion of land as Non-Agriculture 10. Prof Ravivarma Kumar, senior advocate of Karnataka High Court consulted for refugee issues 11. Sri Vishweshwar Hegde Kageri, Primary & Secondary Education Minister consulted for Bengali language and college permission 12. Applied for a Rural ITI in Janakalyan campus 13. Linguistic Minority status was declared for Bengali communities by local administration. 14. Training on water budgeting at Cooperative Training Institute of Hyderabad to the Solidaridad supported Better Cotton Initiative (BCI) project partners. 15. Initiated the process of Payment Gateway registration for www.jankalyana.org for online donation. 16. Organized “Jana Spandana” Program – a grand success in R H Colony No.2 on 7.4.2012 17. Designed a new website for Janakalyan i.e. www.jankalyana.org instead of www.jankalyan.in and launched it on 5.5.2012. 18. More than 200 toilets have been sanctioned by Infosys Foundation for communities and about 3 institutional toilets. Constructed 200 toilets in 25 days with the community cooperation.

19. Refugee rights like caste, language, voter ID, ration card, land rights, etc. issues are taken up at appropriate level. Regular meeting with community leaders on refugee issues 20. May Day celebrated at Devaragudi with WE (Wage-Earners) groups in the presence of MLA Sri Venkatarao Nadagouda was a grand success. 21. Swami Shivananda Maharaj of Jadeshiddheshwar Math, Davanagera visited and addressed the students on 11.7.2012 22. Sri Dandin Maharaj and Satpriyananda Maharaj of Goudiay Math addressed the students on 12.7.2012 23. Swami Tyageeshwarananda Maharaj of Bangalore Ramkrishna Ashram and Swmai Archananda Maharaj of Rayagad addressed the students on 27.7.2012 24. Participated in SDTT workshop in Prakriti, Nagpur on NREGA between 6-8 August 2012 25. Meeting with Sri Jairam Ramesh, Union RDPR Minister on toilet and Nirmal Gram Purashkar on 19.8.2012 at Gulbarga 26. Jnanavahini of Sri Ramakrishna Ashram, Mysore visited our college and other schools/colleges of between 21-29 August 2012. Swami Veereshananda Maharaj addressed the students and lead the Jnanavahini. 27. All India Refugee Convention was organized at Mavalankar Auditorium, New Delhi on 29-30 August 2012. Submitted memorandum to Rastrapathi and PM about refugee issues on 31.8.2012. 28. Teachers Day cum Welcome Function was celebrated on 5.9.2012 29. About 200 toilet lokarpan program with Sri Basavaraj Patil Sedam, MP as chief guest on 14.9.2012. 30. Mau, MP team visited Janakalyan for learning exposure on 19.9.2012 about NREGA. 31. Mr. Tauqueer Sabri, PO of SDTT visited Janakalyan on 20.9.2012 for program evaluation. 32. Ms Archana, GiveIndia visited Janakalyan on 24.9.2012 for field verification 33. Meeting with Sri Narayanaswami, Social Welfare Minister (27.11.2012), Sri Vishweshwar Hegde Kageri, Education Minister (28.11.2012) and Sri Aravinda Limbavali, Health Minister (28.11.2012) for refugee issues. 34. Swami Jitakamananda Maharaj, President of Sri Ramakrishna Math, Mangalore addressed the students on 2.12.2012 on the eve of 150th Birth Anniversary of Swami Vivekananda. 35. Government of Karnataka issued a gazette notification on 26th March 2013 bearing number SWD 157 SAD 2009 to constitute a high level committee chaired by the Additional Chief Secretary; the committee shall recommend the points to be considered to issue SC certificate to Namasudra communities of Karnataka.

Jan Sanghatan Fight for Rights – Mother tongue education reestablished in Karnataka for Bengali speaking communities

Thanks to Government of Karnataka for finally a national umbrella of Nikhil Bharat Bangali for responding to one of the long pending issues Udbastu Samanvay Samiti. of rehabilitated communities in Sindhanur taluk of ! Out of several constitutional demands of these Bengali communities, Government of Karnataka has finally issued an order to teach ‘Bangla’ as second language in local government schools (Government Order No: ED 34 PMC 2012 date 31.12.2012).

It was not that easy but a long struggle of more than 15 years of Janakalyan which yielded result in 2012-13 and generations of Bengali communities residing in Karnataka would study their mother tongue and retain the language and culture outside Bangla border. It made Janakalyan team proud and happy. The achievement was celebrated on 1st March 2013 Matribhasha Vijay Divas – left view as “Matribhasha Vijay Divas” in the presence of delegates of 14 states of India including poets, writers, intellectuals and activists.

The government officers of education department and elected representatives who cooperated during the fight were felicitated on the occasion. A ‘Bhasha Vijay Stambh’ was erected to remember the day.

Reservation: Major share of the rehabilitated Bengali communities are from Namasudra, Rajbanshi and Poundra communities; these Matribhasha Vijay Stambh unveiled castes are recognized as Scheduled Caste (SC) in West Bengal and other 5 states but not in Karnataka. The fight started long back in 1996 and various strategies adopted during these long years. It is during this year, Government of Karnataka has issued a gazette notification on 26.3.2013 bearing number SWD 157 SAD 2009 through which a high level committee chaired by Additional Chief Secretary is constituted. The committee shall recommend the government the points to be considered to issue SC certificate to these communities. This is another big achievement of Janakalyan in its 16th year of intervention. In order to fight for these rights, Janakalyan has brought these communities under Introductory speech to Matribhasha Vijay Divas

Jan Krishi Create Multiple Sources of Income in Small Farms – Inculcate a habit of diversified cropping pattern to distribute the risk of crop failure

Thanks to NABARD for supporting a farm based innovation under the Farmers Technology Transfer Fund (FTTF) to create a model for tail end farmers of Tungabhadra Irrigation Project! Growth of population and land fragmentation has reduced the per capita land availability. This posed the food insecurity to the small farmers. This is also because of the mono-cropping and inadequate irrigation at tail end of Tungabhadra irrigation project. Though we have enough runoff generated during the rainy season for which make way out of our farm and later blame God or Government for not providing irrigation.

Multiple Sources of Income – risk distribution To enhance the productivity and income level of these farmers, Janakalyan developed a model to inculcate the habit of diversified cropping pattern to distribute the risk of crop failure. To begin with, the intervention started with 5 farmers while it is planned to demonstrate with another 10 farmers. The productive units demonstrated in the farms are – 1) Fish in the Water Bank 2) Fodder with milch animals 3) Vermicompost for soil fertility improvement 4) Vegetable cultivation

In addition, some fruit and firewood trees are also planted on the bunds of the water bank. The model is tested with more than 50 farmers in Vermicomposting – recycling the wastes past and has come up as a replicable model for any tail end of irrigation project in India.

Concept of cost sharing is introduced to develop the sense of ownership among the farmers on the assets created.

NABARD has played an important role in reducing the wastage of food grains with the Grameen Bhandara Yojana by promoting of rural go-downs. Similar scheme needs to be promoted by NABARD in order to harvest this runoff by creating “Water Bank” to reduce wastage of every drop of water.

Jan Jal Ensure Water to Ensure Food Security – Provide a water bank to your child than a house; house is for urban child while ‘water bank’ for rural

Thanks to Give2Asia (Deshpande Foundation fund) for supporting a farm based innovation to create a model for tail end farmers of Malaprabha Irrigation Project in Gadag district of Karnataka! All tail ends of any irrigation projects in India are exposed to 2-extremes of water availability. The farmers lose their standing crop due to inundation in rainy season while it gets dried up during peak season for lack of irrigation. In order to bring the farmers out of this trap, Janakalyan has developed an innovative model to create a “water bank” in all such farms to harvest the excess water during rainy season and use it for lifesaving irrigation during peak season.

Janakalyan believes that if water security is Water Bank excavated to store excess water ensure to the farming communities, they will ensure the food security of the nation. Therefore, urges the farming communities to create a water bank for their children instead of a house for them. With the support of Deshpande Foundation, Janakalyan has already created about 45 water banks in the Gadag district in the last 3 years as provided in the following table- Number of 2010-11 2011-12 2012-13 Total water banks 10 27 8 45 Various other productive units are added after excavation of these water banks in the farms. Jan Raksha Total Sanitation Campaign – Participation is the way to real development, 200 toilets built in 25 days

Thanks to Infosys Foundation for the support through Kottala Basaveshwara Bharatiya Shikshana Samsthe for supporting construction of 200 toilets in Sindhanur Rehabilitation Project! It was to our wonder that community participation could ensure completion of construction of 200 toilets in only 25 days without investing a single rupee. It is the credibility of Janakalyan that without any formal documentation, 200 families invested more than Rs.40 lakhs to construct 200 toilets believing that Janakalyan would certainly give the 200 toilets lokarpan – cheque distribution promised grant of Rs.8000 per toilet. On the

contrary, the same community is not ready to invest for the toilets to get grant from Gram Panchayat though the amount is higher (Rs.9800) than what Janakalyan has promised.

The lokarpan of these 200 toilets was done in the presence of Sri Basavaraj Patil Sedam (MP) and Sri Vasudevrao Deshpande of Infosys Foundation along with cheques for each beneficiary. The intervention did not stop there but it is ensured by Janakalyan team that each of these 200 toilets is being used hygienically. The senior citizens, the pregnant women and

Jan Shiksha Rural Education is the Need of the Hour – Education centers must shift to rural areas for true knowledge empowerment

Thanks to www.giveIndia.org for assisting hundreds of rural children to ensure their primary and secondary education through online donation supports! The primary target groups of Janakalyan are rural small and marginal farmers from lower strata of the society. Being Scheduled Caste (SC) in their original place of abode and 6 states of India, they are deprived of these constitutional benefits in Karnataka after their rehabilitation. Thus they neither get economic benefits of various government schemes nor do their children get education/employment benefits. Therefore Priya avoids her child marriage with education status of these communities is very GiveIndia support poor.

With the support of GiveIndia, Janakalyan has initiated 4 interventions to improve the education of these communities as briefed below- a. Provide ‘Education Kit’ to poor children to ensure continuity in schools throughout the year in addition to what government provides in the schools. b. Provide ‘Artisan/Agriculture Kit’ to the parents of the poor children so that they earn and support education of their children in school/college Nisha received support of GiveIndia to c. Provide stipend to adolescent girls / rural postpone age at marriage thru post-metric youth for college education to ensure post- education metric education to avoid child marriage / child labor and its deadly consequences d. Provide ‘Hygiene Kit’ to poor families so that the hygienic condition is maintained at home to reduce hospital expenditures and thus support their children in school/college

10 Decentralized Education: Ancient India had gurukul education centers in rural areas whereas in modern days the education centers are concentrated in urban cities. The rural poor do not have access to such education due to various factors including economic reason. Janakalyan initiated a reverse trend to provide higher education to the rural poor at their doorstep. The Swami Muktidananda Maharaj, President of Maa Sarada Pre University College started Ramakrishan Ashrama, Mysore with Swami during the year and the new building was also Jnanananda Maharaj of Tamil Nadu and other inaugurated in the same year in the presence of distinguished guests during opening of new building Swamijis from Ramakrishna Ashrams. About 57 of Maa Sarada Pre University College. students are learning in this institute, major share being adolescent girls from rural areas. Otherwise, these girls are generally married at the age of 14-16 years. This institute basically caters to the needs of these adolescent girls.

The formal inauguration of the college was held on 24th June 2012 in the gracious presence of Swami Veereshwaranand Maharaj of Ramakrishna Ashrama, Mysore. About 200 mothers and senior citizens were honored to get their blessings with clothes on this auspicious occasion. Students of Maa Sarada Pre University College performing cultural programs during the 1st Annual Swami Jitakamananda Maharaj of Mangalore Day of the College Ramakrishna Ashrama, Swami Tyageeshwaranand Maharaj of Ulsoor Ramakrishna Ashram and other spiritual persons addressed the students during the year. Sri Basavaraj Patil Sedam, MP (Rajya Sabha) also addressed the students on 14.9.2012.

Innovative competitions to retain the culture and tradition among the parents are conducted during the Annual Day ceremony from 4-8 January 2013. Jan Udyog National Rural Employment Guarantee Scheme – Knowledge empowerment of rural wage-earners is the way to ensure employment creation

Thanks to Sir Dorabji Tata Trust for supporting to bring 9878 wage-earners (WE) under a common umbrella so that their rights and entitlements under Nation Rural Employment Guarantee Act (NREGA), 2005 is ensured! WE groups are promoted amongst the lower strata of the society; they are trained about the provisions of the NREG Act, empowered to demand for their rights, applied for job, ensured execution of these works through the WE groups, completed documentation in time, ensured release of payment without any leakage, demanded the unemployment allowances wherever applicable, compensation on delayed payment of wages, worksite facilities, and such other entitlements through these WE groups. Several agitation, WE groups working on a site allotted to them dharna, rally were also organized through these WE groups in order to ensure their rights and entitlements. Finally these WE groups are linked to a state level organization called GraKooS keeping sustainability in mind.

About 9878 wage-earners from 4409 families of 57 villages from 8 GPs of Sindhanur taluk has been covered so far; of these 4933 members of 2178 families have availed employment of 31545 person-days in the reporting period with an average of 14 person-days per family. The total wages received by these WE groups is Rs.48,90,870 in the reporting period while the cumulative amount for the project period is Rs.1,23,65,745. The average benefit per family is about Rs.5678/-. Jan Shakti Renewable Sources of Energy Harnessing - Efforts to replace non-renewable sources of energy by renewable sources at home and farm

Thanks to the peasant communities for accepting the ideas of Janakalyan to cope up with the challenges of global warming and climate change! Several self supported efforts have been tried with the farming communities to replace application of non-renewable sources of energies with renewable sources. Introduction of pedal pump, pressure pump to lift water from the tanks without electricity or fuel is one such effort. Recycling of crop wastes and cow excreta for soil fertility improvement in place of chemicals, improved chullah, biogas plants, etc. are some of these initiatives to promote usage of renewable sources of energy. Growing more and more firewood trees is another way to cope up with the climate change by replacing what the farmers take out of the environment for own consumptions.

This will help them to retain their identity, language and culture. 2) Social Reservation: The Namasudra, Poundra and Rajbanshi communities of these refugees are considered as Scheduled Caste (SC) in their original place of abode while not in Karnataka. Efforts of Janakalyan all through these 16 years has made Government of Karnataka to issue a gazette notification on 26.3.2013 to constitute a high level committee chaired by Additional Chief Secretary of Karnataka to recommend the points to be considered to issue them SC certificate. 3) National Alliance: It is with the efforts of Janakalyan, these extinct communities have been federated with a national alliance of

What Next? Journey ahead to Janakalyan

Lots have been achieved during the last 16 years of development journey of Janakalyan with the support of our esteemed donors and cooperation of the target communities; however, there is long way to go to make these communities empowered and self reliant!

Janakalyan plans few important interventions in the days to come which are briefed below- 1) Decentralized Education: In ancient days, the gurukul education system prevailed wherein the students used to go to Ashram (usually located in neighborhood of villages) to gain knowledge and experience from the nature. But in present days, the education centers are concentrated in urban cities beyond the reach of rural children. It is therefore the gap between urban India and rural Bharat is increasing day by day. Janakalyan proposes to reverse the present trend and draw the attention of urban children to the rural areas by creating state of art education centre in rural areas. This will not only provide practical experience to the students but also the fresh environment for their growth. In addition, the rural children will have the access to the education of equal standard. 2) Water Bank: Water is life and assured water to the farming community can ensure food security the whole nation. We have enough water but lack in storage structures. We make way to water when have in excess but blame God or Government in scarcity. Janakalyan plans to create Water Bank for each farm to harvest each drop of water and make effective use of it. Janakalyan urges the community, government and developmental agencies to ensure that each farmer creates ‘Water Bank’ for his child than a house. 3) National Alliance: Janakalyan team has enough expertise in addressing the issues of refugees and managing natural resources for livelihood improvement, especially in the tail ends of irrigation projects in India. Janakalyan plans to deploy its expertise in similar contexts all over the country through a national alliance of likeminded agencies and communities. 4) Human Resource for Rural Development: There are unknown numbers of institutions in the country who are creating human resources; but none of them are oriented to work in rural areas having no or little infrastructures. Even the person from rural areas starts job hunting in urban cities. Janakalyan wishes to establish a Human Resource Development Centre where the person would be trained in rural development and oriented / motivated / brainwashed to work in rural areas with deprived communities.

Footsteps of Janakalyan

Janakalyan took birth in July 1997 with an objective to assist the refugees & repatriates to raise their income level through intervention in the field of agriculture. It started working with farming communities with its own resources. The strategy adopted to work with these peasant communities was ‘awareness generation’ among the mass about the mistakes that they have already done and the ways to rectify it. Training & exposure were 2 tools adopted to convince these farmers about the proposition that Janakalyan was propagating about organic farming.

Year 1998 began with new hopes. The concept of raising income level of the farmer was added with land reclamation (soil fertility / health management and preserving it for the generations to come). It also worked out for subsidiary sources of income for these communities and found animal husbandry as a viable option; started promoting the same along with agriculture. By the end of the year it realized that raising the income level through its different approaches would not serve the purpose if proper mechanism is not adopted to save the earned income; thus, started promoting Self Help Groups of men and women. And thus the objective of Janakalyan was formulated as “to serve 3 holy mothers i.e. Manavi Mata, Bhoo Mata & Go Mata”. It also started working with children, keeping education as the focal point through ASHA & Child Labor Schools.

The year 1999-2000 could be termed as Capacity Building Year for Janakalyan. Maximum effort was put to train the staff of Janakalyan at various NGOs and Institutions through training and exposure. Awareness generation, training and exposure for the community (woman & farmers), relation building with local officers, etc. were the major activities during the year. Fund flow also started from this year. Women Development & Empowerment Program, Mahila Arthika Swavalambane Yojana, Participatory Technology Development in Cotton, Dairy Development Program, and Child Labor Elimination Program were the programs of the year. The important innovation of Janakalyan was Sansar Pathshala, Kishori Vikash Program, Shree Shakthi Sabha and Sangha Darshini Samittee. The fourth mata i.e Ganga Mata was added to the objective upon suggesting it by most of the distinguished visitors to Janakalyan.

The year 2000-2001 is an important year for Janakalyan wherein the top management of the organization undergone various training at renown Institutes. Therefore, the same programs were continued during the year without much difference. However, the major step initiated during the year was formation of a Cluster Level Federation of SHGs and starting a Milk Marketing Center at Sindhanur through this Federation. Kitchen Garden Program was another innovative program to recycle the water to grow vegetable in the house-yard. Most of the activities / programs got hindered during this year due to improper management as the staffs were deputed for higher studies. However, a research study was undertaken during the year in the Rehabilitation Project by the staff. The area of operation got extended to outside Rehabilitation Project.

The year 2001-2002 is the year of transformation. After proper training of the top management, it realized that till date Janakalyan was functioning without proper planning. Planning Meeting was introduced for the first time in the organization to organize the activities in a systematic way after assessing the needs of the community in a participatory way. The organization also gave emphasis on professionalizing the approach by recruiting the qualified employees like B.V.Sc., M.Tech., MSW, M.Com., MA graduates. A detailed Service Rules for Janakalyan was also adopted during the year. A few sets of innovative programs also got introduced during the year. The year is termed as Mass Mobilization Year because lot of efforts was put to organize the community in demanding their rights from the concerned authorities.

The year 2002-03 is the year for sustainability of the organization. Sustainability of an Organization is nothing but having a dedicated professional team of Human Resource and a constant flow of Financial Resources. Towards this, Janakalyan put all the effort to have a competent team by recruiting a set of fresh graduates because they could be tuned according to the vision and mission of Janakalyan. Many efforts were put to see that the programs as well as the organization become sustainable. The year is also most Planned Year in the history of Janakalyan; also received the FCRA registration and exemption under section 12A of Income Tax Act, 1961. We received first foreign grant for the Cotton Based Integrated Farming System development program. Janakalyan got lot of publicity during the year through its program called Jana-Udyog. The area of operation was extended to outside the block as well as district. The administrative Office was established at Jawalgera keeping the conveniences like Bank, Post, Transportation and area of operation in mind.

The year 2003-04 is the year of confidence building. An organization working with all sections of society as target communities for the past 8 years has developed self-confidence in achieving maximum success in its target. Looking to our professional management, dedicated team of human resource and judicious use of financial resources another two big projects JSYS and HIVOS were added in our list. We also see considerable change in conditions of our target community resulting because they have started believing in themselves and our propositions.

The 9th year (2004-05) is recorded as the year for diversification. Janakalyan has expanded its area of operation and reached each and every village of Sindhanur taluk as well as neighboring taluks also. Further, the activities have also been diversified to health, education, sanitation, nutrition focusing child and mother. Linkages with UNICEF established and it became the major donor for Janakalyan. The year 2005-06 could be termed as year of HRD wherein Janakalyan had to recruit more than 150 staffs at various cadres and train them in various sectors to carry out the activities undertaken in the district. The staffs are recruited in each and every village of the Sindhanur block. Similarly the project inflow was also very high and many activities had to be implemented in parallel. The year (2006-07) is the year of recognition wherein Janakalyan built a strong network with government as well as non-government agencies. Government assigned many planning tasks to Janakalyan in the district such as perspective plan for NREGA, Suvarna Gramodaya, Kugram Suvarna Grama, etc. and the plans prepared by Janakalyan was appreciated in the state level meetings by Sri Srinivas Murthy, the Principal Secretary of RDPR in Hotel Atria, Bangalore. Janakalyan was also invited to train the NGOs of Mandya district in preparation of perspective plans for Suvarna Gramodaya. In the district also, it could build an image and for any developmental initiatives, Janakalyan is provided with the first opportunity. Janakalyan has developed a corpus during this year. Janakalyan also established a campus of its own. The year (2007-08) is the year of expansion both in terms of area of operation as well as its role change. UNICEF appointed Janakalyan as the nodal agency for its programs in Raichur district and the prestigious national flagship program viz. Total Sanitation Campaign (TSC) implementation through the NGOs was assigned to Janakalyan. Janakalyan implemented the TSC in 300 villages of all 5 taluks of Raichur district through local NGOs. Janakalyan also participated in various national and international programs, activities, meeting and workshops. The state level CRC convention was hosted by Janakalyan and represented Karnataka in National level CRC convention. Janakalyan celebrated 10th Foundation Day on 12th January 2008 as mark of 10 years of contribution to the society. The year (2008-09) is the 12th year of operation in Raichur district and at this juncture Janakalyan board felt that Janakalyan needs to compress its activities in Raichur and move in some other area. It started trimming its staff-size from the beginning of the year as well as programs. Study in other districts of Karnataka as well as research on potential donors started during the year. Janakalyan also done major surgeries to its operational strategies, amended its byelaws, changed its board structure and composition and many more. To sum up, it could be said that Janakalyan took new birth with new spirit. The year (2009-10) marked completion of 13 years in the sector of rural development; in its history of these 13 years, never entered into emergency management activities. Janakalyan initiated gradual phasing out from Raichur district during previous year but due to an emergency call of the nature in the operational area, Janakalyan had to initiate disaster management activities in the flood affected villages of Sindhanur on humanitarian ground. The intervention concentrated on ensuring rights of children and women in flood affected villages and successfully implemented in 10 villages. The year (2010-11) marked completion of 14 years in the sector of rural development; Janakalyan started replication of its innovative models demonstrated successfully during the journey of development in other similar context. Identification of similar area and donors continued during the year and succeeded to initiate intervention in Gadag district. Similarly, the other major initiative taken up during the year is towards online fundraising through GiveIndia registration, accreditation by Credibility Alliance, affiliation to Bharat Welfare Trust, lifetime renewal of 80G of IT Act, etc. The year 2011-12 being 15th year of existence of Janakalyan, to make it meaningful it is declared as “Child Care Year” and accordingly the activities were focused on child empowerment. Supporting refugee girls’ education, providing education kits to the children, major operation of a cute girl and above all, opening a new college for the refugee children are notable activities during the year. Developed Sexual Harassment Policy 2011 and relooked at all operational policies of Janakalyan like Service Rules 2001, Procurement Policy 2005, Gender Policy 2007, and Investment Policy 2011. Credibility Alliance accredited Janakalyan under desirable norms of highest standard in governance, accountability and transparency. The website new website designed with www.jankalyana.org instead of www.jankalyan.in. Janakalyan Annual Report 2010-11 was selected as top 10 best annual reports in the country by CSO Partners. National Alliance of refugees initiated in Karnataka. The year 2012-13 is 16th year of Janakalyan existence! It was earmarked for fighting for the rights of its primary target groups, the Bengali refugees. Accordingly, succeeded to ensure Bengali teaching in government schools and the day was celebrated on 1st March 2013 as Matribhasha Vijay Divas and a Matribhasha Vijay Stambh was unveiled. Maa Sarada PU College building was inaugurated on 8th January 2013 on the eve of 160th Birth Anniversary of Holy Mother Sarada. Government of Karnataka issued a gazette notification to consider providing reservation to these Bengalis.
