1.1 ENLIVENING COMMUNITIES WITHIN MURRAY RIVER COUNCIL - STREETS AND SHARED SPACES TENDER

RECOMMENDATION That Council: 1. Awards contract MRC 2018, Creative Lighting Projection Trial, to Mandylights Pty Ltd at the tender price shown in the confidential tender documents attached to this report. 2. Notes that the cost of presentation of the creative lighting trial is covered by the funding received through the Streets as Shared Spaces Program.

BACKGROUND Council was successful in obtaining funding through the NSW Government’s Streets as Shared Spaces Program to help transform some of the area’s well-known public spaces into temporary artwork. Tenders were sought through NSW Local Government Procurement for the following: • MRC 2018 – Creative Lighting Projection Trial The project will see pop-up lighting projections and solar lighting temporarily installed across the area to further improve the attractiveness of open spaces. Council has identified four projects to trial creative, innovative and economic lighting options with the view to invest and roll out as permanent features in various locations in the future. The projects will enable: -

• comfortable, convenient and safe pedestrian and/or cycling movement consistent with the movement and place framework;

• positive health, wellbeing, social and environmental outcomes;

• strong, healthy, connected and resilient communities;

• communities to build on local character through sharing of the regions stories;

• improved attractiveness of open spaces;

• Strengthen arts and cultural activity that drives community participation and social benefits;

DISCUSSION The projects include:

• Echuca Moama Bridge Underpass- Moama: Delivery of a projection program that highlights the historic and iconic structure by transforming it into a temporary public artwork celebrating stories of our region.

• Perricoota Road- Moama: This project will include the installation of a series of projections to light a section of the existing shared path network. The path will be enjoyed by users as the sun starts to go down and after dark and allow for a safe passage for visitors and residents to dine at local businesses.

• Cobb Highway- Moama: This project will include the installation of a series of lighting projections to light the path and/or glow in the dark solar lighting. The temporary installations will draw visitors to the space after dark and allow for a convenient and safe pedestrian/cycle path. This path is used by residents of the local Cobb Haven aged care facility as a main thoroughfare to businesses. It will improve the safety and attractiveness of this busy public space.

• Christmas Lighting Pop-Up- , Koraleigh, , , Barham, Moama and : An exciting and creative approach to Christmas through programming lighting projections and/or solar lighting at prominent park/town spaces in MRC communities to project Christmas images after dark.

All projects must be completed and evaluated by September 2021, with the Christmas Lighting Project to be installed by 30 November.

The evaluation process was both extensive and thorough. The panel assessed the technical worth of each tender against the specification requirements, information submitted and the selection criteria.

The tender submission provides confidence that the preferred contractor has the resources and capacity to undertake the project and will provide Council with best value for money

LEGISLATIVE IMPLICATIONS

RISK ANALYSIS • What can happen? Outdoor events can be adversely impacted by weather. • How can it happen? Unseasonal rain event. • What are the consequences of the event happening? Visitor numbers will be lower on adverse weather days. However, the projections run over a number of weeks and it is unlikely that an adverse weather event would last over a prolonged period. • What is the likelihood of the event happening? Low • Adequacy of existing controls? Adequate • Treatment options to mitigate the risk? Manage

CONCLUSION Following what has been a horrendous year for visitation and for social interaction, this project will attract large numbers of visitors and provide unique entertainment over several weeks at Christmas 2020 and in March 2021 Councils request for tenders attracted many submissions from the best in the industry.
