BALEKA MBETE The Honourary Deputy President was Speaker of the National Assembly prior to her current appointment. She previously also held the following posts:

• Chairperson of the African National Congress (ANC) Parliamentary caucus since 1995. • Member of the National Executive Committee (NEC) since 1997 and National Working Committee since 1998. • Member of National Executive Council (NEC) of African National Congress (ANC) since December 2007. • National Chairperson of ANC since December 2007. • President of the Inter-Parliamentary Union since April 2008.

The Honourable Deputy President also served on the International Advisory Panel for UNESCO (United Nations Educational, Scientific and Cultural Organisation) Director General (1998) and a UNIFEM panel of experts to assist in engendering the Burundi Peace Process (June / July 2000). Ms Mbete led a Parliamentary delegation to the 9th Congress of Pan African Women's Organisation (Boksburg) (2008).

Sicelo Shiceka is currently Minister of Provincial and Local Government of the Republic of . He is also a Member of the African National Congress (ANC) National Executive Committee (NEC).

ALAN HIRSCH Alan Hirsch has degrees in economics, economic history and history from UCT, Wits, and Columbia University. He worked as an economics lecturer and economic policy research director at UCT from 1984 - 1986 and from 1989 - 1995.

Alan joined the Department of Trade and Industry (DTI) as Chief Director, Industry and Technology Strategy in 1995. In 2000, after returning to the DTI as Chief Director, Business Regulation and Consumer Services in 1999, he was appointed Deputy Chief Economist of the DTI, and Strategic Advisor on New Economy Policy.

In 2002 he joined the Presidency as Chief Director Economic Sector, Policy Coordination and Advisory Services (PCAS). In 2007 he was appointed Deputy Director General and Deputy Head of the policy unit (PCAS) in The Presidency. He has published widely on trade and industry policy issues and most recently published the book: Season of Hope—Economic reform under Mandela and Mbeki, published by the University of Kwa-Zulu Natal Press and the International Development Research Council of Canada (IDRC).

IOANNIS N. KESSIDES Dr Ioannis N Kessides is a Lead Economist in the World Bank's Development Research Group. His areas of specialisation are competition, regulatory, and privatisation policies in network utilities, market structure and firm conduct, determinants of entry and exit, and contestability analysis. Prior to joining the World Bank in 1990, he taught at the University of Maryland and was an economist in the Line of Business Program of the U.S. Federal Trade Commission. More recently he taught at Princeton University. He received B.S. and M.A. degrees in Physics and Plasma Physics (Nuclear Fusion) from Caltech and Princeton, and a Ph.D. in Economics from Princeton. Dr Kessides has recently contributed to an Infrastructure Review of South Africa, and is familiar with the challenges of the sector in the country. ANDREW DONALDSON Andrew Donaldson studied at the University of Stellenbosch, UNISA and Cambridge University, and has taught economics at the former University of Transkei, Rhodes University and the University of the Witwatersrand. He joined the then Department of Finance in 1993, and is currently Deputy Director-General responsible for Public Finance in the National Treasury. He oversees the Treasury’s work on spending policy, social development and public service delivery, and has played a leading role in the reform of the budget process and reshaping of budget documentation. He contributed to the work of the Katz Commission on tax policy, served on the Committee of Inquiry into a National Health Insurance System, was a member of the team that drafted the 1996 macroeconomic strategy and is currently involved in the Treasury’s work on accelerating economic growth and broadening social protection. He is on the Board of Directors of the South African National Roads Agency and the Board of Trustees of the Government Employees’ Pension Fund.

SEERAJ MOHAMED Seeraj Mohamed is an academic economist and economic columnist. He is the director of the Corporate Strategy and Industrial Development Research Programme (CSID) in the School of Economics and Business Sciences at the University of the Witwatersrand (Wits). He also teaches in the Department of Economics and the Global Labour University Masters Programme at Wits University. He has been involved in economic policy research since the early-1990’s and has worked in the Industrial Strategy Project, Macroeconomic Research Group, Minerals and Energy Policy Centre and the national Department of Trade and Industry. Seeraj has been writing weekly column on the South African and global economy for the weekly business magazine Engineering News and the website www.Polity.org.za since 2002. VICTOR KGALEMA Victor Kgalema is currently an Executive at Eskom in the commercial department where he is responsible for competitive supply development and AsgiSA, a position he has held for the past seven years. For the four years before that he was a Project Finance Specialist, also at Eskom. From 1985 – 1995 Victor worked at NUMSA where he was responsible for engineering policy formulation. SEAN PHILLIPS Sean Phillips is currently the Programme Manager, Competitive Supplier Development Programme at the Department of Public Enterprises. Prior to this between January 2004 and November 2006 he was the Chief Operations Officer for the National Department of Public Works.

From 1999 to 2003, Sean was the Head of Department, Public Works in Limpopo. Prior experience includes:

FANIE VAN DER WALT Fanie van der Walt is currently the Competitive Supplier Development Manager for Transnet assisting in the implementation of the CSDP program within Transnet. He has currently been with Transnet for the past 18 years. Previous working experiences include:

• Category Manager Operational Materials at Transnet Group Strategic Supply Management responsible for the Strategic Sourcing of cross Divisional Railway & Harbour Rolling Stock components. • National Product Engineer (Metallurgist) at Transnet Rail Engineering responsible for providing cost effective strategic decision-making solutions and product reliability improvement to improve the effectiveness and efficiency, nationally. • Professional Practitioner at Transnet Freight Rail His responsibilities included specification writing, failure investigations, testing and making technical recommendations for corrective actions. He conducted his thesis on Draft Gear Knuckle maintenance and reliability on the Ermelo-Richards Bay Coal line for which he obtained his Masters Degree in Technology from the Tshwane University.

RAKSHA MAKAN Raksha Makan is a Director of Acquantus a 100% black, female-owned financial service consultancy that provides consulting services to both public, as well as private sector clients. The company focuses on the following niche services, namely:

Ms R Makan has managed projects and provided advisory services, both in the Public and Private sectors over a period of 6 years. Her experience in the both sectors allows her the luxury to always visualize integrated possibilities for clients and advise accordingly. HENNIE DE CLERCQ Hennie de Clercq is currently an Executive Director of South African Insititute of Steel Construction.

SITHOLE MANGALISO M. MBANGA Sithole Mangaliso M. Mbanga is currently the Chief Executive Officer of South African Cities Network where he has been since 2002. His career began at the University of Westville where he was Tutor & Lecturer at the UDW Department of Political Science and School of Public Policy and Development Management and later part-time lecturer on Civil Society and Governance, and Political Philosophy. It is at this university where he completed his studies: B.A. Political Science and Sociology and B.A. (Honours) African and Global Politics and Economic Development. He is now doing a Masters in Strategic Studies. In 1995 he joined the Institute for Multi- Party Democracy (MPD) as a Programme Officer where he was responsible for the Kwa-Zulu Natal Programme on Democracy Education. Sithole worked (1996- 98) for the African Centre for Constructive Resolution of Disputes (ACCORD) as a Senior Programme Officer. This took him as far afield as Burundi/ Rwanda, Sudan, and even New Zealand, Australia, and Fiji Islands. In the position of Local Government Programme Co-ordinator (1998- 2000) within the National Business Initiative (NBI), Sithole managed the NBI’s national Effective Governance Programme from the NBI’s Kwa-Zulu Natal office. Sithole has worked for the Local Government Support and learning Network (LOGOSUL) as a National Programme Manager. These years of experience have led Sithole to be particularly competent in the areas of management and administration, researched based Researched Based Project/Programme Management and Strategy Development. YUSUF PATEL Yusuf is Deputy Director-General for Free Basic Services and Infrastructure. He participates in the Executive and Top Management Team of the Department of Provincial & Local Government that is responsible for corporate governance including strategic planning, performance review, audit compliance, procurement and financial management. Yusuf has directed the management of the Municipal Infrastructure Grant (MIG) which has grown from R 4.3 billion in 2004/5 to over R 8 billion in 2008/9 with an average spending rate of 97% per annum. He has carried out numerous assignments on improving development planning across government including alignment between the National Spatial Development Perspective, Provincial Growth and Development Strategies and Municipal Integrated Development Plans (IDPs).

Yusuf prepared and conducted briefings with Ministers and the President on development profiles of municipalities, challenges and proposals. He managed a partnership with the German government on local governance and development and drafted the National Framework for Local Economic Development that was launched by Minister Mufamadi in August 2006. Established and managed the National LED Forum. He contributed to the drafting of the Inter- Governmental Relations Act (2005) and participated in the Presidential task team on Urban Policy and is currently steering a partnership with the South African Cities Network on completion of a National Urban Development Framework. Furthermore he represented South Africa at the World Urban Forum in Barcelona (2004)

Prior to joining Government in 2000 Yusuf headed a development planning firm, worked at Eskom, and worked on numerous public and private sector construction projects as a quantity surveyor. DEMPSEY NAIDOO Dempsey Naidoo is the founder and Executive Chairman of PD Naidoo & Associates (Pty) Ltd, a leading, diversified consulting engineering and technology group based in Johannesburg, South Africa. In the last 22 years he has grown the business from a community-focused, voluntary technical advisory service, to a highly sought after engineering house. Dempsey has conceptualised and led multidisciplinary teams in large scale infrastructure projects such as Belualane Industrial Park in Mozambique and the Blue IQ programme in SA. He has authored numerous articles relating to the engineering profession as well as being the subject of several in-depth articles dealing with business entrepreneurship. In his early design career and during his postgraduate engineering training, he gained experience in all facets of civil engineering from pipelines and dam designs to major mining infrastructure and plant and utilities whereupon he entered the prestigious Anglo American Executive Management Programme. Mr Naidoo is a past President of the Consulting Engineers of South Africa (CESA) and a Council Member of the Engineering Council of South Africa (ECSA). KHAYO MPUNGOSE Khayo Mpungose, is Executive Chairman of Africa Mayibuye Leadership, a leadership and management consultancy. He has completed a 7-month assignment (on 30 September 2008) where he had been headhunted by the Mpumulanga Provincial Government to turnaround its capital city, Mbombela Local Municipality (with 2008/2009 budget of R 2.3 billion), as he served as Administrator thereof under the auspices of Section 139 (1) (b) of the constitution of the RSA, 1996.

Mr Mpungose is also the immediate Post Municipal Manager (MM) of Ugu District Municipality who served that municipality for almost 11 years (seven years as MM and four years as Director of Administration). Prior to that he served in various strategic capacities such as Deputy Chairman of Executive Committee of Durban Transnational Metropolitan Council, Joint Executive Coordinator of Greater Durban Metropolitan Negotiating Forum, non-executive Director of Durban International Convention Centre, Sales Staff Trainer of Old Mutual, Executive Director of youth NGO and High School Teacher.

A graduate of MBA who currently serves as the Vice President of the Institute for Local Government Management of South Africa, Mr Mpungose’s main areas of specialization are: strategy development and management; organisation development; governance; transformation and change management; policy formulation and implementation; legal compliance and interpretation of statutes; negotiating and concluding deals; contract management; project management; inter-governmental relations; community development and empowerment; marketing and branding; communications; event management; training and development; human resource development; performance management; research, report writing and presentation; leadership development; coaching and mentoring; management and leadership advisory services; workshop/seminar facilitation; training on effective public speaking; motivational speaking; leading and managing people.

MARIÉ KIRSTEN Marié Kirsten is an economist with a Masters degree from the University of Stellenbosch. She works in the Policy Unit of the Development Bank of Southern Africa (DBSA). Marié has served on the Board of Directors of the Small Enterprise Foundation, South Africa’s best known microfinance institution since its inception. In the 16 years that Marié has worked at the DBSA she has been seconded to work at the United Nations FAO in Rome (2005) and to the South African Department of Trade and Industry (1995). She specializes in development finance, microfinance and poverty related research.

BRIAN WHITTAKER Brian Whittaker is Chief Executive of the Business Trust, and has carried executive responsibility for the management of the Trust from its inception in 1999. Brian has established, chaired, directed or managed a number of organisations for social and economic development: he was the first chairman of FHA Homes; he was a member of the Gauteng Development Tribunal and served on the board of the Municipal Infrastructure Investment Unit.

Brian was also chairman of the Teacher Opportunity Programme, the Continuing Education Programme and Education Information Centre. He managed the conceptualisation, negotiation and establishment of the R 500 million Joint Education Trust. In the business development arena he chaired the Private Sector Counselling Agency and the Contractor Development Agency and, through the Business Trust, established the Tourism Enterprise Programme where he serves on the board.
