July 2005 in Hong Kong 01.08.2005 / No 19 A condensed press review prepared by the Consulate General of Switzerland in Hong Kong Introduction Hong Kong has a new Chief of Administration. Yuan revaluation sets stage for boom in HK. Domestic politics Tsang sent condolences to Britain: Chief Executive Donald Tsang Yam-kuen expressed his condolences for victims of the London bombings, saying he was deeply shocked and saddened by the attacks. New chief of administration: Raphael Hui, a veteran civil servant and former Secretary for Financial Services has been appointed as Chief Secretary to the HK government. The new No. 2 of HK is known to be close to the chief executive and to business circles. In his first press interview he said his main tasks would be electoral reforms for the 2007-2008 elections, resolving the West Kowloon controversy and finding new blood for HK politics. Weak attendance at July 1st march: Only 21’000 (barely 4% of 2003 500’000) participated in the traditional protest march prompting Beijing to say that the event had lost its popularity. Democracy and universal suffrage were just two items on the marchers’ growing wish list which also included labour and gay rights. With the resignation of Tung, the shelving of Article 23 and an economy on the rebound most highly contentious issues have faded. Pro-Beijing organizations also staged a morning parade with also about 30’000 people clanging cymbals and singing patriotic songs to mark the handover. One newspaper ironically mentioned that on the same day that more than 200’000 people went to see an exhibit featuring dinosaurs in a shopping mall. -

Licensed under CC BY 2.0 / image cropped 3 The Wilson Doctrine Summary The convention that MPs’ communications should not be intercepted by police or security services is known as the ‘Wilson Doctrine’. It is named after the former Prime Minister Harold Wilson who established the rule in 1966. According to the Times on 18 November 1966, some MPs were concerned that the security services were tapping their telephones. In November 1966, in response to a number of parliamentary questions, Harold Wilson made a statement in the House of Commons saying that MPs phones would not be tapped. More recently, successive Interception of Communications Commissioners have recommended that the forty year convention which has banned the interception of MPs’ communications should be lifted, on the grounds that legislation governing interception has been introduced since 1966. -

Kantor Center Position Papers Editor: Mikael Shainkman January 2018 ANTISEMITISM IN THE RADICAL LEFT AND THE BRITISH LABOUR PARTY Dave Rich* Executive Summary Antisemitism has become a national political issue and a headline story in Britain for the first time in decades because of ongoing problems in the Labour Party. Labour used to enjoy widespread Jewish support but increasing left wing hostility towards Israel and Zionism, and a failure to understand and properly oppose contemporary antisemitism, has placed increasing distance between the party and the UK Jewish community. This has emerged under the leadership of Jeremy Corbyn, a product of the radical 1960s New Left that sees Israel as an apartheid state created by colonialism, but it has been building on the fringes of the left for decades. Since Corbyn became party leader, numerous examples of antisemitic remarks made by Labour members, activists and elected officials have come to light. These remarks range from opposition to Israel’s existence or claims that Zionism collaborated with Nazism, to conspiracy theories about the Rothschilds or ISIS. The party has tried to tackle the problem of antisemitism through procedural means and generic declarations opposing antisemitism, but it appears incapable of addressing the political culture that produces this antisemitism: possibly because this radical political culture, borne of anti-war protests and allied to Islamist movements, is precisely where Jeremy Corbyn and his closest associates find their political home. A Crisis of Antisemitism Since early 2016, antisemitism has become a national political issue in Britain for the first time in decades. This hasn’t come about because of a surge in support for the far right, or jihadist terrorism against Jews. -

Terrorism Prevention and Investigation Measures Bill Committee Stage Report Bill 211 2010-12 RESEARCH PAPER 11/62 24 August 2011 This is a report on the House of Commons Committee Stage of the Terrorism Prevention and Investigation Measures Bill. It complements Research Paper 11/46 prepared for the Commons Second Reading. Report Stage and Third Reading are scheduled for 5 September 2011. Significant areas of debate at Committee Stage included: the lack of a legal definition for overnight residence requirements that could be imposed on suspects; the fact that the Home Secretary would no longer be able to geographically relocate terror suspects; proposals to allow suspects access to a mobile phone and computer. Some Members expressed a particular worry about the inability to renew measures imposed on suspects after two years, unless there was evidence of new terrorism-related activity. Only a small series of Government amendments, which were mostly described as drafting or technical amendments, were made in Committee. One of these extended certain provisions (relating to devolved matters) to Scotland with the agreement of the Scottish Government. COMMENTS From Baking Bread to Making Dough: Legal and Societal Restrictions on the Employment of First Ladies SARA KRAUSERT t The paradigmatic First Lady' embodies the traditional role played by women in the United States. Since the position's creation, both Presidents and the public have wanted First Ladies to be seen and not heard. Some First Ladies have stayed within these confines, either by doing no more than simply supporting their husbands, or by taking care to exercise power only behind the scenes. Several First Ladies in this century, however have followed the lead of Eleanor Roosevelt, who broke barriers in her vigorous campaigns for various social causes, and they have brought many worthy issues to the forefront of the American consciousness.' Most recently, with the rumblings of discontent with the role's limited opportunities for independent action that accompanied the arrival of the women's movement, Rosalynn Carter and Hillary Clinton attempted to expand the role of the First Lady even further by becoming policy-makers during their husbands' presidencies.3 This evolution in the office of First Lady parallels women's general progress in society.
