Mansfield Do It! 2016 Final Report

Background Mansfield Do It! is community and careers festival held biannually since 2012. At its inception, the event was titled Connected Communities Expo and showcased community groups operating in the Mansfield Shire. In 2014 Mansfield Council was approached by the Mansfield Secondary College and NE Tracks about the possibility of merging their proposed careers event with the community expo and from this idea Mansfield Do It! was born.

In 2016, with the Central Primary Care Partnership coming on board to support the event through its Local Partnership Project funding the event further expanded its focus to include health and wellbeing.

Mansfield Do It! 2016 was delivered with the support of Mansfield Secondary College, Mansfield Neighbourhood House, The Victorian Government Department of Education and Training and the Central Hume Primary Care Partnership.

Aim Delivered with the theme “Happy, Healthy and Living in the Mansfield Shire” Mansfield Do It! 2016 showcased: • Community groups in the Mansfield Shire; • Pathways, careers and living in the Mansfield Shire and beyond; • Local and regional community health and wellbeing services.

In this way, the event aimed to: • Promote local community groups, clubs and services; • Raise awareness of information, options and services related to health and wellbeing; • Support local young people in discovering pathways, careers and living in Mansfield Shire and beyond; • Facilitate links to and between community groups, organisations, businesses, educational facilities and health services.

Outcomes Mansfield Do It! 2016 comprises 2 parts: 1. An expo style festival from 2pm-6pm located on the median strip on High Street, Mansfield with displays by community and recreation groups; health and community services; and career and education providers. 2. A careers component for students, which began after lunch and included: talks by past students on their experience and career pathway since leaving school; and walking tours visiting businesses and organisations in Mansfield Township to learn about the diversity of employment options available in the local area.

Overall, the expo component of the festival was quite successful with approximately 70 stallholders present at the event including and upwards of 300 attendees throughout the afternoon.

Stallholders at the event included: • 8 Health & Welfare Services • 4 Family & Children Services • 2 Youth Services • 2 Emergency Services • 4 Mental Health & Disability Services • 12 Education, Training & Employment Services • 6 Community & Government Services • 29 Community Groups

Further outcomes included: • Welcome to Country by local Taungurung Elder, Aunty Bernadette. • Free healthy choice BBQ cooked by A Third Hand volunteers and distribution of free healthy BBQ guide. • Performances by local orchestras, dance groups and performance artists.

Promotion The event was promoted in a number of ways including: • Facebook posts through Council and Community Notice Board pages. • Display of posters in local shop fronts and public notice boards. • Notification through email distribution lists. • Media releases to local newspapers. • Interviews and promotion through Mansfield Community Radio. • Full and half page advertisements in Mansfield Courier. • Inclusion in Mansfield Matters. • Individual visits to local businesses.

Evaluation The event was evaluated through stallholder survey which asked respondents to rate and provide comments on the event’s organisation and success in achieving its aims and outcomes. In response to organisational aspects of the event, feedback provided was overwhelmingly positive however in regard to the event’s success in achieving objectives the response was more mixed.

Strengths identified by stallholders included the opportunity the event provided for networking and gathering information about available services, however many stallholders expressed concern that the timing of the event (2pm-6pm midweek) didn’t suit their members or their target audience and therefore presented a barrier to attendance. Unfortunately, programming the event to suit the conflicting needs of community groups, schools and services will continue to present a challenge for the future delivery of the event, however it has been proposed that a Friday afternoon/evening timeslot and inclusion of headline entertainment should be considered in 2018 to help facilitate greater community participation.

With regard to the careers component of the event, school representatives expressed that its organisation was adversely impacted by changes in staff, late changes by the school to agreed timing and level and involvement as well as the shortness of the school term (resulting from timing of Labour Day and Easter holidays). Despite this, it was felt that the component was well received by students and businesses involved in the careers walk but that more work could be done with students to increase their engagement.

Ideas identified to improve future delivery of careers component include the following: 1. Investigate how participation could be linked to Year 10’s curriculum and assessment as a way to promote meaningful engagement. 2. Engage more closely with principals of all schools and discuss benefits of involvement. 3. Contact teachers individually to invite involvement and look for ways to encourage parents to get involved. 4. Meet with school career, welfare and health staff in very early stages of planning process to ensure clarity of event purpose and needs. 5. Consider including expert speakers on key issues as a component to event. Suggested topics included Family Violence and Financial literacy, although this should be developed in consultation with school’s health & welfare staff.

A planned outcome of event involved collaboration with the regional Koorie Education Support Officer (KESO) network to link indigenous students from across a number of schools in the region to the careers component of the festival. It was planned that approximately 50 students would be bussed from various locations across the region to participate in the careers activities before attending an overnight cultural camp nearby. Several months were spent planning this aspect of the event through conference calls coordinated by the KESOs, with Mansfield Shire Council’s Community Development Officer attending to ensure cohesion was maintained between the activities planned group and Mansfield Do It!

Ultimately it was the KESOs responsibility to organise this component and Mansfield Shire Council’s responsibility to ensure that the activities married in with the Do It Festival and schools careers component.

Unfortunately, in the week leading up to the event it became apparent that only 12 students were confirmed to participate in the event; a number of schools had expressed that they had not received sufficient time and information to support their students to attend; and for other students the overnight component of the trip was barrier to attendance. With this information, cancelling the overnight camp and rescheduling the activities during the day was investigated, however after consideration it was agreed that due to time restraints this was not possible so the decision was made that despite the low numbers they would proceed as planned. On the day of the event, the Community Development team received notification that the cultural camp had been cancelled and that none of the indigenous students would be attending Mansfield Do It!

Although no further details of the circumstances which led to the cancellation have been received, it is felt that ultimately the activity failed due to lack of clear leadership amongst the KESOs, communication, and experience in organising such a logistically challenging task and that more effort needed to be made to involve participating schools in the planning from a much earlier stage. On the positive side, the planning of this component was instrumental in securing the presence of a number of universities at the event and whose stalls were manned by Indigenous Recruitment Officers. While it is regrettable that the event didn’t manage to include the indigenous students as hoped the presence of these universities at the event was of great benefit to the Mansfield students. It is also felt that despite the indigenous component failing to get off the ground in 2016, the concept is strong and efforts should be made to invite and support the group to try again in 2018.

Conclusion Overall, Mansfield Do It! 2016 was well organised and was delivered without incident. The fact that the main components of the event have been delivered in much the same way for a number of years means that from an event management perspective the event is relatively easy to stage and can continue to be rolled out successfully without too much pressure.

The challenge therefore is in maintaining (and ultimately building upon) the event’s relevance and avoiding a situation where the impact of the activities are diminished by repetition and monotony, and as a consequence community buy-in for the event wanes. In order to achieve this, future organisation of the event needs to place a greater emphasis on maximising its audience by making Mansfield Do It! a fun community event not to be missed.

Outreach Connections—SalvoCare Outreach Connections offers case management ser- vices to people over the age of eighteen who are homeless, or at risk of becoming home- less and who are not receiving support from other services.

Mansfield Bowls Club Inc. we welcome groups wanting to try out bowls, or individuals who want to give it a go. You can come along and help to keep yourself fit - our oldest player is 96! Children as young as 10 can play. You can join in social days, or play serious competitive bowls alongside some top class sports people.

Mansfield Tennis Association provides competition, social coaching and casual tennis for senior, adult and junior players. The club has 10 courts including 6 under lights, all mod-grass surface. Players of all ages and ability welcome.

Funding for this event was provided by the Central Hume Primary Care Partnership (CHPCP) The CHPCP is a partnership of hospitals, community health services, social service organisations and local governments all working together to plan and care for the health and wellbeing of communities in the Alpine, Benalla, Mansfield and Wangaratta local government areas (LGAs). The PCP (17 organisations) aims to strengthen collaboration and integration across sectors in order to: • maximise health and wellbeing outcomes • promote health equity • avoid unnecessary hospital presentations and admissions. Our current focus is on Diabetes, Healthy Eating, Aboriginal Health and Aged Care.

The Mansfield Do It Festival was organised by Mansfield Shire Council with the support of Mansfield Secondary College, Mansfield Neighbourhood House, Victorian Aboriginal Education Association Inc. and The Victorian Government Department of Education and Training.

Stallholders will be provided with 24 hours’ notice Make sure that you ‘slip, slap, slop’ Equipment All equipment must be provided by exhibitors. This includes tables, chairs, marquees, promotional materials etc must be provided by exhibitors. No Pegs to hold down marquees or banners (due to underground services) – sandbags/weights only. It is your responsibility to ensure your marquee and displays are secured against wind gusts. Site size Each site will be approximately 4m x 4m, unless it was specified that you require additional space. Power For the majority of stallholders no power is available. This is due to OH&S requirements for running leads and tagging and testing. If you have been granted a powered site please ensure that cables are treated appropriately and do not present a trip hazard. Please make sure devices such as laptops, ipads, phone etc that require power are charged prior to the event. In the case of emergency, there will be power available at the stage and cinema sites, but please do not rely on this. Parking See site map attached. Drop off areas for bump in and bump out area as marked. Please be considerate of other stallholders and minimise your time parked in these areas to 5 minutes. All day public parking is available behind Marks’ IGA, in Highett Street median strip and in Errill St. No vehicles are to be parked on the median strip Toilets Public toilets at located at roundabout on High Street and at the Botanic Park Traffic management High Street will remain open to traffic throughout the event, however, the two High Street "crossovers" in the event area will be closed to traffic between 1pm and 7pm to facilitate stall holders and improve public safety. Emergency plan In the event of an emergency evacuation please leave your stand, follow announcements and move quietly to the Muster Area in the public car parking area in Errill Street – as identified on site plan. You will need to make your own arrangements for delivering the materials, setting up your display and bumping out at the end of the day. Please ensure that brochures etc are secure and won’t blow away. Fundraising This is a free, inclusive community event. Please do not fundraise, hold raffles (unless entry is free) or sell food or drink.
